Sri Lanka’s foreign policy seemed to be in crisis, with President Maithripala Sirisena breaking protocol to write a letter to US President Elect Donald Trump.
Over the weekend, Sirisena announced that he was seeking Trump’s assistance to pressure the United Nations Human Rights Council to drop war crimes charges against the Sri Lanka military. However, as per protocol such letters can only be written by the Foreign Minister of a country. “Therefore, it appears that either the country’s foreign policy is in crisis, or Sirisena is bypassing standard protocol applied,” a source said.
Addressing an event in Galle on Saturday, Sirisena said that it was because of him that the soldiers and even former President Mahinda Rajapaksa was saved from war crimes charges, because he acted swiftly and took necessary measures to send out the required ‘messages’ which resulted both the Unites States and even the UN Human Right Council granting lenience to Sri Lanka over the war crimes charges.
“I will ask Donald Trump to free us from these war crimes accusations. I want my country to be cleared completely from all the war crimes charges,” he said. However, during the final leg of the war in 2009, during which the UN accused the military of killing approximately 40,000 civilians, Sirisena was the acting Defence Minister, as Rajapaksa who officially holds the defence ministry portfolio was overseas.
Sirisena also added that he will make a similar appeal to the Antonio Guterres, the incoming Secretary-General of the United States, requesting his assistance to help Sri Lanka be free of war crimes charges.
During a meeting in September, Sirisena told visiting United Nations Secretary-General Ban Ki-moon to give him ‘more time’ to achieve reconciliation. “I told the United Nations Secretary General that as the country has just come out of a conflict; we need time to move slowly. So I asked him to give me some time,” Sirisena told the media following the meeting.
Last year, Sri Lanka announced its co-sponsorship of the US-sponsored resolution. In 2015 September, by co-sponsoring the UN Human Rights Council’s (UNHRC) Resolution titled ‘Promoting Reconciliation, Accountability and Human Rights in Sri Lanka’ the Sirisena government made a promise to Sri Lankans and to the international human rights community that this government will take genuine efforts for reconciliation. The Resolution emphasizes on the importance of consultative and participatory methods that include incorporating views of all relevant stakeholders to guarantee the effectiveness of the proposed Transitional Justice mechanisms.

If this daring move by Maithripala succeeds fine; if not, it’ll be said by all (including me!) that “The Gamarala” does not understand international diplomacy. After all it is not unfair for me to expect the President of my country to be more adept at these things than a political novice like me.
I’m pretty convinced that the President-elect of the USA is less competent than myself! Given that position, it may be in order for our own President to break with protocol. The new Secretary-General of the UN? Now don’t expect him to be incompetent.
However, there are also issues of Justice, Reconcilliation, and Fair-play to be considered. I cannot help feeling that sufficient effort has not gone into investigating the alleged Human Rights Offences against Tamils (and now even Muslims). That statement by Maithri about two months ago to the Armed Forces that he didn’t want “War Heroes” tried by the same laws as “ordinary citizens” was wholly unacceptable. If War Crimes are not to be tried at the Hague, then we must have assurance that they are properly investigated locally, and proven criminals must be dealt sufficiently severe punishments by Sri Lankan Courts.
I speak as a Sinhalese; but I recognise that as a member of the majority community I was not really under threat for thirty years. Tamils may not find my view acceptable, but I do hope that they understand that executions of guilty Sinhalese cannot actually be carried out in this country where the last judicial execution that I can remember was that of Somarama. If there is to be reconcilliation, there has to be a degree of compromise.
I also speak as a man who did my utmost to get Maithri elected President. A year ago, I regarded Maithri as a special, principled President with whom I refused to find fault. Now I see him as a weak man who is capable of betraying all who got him elected.

After winning election, New King went to China first. Naive Secretary Kerry took it easy. So far we have not seen an official visit by this person to America. He went to America only on UN meetings. He went London only CHGOM. He is seen as SLFP person by World. West may not be that comfortable with him. Now he is breaking the Foreign Policy protocols and appealing for a clemency for him and other accused-s direct from America.
America brought the resolution- Now it has to ask to repeal it. How easy that is going to be with its friends? Further, I don’t know if America will be holding a UNHRC membership to do that efficiently. Bush didn’t want. They are not this year member. Prince Zeid, High commissioner of UNHRC, who carried out Secretary Kerry’s wishes, is not really in great friendship with Trump, it is said. Trump’s Administration will end up bullying UNHRC a lot to get done all what it wants. So, one cannot automatically assume, Trump would do one more bullying there to help Lankawe.
One has to wait and see how much influence Trump will have at UNHRC. One may remember Canada’s resolution on Lankawe was defeated by the lack support for the West at that time. The reason was UNHRC was at odd with Bush. It took Obama administration some time to take a membership there and turn it around. So, even if Trump wish to support Lankawe, it is not sure how much support he will get for that at UNHRC. India may get a little bit more influence at Trump administration. Nikki Haley is a full Indian. If that works out, they may use India to influence America a little bit. But India certainly will ask for its wages to work on Trump administration for Lankawe. Is that only going to be ETCA, Bridge, Lands and Contract in Lankawe?
Something can be wiped out and something cannot be. UN Records now cannot be reversed easily. This what UNSG meant by telling Ranil that the Expert Panel’s report cannot disappear in thin air. Trump may help Lankawe to force UNHRC ignore it. But reviving will not be that hard when a sensible government come back in America.
Thero De Silva blaming Old King administration of losing his victory is because May 2009 victory could not be held on for too long. How the hell can we trust these politicians.It is a damn disgrace, these fellows have no sense of shame in them.Any broad day lie uttered by them is being contradicted or denied without batting an eye lid.People do not see any ray of hope in the near future and not even in the distant future. People have observed very serious lapses in the conduct of affairs by the two top leaders and the majority of MPP. are no better if not worse. A test case is the issue of a new Passport to a defrauding MP by the PM.when he should have been behind Bars, and subverting the cause of justice to protect their kith and kin, and it is being extended to the entire political family now, irrespective of Party affiliations.Now the President appears moving heaven and earth to protect the culprits who are responsible for heinous crimes committed under the cover of protecting the country.President himself was perhaps shivering in his breeches until the Election results were out.We know many were harbouring such mortal fears during the last Presidential Election.These politicians are fully aware of the unjust and inhuman treatment meted out to Major General Fonseka, they were like rats and their deafening silence was loud enough for others to hear.It was well known to all politicians and to ordinary people that para military groups and even serving Officers were actively involved in these operations.If the Govt. is trying to protect these criminal agents it is not out of genuine patriotism but to save their own skins.All them know that they are at the bottom of these murders.We appeal earnestly to our present two leaders to establish justice to all without fear or favour. This is what true statesmanship is all about.

Dear forum participants,
Most of you are right on spot about his excellency the President of Sri Lanka. But he is not the only President who is responsible for the situation of the Country today. All the leading politicians of Sri Lanka have had the exact similar thinking. In Sri Lanka the meaning of politics had been misinterpreted as nothing but cheating. Cheating Citizens rights, teaching lesson to minorities with violence, using religious clergy for canvassing elections, winning elections on irrelevant and downtrodden communal issues, making decisions on assumptions, hide the real problems facing the poor and minorities, misleading foreign leaders with twisted concepts. This long practiced anarchy has been the policy for all Sri Lankan politicians. Think of another Country in the region with leaders who are so irresponsible as the leaders of Sri Lanka! Can you come up with a similar Country?
If the new President thinking in the same way writes to the new President of USA and the new UN chief for relief against humanity, it might open the eyes of the International community how much the Citizens of the Country are longing for humanity. It will be good for the International community to make a decision for relieving all those suffering and oppressed humans of the Country.
