The International Priority To Be Heeded

The stock market boomed after the much awaited domestic debt restructuring programme (DDR), but the national economy continues to be in deep trouble. It does not seem to have the productive capacity and the general population does not have the purchasing power to lift itself out of the doldrums. Even those at the top end of the production chain, the owners of factories, are lamenting the lack of consumer demand for their goods and services. People do not have the money to purchase their output. Examples are given of three lorries per day leaving the factory whereas 60 went out prior to the economic collapse. Or of factories that have laid off 50 of their 200 employees. The newspaper delivery man said that the sale of the state-owned newspapers by him has slumped. He explained that offices used to buy them and said 15 of the 18 offices he distributed them to in the neigbourhood had closed.

The government is doing its best to meet international requirements for economic revival. The international community can make the difference in terms of a major inflow of resources that can kick start the economy. The IMF’s approval is the international standard from which other possible international economic partners get their assurance. By engaging in the DDR process Sri Lanka has begun the arduous journey of meeting the IMF-set economic targets. The IMF sets the targets for economic sustainability, be it by increasing tax revenue or decreasing the budget deficit by a recommended percentage. It is the Sri Lankan government that is expected to decide how it will meet those targets. The government has chosen a path that attempts to deflect the costs away from the corporate sector and its supporters without an attempt being made to recover stolen assets.

One of the main casualties of the restructuring process is the social welfare programme that successive governments sustained over the previous decades. Aswesuma seeks to provide benefits to two million poor and vulnerable families. LIRNEasia’s national survey has shown that four million individuals have fallen into poverty since 2019, and that seven million people are living in poverty at present. It can be anticipated therefore that the selection process will and has caused enormous strife, as there is dispute at the local level about who should be a beneficiary and who should not. Another major casualty has been the EPF/ETF pensions. The taxing of the pension funds and the reduction in the interest they will receive is causing less pain at the present time, but it will surely cause pain later on when those who retire find that the money they receive does not go very far.

Volatile Situation

President Ranil Wickremesinghe’s achievement is that he has been able to lead a government that is composed of ruling party members who were and possibly remain his political opponents. He is getting them to pass laws that will lead to economic restructuring that is causing pain to the majority of people. Opposition and SJB leader Sajith Premadasa has pointed out that the EPF pension fund would lose as much as 12 trillion rupees (USD39 billion) by 2038. Citing a report by economic think tank Verite Research he said “When the heads of the EPF and the ETF were questioned by the Public Finance Committee it was found that this government had not consulted them before introducing the DDO plan. No government body has assessed the losses to be borne by the workers. The Verite Research in its assessment says that the amount would be more than 12 trillion rupees.”

The ruling party members would be aware of the economic discontent among the masses of people who cannot make ends meet. Public opinion polls show that the government, and the president in particular, are gaining in popularity, but it also shows that the overall popularity level continues to be low. The approval rating of the government doubled to 21 percent in June 2023 from the 10 percent that was recorded in both February 2023 and October 2022, according to the latest round of the Gallup style ‘Mood of the Nation’ poll of Verité Research. This may explain the government’s determination not to conduct the local government elections that are now four months overdue and to postpone elections infefintely. These are disturbing signs of a movement towards unsustainable autocracy if the provincial elections are not held any longer and if the local polls are also postponed indefinitely.

In these circumstances, the polarization between the government and opposition is likely to grow. The government is passing new laws and seeking to pass controversial ones such as resurrecting the local government authorities in lieu of holding fresh elections, restricting media freedom and expanding the scope of anti-terrorist laws, using its majority in parliament. However, this majority was elected in a different time before the collapse of the economy. Now that the government’s popularity is only at the 20 percent level it can be seen that the masses of people will not be supportive of what the government is doing. This creates a potentially volatile situation in a country that has been long accustomed to changing unpopular governments at elections. It is not reasonable to expect the people to remain patient forever, it could well lead to another Aragalaya.

Required Cooperation

The prevailing situation in France is a warning of what can happen in Sri Lanka unless economic hardships facing the people are speedily mitigated. France has been experiencing a wave of riots and looting since a police officer shot and killed a 17-year-old boy of Algerian origin, after a car. The incident sparked outrage and protests among people who accused the police of racism and brutality. The unrest soon spread to other cities across the country, including Paris, where rioters clashed with the police, set fire to cars and buildings, and ransacked shops and businesses. More than 3,000 people have been arrested so far, and the damage is estimated at over USD 1 billion. Many of the rioters are young people who feel marginalized and hopeless in a country where the police are accused of using excessive force and targeting minorities.

The problem in Sri Lanka at the present time is that the government does not have the economic resources to distribute as social welfare to mitigate the economic dislocations caused by job losses and the fallen value of the rupee. The World Bank estimates are that the national economy which shrank by more than seven percent last year will continue its downward spiral by a further fall of three percent this year. The resurrection of more than 8000 local government councilors from dissolved local authorities in lieu of elections, as proposed by the government, will be outrageous to people who have lost their jobs and are teetering on the brink of economic survival. It will be a reminder of the Aragalaya’s uncompleted mission of sending the rogues home and effecting a system change.

At a recent public event, President Ranil Wickremesinghe emphasized the importance of avoiding misleading arguments and instead urged the entire opposition, led by the opposition leader, to join the government in addressing the country’s challenges. There is one area in which the opposition can and must support the president and that is in resolving the ethnic conflict and reaching the goal of national reconciliation. Such a success will have the potential to mobilise international support on a large scale. The president has demonstrated commendable courage and vision in this area. Resolving this problem will unify the country and translate into renewed international confidence in Sri Lanka’s future and the economic investments that can flow in as a result instead of another downward spiral like with the economy.

      The Economic Crisis has brought together and United all Sri Lankan communities, but the West and its funded NGO’s continues to talk nonsense about ethnic and religious conflict resolution as a panacea for the country’s wors!
      This is in order to divide and distract from the lack of ECONOMIC RIGHTS and Economic Justice in the IMF – Paris Club debt DDR operation and the Western HR discourse! The West is a mess with war in Ukraine so that International Community wants to turn the rest into a mess too!

    The best way for the EPF to protect itself …….. is to pay a % of its income as Kappan (protection money) to the pols, the government functionaries and the rest who have control of/over it.

    It has to be Kappan ……… if you pay the crooks a legitimate fee – like the management fee in most mutual/hedge funds – they won’t like it. ….. The Lankan psyche is such, it has to feel it has scammed/tricked someone ……. to feel happy and fulfilled.

            I totally agree with old codger, for AKD, JVP, and NPP three things are sacred. Saffronistas, the armed forces and Article 9 of Sri Lankan constitution.

            I listened to his speech for about 7 minutes, the usual criticism of rulers, …. that this and other. We want to hear something new, something about the future and how he is going to change course, …. how would he tackle the unruly saffron mob, the armed forces, and how he going to redraft constitution, democratise and restructure the state and the nation.

            Above all how would he convince our mate nimal to believe in democracy, rule of law, justice, …. progress, …. rather than believing in Thiruvengadam Velupillai Prabaharan and his methods ……

            One more thing he never talks about what the party is going to do about the armed forces which committed war crimes and crime against humanity, and curtail their excesses, set up a genuine Truth and Reconciliation Commission, heal the wounds, …. to find truth (between 1971 and 2009).

            Did he ever condemn army officers attending Vihares New and Old (especially in North and East) in their Uniforms?     I hated you back then, you were only dancing to Rajapaksa’s verse: but today, I see something dramatically different in your articles. I also hated Malinda Seneviratne and Dayan Jayathilaka.

    That’s a good point. Misleading public statements can have dire and dire consequences for our nation, –
    . Gone are the days of MEDAMULANA dogs, there were times when the head of the UN Human Rights Council (a woman) was attacked by an “ignorant ex-minister’s marriage proposal” publicly.
    All this was repeatedly highlighted in the international media. It worked to marginalize Sri Lanka in the world, allowing ONLY to deal with Belarus which is unknown to Western Europe yet, and Swaziland, another hell in poverty stricken Africa. Remember?

    Our people are not grateful, it is in their blood. Some educated fools like the Sinhalese man do not even care about the negative qualities of our people. He instead attacks me and others thinking that we are promoting RANILism.

    The writer has dealt with EPF/ETF and how the fund would be affected after the already-announced Government strategy of restructuring the total domestic debt. Whatever the explanations that are offered by the Governor of the Central Bank, EPF/ETF would incur a loss with the announced interest rate cuts from the present 14% to 9%. This rate cut has not been given to all other “Personal Lenders” who hold Bond and Securities. Further, the CB has “Threatened” the fund to elect between the interest rate cut or a 30% Tax payment on the income. The question, therefore, is: Why is this disparity between the EPF/ETF and the “Private Investors” who hold Bonds and Securities?

    The IMF has laid down two major strategies to the Government: (1) Bring down the total debt to 95% of the GDP by 2030 from the present 128%. (2) Bring the Gross National Financial needs to 13.5%. Can these targets be achieved? NO. To achieve these the Government has to increase the GDP substantially and cut down the Government Expenditure. Already we are told the DGP in the first quarter of this year has fallen to (2023 from Jan. to April) -11%. Where are the Economic Growth Plans to achieve those strategies? Nothing. I think everyone must give serious consideration to the views expressed especially by the economic analysis given to bring home the dangers that are faced by the nation. Most of the FACTS (Data) are hidden and a rosy picture is presented toward that mythical “2048” to hoodwink the masses for non-other than for political survival by the very same set of “CRIMINALS” who are accountable and answerable to the present state of affairs.

        Among all the other presidents in the world at this time, I think the role of the current interim president of Sri Lanka is the most decisive. Those power greedy Rajapaksa’s can kill him to take power again. I dont think I am subjective on this, I have spoken with various walks of life of people during my short stay in my home country a week ago.

        This is a truly dangerous situation. I think we know how murderous Rajapkshes are. In the post war, they have killed various opponenets in media and civil society. No court cases on them. Judges and lawyers are deaf and blind as have been over the decades.

        Authorities over to you, at least today please expose more of them.
        Danger before incumbent president can be similar to tha tof nikaraguan president or the like.
        People should be very sensitive on understanding the dangerous situation.

        Would our people ever realize near to the danger ?

        Looking at the thinking nature of Deepthi De Silva living in UK, other expats in europe and other rich countries, I think our people are born idiots.

        with that being the reality, why on earth we should hurry for holding elections, not having passed any law reforms during this this interim period. Besides, what brought us the recent election outcomes ?

Wimal Weeraswansa’s piece like Padikkama abused Rajaksha’s idea to confirm their opinion and mislead the very same audience. Today, AKD uses the same tactics, reaching out to the conscience of gullible common people. I feel VERY sorry for the people. Btw, AKD does not seem to differentiate SEX CRIMES of FAKE MONKS compared to that of lay people. That means he is scared of SINHALA-BUDDHISNT MONKS and their mafia entwined in this society.

          If one stands against this opinion, he or she must be either totally ignoants or mentally ill.

          Current situation in our island nation is similar to a terminally ill mother being admitted to the intensive care unit, but the lack of support from other specialists makes the patient sicker. That’s why even the die-hards of Pohottuwa are biting their nails in front of me today “What happened” as I questioned, what happened to their hopes? …what happened to the man they dreamed of being the real one to deliver????

            Anyways, People digest it slowly. When I travelled back to this country a few weeks ago, I met people from different walks of life in Sri Lanka. Not a single person stood up against Ranil saying that there is nothing else HIM to do but to work with the rascals to save the country.

            Civilized powerful nations seem to respect it, which is why they don’t criticize it harshly even though some protesters are radically hurt by the current government. Sri Lankans do not care deeply about anything in general and are being duped by political crooks who are exploiting the stupidity of the people. Crooked politicians repeatedly say “to mislead the nation that our people are intelligent”.

              How would it have reached today, assuming that the Honorable Member of Parliament, Mr. Dulles, had been elected by Parliament?

              Assuming honorable MP AKD committed to be the president, how would it change for the suffering nation today?
              All this should be discussed heartily rather than wasting time in front of us.

              It is well known by the current president and former president CBK, and the spirit of the people of this country has been infected by the Rajapaksa mantra, the Sinhala Buddhist mantra, and various racists dogmas and even today the entire people and the Sangha bridgade are dancing for the tune of MEDAMULANA dogs… The Sinhalese nationalists are reaching out to their own minorities more than the Jews.

        Dear S-M: Thank you. Please listen to that video link given by “nimal fernando”. You will find what danger our country is facing now and toward that mythical year of “2048”. I have said in many of my comments how our total debt burden has increased from US$ 81 billion to US$ 91 billion by the First Quarter of 2023, without any substantial increase in our GDP and any plans to achieve a target of at least 7% increase by the year 2030 by which time our commitment to service (repayments) the debts too will fall upon us.

        If this trend (political treachery) continues with Ranil/Rajapakses combo, what hopes this country and the people will have for a future for them and generations to come? Unfortunately, without giving it serious consideration some of the learned commentators are engaged in directing personal derogatory at each other like small children in a primary class. So what to speak of our ordinary citizens who too are more concerned about getting the most out of meager available resources?

    President and the current government have a majority in parliament and since they passed even the IMF loan procedures without the support of oppossition and Tamil and Muslim parties why cannot he bring a bill to implement the 13th amendment in full which will get more votes from Tamil parties? First he should proof that he and his team is fully committed to resolving the ethnic problem.

      Ajith: To my understanding, there is no need to bring a “Bill” to implement in full a provision in the Constitution. I think you are thinking of that “Carrot” of the “13th PLUS” promise by both Ranil and Rajapakses. I request you to re-read the 13th A along with the “Schedule” attached to it. I am also of the opinion that this Government or any other to come would take upon the responsibility of fully implementing the 13th A.

      The best way is to bring in a new Constitution that would solve these problems.

        I think that the current president should convince racist leading groups in the Pohottuwa outfit to implement federalism as proposed by the CBK government. ONLY incumbent president can do so making using of the interim govt.

        No matter what anyone says or does against it, I have been in favor of federalism since day one. I once had an opportunity to discuss this with Mr. Kadiragammer in Germany.

        If federalism can work in Germany, Switzerland and many other advanced countries, why our hell created by Rajapakse thugs?

        The temple must be freed from fundamentalists. Temples are more filled with sex criminals than mosques and churches. This is is a long term taboo issue, but we have to act today.

        The facts and advantages of federalism should be fed to the people and the fear of the people should be dispelled by feeding the truth.

        I agree there is a need for a new constitution with substantial changes to solve most of the problems including devolution of power and system changes. But the fact is that Ranil is trying to the put the ball on the opposition side to put the blame on them. First he should get the committement from his government. If he cannot implement 13th amendment in full how he can make a new constitution?
