Smart Patriotism: Outlining A Doctrine For Sri Lanka In The World

As the Daily FT reported (Monday, March 6th 2017), the annual convention of the Voice of Professionals, better known by its Sinhala brand-name Viyath Maga, was an unprecedentedly successful event: “…a packed audience at the Annual Convention of the Viyath Maga… a network of academics, professionals and entrepreneurs, was held on Saturday with the participation of 2,000 members.”

These 2,000 delegates, almost all of whom were well-educated and credentialed professionals who explicitly identify themselves as patriots—and a far cry from the pro-western Yahapalana fellow travelers; the bought and paid for NGOistas and the handful of federalist civil society retirees revealed in WikiLeaks as “trusted sources of the US Embassy” (not to mention actual employees of the US embassy and its affiliates).

While congratulations must surely go to the father of the network, Dr. Nalaka Godahewa and the affable, indefatigable young conference coordinator Indika Liyanahewage, it would not be inaccurate to do disclose that the venture has been inspired by Gotabaya Rajapaksa. The growing membership has a sense of appreciation for his declared respect for professional expert opinion. Their aspiration is for an Asian modernist developmental revolution in Sri Lanka guided by a strong patriotic state in synergy with creative private entrepreneurship and educated experts; one which would turn this country into a South Asian Malaysia.

Invited to address the convention after the rousing yet non-partisan introductory remarks by Dr. Godahewa, I dealt with several points relevant to the topic assigned to me: “Sri Lanka’s International Relations in a Changing World”.

Making the point that Minister Samaraweera’s declaration at the High Level segment of the UN Human Rights Council’s 34th session recently in Geneva that “69 years” of effort by Sri Lanka at “nation-building and…socioeconomic progress” had been “a failed experiment” and “an era which needed to be ended” was the most disgraceful thing any Sri Lankan Foreign Minister –and perhaps any Foreign Minister –had ever said about his country in any international forum, and in that sense that we are now at the nadir of Sri Lanka’s international self-respect, I reminded the audience about the three great phases of Sri Lanka’s role and standing in the world: 1956-1979 (from SWRD’s UNGA speech to President Jayewardene’s warmly friendly handover of the NAM chairmanship to Fidel Castro), the years of Lakshman Kadirgamar’s stewardship of foreign affairs, and the management of foreign policy and power balancing during the war years within the Mahinda Rajapaksa first term. I stated that the problem is, as the Buddha emphasized, to stop the cycle by exiting it. It is necessary to avoid the cycle of international success followed by ignominy and establish a stable posture of prestige and assertive success in the world.

I suggested that in order to do this, we have to face three questions squarely.

1. How should we understand the national and the international; more concretely, what should be the outlook of a relatively small island located south of the Indian subcontinent and on the West-East nautical crossroads?
2. What should our guiding concept be, around which we can build an ideology to safeguard our national interest?
3. Who, which social class or strata can act as the bearer of this strategic concept and agency of this world outlook and ideology?

I ventured to suggest the three following propositions as answers to these three questions.

I. For an island like Sri Lanka whose destinies have been shaped, even determined, not by purely internal dynamics but by the interaction of the internal and the external factors and influences, there cannot be an ideology, world outlook or policy paradigm that is purely “national”. If the dangers are international and the battlefield is global, logically, how can the response be national? For us there cannot be a Great Wall of China between the national and the international. The border between external and internal is a flimsy, porous, permeable partition. We cannot allow the international to be imposed upon the national nor can we impose the national upon the international. We have to grasp and manage the dynamics, the dialectical interrelationships, between the national and the international.

II. This perspective is what I call “Smart Patriotism”. It is an advanced patriotism, not a backward one. It is a project in which Sri Lanka’s national interests and views are translated successfully into a discourse of universalism which the global community can then absorb. It is an outlook in which Sri Lanka’s culture is made part of global culture. In the realm of Sri Lanka’s international relations, I identified the following (in chronological sequence, not necessarily that of merit) as exemplary Smart Patriots in the foreign affairs realm: SWRD Bandaranaike, Hamilton Shirley Amerasinghe, Neville Kanakaratne and Lakshman Kadirgamar. Globally, I identified the paradigmatic articulation of Smart Patriotism as that of Fidel Castro who said he was not a nationalist but a patriot and emphasized that “Internationalism isn’t just a necessity…it’s a condition for survival.”

III. The third and final proposition I put forward was that the social agency for Smart patriotism was what Antonio Gramsci called the “organic intellectuals” and Jean-Paul Sartre termed “engaged” or “committed” intellectuals, writers and artists. I expanded this to include the educated professional strata and the patriotic entrepreneurs. These strata which had gathered around Viyath Maga, potentially constituted a New Patriotic Elite, the organic vanguard of the educated middle classes and the bearers of Smart Patriotism. I concluded by adding that the executive presidency, the unitary state and the national list constituted an ensemble which was ideal for the participation of this social group in the state and state policy. So far, with a few notable exceptions the national list had not been used for this purpose, but the professionals should secure a guaranteed percentage of the national list posts and through this channel should have a guaranteed share of Cabinet portfolios. I pointed to the educational composition of Cabinets in Singapore, Rwanda, Iran and Cuba.

Concluding, I urged that we fight against the dangerous effort to destroy (under cover of Constitutional change) the existing state system, most especially the Executive Presidency, which was ideal for professionals to participate and serve in.

        If Dayan, Mahinda, Gota, Basil, Ranil, CBK, Vasudeva, Dinesh, Weerawansa, Sambanadan, Thondaman, Hakeem ……… Head priests of Malwatte and other chapters, The Cardinal and the Bishops …. wanna be Sinhalese, Tamil, Muslim ….. redeemers, go out and get real jobs, like a miracle – Adra Cadabra – all Sri Lanka’s problems will disappear instantly! No kidding; just try it.

        In the meantime if you still want a patriot (smart or otherwise) show me $18 billion or there abouts I’ll be any patriot you wanna me to be.

        I am your man. Patriots don’t come any better.

      Leave aside doctrines and dogmas,

      the smartest patriotism one can think for multi-ethnic/religious Sri Lanka is the type that Switzerland has where the three major communities have autonomy and equal rights.

      With Sinhala language and Buddhism given the foremost place and obvious state discrimination against the minorities you can’t expect true patriotism among all citizens.

      The result is disharmony sans patriotism of any kind as Sri Lankan, to say the least.

      Can’t you people understand what this Dayan J de Silva is trying to come up with? He is going round and round the mulberry bush and coming to one conclusion and that is not to abolish the National list. That is the only way he can get into the parliament as a national list MP. This entire speech is for him to achieve his personal gains. He has an intention of becoming a national list MP and nothing else.

      Even a child knows that what JR introduced in the 1978 constitution, that is the executive presidency and the national list MPs is an utter failure in Sri Lanka and should be abolished at any cost. The Sri Lankan people are much more intelligent than this opportunist Dayan. I hope Ranil-Maithree will go ahead with their plan to abolish this good for nothing executive presidency and the national list MPs from our constitution.

        Like Lakshman Kadirgamar, Dayan Jayathilake also wants to enter parliament as a national list MP and then become a foreign minister.       While the group has great intentions, unlike Malaysia, the Paras, the Para-Patriots, Para-Sinhala, Para-Tamil, Para-Muslims and other Paras, have lower average IQs, can certainty improve the conditions for all paras, with a sense of belonging to the Land of Native Veddah Aethho. However, the fact remains that the so-called “Patriots” are still Paras, para-Sinhala, Para-Tamil etc..

      This is a new twist by the Para-Sinhala, to claim that only they are Patriots, while the others are not,, and with Gotabaya Rajapaksa and the MaRa Rajapaksa family trying to get back to power.

        But by today, he has to admit though with difficulties that his is no match to anywhere.

    I wonder, out of 2000 professionals said to have attended “Viyath Maga”, how many of them are holding positions in this Government?

    If the answer is none, then this “Viyathmaga” is a failure.

    If the answer is yes, but a few, then the country should hail them.

    Most of the professionals attended are connected to politics one way or the other. Therefore, one can assume that the goal of this “Viyath Maga”, whatever it is, I don’t know, will also be politically motivated.

    The “Viyath Maga” aka the Group of Professionals should have the backbone to stand on their own. If they need support from politicians, that means that they are doubtful of their own ability to survive.

    There is one universal quote that applies to every sector inlcuding politicians and professionals, i.e. no one is indispensable in this world. Quote: “People who think they are better than everyone else should walk by a cemetery so that they can see that no one is indispensable and we all end up there”. Unquote:

    “The leaders should make leaders not followers.” The professionals can be replaced by other professionals and same goes with politicians. The world evolves. Nobody can stop that.

      What is he trying imply? According to the above quote, this “Smart Patriotism, unlike the ‘Pure Patriotism’ as we all know, has two branches – one is connected to national and the other is connected to international. Therefore, if there are issues that have international connections, a domestic solution should not be presented and the country should pave the way for an international intervention although the issue is national.

      He called this is “Smart Patriotism”. Hilarious. If you are a Professional and a Patriot, then you should be able to change the position of international players on the domestic issue, if it is detrimental to the country and make them believe and trust in your domestic solution. That is called “Smart”.

      The Patriotism is not a quality that anybody could apply by themselves. It is a notion (a virtue?) that others could decide. Therefore, the reason for being Professionals don’t qualify for them to be Patriots, smart or otherwise. Only their actions will prove who they are. The words only prove who they want to be.

      This whole “Smart Patriotism” jargon ends up with one observation. The “Viyath Maga” supports a Hybrid Court with Foreign Judges!!! Don’t deny it – this is Dayan J’s own words – Quote: We cannot allow the international to be imposed upon the national nor can we impose the national upon the international.” Unquote: This shows where this whole thing is leading to.

    Besides the great majority of rural poor inhabitants these professionals also have have theirs and their children and their grandchildren’s future and well being at stake..

    Unlike the great majority inhabitant population who are the rural poor Buddhist and Catholic inhabitants these are the ones who have the clout to do something to protect them against this nasty Yahapalanaya ,

    Which is nothing but a UNP scam to get what ever they can for the UNP card carrying members their relos and close buddies..

    Sri lanka should build a thrid political alternative. People can come from both UNP and SLFP. their quality should be improved. Maithripala may be good if he is with good people.

    As I understand, Sri lankan parliament is destroying the country. there will be a point it is simply a ruined one and no longer can be reapired.

    Most of the UNP and JO are there for sucking life blood out of the ignorent and get rich.

    Ultimate out come of this constitution and all this drama will be a another lot of new politician will come to the parliament. That is the last thing Sri lanka needs.

    Employyes are not working. Higher officials, doctors, engineers, except a handful, are all a Mafia asking destruction of the country. Leading politicians are thinking and planning for the next election and when to beomce the president etc.,

    Increaseing the number of politicians, trusting politicians do it and sharing or devolving political powers Sri lanka becomes a Chicago or a Havana before fidel Castro. that needs to be changed.

    Devolve the useful administrative powers. change the constitution to a system that before 1972, and include good parts of the 1972 and 1978 constitution. Cut down the parliament so many three wheeler parties and the number of politicians at every level. Introduce a Senate to represent minorities among minorities.

      Say in the olden days how much commission Dr Mervyn would have charged to clear the 15 Kilos?

      Probably this would not have happened, everything would have been hushed up at the Customs. Ministry of Buddha Sasana would have cleared the consignment with a letter instructing the customs to do the necessary.

      The way of Drug cartels work is they pay very well to all the govt officials and threaten to kill those who do not corporate. Higher officials may include ministers too. In the business network, they kill any one who does not obey their rules.

      Different business netwroks are owned by different cartels competing for the same territory. sometimes, there are wars between different cartels for business and one cartel’s assasins get rid of the leaders in the other ring. The same thing happens to lower ranks of the same group who do not pay the revenues.

      In Sri lanka, too higher officials may not be interested as they get payments.

    I don’t think Mahinda Rajapakse comes to politics again.

    Other than that, If this is an exercise to make Rajapakse cronies have their way again, Rajapakse henchmen to have their way again, to his looters in the rajapakse govt being prosecuted by some respectable organization and not one like FCID operating under Ranil, or it is to duplicate the same old criminal organization in diyawanna oua, then it should fail.

    Building a strong power base of “Organic Intellectuals” is extremely necessary for the progress of Sri Lanka. It should cut across age, gender, ethnic/linguistic, religious, caste, social class demarcations. Buddha started with 5 disciples. Dutugemunu started with 10 worriers. In comparison 2,000 is a substantial number to begin with. As DJ mentioned both national and international dimensions are equally important. Not sure how far “Viyath Maga” has explored/progressed in building it’s international base/network.

    You have a habitual tendency to use inflated vocabulary when straightforward expression would do. In plain English, patriotism is a quality of being vigorously supportive of one’s country. So, let’s ask this important question:

    “How can a country instil this quality in its citizenry?”

    The answer is so simple and straightforward, it should be obvious to all:

    There are three types of people who have become hyper active condemning DJ after his speech.

    1. LTTE supporters/ Tamil separatists – No matter how much they attack Dayan, and call him opportunistic and stupid they very well know DJ is one of the best thinkers of the enemy camp. Their strong dislike towards DJ comes from this understanding.

    2. UNP supporters/ Yahapalana supporters – Simpletons who have no idea on what is happening in the country or any grasp in the geo political game played involving Sri Lanka. These people tend to believe RW to be some miraculous genius which moda baiyyas do not understand. But the reality is every action RW takes it proves he is a number 1 idiot and far from being a genius.

    3. Sinhala nationalists – Nalin De Silva faction and other Sinhala nationalists who dream on creating a narrow Sinhala Buddhist nation ignoring the multi ethnic and multi religous character of the country. They hate DJ for his religion, his western up bringing, his staunch support for 13 A and calling Sri Lanka multi ethnic..

    I have utmost respect for DJ for doing what the country needs now amidst such attacks.
