Sirisena Orders Sacking Of His Chief-Of-Staff And Timber Corp Chairman Accused Of Bribery

President Maithripala Sirisena ordered officials to suspend the services of his Chief-of-Staff I.H.K. Mahanama and the Chairman of the State Timber Corporation P Dissanayaka who were caught by the Bribery Commission while accepting a bribe of Ra 20 million from an Indian businessman.

The suspects apparently had solicited Rs 540 million from the businessman promising that they would provide him with approvals necessary to obtain machinery and building space for his business. The price is alleged to have been negotiated down to Rs 100 million.

The Colombo Chief Magistrate ordered that the suspects be remanded until next Thursday (9th).

      I do not think so. The two corrupt officials had demanded the amount for the permit. But the Indian only pretended to agree and he would have complained to the officials in the bribery Department and that is why the two got caught when he gave the bribe with recorded currency notes while the officials were secretly watching. So this is not a crime.

      First of all there is no justification for your loaded question.
      Why has it not occurred to you why the unarmed Indian businessman was put in the compelling circumstance to offer the bribe to the suspects taken into custody?
      Whether there is relevant evidence to sustain a case in court or not in this matter is a thing for those handling this case to worry about,not you. Again as for the suppression of identities you mention ,you should you should ask those who decided to do so. That said the Colombo Chief Magistrate has ordered the suspects to be remanded. Where do you think individuals subject to such an order are sent?

      No, in Sri Lanka, it starts from lavatory cleaners in the airport with 50 Rs. Then it goes up by the position and authority. The above story is somewhere in the middle level, not the top most that bribery officials can’t even think of getting closer.

With what you have experienced with this person, I do not blame for doubting his “honesty” “integrity” at face value of an incident relating to this particular incident. Yet, I was aware of the “events” and his “involvement” in preventing the sale of the discarded machinery and scrap metal of Kanthale sugar factory to a highest bidder viz. Meerigama Lanka Co. for Rs. 540 million, when he was the Secretary to Ministry of Land and Parliamentary Affairs. Please don’t ask me how I knew it. I can only tell you that the Bribery Commission was in the process of investigating a complaint relating to this “Sugar Factory” affair , mind you, for nearly “Three Years”. Now with this arrest, mind you, that too, while in the ACT of accepting the “installment” of the “Promised Bribe”, I believe, you should clear your “doubts”. The question, I raise now is: How this man was appointed as the “Chief Of Staff” at the Presidential Secretariat, when an “INVESTIGATION” of this nature was going on against him?. Weren’t the “Authorities” aware or not informed of the nature of the “investigation”? Was he “PLANTED” there with a “PURPOSE”? Now, as we are into this man’s position as the “Chief of Staff” of President, it is relevant to divert your attention to another “MAN” who held this same position under ex President MR, who is being “Investigated” but, for some “Mysterious” reasons the matter has not come up so far. I wonder that would surface at all? Also, please note this “BUREAUCRATIC PROFESSIONAL MAFIA” both in the Public and Private Sectors have to be ELIMINATED, together with the POLITICAL MAFIA to correct matters in Sri Lanka. Don’t you agree?

      agreed fully, this is not the first instances where certain culprits of administrative services seek bribes. If you see the projects headed by these SLAS, asked bribes for approvals. Had the enough experiences even inside the Public Administration building itself.
      Certain Divisional Secrataries, even ask half million for approval of metal quarries.

        “The poor people it is who suffer most” – True. But the considerable number among the same “poor people” are also bribe-takers. I guess privatizing state sectors will reduce this menace and bring efficiency in those departments. A small country with world’s largest state sector means we have too many people depending on government to provide them with jobs and other benefits. This also means our government spends huge amount of our taxes on these sectors. And job security is usually not something that worries these people like the counterparts in private sectors makes them become counter-productive except few who care about their personal development.

        Unemployment is bad for a country, true. But solving this issue only through state-sector is equally bad. On the other hand, what options? We screwed GSP+ before, we screwed foreign investment with racial tensions, and now we are screwing our potential tourism industry with assaulting and raping tourists – Left with state-sectors and Middle-east. Aren’t idiots better than us?

          I feel that I have made more than my share of comments on this issue. What I say now may be relevant also for consideration by K. Anaga, K. Pillai (with whom I here, unusually, agree), Lone Wolf, “thrishu” and by “justice”.

          I have stated two things very clearly. I feel sorry for Dr Mahanama, because I did not find him an ogre, and I find the story sad. He actually helped me – am I to now start denying that or be ungrateful? No.

          I have also stated that my experience is quite irrelevant to the prosecution that MUST take place here.
          .
          Now I’ve been told by a knowledgeable person that this apprehension was possibly set up by Ranil and cohorts so as to show up My3’s gullibility by Ranil and cohorts. Why did Mahanama start counting the money? Because he had to account to SOMEONE ELSE for the full amount. On this interpretation he, too, is guilty, but it was a set up job, efficiently carried out. The Bond Scam was much, much worse. A lot of other crimes also have to be investigated. I’m now reflecting what the Public are saying, NOT what I know, but I’m not being vague.

          Prosecutions must not be delayed; accused must not be allowed to feign illness, and punishment must be sufficient to act as deterrence to others.

          Which case should be taken up first? It is this 20 million bribe case where all the evidence is clear. The problem is that other cases are not being pursued at all. Evidence in those seems to be suppressed. Let’s get those also fast-tracked, but without having kangaroo courts.

          As for Piyadasa Dissanayake, he had been in the SLAS, but the powerful sinecure he gained was Secretary to the RETIRED President Chandrika.

          Isharath, numerically the number of bribe-takers among the poor may be more, because the vast majority are poor. It is also true that most poor people are honest. During the last three years I have found that most government servants seem to act more honestly, now. That perception may be because I’m a retired guy myself, and have the time to get prepare my own requests properly. In other words, I’m not launching an attack on you! What you are saying reflects an attitude common among the upper classes towards those in the lower levels of government service; they may ask for small gratifications, which also contribute towards inefficiency, because there are guys like me who don’t even know how to bribe!

          I agree with you that our people must once more acquire pride and self-respect. The fact is that our Economy is serviced by house-maids, who are often even raped in the Middle-East, while the rich pontificate – and some steal on a grand scale.

          So, you reflect common prejudice. Some of the suppressed cases have damaged the country on a scale that laymen cannot even comprehend. Please scour everything that I have written to see if I have attempted to mitigate the “car park crime”. Let us DEMAND that ALL cases be expedited, after finishing this off fast.

            Hello Sinhala_man, I never meant to be personal or targeting anyone. As a common man, when someone raises this subject, what comes in my mind are the ones who asked for bribe or if not I gave them when other straight foward options did not work – no matter that is in the last 3 years or more. Common perception is that you can’t virtually get things done or at least done faster at a government office unless you oil the palm of a peon at least. It is not someone’s attitude towards those in the lower levels of government service, unfortunately it is the reality. There are very good and honest people like you. But in my personal experience, I have met more the opposite ones – We can’t deny the facts.

              I don’t think that I’m very good, plenty of faults in me! As for you – this response from you is proof that you are a good man.

              I think that the real need today is to combat corruption at the very highest levels. We know very little of the biggest scams, I feel.
              .
              I think that in certain areas of activity, what you say is true. Palms ARE indeed oiled, but at the same time there are many at all levels of government service who attend to all sorts of duties without having to be bribed. My Land Issue was like that during the past three years; some expressed amazement, and even I know that I was fortunate. I found that being very open about the mistakes made by me and my family were appreciated.

              I can’t help feeling that the paradox of my being simultaneously a poor villager as well as being obviously fluent in English (without ever using it as a “Kaduwa”) helped!
              .
              The rest of my family are not exactly poor, and I’m very conscious of the fact that we are in many senses deracinated. Social classes in our society are pretty complicated, and the strange role of English has much to do with it.
              .
              All of this may sound pretty confusing; how I wish we Sri Lankans weren’t so full of complexes. I read much, and I really feel that some of these problems are unique to us.

    As I pointed out that the “arrested” Chairman of Timber Corporation must be REMOVED IMMEDIATELY, it is heartening to hear of that news. But, what has happened? According to NEWS another big time “POLITICAL MAFIA GOON” has been appointed. Who is he? By name, he is Anurudda Polgampola. He was a JVP “Strong Man” one time, but SACKED from the party for having found to have “Exported” a person to Japan using his influence. Then he joined the “Basil Group”. He was found GUILTY by Courts on a “CHEQUE FRAUD” and was sentenced to a prison term. Now our President finds him a FIT AND PROPER person to be appointed to the vacant position of Chairman, Timber Corporation. OHOMA YAMUKO – (Move on like this?) The DEVILS dance where the GODS do not build dwellings.

      There is a statue there. Never mind that this particular statue is NOT blindfolded. The reasoning is given, but need not concern us. In usually depicting Justice as blindfolded, we try to signify that Justice will be meted out irrespective of gender, race, creed, age, colour, wealth or poverty, etc. That is the ideal.

      Not for a moment have I said that the accused here, Dr I.H.K. Mahanama, should be allowed to go free merely because he treated me well. In fact I have asserted that my experience can have nothing to do with this case. I have also asserted that when I came in to the Ministry at Battaramulla that morning in 2015, I didn’t so much as know that such a being existed. The second meeting was, strangely, quite recent. I know of no other crimes committed by him, and they are not relevant to me. However, they will be extremely relevant to the Prosecution – and I say that the case MUST be prosecuted.

        There are two aspects to punishment. There’s retribution (which, in this instance, is NOT in the fore of my mind); and there’s deterrence of possible future crimes by others. That second reason DEMANDS that this case be rigorously pursued. I recognise that. Fortunately there is no possible role for me in that. I hate to see what is happening to this man who helped me.

        Why did I write this, in defiance of some unease expressed by family and friends? Two reasons. I cannot help but realise the agony he is suffering, and also his family. I’d like them to know that some of the good he has done has not been forgotten. I hope that will salve the pain.
        .
        However, I’m NOT saying that he should be pardoned just because he helped me. Blind justice must regard only the crime he is here accused of. If a very clever defence lawyer gets him off, the Public will lose confidence in Jutice ever getting done. Although I’d feel that myself, cerebrally, I think that in my heart, I will feel relieved. That ought not to be the case with you.

        The evidence is all there; this case must be finished fast. Our problem has been that when we seem to be in a position to prosecute in the Wasim Thajudeen case, some guy says, why bother about a Muslim, ignoring the Lasantha case; then it is said, Lasantha was a Christian, what about the Pradeep Ekneligoda case. Then they say that he had a mistress. That is Sandya’s business, and she’s crying out for justice.

          Lately that Fearless young lady from Batticalo or so, revealed the ground reality of law bound professions from lawyers to judges across the country.
          Taking that as an example, people should come forward to stand against these state and pvt authorities. The enviroment made by the current govt is good enough to reveal lots of abusive acts of ones regardless of their statuses.
          We the lankens must not stay further like cowards if we really want to rebuild this nation by putting the disipline, law and order above everything else.
          Then only at least future of the country can be expected as better than today.
          Our young ones should get a better life than we go through it here.This is Bold text

    Has Mr Piyadasa Disanayake, Chairman STC submitted his Assets and Liabilities Declaration? He was a man with a very humble beginning. But now a multi millionaire having given his children education overseas.
    He owns shops at Duty Free Complex at KIA and several properties in Battaramulla. He was using influence to claim ownership to a stretch of land in Ampara. His accomplice Mahanama ( former Sec/ Lands) would have helped him in this regard. How did he do all these things with his and his wife’s salary as a teacher.
    He is highly corrupt and alleged womaniser!
    These facts need an unbiassed verification.

      You’ve told us quite a bit about Mr Piyadasa Disanayake. You have not told us whether he was an SLAS officer, or even a man with anything extraordinary by way of education.
      .
      I personally react against those who call President My3 “an uneducated gamarala”. On the contrary, when he speaks (in Sinhala) he speaks very well, and it is clear that he has educated himself by reading widely. Of course, in Colombo he obviously does not come across as “a man about town”. A fortnight ago, I managed to unearth some short clips of his “brave” interactions in English.
      .
      I don’t think that we are going to see a proper government in this country until we who use English competently start respecting, as human beings, those who operate only in the two local languages.
      .
      However, I am terribly disappointed by now with My3’s performance as President. For almost two years I hadn’t allowed myself to think that. Even now, I feel that he started off all right, but his actions are beginning to disgust by now. I think that there’s lots that’s wrong with our society.
      .
      But let me acknowledge that I’m now beginning to feel that given the attitudes and wrong values that pervade our entire society (after all the villager is no longer content with being a villager) it is not possible for a man to operate at this level of governing a multi-cultural country without knowing English.

      Now I hope that nobody is going to “talk simpleton” by telling me that Chinese is better, or French – or whatever. Just think of what Sri Lanka is today. Her History, location, demographics. I think that English is a torment that afflicts us.

    According to news reports the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) arrested Mahanama (and Dissanayake), on Thursday, at a leading hotel in Colombo.
    The whole thing smells fishy. Who gave CIABOC the information and goaded them? Was it to embarrass MS?
    What happened to the bribe giver and the money?
    The bribe giver probably has strong Indian government connections and the case will fizzle. The CIBOC informer connections? Guess.

    all these comments are commendable .this P, Disanayaka is the one who issued liquor licence during CBK regime and illegal transactions as well but most of the things done by Balapata but it came to know after bala vanish,till then she had a boos and slept with some body till 12 o clock and CBK wants to do those thing now. that is how P. Dissa found this Chief of staff as his buddy to do juggleries. Sira may have done things early as well. this is not the first and error. that is why he selected a person of this caliber but he is not capable and not like CoS like MR. cant blame to the officers they dance according to their bosses tune. corruption comes from top to bottom and not from bottom.Demo_crazy is this, most of the idiots choose by the idiots.

    Mahanama & Dissanayaka are well known crooks. This time Sirisena could not cover them up because they were caught while in the act. Sirisena knows that his yahapalana ship is sinking. He tried his best to coverup all the crooks, deals and murderers, but now people know him and his buddy Ranil’s true colors. Sri Lankans are awaiting for the next presidential election to get rid of this gang of thieves and elect an honest man, NAGANANDA KODITUWAKKU.

I appreciate your being thankful for an officer who did well an assigned job function. Did you now know how the next appointment to STC has been made. I have given a brief “CV” of the person. appointed This President having appointed another ROUGE to STC goes to his own homeland in Polonnaruwa and says: “I will not tolerate any type of corruption and deal severely with those involve irrespective of their status”. Can we or people in Polonnaruwa place any trust any more on this President? Who is he trying to deceive? Incidentally, a person known to me, having read my comments contacted me on phone and told me that this man Dr.. Mahanama entered the Kelaniya University as a “MONK” and since graduating changed his name to “Mahanama”. My friend also gave a bit more of his “background” starting from his birth place in Matara . I admire his “Ingenuity” . The “BIG PICTURE” of this “DEAL” is much, much more and would possibly spread its wings wider, unless “SUPPRESSED. Let us wait and see the DRAMA as it unfolds.

    Native Veda: Oh! What a task you have entrusted upon me? That “Buddhist Culture” that has been made a “BUSINESS TOOL” in commercial and political sense by all the Political Parties of all shades and the Clergy is not a my plate of rice to “analyse” or “clarify”. On the other hand, this question doesn’t arise with the subject of this article and as you know, I rarely deviate from the subject matter. Anyway, let us meet on that “Buddhist Culture” discussion as and when the subject is brought to light.

    In Sri Lanka entire system is corrupt as whistle blowers like Mr Nagananda has proved with enough evidence. This Piyadasa Disanayake when working under the CBK solicited all types of bribes including that of having sex on government account. Staff at the Presidential Secretariat maintained silence as he was very close to CBK. In fairness to CBK she was not aware of these misdeeds. The Bribery Commission should investigate and see how he has become so rich. Results will be astonishing. His son Shashimal who is also politically involved at the highest level is also a business deal maker. He is in pharmaceutical importing trade too. This is not second to Bond Scam! How many similar bribe taking incidents would have taken place unnoticed and undetected.

      yakage haetiya wimanaya… i think almost everyone is corrutped in this country. They are more into corruption than uncorrupted behavoiurs.

      Just go to a place and just see how many of them would line up and wait patiently until his or her turn comes. ::: PEOPLE are no used to otherway around. If you know a person only, you can get things done. Unlike in Europe, you dont have systems in that part of the world.
      More you know personally, life become much easier for you.
      This we notice each time travelling to the country, we the ones who lived out of the country for the last decades become foreigners to our country – not knowing the systems down there well.
      I feel like favourization is on their top of the agenda.
      Politicians talk more about their rivals but not about what they can upliftments of the peoples issues.
      This country is unique for them.
      I would not have nay hopes … since I now know it is no easy at all.

      As a blood cancer patient can only be healed off through FULL BLOOD transfusion, if our society to be rebuilt for better one, paradigm shift of the society should be the case.
      There, professionals should take the lead… Hamurudhurwos should NOT allow break the rules or stand on the way.
      Naganandas agendas should be promoted…. he is clean as no other.

      Not a single man in the parliment today can be comparable to that of Nagananada..

    Native Vedda: You did not get what I said of this “Buddhist Culture Business”. I should have replied : Go and ask that NFF’s Samaraweera for what he meant by “Buddhist Culture” . Instead, I indirectly showed how this terminology has been made a “Business” by politicians of all shades, that which applies to this “Samaraweera” too and NFF. I suppose that “NFF” you referred to is National Freedom Front of Wimal Weerawansa of which this Samaraweera is the Secretary. Need I tell you or introduce this CORRUPTED politician Wimal W who is charged in Court of Law over an “Unaccountable Wealth” of Rs 71 million. He , his Party Secretary and the NFF doing “Business” with “Buddhist Culture” and what that is could only be explained by them ONLY. So please do refer your question to them and get what you desire. Please note, my “fighting strategies” are personal to me and when, where and how those are deployed are decided by me only. This statement may look crude; but it goes to where it deserves to go for easy understanding.

    What is now being said with some credibility being attached to the speculation is that this was orchestrated by the UNP to discredit My3; that even if the President had no hand in this, the son, Daham, is not only an ass, but also a scoundrel as well.
