The Mayoral candidate for Colombo of the United National Party (UNP) Rosy Senanayake, by stating that the Colombo Municipal Council (CMC) cannot function without the Central Government has brought into question the much-talked of unity of the ‘Unity Government’ while throwing potential voters in a dilemma.
She told Daily Mirror: “For the past 25 years we couldn’t do much in the city simply because the central government was not from the party. Colombo has been a UNP stronghold and it is our heart but we have received step-motherly treatment.”
Although the Central Government is made of both the UNP and the SLFP (Sri Lanka Freedom Party) the two parties are contesting separately in the forthcoming local government elections. As such the veiled call to vote for the party in power puts the voter in a quandary.
On the other hand, the claim has ideological and political implications that would confuse supporters of the Yahapalana Regime.
For example, since her party as well as its principal coalition partner, the SLFP, led by President Maithripala Sirisena, have pledged to devolve power in order to obtain reconciliation, unity and peace, her claim essentially maintains that devolution of any power is untenable unless those in peripheral entities are aligned with the centre politically.
Thus, the Northern Provincial Council cannot effectively function according to her logic unless it is controlled directly or through proxy by the UNP-SLFP. If the voter is required to vote for the party or parties in power for effective administration, devolution is rendered a non-starter.

For the garbage problem for the last so many years, politicians, bureaucrats have been in overseas trips for so many times to study it. they had hired indian companies to finish it. Now, a Chinese company is hired with a very lucratice contract involving lot of money. Think about the Commis. got by the one who offered the contract. But, is the garbage problem a new. Did not have garbage before this. Why recycling is this difficult to understand issue.

Parliamentarians shouldn’t sit smug, and expect national taxes and central government to deal with e.g. garbage and drainage solutions. It’s not like collecting money for armed and security forces which is the purview of the central government. It is the honorable duty of the Colombo parliamentarians to deal with Colombo’s garbage and drainage solutions according to their own initiative and creativity. Instead, money is “amassed” to send children abroad for further education, for 5-star hotel weddings, and for beauty-contests, whilst waiting for servants to pick up their refuse for free. It is therefore imperative that local district and neighbourhood taxation should be put in place for a clean and healthy city.

Once a Mayor is elected, he or she should focus on the infrastructure and conditions of the City. All mature Mayors of big cities across the world quit their partisan petty politics once they win. Look at the great Mayor in London : Sadiq Khan. Rose to the occasion despite insults when terrorists struck London. he is BRITISH and proud of being BRITISH. Mayor Rudy Guiliani a Republican worked even with Democratic Presidents, and was not liked by Liberals but he cleaned up the squalid drug and crime invested 42nd Street area and made it family friendly and very safe for everyone. I remember going there in 1987-88 and being accosted by dope dealers and all the peep shows and camera stores. Now it is totally a cleaned up area full of global tourists. They will have to take hard decisions and not cater to the lowest denominator. If pavement hawkers need to be relocated; then so be it; do not curry favour with your own party. Be courageous and do the right thing. It may require a hard hand and a tough mindset. Colombo deteriorated a lot after Gota left the UDA and UNP won.
