Sirisena Appoints Indrajit Coomaraswamy As Central Bank Governor

President Maithripala Sirisena today appointed Economist Dr. Indrajit Coomaraswamy as the Governor of Central Bank.

Dr. Coomaraswamy was the former Director Economic Affairs at the Commonwealth Secretariat.

Sirisena tweeted that he had made the appointment after consulting ‘all parties concerned.’

A product of Royal College, Colombo and Harrow School in England, he gained his undergraduate degree at Cambridge University and obtained his Doctorate at the University of Sussex.

Coomaraswamy joined Central Bank of Sri Lanka in 1973 he served in the Economic Research, Statistics and Bank Supervision Divisions as a staff officer until 1989. From 1981 to 1989 he was seconded to the Ministry of Finance and Planning.

Thereafter he worked for the Commonwealth Secretariat from 1990–2008, holding the posts of Director, Economic Affairs Division and Deputy-Director, Secretary-General’s Office and was brought back to the Commonwealth Secretariat to head the Social Transformation Programme Division, as Interim Director.

He is currently a Special Advisor at the Galleon Group.

      Followings I found about the candidate:

      ) Indrajit Coomaraswamy, a well-known Sri Lankan economist, hails from one of the country’s most respected Tamil families.He is the son of the iconic diplomat, Raju Coomaraswamy, alias ‘ Roving Raju’, and a brother of Radhika Coomaraswamy, a human rights activists who is also a member of Sri Lanka’s Constitutional Council.

      2) Indrajit was also known as a dashing sportsman having captained the Sri Lanka and CR & FC rugby teams. In addition, he captained the Harrow School and Emmanuel College, Cambridge cricket XIs. He also played cricket for the Tamil Union Sports Club in Colombo. In the early 70s, he was a popular sportsman in Colombo.

      3) Dr. Coomaraswamy received his primary and secondary education at Royal College in Colombo and at Harrow School in England.He obtained his undergraduate degree at Cambridge and his Doctorate at the University of Sussex. Therefore, with this new appointment, Coomaraswamy joins the elite group of Royalists running the Sirisena-Wickremesinghe administration.

      4) Joining the Central Bank of Sri Lanka in 1973, he served in the Economic Research, Statistics and Bank Supervision divisions as a staff officer till 1989.He was attached to the Ministry of Finance and Planning from 1981 to 1989. He is known as an economist who is equally strong on the academic and administrative fronts – which made him a strong candidate for the Central Bank Governor’s position.

      5) Coomaraswamy also served as a special advisor to the Galleon group, founded by controversial businessman Raj Rajaratnam, a Sri Lankan American currently serving a 11 year prison term.

      6) Incumbent Finance Minister Ravi Karunanayake was once accused of depositing funds sent by convicted hedge fund owner Raj Rajaratnam, in a private bank without informing the Central Bank. Karunanayake’s name, however, has been cleared by the Colombo High Court which heard the case for nearly four years.

    At last the MS/RW combi found a suitable person for the job of Governor
    of CB.who is well versed in economic affairs. Now we will have to wait for MR/Weerawansa’s. description of the man. He is the brother of Dr.
    Radhika Coomarswamy, who is the member of CC.
    PM Ranil should have thought of this gentleman long before as he was
    known in the IC as an imminent economist and avoided all these hassles
    about appointing Mahendran.
    Now comes the big problem. If he is proven not guilty by COPE and the court he has to be compensated financially and how much will the people

    Galleon Group Founder Raj Rajaratnam is currently serving a 11 year sentence in US prison for one of the largest insider trading scandals in the USA. Rajaratnam was also a major funder of the LTTE (October 24, Hindu titled “Rajaratnam major LTTE Funder”) With such impeccable credentials, the authorities should be commended for picking such an unsavoury character to replace another unsavoury character who has now fled to Singapore.

      In Rajaratnam’s insider trading case (Galleon group), he was caught with his pants down when he unethically gathered intel on trading companies in US and used that info to invest on stocks to make quick money.

      Galleon group’s case is somehow similar to how “Google” knows all about your personal profile and uses that info to place ads on your webpages.

      Rajaratnam could have hired any unsuspecting financial advisors to cover up his dirty trick.

      Incidentally, are you aware that Raj Rajaratnam’s brother was brought up on similar charges to those levelled at Raj and was EXONERATED by the court that heard the case? Among other things, I understand that the lawyer responsible for this turn of events is THE most sought-after professional in his field now. Does this mean that the lawyer is simply ultra-skilled or that Raj’s conviction constituted a gross miscarriage of justice and that the general gossip in financial circles that Raj was “jobbed” by the very Tamil mafia with which he worked his “miracles” because he was “merely” a Sri Lankan Tamil?
      Seems like there’s a book to be written about all of this!

        Raj R was wire-trapped by US Attorney of Manhatten, Preeth Bahra who was born in Punjab and Indian origin.

        Raj was stabbed on the back by one Kumar an assosiate and also make another Rajat Gupta sent to prison for 4 yrs, Rajat was a former member of Proctor and Gamble and Goldman Sachs and first Indian origin member to rise into the corporate America that time.

    By this appointment, the President did a great job by ignoring Ranil’s political maneuvering. Had they done this after the first bond scam, UNP would have been in majority. My3 is actually helping (idiot) Ranil; hope he learns.

    An experienced, respected and world renowned economist and sportsman par excellence, who with his exuberant and friendly demeanor should be able to steer the much troubled Sri Lanka Central Bank to calmer waters.

    A cricketer and top Rugby player who captained the Sri Lanka Rugby Team at the Rugby Asiad Sri Lanka 1974.

    As a young schoolboy from St. Anthony’s College, Katugastota, I had the privilege to join Dr. Indrajith and 39 others who were the cream of Sri Lanka Rugby at the time in the Sri Lanka National Rugby Pool that was selected after the 1973 Rugby season.

    Dr. Indrajith’s leadership qualities should hold him in good stead to bring back the exalted position that the Governor of the Sri Lanka Central Bank, has commanded perennially in our country, which in the recent past has been under the microscope for all the wrong reasons.

    A classy guy. A factoid is that he also played Rugby for Royal and CR&FC and captained the Sri Lankan team in the Rugby Asiad in 1974. He led Sri lanka to the finals and though SL lost to Japan 74-3 in the Final it is the first and only time some glory came to Sri Lankan Rugby in the full blown version of the game. Sure Japan is in a totally different league but Sri Lanka overcame some tough teams to make the finals. A classy low key man. I wish him well.

    Galleon Holdings is still listed as an active company in the UK although it has been delisted in the share markets of the UK and US. Companycheck UK has their profile and names of Directors. What they currently do is anyone’s guess ? His bio says he worked as Director Economic Affairs at the Commonwealth Secretariat, which is a non-entity and an appendage of the UK Foreign office. None of these qualify him for the nation’s top central banker job. India current head top central banker (head of the Reserve Bank of India) was a top IMF official. The new person is being brought in from outside to keep the seat warm and not reveal anything that would shed light on the RW’s misdeeds. Obviously Mahendran’s cocky attitude right up to the end suggests that what he did was sanctioned and planned by his bosses, and that he had nothing to fear.. a type of mutual black mail.

          Its all to do with Troika Sira for reconciliation and CBK (Radhika) Ranil (Indrajit) old colombo7club bureaucrats nipping in the bud to keep the 2 politicians well oiled.
          Unlike Tamils, Chinese XI are never the first but halfway to any event and Ranil is always last leaving it to the gods.

        I heard a few years back that Rajaratnam’s wife had formed a new company to manage only their family’s assets left over from Galleon. Clients’ assets had been distributed, so I doubt Galleon is still in business.

        During the time it was a legitimate company, doing legitimate business, quite a few highly successful Tamil expatriates were part of it as well. A grand son of the late Prof. C. Suntharalingam was a founding partner. One lady with the last name Mahadeva worked at Galleon. And Mr. Coomaraswamy might have been an advisor when it was thriving as a legitimate company.

          You are right and Galleon is not in business and there are companies with the word Galleon in their name, one of which is what Angelo Perera hooked to.
          The mistake may be genuine or plain mischief.

          There are all manner of obsessions that one comes acoss. It is best not to prolong dialogue with mischief makers

      So you want to locate a Sri Lankan in the upper echelons of the gourmandizing corrupt IMF (of which there are none that I know of) to replace Mahendran?

      Dr. Coomaraswamy is a well educated and well experienced economist. In your selective research, you also missed the 20 or so years he put in at the central bank, which means he knows all of the corruption in the place and who not to trust, including recent internal aspirants to the role.

      On the other hand, you harp so much about Mahendrans misdeeds. I doubt you can explain what exactly it is he did wrong. Do you even know what a bond is?

When I wrote on the CT on 30th June as follows “Indrajith Coomarasamy is the ideal choice” i received a good amount of flak,but I am glad that I mentioned your good name and it has materialised.The President after studying many of the aspirants probably including those sponsored by certain sections of the media has allowed wisdom to prevail and picked you.His Excellency’s move was in the right direction I believe on the understanding that the best man should be given the job.
    Internationally too our image will be enhanced and investors will give a good thought for putting their monies in Sri Lanka

    A good choice! Let him start his work and show his skills and talents in the economic sector. He, a Sri Lankan, has worked at Central Bank and the Commonwealth, is familiar with the economic and other sectors of the country, and I hope he will grasp the issues and challenges quickly and find out workable, timely, and correct solutions without listening to politicians. I read elsewhere that even the leader of the JO (Mr. Dinesh Goonewardena) has welcomed this appointment. Congrats to Dr. Indrajith Coomaraswamy!

    There was a news report stating CBK was involved in this appointment as a compromise between MS and RW. That seems plausible considering MS was hoping to appoint the next in line in the CB and RW was adamant on keeping Arjun. What a dance – and another political appointment! Just hope this time the new man will remember the scandal that surrounded the ex-Gov.

    and put an end to any false accusations levelled against you in this
    column and future ones as we experienced in Mr. Arjun Mahendran’s case Even ordinary Podi Singho voiced his opinion in the press and called him a rogue, a cheat and anti Sri Lankan, without having a clue of knowing as to how a central bank of a country is run . He was caught off guard while inside conspiracy worked overtime. This should not happen to you as what ever qualifications you may have, or what ever pride you brought to the country, like your sister, majority community will not accept a Tamil as the head of a state organisation due brain
    washing by communal forces, who are more powerful than the govt. and a good piece of advice one could give it to you is to be on guard against back stabbing by the politicians and the media and keep a distance away while performing your duties., and not repeat what Mahendran did in exposing himself to the vultures. You and Mahendran are lucky as you come from Colombo 7 where class and family connections
    mattered and certainly not the ethnicity as they intermarry at will and more over all the players in this episode, studied in the same school and protection is there.

    If an ordinary “Kandiah” of N/E was in Mahendran’s position, he would
    have been counting bars by now. Mr. Sambanthan TNA boss had clearly explained in the parliament, the extend of discrimination shown to equally educated ordinary Tamils in N/E.in employment,in govt.sector
    while talking about reconciliation and healing old wounds.

    Congratulations Dr.INDRAJI.There are so many policies which are detrimental to Sri Lankas development.I have a high tech oil seal manufacturing firm in Waatala employing over 40 people n I invested my money and knowledge to my country n I am from Singapore.We use to supply to one of the auto manufacturing industries for more than 10 years.one fine day the co stopped giving orders because the parent co. In india Demanded that on top of billions worth of exports that do to sell to Sri Lanka,even some small rubber parts also must be imported from them or they will cancel the franchise.No choice they had to stop the order after more than 10 years of steady biz.So we had to make 20 people redundant and carry on.We can male oil seals for Ashok Leyland and Tata buses too.But this market is damaged by hand carriers from India with the support of some customs officials and hence breaking the rice bowl of Sri lankans.No other country will allow this type of situation.We were competitive ,in quality,price and in time of delivery.We lost the biz cos of politics n only politics.I hope you are able to do something.

    Political correspondent Iqbal Aththas I presume, says that appointing Indrajit C (IC) is President Maithri’s move to outmaneuver Ranil. And it is said that Chandrika played a major role in bringing about the compromise formula. Well, IC is Chandrika’s buddy and is on the board of her NGO outfit SAPRI. Also, he is a strong proponent of neo-liberal economic policies, as Chandrika is (despite her slogan “open economy with a human face”), and even in 2015 was Deputy Chairman of Milinda Moragoda’s neo-liberal NGO outfit Pathfinder and as the Governor appointment was being made, was heading a council set up under Malik’s Ministry which is to say basically Ranil’s agenda. So, Chandrika and Malik bring in IC into Maithri’s list of names and Maithri is convinced that it is a spoiler for Ranil’s desire to appoint Ratwatte to the post. When the list is sent Ranil agrees to IC and the deal is sealed. And neo-liberalism, IMF and WB wins! Of course, for the time being a personal setback for Ranil as he had to sacrifice his buddy ( and poor innocent Eran was asking the media, “is he? I don’t know”). But he will be saved somehow and looked after, I believe with the blessings of international finance capital for the services he rendered to them while at the helm of the Central bank.One final question, ‘how can they be so sure that he would be exonerated by the COPE report?’ Would the COPE officially respond?

    Sri lanka Central Bank not that place give an Endowment of assurances that employment policy for UNP henchmen to jobs by changing Eligibility Rules to an open new entrepreneur business!

    CB is public enterprise run by taxpayers funding of public money of that undertaken and discharge duties and accountabilities on behalf an economic sovereignty been protected by vital and vested interest of our Country, Nation and People of Sri Lankan.

    CB is not that private property of President and Primer of
    Sri lanka or particular political party of government or oppositions parties.

    The 2015 January 8th mandate has been misuse and mismanage by UNP leaders last 18 months by an appointment of Arjuna Mahadanra as CB governor.

    We have not learn any lesson of recent past of ex-CB governor that an endogenous changes of CB operation by encashment of bond credit system.

    Ex-CB governor in the helm of day to day operation and mode of operand of that ends were really ill-intention has be covered operation by UNP leaders in Parliament.

    It was not logical reasoning but actual development of last 18 months of CB operation under ex-CB governor that led matter being presented by UNP leader of Ranil W… in wrong way.

    What changes did it undergone ex-CB governor ,what 18 months did it perform in the course of CB managing of issuing Govt. Bond?

    The new appoint of CB Governor being another political parasite of vested interest of foreign capital manipulators.

    This New CB appoint has been reveal their political mentality of UNP precisely by not recognising “good governance and rule of law” as elements as the principle enemy of democracy of parliament system of governed.

    Bodhi Sira, the Yahapalana Prez boasted that he chased the Singaporean and made this dude the Governor ..

    And told his opponents to judge now whether he is obedient to Yhapalana PM, Batalanada Ranil.

    Perhaps Bodhi Sira is not aware the it is Batalanada who proposed Coomarasamy as his third choice, behind the Singaporean and the the Clan Member Ratwattae.

    Arjun Aloysious has started his own private Airline, Perpetual Airways with a fleet of small planes.

    Wonder whether he is planning to operate a local Air service in Srilanaka.

    If he does , it will be cool.

    Because the Yahapalana Tax payers will be travelling in luxury in planes which they financed and even pay the instalments to Aircraft Lease Companies if young Aloysious hasn’t bought them outright.

    Wonder whether this new chief will do a stock take especially the Treasury and the Vaults before he takes charge.

      It is cool not for the reasons you mentioned, but you will have logistics to fly middle of the ocean drop off small packets of highly priced gems, drugs (transshipment), antics, people (as part of people smuggling) ….. on awaiting ships.

      You should start new business because one gets bored living off other’s income and lot of time in hand to kill.

      You should come to Sabaragamuwa Province to buy gems and drop them off wherever ships are anchored. I am sure you will one day thank me for my timely advice to make you a rupee billionaire.

      Don’t worry about the VATman, Taxman, and policeman, as I believe that you are familiar with all underhand dealing and I can assure you irrespective of whoever is in government the corrupt systems remain the same. Just approach the right person.

        What a coincidence.

        According to Economynext, Yahapalana Govt has already called for tenders to operate Air Services from Rajapaksa International Airport in Mattala.

        No restrictions what so ever,for Foreigners or Locals to fly internal or overseas routes from there.

        Just imagine Arjun Airways flying Vellalas to Jaffna , Malaysia Madras, and back to Mattala in one seamless service without having to code share.

        Poor Mr Pirahaparan .How many boys he could have given jobs as Pilots and .Avionics Engineers .

    Indrajith Coomaraswamy was not President’s choice. It was Ranil’s choice. He was rated second or third or not at all after Mahendran.
    Ranil’s top choice was Mahendran.
    With the CB fiasco, Ranil did not have anyone other than Charitha Ratwatte. What a nomination.
    Ranil even over looked his Economic professario Wizard in Parliament Harsha de Silva. Why? Did he think Charitha was better?

    Indrajith was pulled out of the closet by Ranil to out do President’s nominee Prof. Nandalal Weerasinghe.
    OTHER THAN THAT, NOTHING SPECIAL ABOUT THIS APPOINTMENT OF INDRAJITH.
    NOW, IT IS PROVED THAT THE PRESIDENT OF SRI lANKA IS A yes MAN OF RANIL and plays second fiddle to him..
