Sri Lankan Govt To Spend 6.9 Billion Rupees For Interception Equipment In The Name Of ‘The War On Drugs’

President Maithripala Srisena in his capacity as the Defence Minister has sought cabinet approval to purchase USD 38.9 million (Rs 6,924,200,00 – on today currency rate ) worth of interception equipment from an unnamed Israeli company bypassing transparent procurement procedures while keeping cabinet in the dark.

Srisena’s cabinet paper says: “Due to sensitive nature of this project, the need for secrecy and confidentiality and the urgent requirement, normal procurement procedure cannot be followed. Due to the same reasons it is not appropriate to disclose in this instance details of the type of technology and equipment, and information about the company providing same.”

“They are two issues here: first, why can’t the President disclose the details to the Cabinet? The second is that considering drug trafficking or the number drug users, the number of phone, social media users, one has to wonder if this is for a mass mass surveillance program,” an informed source told Colombo Telegraph.

At the end of the last year, the European Court of Human Rights ruled that the UK government’s mass interception program violates the rights to privacy and freedom of expression. The Court held that the program “is incapable of keeping the ‘interference’ to what is ‘necessary in a democratic society'”. This finding is an important victory for human rights and the rule of law.

The Court extended and amplified its concerns about the UK’s mass interception program in addressing its impact on journalists. It noted that in the freedom of expression context, “it is of particular concern that there are no [public] requirements…either circumscribing the intelligence services’ power to search for confidential journalistic or other material (for example, by using a journalist’s email address as a selector), or requiring analysts, in selecting material for examination, to give any particular consideration to whether such material is or may be involved.”

It concluded that “[i]t would appear that analysts could search and examine without restriction both the content and the related communications data of these intercepted communications.

The Court further recognised that such a blanket power to interfere with journalists’ communications, including with their sources, could have a broader “chilling effect…on the freedom of the press.”

Udayanga Weerathunga, an another cousin of former President to have grabed millions of state funds is said to be in DUBAI as a detainee.. not much is exposed about the man either… all in all, we are feeling just moving on a circle…
      But this COLD BLOODED Sirisena would have been moving an extra mile than his former goons on this deal. We cant keep the faith on this guy any more.

Transnational organised crime groups, who have exploited these new technologies as basis for their criminal success, however, have not overlooked this development, growth and globalisation. Law enforcement agencies have been confronted with an unremitting challenge as they endeavour to intercept, monitor and analyse these communications as a means of disrupting the activities of criminal enterprises. The challenge lies in the ability to recognise and change tactics to match an increasingly sophisticated adversary. The use of communication interception technology, such as phone taps or email interception, is a tactic that when used appropriately has the potential to cause serious disruption to criminal enterprises. Despite the research that exists on CIT and TOC, these two bodies of knowledge rarely intersect. This paper builds on current literature, drawing them together to provide a clearer picture of the use of CIT in an enforcement and intelligence capacity. It provides a review of the literature pertaining to TOC, the structure of criminal enterprises and the vulnerability of communication used by these crime groups. Identifying the current contemporary models of policing it reviews intelligence-led policing as the emerging framework for modern policing. Finally, it assesses the literature concerning CIT, its uses within Australia and the limitations and arguments that exist.

    Aside from what some will be making from the acquiring and sale of equipment, the ruling segment needs something to fear monger the public, to keep them distracted from other issues. How many people die each year due to vehicle accidents, kidney disease, or diabetes (sugar industry) to name a few as opposed to drugs or by so called ‘terrorists’ in sri lanka?

    Sources and routes of transfer/import of drugs are well known, but ‘detection and seizure’ are another matter.
    Incentives to customs, navy and police will cost only a fraction but would result in large scale detection.

    This looks another FRAUD that President is doing either knowingly or unknowingly, probably just to satisfy the some one in the International community. X-Ray machines, Drug Sniffing Dogs (which Srilanka imports even dogs from European countries) and a good analytical laboratory are the essential. Other than that, there can not be other essential equipment that can identify/sniff drugs specifically. this proposal by some businessman, or some country. is a FRAUD.

    There is NO technology that can ONLY intercept drug traffickers!!!!

    Let’s see the statistics.
    According to the Ministry of Defence Research Division/NDDCB’s 2018 Handbook, 81,156 drug related arrests were made in 2017!
    Out of that;;
    – 49,505 (61%) from Western Province
    – 7301 (9%) from Southern Province
    – 6492 (8%) from Central Province.
    The Handbook further says, out of the total 81,156 arrests;
    – 30,839 (38%) from Colombo District
    – 14,608 (18%) from Gampaha District.
    Moreover, there were;
    – ONLY 1738 – 4535 arrests in Puttalam, Kurunegala, Matale, Kandy, Kalutara, Galle, Matara and Hambantota Districts
    – ONLY 664 – 1737 arrests in Anuradhapura, Polonnaruwa, Ampara, Badulla, Kegalle, Nuwara-Eliya and Ranapura Districts
    – ONLY 101 – 663 arrests in Moneragala, Batticaloa, Trincomalee, Mannar, Vavuniya, Mullativu, Kilinochchi and Jaffna Districts
    Defence Ministry’s own statistics confirm that the problem lies with the Western Province, specifically in Colombo and Gampaha Districts.
    That means, all receiving, distributing, transporting, packaging, selling and using of drugs mainly take place in the Western Province.
    How big is the Western Province? Only 3684 sq.km.
    How big is Sri Lanka? 65,610 sq.km!
    Basically, the President wants to spend 6.9 Billion to keep an eye on 3684 sq.km. What a joke!
    According to same Handbook, the most widely used drug is Cannabis; Kerala Ganja.
    Block the route. Install mid-sea checkpoints from Point Pedro to Negombo.

        Moreover, the Handbook says, “again”, out of all 51,788 arrests related to Kerala Ganja in 2017, the highest number of arrests were made in Colombo District, i.e. 17,090 and 8286 in Gampaha District.

        What is the most possible route of Indian Kerala Ganja to Colombo?
        I said this before. Keep an eye on this route (sea/land/air): Point Pedro* – Mannar* – Kalpitiya**** – Puttlam***** – Negombo*** – Colombo. (* size of the vigilance).

        Needless to say, the slave government’s plan to sell or lease KKS port and Palali airport to India for 200 years will have dire consequences for Sri Lanka as it will provide an easy route for lucrative Indian drug business without our control in air and sea.

      Champa you are displaying your ignorance here. Its not Israeli as they do not have proven track record. It should be British through a Sri Lankan company having a back door link with the President. What they mean by surveillance primarily means they are referring to scanning and particle identification equipment, with supporting software linking relevant depts. Unfortunately the President will ensure that the software will not connect to divisions where he wants to protect some.

Why new specific equipment again.     public is the wrong type of individual leader handling the issue and that too secretly, where things can go
    wrong. That Leaders reputation in leadership has become seriously questionable. A Cabinet sub-committee
    has to look into the whole set-up immediately. This is imperative.

    The intended equipment is a threat to liberty, freedoms, rights of people of the country as a whole; thereby it would also be a threat to the rule of law and democracy in the country. The present President is contemplating moves to remain in power, hook or by crook; it is becoming more and more evident that it is by crook and not by the former. The acquisition of this equipment is a double barrel, if not multi barrel, gun of immense advantage; one is to monitor and control the activities – lawful or otherwise – of the people to the run up and thereafter of the elections so that the results could be manipulated through other extra legal means; and the other is to make big fat buck out of commission, pricing, etc.

    It is the bounden duty of the Cabinet of Ministers of know all the details of this proposed (mis) deed and expose the President’s present position of being fully consumed with drug of political power and to continue to hold on to it, at whatever cost to the country and its people. Both the Cabinet of Ministers as a collective and the President as an individual are representatives of the People on whom the Sovereignty lies. They are duty bound to reveal the truth of details of this proposed purchase before any one could give approval and/or purchase the product.

    It appears a big racketeering going under name of DMK-Oman Oil refinery in Hambantota. It could be a Chinese projects. Chinese External Affairs has said it is ok for them opening of factory with Indian Investment.(In earlier occasions China vigorously protestested.     The need for lawful interception of communications is well recognized in some parts of the “western world”, such as the US cum UK for crime prevention and detection. This philosophy is not shared amongst other EU countries. We all know that this type of thing can be abused and Sri Lanka is well known for abuse. However, is this approach right? I understand that the Defense Ministry already has such equipment, not surprisingly from China. It was bought during Jarapassa times and installed during the early part of MY3 + RW regime. Now a second set? Why? It is clear that it is an unsolicited proposal. The so called preliminary committee has no standing except to study the features of the system offered. The correct thing was a cabinet paper to appoint a Cabinet Appointed Procurement Committee and a corresponding Technical Committee and for the Defense Ministry to call for proposals for equipment satisfying broad features. You can have all sorts of permutations such as two envelope and so on and so forth but this appears to be a sole source offer. Interestingly, there is a so called National Procurement Commission, one of those Independent Commissions floated through the 19th Amendment. What has that got to say, especially when its role is supposed to be to promote competition. This wretched activity is yet another subterfuge to make big money in the guise of fighting against drug trafficking. MY3 is the Minister of Defense. So HE must make sure for himself as to what is to be done.

Israel says that the cutting edge high technological surveillance applications simply intercept the mobile phone of the individual all over the world without his/her knowledge to enable the govt to make any action against them, Israel further says, it did not sale this technology to any country in the world and they have decided recently to sell it to Saudi Arabia on its request.
    Even that technology costs 22 Million US, while Sri Lankan President Sirisena is going to purchase spy or survilliance equipment to follow up drug dealers for US$ 3,846,777 over 38 Millions US. By passing all govt. rules and regulations, from a single company in Israel, this is nothing but really a commission based deal with multi billion of rupees, as the cabinet refused to grant permission to buy a flight which is 40 years old to the Sri Lankan air force , president has ventured to this deal to put the further burden to the public. Sri Lankan coffer is almost empty now and this sort of purchase would definitely cost a huge burden to the people, we the public therefore urge every member of parliament to ensure that this cabinet paper is turned down and urge the president not to steal the public funds for the joke of this nature.

    This is peanuts compared to the 80 billion rupees that was lost due to this idiot setting fire to the country for 52 days.Now he wants his bonus for retirement too like the company bosses who retire after making massive losses in their businesses.

    It is like another MiG scam, not one sample will be delivered. Now exposed in time, billions can be saved and diverted to best use for people who are living below poverty line. Still, people believe that the money will be spent on these purchases rather than paying over the top to secure the interests of the concerned parties.
    SL Air force is left with only a single fighter plane even though millions have been syphoned off mega purchases. The state should protect the national wealth and the rule of law must be upheld.
    The budget spending is still high without any war but the soldiers WIA who are expecting support from the state had been neglected, forgotten even deprived. While the political leaders aggrandize their fat coffers, the languished and emaciated veterans struggle to survive. The defence spending must be curtailed until the affected veterans who put their lives at for the nation, are given due consideration and their long overdue problems are addressed.
    We DO know who is flooding the market with narcotics. God forbid, he has been afforded youth ministry instead of protecting youth from him. Alas, with all pretentious and devious design, he won the confidence of Cabinet ministers to cut the best deals and facilitate the distribution of safe commissions. This daylight robbery at the highest place in the legislature must come to an end.
    The problem in Sri Lanka is not identifying the culprit but bringing the charges against them at the court of law. This is a government by the worst people – kakistocracy.
