SWRD Bandaranaike; Victim Of Sordid Politics & Unmitigated Avarice

Two issues had rankled Buddharakkitha. One was the Prime Minister’s refusal to hand over a lucrative shipping contract to a company named Colombo Shipping Lines that was co-founded by him in the name of his associate HP Jayawardena to import rice from Burma (Myanmar) and Thailand. The second was over a sugar manufacturing licence to start a sugar factory ~ DBS Jeyaraj 30th September 2019 – THE PRIME MINISTER IS DEAD! How and Why SWRD Bandaranaike Was Assassinated Sixty Years Ago

26th September 2020 is the 61st death anniversary of Sri Lanka’s fourth Prime Minister SWRD Bandaranaike. A gun and a bullet ended his life, but what really killed him was the unmitigated avarice of a person who was the opposite and a disgrace to the message of Buddha. That person was the Chief incumbent of the Kelaniya Temple, a businessman who knew no ethics nor morality, Mapitigama Buddharakkitha. It is not befitting to call this person a Buddhist Monk as he was anything but a follower of Buddha or the Buddha Dhamma.

The man who fired the gun and emptied bullets into the Prime Ministers body, Talduwe Somarama was not of sound mind and easily brainwashed, and he was, to the extent of killing the Prime Minister “to save Sinhala Buddhism”, by  Buddharakkitha.

Sordid politics and unmitigated avarice has not abated in Sri Lanka, and neither has the misuse of Buddhist robes by persons who are anything but Buddhist. Sri Lanka has not learnt from that fateful episode on the 25th of September 1959 when a wearer of a Buddhist robe emptied bullets into the country’s Prime Minister who was paying obeisance to that person in Buddhist robes.

Politics is equally or even more sordid than then when one reads about the mudslinging going on at the enquiry into the Easter bombings in 2019. It is so when one reads about the life and times of the Yahapalanaya government of 2015 and the tussle between the then President and Prime Minister of the country.  It is when one hears and reads about the calibre of politicians we have and have had, who have traded the country’s principles and wealth and dignity for monetary gain. There is plenty more to write about, but that will require several volumes of books.

Buddharakkitha was the driving force behind the Eksath Bhikku Peramuna or the United Bhikku Front. He has been described as a virtual kingmaker at that time.  Later, he attributed Bandaranaike’s failure to aggressively pursue the nationalist reforms as the sole motive to assassinate him. But it was revealed that the real motive for the assassination came as a result of the Prime Minister’s refusal to award business deals, in particular, a government contract for the construction of a sugar factory and government concessions for a shipping company he planned to set up. Talduwe Somarama, “a misguided man wearing a robe” so described by the dying Prime Minister himself, fired the bullets that ended Bandaranaike’s life on September 26, 1959.

DBS Jeyaraj writing on the 60th death anniversary of SWRD Bandaranaike (THE PRIME MINISTER IS DEAD! How and Why SWRD Bandaranaike Was Assassinated Sixty Years Ago), lays bare the poisonous and unstable environment in the country in 1959.

He writes about the vertical and horizontal tensions of the country where on the one hand there was overt inter-ethnic strife on the grounds of language while there was on the other hand covert tussles on the basis of class and ideology.

He says the ethnic dimension was exaggerated or distorted to divert focus away from or under-emphasise the class dimension. Jeyaraj writes to say “Bandaranaike himself had begun acting against his class interests. The nationalization of bus transport, Insurance companies and Colombo harbor etc were some of the socialist measures enacted by the SWRDB government. Since most of the vested interests affected by these measures were UNP or pro-UNP it did not matter much to the regime. But the Paddy Lands Act pushed through mainly due to efforts of Philip Gunewardena regarded as the “Father of Marxism” in the country had different repercussions. The act provided greater rights and concessions to the long suffering tenant cultivators. There was however a large segment of semi-feudal, land-owning classes supportive of the SLFP also. The Paddy Lands act hit these sections and there was resentment”.

The exaggerated ethnic dimension and the aftermath of the class war had resulted in the government’s Parliamentary strength being just 47 out of 101 by June 11th 1959, and Bandaranaike was in fact leading a minority government when he died on 26th September 1959.

The incident on the 25th September may not have been the first to get rid of the man who was a victim of the class battles and avarice and at the same time the one person who was in the way of a total victory by forces driven by rightist ideology and unmitigated avarice. What had happened on August 25, 1959, when Minister CP De Silva had drunk a glass of milk suspected to have contained a vegetable- derived poisonous substance in the boardroom where the cabinet met, may have been intended for the Prime Minister himself. CP De Silva’s condition had proven so critical that he had to be flown to London for medical treatment.

Jeyaraj writes about the “purge of leftists and assertion of rightists to shackle SWRD Bandaranaike. The intention was to transform him into a puppet but the aristocratic Oxonian though beleaguered would not give in totally to Buddharakkitha’ s diktat. Irritated by this the “kingmaker” priest now decided to remove Bandaranaike altogether. The flashpoint causing this change of mind was not race, class or ideology. It was sordid commerce”.

He goes on to note two issues that had rankled Buddharakkitha. One was the Prime Minister’s refusal to hand over a lucrative shipping contract to a company named Colombo Shipping Lines that was co-founded by him in the name of his associate HP Jayawardena to import rice from Burma (Myanmar) and Thailand. The second was over a sugar manufacturing licence to start a sugar factory. Buddharakkitha was a very rich businessman and he used whatever means at his disposal to acquire power in order to further his business interests. The wealth of the Kelaniya temple gave him the foundation to build his business empire. He did not tolerate anyone who stood in his way, and even a Prime Minister was not spared.

Had he been a Buddhist, acted as one and lived as one, heeding the Buddha’s message of love and impermanence, and the consequences of avarice, he wouldn’t have suffered the ignominy of dying as an inmate of the Welikada prison in 1967 serving a life sentence for the crime he had committed.

It is interesting to note Jeyaraj’ s comment about the exaggeration of ethnic issue as a contributor to the tensions that existed in the country in 1959. In this context, it is opportune on this sad anniversary to note the following.

Firstly, there had never been a question of implementing the so called Sinhala only policy “in 24 hours” as widely and successfully marketed by opportunists. As Bandaranaike said, no law had been needed to make English the language of the country, therefore no law was needed to change it. It was to be a limited and a gradual process.

Secondly, there was clear articulation on a transition period for public servants to acquire a working knowledge of Sinhala, by December 1960, but this specific mention related only to the Supreme Court.

Bandaranaike said, in presenting the Bill, “it is our intention, as far as possible, to make that change wherever possible but if, in the course of our proceedings in implementation, we find on sufficient grounds and data that the changeover just cannot reasonably made during that time, we will not hesitate to come before this House and the country for passing the necessary amendments to the Bill”.

Thirdly, at the time the bill was passed, there were no specific provisions in it in regard the medium of instruction in schools. Bandaranaike did recognize that the medium of instruction should be the mother tongue of the student, rather than the official language of the country.

Fourthly, the Bill did not specify time frames for a changeover to the official language in other areas like local authorities. In the public service, the stated intention was to provide an adequate knowledge of Sinhala to all public servants so that, as contemplated, public service should be conducted in the official language within 10 years, meaning by December 1967. The Reasonable use of the Tamil language in predominantly Tamil areas would have required Sinhala public servants working in those areas to acquire a working knowledge of Tamil.

It is well to remember that less than 5% of the population of the country were literate in English when Ceylon gained independence in 1948, and all Courts, Police stations, government departments carried out their official work in English. An overwhelming population of Sinhala and Tamil citizens, in excess of 95% of the population, lived as foreigners in their own country, unable to enjoy their rights as citizens of their newly independent country.

It is in this backdrop that one has to judge the changes that took place after 1956. SWRD Bandaranaike’s enemies, both within the Sinhala community and the Tamil community, were those from the upper class he came from, the English educated brown sahibs who probably were more British than the British. They were his friends until he decided to espouse the cause of the majority in the country, who did not wish for one set of colonialists to be replaced by another.

    When SWRD returned from Oxford, his father the Maha Mudliyar arranged a series of receptions for him, along the Kandy road, from the port to Attanagalla. SWRD, whose Sinhalese and knowledge of local culture wasn’t that good, spoke briefly at each reception. Before one stop, he was told that the locals belonged to the “padu” caste. Perhaps hoping to win them over, SWRD began his speech “Padu nonawaruni, padu mahatwaruni”!

      Two different reasons have been given over the years for Somarama’s conversion. One was that it was a genuine conversion to Christianity. The other is that it was done to spare the Government the embarrassment of executing a Buddhist monk. According to this second version, Somarama thought this was the last act he could perform in atonement for his crime. Take your pick.

SWRD had nationalized the ports and airports of Sri Lanka and kicked out the British and he was assassinated by a Buddhist monk as the CIA using the Asia Foundation, a CIA project was weaponizing Buddhism against socialism and communism in South and Southeast Asia. After the assassination of SWRD CIA and MI6 did the cover up fake investigation – just like the Easter Sunday Bombings which were a US Special Operations Forces (SOF) operation to weaponize religious conflict in Sri Lanka and set up a US military base on the pre-text of fighing ISIS which the US owns and operates. US Pivot to Asia is in order to attack destabilize Asian coutnries which is now the Economic Power center of the world to make America great again! USA is the biggest ROUGE STATE in the world backed by NATO and EU with the Moda Modi as Proxy and the Quad in tow. The Third World War or 2nd Cold War which is a Hybrid War to destroy multi-religious Asia is on and hence the mushrooming of small violent religious groups among all religions to cause religious wars.. using Buddhist monks, Islamist youth, Born again Christian Fundamentalist churches, Ravana Balaya and the Ravanization of Lankan Buddhism and Hindusim is on going..

        Normally conversion of death row criminals would be to Roman Catholicism.
        RC clergy are known to be keen to save souls from going to a ‘bad place’.
        Either explanation will be a positive thing about Somarama. It would have been poorer if he did it for money for his near and dear.

    I am also wondering if you can educate me on the fact if Late Hon SWRD and Hon SJV ever studied together at the same college etc pls?? Any other readers who can shed some light also be appreciated. TQ

      The man to answer that is Rev. Marc Billimoria, who is obsessed with Thomian history, but in a more disciplined way than most. He completed Keble’s History when more than a schoolboy, then went to Pune for his degree in History, and got himself a First Class.

      Marc’s revised “100 Years at Mount” came out in June 1918. Much more recently, after the Bishop Election of the 15th of August, I had a chat with Marc, and this point came up. He says that SWRD was at Mutwal for a short while (staying in Warden Stone’s house is what I understand) and then coming over to Mt Lavinia in 1918. He was mostly home-schooled by British tutors. That “famous class” included R.S. de Saram (later Canon), my mother’s cousin, E.B. Wikrammanayake (later Sir John’s Minister of Justice – from the Senate, not the House), Justice Gratien, and SJV. Our family used to talk about it at home.

      Fr Marc and I got there because I asked if it wasn’t mostly made up that Dr N.M. Perera also was there – a few years younger than the “famous class”. On that, I think the evidence is suspect. S. Thomas’ wants to claim as many famous Sri Lankans as possible to be “Thomians”. There are Wikipedia articles on most of those people.

          this is the personal Ego politicians blunders we are all living by everywhere under the disguise of democracies too….sorry Mother of all Democracies to be exact……you can break International agreements in the UK is called brinkmanship but in a third world country like ours we can not even discuss “private agreements” amongst classmates nor the 13th amendments unsuitability for future planning of a sovereign Nation like ours?

            He managed a very difficult time in Regional and Geo political times and supported the GOSL as a Finance Minister during the transition to Republic status, I quite liked the fact he supported the GOSL in difficult time too as a person from LSSP?

              Can you say what exactly NM did?
              Colvin was called the author of the constitution and did not do his ‘Marxism’ any favour by dropping Article 29 and giving Buddhism an elevated status.
              NM tried to push Mrs B to deliver his agenda and she just told him that he could leave if he did not like things the way they were.
              Do you compliment him for the demonitisation of 50 & 100 rupee notes? For his grand plan of bringing socialism by a series of ‘nationalisations’ that included the Muslim Hotel (really a restaurant) in Kandy and even Prince Hotel in Peradeniya (an even smaller outfit than Muslim Hotel).
              The difficult times were much after the JVP stir.
              NM would not even speak up Vasudeva who like Shan was unfairly detained during the insurrection.

                I respect him for breaking the LSSP ranks to support the GOSL in 1970. A critical time in our Nations journey we could have consolidated a lot of thinks including a very conducive relationship with India too. Change the history of the region from a geo political prospective too.

                The JVP uprising/Estate workers Issue/Standardisation issue/Muslim issues/Buddhism state religion/Becoming a republic/ Tamil issues (Tamil language issue was resolved to an extent it was adequate yet does not upset the Sinhalese by Late Hon SWRDB sacrificing his life in 50’s), Many Tamils conventional politics also were getting feedback from the Tamils then joined the GOSL in numbers created a very conducive/collective GOSL representing the Nation. The leftist and the socialist work together with an economic planning/excellent education system/active non aligned movement/self sufficiency drive was all made possible under the leadership of Hon Late Mrs SWRDB.

                  Nothing was perfect yet humble beginnings to bring the Nation together as best as possible….we were all learning on the job of being united to find solutions, give and take managing a very volatile Cold War around us as a non aligned Nation.

                  Then came the spin masters/losers with the Vaddukottai resolution to counter all that was good and futuristic ….1977 TULF mandate blunders and once more Tamils questioned the “deliverable” from the TULF? The 1981 DDC from the GOSL was a saviour/window of opportunity not to be……we know what happened until 2009.

                  What happened to all the non aligned movements/head of states all got assassinated too….the new world oder about to start the next Cold War..the heart of the operation is SL. so NM did not have to deliver wonders but his humble cooperation in 1970 was adequate then??

      Late Hon SWRD was also about diverse/parting ways from the existing order in a post colonial Nation “thinking out of the box” and being a Visionary too addressing the social issues that needed a fundamental rethinking for the required structural changes to deliver social justice for all setting a pathway to recover the loss of language and religious needs that belongs to the people of SL in a democracy?

      North and East where Majority Tamils lived were not to be misused/play ground for the FP party politics who set out to solve Indian Citizenship matter down south by placing them up North?? why they did not join Leftist parties who were doing much better job in dealing with these issues down south where upcountry Tamils lived than this FP up North and East?

        …a “pathetic” contradiction for a party who set the motion/emotions for the underprivileged in the Nation as to what their needs were vs audacious party political gains to maintain a colonial inheritance status quo? absolute misfits left behind by the Colonial masters who were using them for their administrative work hence all the missionary set up North? and this so called educated status quo could not even help the underprivileged up North to this date in fact they have sucked their blood too?? a crime against humanity is why FP needed armed young men the baby brigade to even suppress the thoughts of the masses up North and East hence the current form of a FP/ITAK/TULF/TNA still filing cases against the GOSL to date? having squandered the life of few hundred thousand Mother Lankan children and created toilet washers like myself for the world?

            Quite the contrary and think anyone in SL has the right to object to anything by the GOSL is no problem……….but not the TNA as they have blood in their hands and do not have any moral grounds nor were they ever democratic therefore disqualified to be part of anything democratic in our Nation period.

            Loose the Tamil identity and have National policies and come and join the ranks of JVP and able to field candidates throughout the land then one would consider equal footing to be part of our system.

                By arguing why TNA is counterproductive for my community and my country based on their track record does not mean accept anyone else’s crime.

                I identified TNA as the equal if not the main contributor to this crime cycle and need to read the chain reaction???

                To do that we need to objectively record history as TNA has muddied the water so much that no one will ever see their duplicity/not for the job?? and continuing to destroy us more??? It is not their birth right to represent us by crook or by hook?

      Thank you very much. I notice a very interesting discussion going on. Regarding your query, records do indicate that SJVC and SWRDB were contemporaries at St Thomas College, then situated at Mutwal, where it had been set up at the outset. The College moved to Mt Lavinia later. They probably were together for a short period, but as two educated and erudite gentlemen, would have continued their school kinship into their political life as well. This would have helped in entering into the BC Pact which they had signed, but was abrogated due to pressure from many quarters including the UNP, but also large sections of the Buddhist clergy. Its been reported that SWRD’s eventual murderer Buddharakkitha had stormed Rosmead Place along with scores of Buddhist monks (or some say many lay people wearing robes) and demanded the tearing of the signed document in his presence. SWRD had given in and torn the document. In hindsight, I feel that the draft Pact should have been discussed in Parliament, compromises made to make it more acceptable, and then signed. Hindsight is very easy!!

      Another bit of unconfirmed information (might be just gossip), so one shouldn’t give this story any feet to travel, that Sirima Bandaranaike had also been proposed to Dudley Senanayake!

          CT can write million artlcles and I think the answers to all our misery lies here.

          (1) The same party FP talks about righteousness/morals/legalities/good governess even have the tenacity/audacity to take the GOSL to court over the current constitutional discussion in one direction and the retired Judge talk about a Language that arrived first to the land should make any idiot to ask the historical fact check on this 1956-1958 pacts/riots/FP story telling/Suthenthiran writings ever since??

          (2) Even after the PM was gun down no one asked the most fundamental questions as to what/why/where/who..etc. Should not the FP be asking the GOSL for a referendum then to continue in English let alone in Tamil…out of compassion Majority Tamil areas were allowed to use Tamils even after the certain death that awaited the Late Hon PM then? How did we capitalise on this opportunity then once the Tamils wanted to rid of FP…then came the guns and the separate state??

            (3) I wish the JVP stood by the GOSL and always wished the Tamil youth(including VP) stood by/with all the “FP/ITAK opponents in Jaffna” without their FP and Tamil Nadu poisoning and the guns then we would have had a greatest Nation on earth a long time ago….

            (4) After the sad war should this party be allowed to exist as a legal entity in our Nation after all the “Ratha Pottu Mafia Killings in Jaffna” under the supervision of this party and the ensued war that killed us all?? It is not the LTTE who is the enemy of the state but the LTTE makers until the LTTE makers are dealt with??

        Before the B-C pact could get anywhere, JRJ organized the notorious Kandy march, halted in its heels by SD Bandaranayake. Then came the SB fanatics who put pressure on SWRDB.
        If it was not scrapped by SWRDB , it would have followed proper procedure in Parliament.

        What is the worth of this story even if absolutely true?
        Do you suggest that because Dudley would have not remained a bachelor and SWRDB would have married another the course of history would have been otherwise.

        There is also endless speculation about ‘what if Cleopatra’s nose was an inch longer’.
        We can discuss irrelevances endlessly.

        1.The issue here is not the Tamil had the full official status or not…it was given “enough” status for it to be a functional language under the circumstance in a post colonial Nation need to be respected. A PM put his neck on the line (just as my father did in 1981) to save guard the unity of the Nation paying respect to the Tamils.
        2. I am born 1963 and studied in Tamil all my life.
        3. Fist the Indian citizenship exploited by the FP the biggest settlement ever in Sinhala heartland, then the language use/then the standardisation exploited (which served all the underprivileged as required), then the National religion Buddhism exploited by FP? yet no one suffered because of no religious freedom?..then the Sinhala settlement exploited a fellow man in their own land can not but Tamils can do that is to live anywhere they prefer??…after all we are a developing nation? we all give and take as we all have needs and aspirations too?
        4. All what was done by GOSL were all visionary/futuristic journey??

            9. We have all learned several languages in the host countries to survive well/wash toilets?? so why not to celebrate Sinhalese that is spoken in one country in the planet could not be celebrated?? In fact all leaning Sinhalese had more advantage as Sri Lankans in the developing stages to come as this would have united us all specially we were diverse in religions?? a gelling factor gives that much more advantage when it come to uniting the people too??

        By “Catholic” what is meant in a Sri Lankan context is the religion brought in by the Portuguese, who encouraged intermarriage with both Sinhalese and Tamils, and there are well over a million adherents, many of them poor people. They are fervent in their faith, and endured a good deal of prosecution under the Dutch, who were also Protestants (influenced mainly by Calvin, would you say?), but somewhat different from the Anglicans who are in some ways similar to Roman Catholics, to Lutherans, and to even Calvinists.

        The Dutch didn’t enourage inter-marriage, and their Reformed Church is gone, but I think that Evangelical Groups have drawn their support from Calvin’s doctrine of Pre-determination.

          Not all are poor; some are very comfortably off and have time enough for higher pursuits. They have some excellent schools – St Joseph’s, St Peter’s, St Benedict’s, St Bridget’s, Holy Family Convent, Ave Maria (Negombo), etc. Those schools tend to admit mainly Catholics – owing to their sufficient populations.

But he quickly discovered that the way to acquire and retain power is via cheap nationalism topped up with hypocricy: Recommend to the masses something different from what you gave your own children. Swabhasha education for the masses, oversea English education for his own children. [ That is also a style picked up by Tamil nationalists. They would talk big an sacrificing children at war but protect and educate their own children. ] True, we had only a small fraction of the population educated in English then. But we could have built on it and given a much larger fraction of our population the opportunity to acquire advanced knowledge. Walk into any university campus and you will see the damage Banda did. [ One might also suspect — I can only extrapolate from a sample of students I have spoken to — the reason the private university SLIIT so quickly became a pretty good institute is because its enrolment is from a more English competent social class. ]

      You seem be under some mis- apprehension about population growth.
      No, millions did NOT migrate into the country after Independence. They did before 1948, and about a million Indian origin people were sent back in the 60’s and 70’s. The population increase is entirely local, due to better education, food supply, and health services.

      If you live in SL, you should know that some communities are far more equal than others.

        Sorry my point was not made very clearly (some time I get tired of writing English as this can be a bit of a challenge at times asi am still doing translation…is even worse when I am doing maths such simple tasks of addition and subtraction…do all in Tamil and then convert to English ) and is my mistake. TQ

        To make matters relating to population growth even clearer to Thiagarajah Venugopal, may I make this point?
        .
        All living things reproduce (higher forms of life – sexually), and then die. When birth rates and death rates are equal – one has stable populations (on the whole a satisfactory situation).

        When death rates are higher than birth rates, populations DEcrease; if the process goes on long enough, it leads to extinction. It’s happening to species living in the wild. Bringing back something that is extinct is “impossible”.

        When death rates are lower than birth rates, populations increase. This is happening to humans, and cause huge problems!
