RW’s Remote-Control Economy

The greatest cruelties of our century have been the impersonal cruelties of remote decision, of system and routine, especially when they could be justified as regrettable operational necessity.” (Eric Hobsbawm)

“The most basic question is not what is best, but who shall decide what is best.” (Thomas Sowell)

Historians are sometime called prophets in reverse. But Hobsbawm’s statement is prophetic enough to depict the current situation in Sri Lanka where the economy is virtually under IMF’s direction from Washington. It is an economy operated by remote-control. Almost every utterance by the President in praise of the IMF deal, his blind condemnation of the opponents and critics as anarchists and saboteurs, his warning to the nation about the mortal danger of rejecting the deal, and his justification of difficulties caused by the deal, “as regrettable operational necessities,” are typical of a leader in total surrender to “impersonal cruelties of remote decision.” External help should be welcomed but it should not be allowed to “decide what is best.” One wonders whether there was anyone in the Sri Lankan team that went to negotiate with IMF, who had the diplomatic skill and experience to strike a better bargain by driving home the point that Sri Lanka’s support to IMF stakeholders would be crucial in their contest for dominance in the Indian Ocean. In a desperation for immediate funds the team seems to have lost the ability to decide what is best for the country.            

A former CBSL Chief, Indrajit Coomaraswamy, is of the view that a second four-year IMF program is on the cards after the current one ends in 2026 so that the reform process could be completed. But, if the expected economic revival fails or slows down to gather momentum by that time, which possibility could not be discounted given the negative impact of non-economic factors, such as the gathering war clouds in Europe and unpredictable natural disasters caused by climate change, the second program may contain even harsher measures to adopt.

Thomas Carlyle described economics a dismal science because, it always raises embarrassing questions to policy makers when they relax with confidence that their neatly structured economic models would ensure growth and prosperity. Even if one were to admit that IMF is the country’s final and best resort to get out of the crisis, the question arises whether the ruling regime, the members of which are the ones who created the crisis in the first place, could be entrusted with another lump of financial resources from IMF and other agencies to implement the model. It was because of the lack of trust on the current powerholders that even before IMF came into the picture aragalaya youth had the perspicacity to pass a vote of no confidence on the entire lot and declared, “NO 225”. How could IMF expect a clowder of cats to guard the milk. 

The missing element in RW’s IMF remote control economy is the endorsement by the citizenry. This is not to say that the citizenry is informed enough to understand the finer points of and economic rationale behind the IMF model. But without the citizenry’s cooperation no economic strategy could succeed anywhere. Even now it is the fear of rejection by the people that prevents RW from facing an election. It is doubtful whether he would be prepared to call for one even after the end of his current term if the economy remains stubbornly unresponsive to the remote-control mechanism. 

Public distrust on the implementors of IMF model is not going to go away just because RW is working on a legislation to end corruption. That legislation coming at the insistence of IMF would be too little too late. It would be ex post and not ex ante in coverage. With an already corrupt mob entrusted to clean corruption what hopes could people have on the success of this exercise? How can IMF hope to eradicate corruption in a country where the final arbiter, judiciary, is not independent and overtly politicized? RW is appointing a committee to check illicit leakage from IMF and other funds. Even a dozen committees would not be able to stop the leakage so long as fraudsters are able to influence the judiciary. Can IMF prevent that?      

The most glaring weakness of IMF’s one size fit all prescription to ailing economies of neoliberal variety is its lack of interest in or inability to deal with problems lying outside the economic and financial arena. This is unfortunately the way specialized institutions are expected to operate. Their power of influence is restricted strictly to functions allocated in their respective constitutions. Even so, one reason for the failure of IMF cure is to hand over its medicine to a team of incompetent and dishonest orderlies. RW’s team has plenty of them. Thus, IMF’s drive to end corruption in Sri Lanka is a latent realization, and RW certainly will not make any attempt to make the corrupt in his team accountable for past maleficence. Such a thorough exercise would implicate him also. Yet, he wants the people to support his remote-control model. Why should they? Corruption is part of the system and unless that system is thrown out there is no redemption.  

As part of RW’s sales technique, prices of certain consumer items like milk powder have been arbitrarily reduced. On the one hand, this reduction is made possible by the injection of funds from IMF, but on the other it is necessitated to keep the masses quiet and allow remote control to work. None the less, according to informants from Uva these items are not yet available in retailors’ shelves.  Of what use price reduction for goods that are not available? Obviously, it is politics and not economics that is at play here.             

In his campaign to sell the IMF package, RW is also reminding the people of the inseparability of economic revival from resolution to the ethnic issue.  In this regard, a couple of months ago and following the visit by the Minister of Foreign Relations from Delhi, RW brought up the issue of implementing the controversial 13th Amendment and called for a consensus among parliamentarians to impellent it, which only ended in bringing out the saffron army to the streets.  With remote-control economy, once again he is calling for reconciliation of the irreconcilable under the present system. Is he serious or trying to deceive the three disunited minorities, Sri Lankan Tamils, Indian Tamils, and Muslims, and aiming to capture their votes for his re-election when the time arrives? If he is serious, would he publicly denounce the ideological foundation of Sinhala Buddhist majoritarianism, and condemn at the same rime those ultra-nationalist Sinhala Buddhist demagogues who claim that this country belongs only to their community? Would he also canvass support for that cause from the Mahanaykas? The reality is that there is no solution to the ethnic issue without changing the system and without that change even economic revival is not assured. Again, this is another non-economic issue on which IMF is not interested.      

In the present political climate, there is no political party or coalition of parties that is openly advocating system change except NPP. Even NPP is yet to publish at least a broad map of its planned trajectory of intended change.  Renegotiation with IMF for better terms cannot be ruled out from that trajectory. In the meantime, RW claims that his remote-control economy is the last chance for salvation. History is full of twists and turns, and after seven decades of reign the present system has reached a blind alley. Yet, one should not be overly pessimistic. There is always a silver line at the end. Will NPP be that line of hope?

    What has Ranil done since he became the President? Nothing! The things he has done could be categorized into three headings:
    1. Increased the loan amounts we have to pay now than what was there before he became the President.
    2. He has paved the way to borrow more money and we will be left with more loans to pay when he is kicked out of his position.
    3. He has brought in bills and laws which are against the Constitution and has acted against the protestors violating Human Rights.

      What else could one do to control/overcome starvation and deprivation in the country, due to LOOTERS AND ROBBERS WHO HAD MADE AWAY WITH THE LOOT!!!

        I agree with most of your points, but if you listened to Ranil’s recent speech in Parliament he said he filed the case against the looters in the court and the courts threw the cases away. What he did not mention is that the cases were thrown out only because there was a signature missing, which could have been treated as voidable and not void, and with the subsequent correction the case could have been refiled by his AG. Mind you these cases were filed by the present Chief Justice when he was the AG, does it mean we have a Chief Justice who does not know how to file a case? He should have informed the Parliament what actions he is going to take in order to refile the cases, which he did not do. What does it say… it says loud and clear he is protecting the crooks. We all know he too is a crook as his UNP Central Bank robbers would not have done anything without his knowledge, he found a loophole which is not an honest deal. Even today he keeps Ravi Karunanayake who was his agent in the Central Bank robbery by his side, have you not seen Ravi with Ranil on the stage?

          No I haven’t seen the appearance of Ravi K on the stage with RW!! That’s a different dimension!!
          Come to think of it, didn’t the Commission of Inquiry (CoI) or the Court of Appeal (CA), discharge RK of all culpability in the Bond Issue?? Believe based on that and CBSL was attached to Ministry Plan implementation (MoPI) directly under RW and not Ministry of Finance (MoF)!!!Directly controlled by PM!! Moreover, if not mistaken, UNP Assistant Secretary!! Difficult for RW in the circumstances!!??
          These tenuous circumstances for President although TOPMAN!!
          However, case against MaRa is concerned, he should have pursued and rectified the lapse and enabling, AG to proceed with case and seek and obtain desired results!! That’s Inexcusable folly!!??
          Bigger question is, why that spineless AG does require RW or anybody else’s prompt to act!??
          Unless, as you suspect they is an “underhand agreement” with ulterior motives, and because of that deception, AG is inactive and MaRa is still ‘Scot Free’!!!???
          As you claim, there seems to be no other reason for “Dilly Dallying”!!!??
          Personally, don’t want to “Rock the Proverbial Boat” – Economic Recovery – considering the severe hardships encountered by the Common Man!!!??

    Will NPP be that ‘silver line’ of hope? Don’t think so.

    Agreed, its only the NPP that is offering the change but even Dr Ali seems to have doubts as the NPP has ‘yet to publish at least a broad map of its planned trajectory of intended change’. It’s well & good to come out with plans but apart from holding past Presidents & their cronies accountable, the big question is the economy & how the expected growth is to be funded. So far, I have yet to see that in the NPP website.

    Unlike the opposition Labour party in UK, the NPP have not outlined their ‘shadow cabinet’ to provide answers to the proposals of the govt. which they object to. Is the NPP waiting till they win the election to decide on the Ministerial portfolios, instead of tracking the current Ministers & ready to go in with guns blazing with the reforms as soon as they win the election? In this context, Premadasa jnr & the SJB, as well as, the UNP, are way behind but a JVP led leftist govt. doesn’t have my trust either.

      Without interdependence, we cannot imagine a revival as a sinking and begging economy. Like it or not, believe it or not, that is the saddest reality.

        I am not arguing, just the fact that I don’t share Dr A’s optimism. JVP was a fringe party until now & is piggy backing on the NPP or vice versa. My concern is, there can’t be synergy unless everybody works together & when an alliance of 28 parties consisting of communists, trade unionists, professionals, academics, businessmen & monks, as well as, various others from all walks, come together to govern a country, where do they draw the line to compromise? We need to know who & how, which is why I suggested a ‘shadow cabinet’ as in UK, that will shadow the current Ministers with alternatives to policies they oppose, & when the time comes to take over, they are already in gear. If the shadow cabinet is named now with their credentials, we know that it will not be thugs & uneducated yobs who will be governing the country.
        Seems we are supporting the JVP/NPP because we tried the others & now its only them left. We are in dire straits & should not be deciding on a trial & error method but with intelligence because if we get it wrong this time, we may be too far gone to recover. The voters need to be educated with facts & figures, not assumptions based on unsubstantiated promises

          Fully agree with your sentiments and the JVP be accountable for whatever happened in 1988-89, irrespective of the outcome or starting point, for the indignity and pain of mind caused to the SL citizens – murder, plunder, indignity (Funerals), which, firmly believe is inexcusable!!
          I feel if we don’t extract a ‘MEA CULPA’, prior to election and casting our vote, they would become emboldened to repeat the same mistake and Blunder!

      As a matter of fact, they aren’t even available in Colombo, and won’t be until old stocks are replaced. Dr. Ali doesn’t seem to know that the importers said so themselves.
      Dr. Ali seems unable to accept that some prices have in fact come down. Is he suggesting that bus owners, the LPG companies, and canteen owners are all in cahoots with Ranil ? Dr. Ali seems to base his opinions on personal distaste for RW.

    AA , blame Ranil, voters, SB , monks why IMF ??? which is trying to put some food on those empty plates of HAVENOT ( currently estimated by WB / Food Bank as more than 50 % ) As an Economist you know well, if not for IMF intervention Lanka would have plunged deeper into it’s grave. IMF is trying to save those HAVE NOTS including poor, vulnerable, women without support, elderly and children. Shouldn’t you be worrying more about those funds disappearing as it happened in Russia 1998. Exactly 4.2 Billion dollar US fund ( as part of IMF assistance) disappeared without any trace.

      He has academic qualifications in economics, which he also taught for many years, but somehow published mainly in sociology and Islamic studies, some most remarkable.

      I guess that you are aware that Russia when it suffered a massive economic crunch in 1998 was led by Yeltsin, a loyal friend and follower of the US, who was shown the door in 1999.

I’m told it was not Yeltsin who was mostly intoxicated and wasn’t thinking of living long, ( just like Mahinda diverting Japan sponsored Tsunami funds while Chandrika had passed out) people around him were extremely corrupt and criminal including Ministers, Party higher ups, Oligarchs funding party and then the “real master mind” behind such massive scheme, one Mr. Putin, who was KGB foreign service intelligence officer for 16 years, resigned in 1991, moved to St Petersburg in 1996 to join politics and was briefly appointed by Yeltsin as Director of FSB (Federal Security service) and secretary of the security council of Russia in 1998, before being appointed as PM in August, 1999, soon Yeltsin was forced to resign, Putin became President.(just like our Gothabaya, “from soldier to President in just 3 years”) . Now go back to the timeline reported in the investigative report “from October 1998 to March 1999, 4.2 Billion of U.S sponsored IMF financial assistance changed hands more than 10, 000 times and finally disappeared”.Prior to that more than 10 Billion was suspected laundered using one single account”. Putin’s presence , must be, such a coincidence isn’t it ???

        I guess that you are aware Putin was PM in 98 and forced out Yeltsin to become President in 1999. According to investigative reports the IMF funds disappeared under Putin’s watch. It’s like Mahinda blaming Chandrika for missing Tsunami funds. Funny isn’t it???

According to their logic Trump too is a comrade because he claims to be a very close friend of Putin. Telling media “if I was President, NO WAR and reelect me , I will stop it in a day” . Can there be any better friendship among comrades?? Trump also claims to be a close friend of North Korean Kim , who is so paranoid and suspicious of his own shadow, has no one other than comrade Xi.                 That goes to show NATO had no intentions of accepting Russia or for that matter Ukraine. Putin just made an excuse to “go to war” . Clinton was determined to help Russia against his own Congress recommendations, to see economically stronger Russia after it’s disintegration, so that they don’t hit bottom to become another North Korea. Billions of U.S funds were provided through IMF assistance. Along with increasing demand for oil and other natural resources, not only Russia recovered well but under Putin decided to invade former USSR states causing global hegemony. You telling US influencing Russia’s 1996 election is as good as Trump requesting Ukraine and Putin to influence U.S elections. In good faith Russia formally joined G 7 in 1997 and was included as G 8 member in 1997, to help with further integration. But Putin exploited it by precipitating an international crisis by occupying Crimea in 2014, and permanently leaving the group in 2017. As the saying goes “never feed a poisonous snake ” . . . . . .

                Prof DW, There is ample evidence to show Putin in an internal political coup, forced out Yeltsin. Putin quit KGB in year 1992 but joined politics in 1996. That 4 years he
                continued to work as a KGB officer on a personal mission code named “” soldier to president in 3 years”. What more ??
                There are credible allegations of his involvement in the failed coup to ouster Yeltsin during his presidency. By the way when will you tell us ” how much Putin is worth today???? ” with evidence ofcourse. .

    Perspicacity, having an ability to notice and understand things that are difficult or not obvious, is a new word for me. But, not the ability itself. You only had to be observant and discerning to have anticipated the economic meltdown.
    The public is not happy with the terms of the IMF package. They cannot complain. It is the public who meekly let the situation come to this precipice.

If it is Evil, the IMF knows what it is doing, and will not come back to ask for implementation, but will make an early release of the remaining loan with an open lie that “Sri Lanka has already implemented all our requests” . What happened to the UN’s internal investigation of 2009’s Genocide and UN officials had worked for that Genocide with Royals? Like in Langkang’ multiple Presidential Commissions, UN too put the report as classified for 20 years.

            Old, we both believe that we know what we write. That is why we engage to criticize the Langkang’s political process. But both of our shortcomings are trying to define a 75-year-old history in two or three lines. If we blame people for voting in Hitler for the EP chair is wrong, then we need to credit them for having him chased out of office. If we blame them for not having voted for the opposition candidate for the Chair, only Evil can have the credit to sneak into the Presidential place. Is that why the courts are finding protesters who went to the presidential palace as trespassers, but Evil was properly elected president to walk into the Presidential Palace. Don’t you think we need some time to parse and grasp on these matters on who is right and who is wrong. If onions were planted in 1948, we can reap the onion in 2022.
