The Potentiality Of More Decisions To Come In National Interest

President Gotabaya Rajapaksa has announced that the government will be entering into an agreement with the Adani Group based in India to offer them 49 percent of the shares in a joint venture company. This joint venture will include Japanese government financing and will manage one of the terminals in Colombo port. The entry of Adani Group into Colombo port has been opposed by a wide coalition of organisations ranging from port workers and left political parties to nationalists and civil society groups. These groups have little in common with each other but on this particular issue they have made common cause and even held joint protests together. The main thrust of their objections is that control over the East Terminal of Colombo port will pass into foreign hands and result in an erosion of Sri Lankan sovereignty.

The cause for alarm among the protesting groups may be fueled by the observation that one by one, the ports of Sri Lanka are being utilized by foreign powers. In particular, China has entered into Sri Lanka in a big way obtaining a 99 year lease in the Hambantota port that it constructed. The Hambantota port in its early period showed it was economically unviable in the absence of Chinese cooperation. The burden of debt repayment induced the previous government to enter into this agreement which may become unfavorable in terms of national sovereignty. There were protests at the time of the signing of that lease agreement too, though not as effective as the present protests regarding the change of management in Colombo port which is led by the very forces that helped to bring the present government into power.

In addition to the Hambantota port, control over the South Terminal in Colombo port and a section of the harbor has been given to China through one of its companies on a 35 year lease. In both cases, large Chinese investments have helped to upgrade Sri Lanka’s capacity to attract international shipping lines to make use of the port facilities. The Hambantota port in particular could benefit enormously from Chinese ships that traverse the Indian Ocean the Middle East and Africa. Instead of making refueling stops elsewhere along the way, such as Singapore, they could now come to Hambantota. However, with these investments would also come a Chinese presence that could cause concerns among international actors that have geopolitics in mind. It may be that these concerns are finding expression in the opposition to the Indian entry into Colombo port.

Rational Analysis 

It will not only be Sri Lankans who are concerned about the Chinese presence in the country’s ports. As Sri Lanka’s nearest neighbor, India too would have concerns, which are mirrored by other international powers such as Japan. It might be remembered that when Japan’s prime minister visited Sri Lanka in 2014, there was a diplomatic furor that a Chinese submarine entered Colombo port unannounced even to the Sri Lankan government and docked there. With its excellent relations with China that go back to the 1950s when the two countries signed a barter agreement exchanging rice for rubber, most Sri Lankans would tend to see such Chinese actions in a benign light. In recent years China has emerged as Sri Lanka’s largest donor and its assistance is much appreciated. However, India’s relations with China are more complex.

The two countries have massive trade links, but they have also gone to war with each other due to territorial disputes. Even at the present time Indian and Chinese troops are in a stand-off on their disputed Himalayan border. In this context, India would be concerned that the Chinese presence in Sri Lankan ports could eventually take the form of an overall strategy to encircle it and use this leverage to India’s disadvantage. Sri Lanka’s location at the bottom of the Asian continent gives it a strategic importance in the Indian Ocean that goes beyond any possible India-China rivalry. The recent visit of US Secretary of State to Sri Lanka included an acerbic exchange of words between the US and Chinese representatives on that occasion and an open call to Sri Lanka to take sides, or not to take sides. As a small actor in itself, Sri Lanka would have no interest in getting involved in international geopolitics and has a longstanding policy of non-alignment and friendship with all.

More than anyone else, President Gotabaya Rajapaksa would be aware of these geopolitical issues. As Defense Secretary during the years of war with the LTTE he was a key member of the government team that obtained wide ranging international support for prosecuting the war. Today the president’s key advisers include those with military backgrounds who have special expertise in geopolitical analysis and who have spent time in leading military academies in different parts of the world, including the US, China and India. This contrasts with the more parochial thinking of political, nationalist and even civil society groups who have come out in opposition to the agreement that the government has entered into with the Indian company to manage the Eastern Terminal of Colombo port.

Geopolitical Imperative

President Rajapaksa was elected to the presidency in the context of the security debacle of the Easter suicide bomb attacks and with the expectation that he would provide clear cut leadership in protecting the country’s national security without permitting partisan interests from becoming obstacles. In his meeting with the representatives of the trade unions opposing the handing of management of the Eastern Terminal to foreign hands, the president is reported to have said that geopolitics had also to be taken into account. As many as 23 trade unions representing the Ports Authority, the National Organisations collective and a number of civil organizations have joined the formation of a new national movement named the ‘Movement to protect the East Container Terminal’.

One of those political representatives at the meeting, leader of the Frontline Socialist Party (FSP), Pubudu Jayagoda is reported to have said, “When trade unions met President Gotabaya Rajapaksa on Wednesday (13), he told them about the broad geopolitical factors in play. This is reminiscent when the unions met former Prime Minister Ranil Wickremesinghe a few years back. The unions told Wickremesinghe what they told Rajapaksa––the ECT could be operated by Sri Lanka in a profitable manner. Wickremesinghe told the union representatives, ‘You are talking about the port, I am talking about geopolitics’.” However, former Prime Minister Wickremesinghe may not have had the necessary political power to ensure that his vision prevailed and failed to ensure the implementation of the agreement.

By explaining his decision in a straightforward manner, and carrying it out, President Rajapaksa has shown leadership in its constructive sense. By ensuring that India is given a presence in Sri Lanka’s most important port it will reassure our closest neighbor, as well as Japan which has been Sri Lanka’s most consistent international donor, that our national security interests and theirs are not in opposition to each other. Second it takes cognizance of the reality that about two thirds of Colombo port’s shipping is due to transshipment with India, and thereby ensures that this profitable business continues. Third, it will give Sri Lanka more leverage to negotiate with India regarding key concerns, which includes Indian support to Sri Lanka at international forums and in providing guarantees for the unity of the country in the face of possible future threats. Vindicating the need to ensure devolution of power to satisfy ethnic minority aspirations and permitting the burial of those who die of Covid remain to be done.

      Those young boys being caught by police on drug or narcotic cases, some of them are reported to have set free on bail, but not yet they are sent back home, mothers mourn not being able to bear their overwelming sadness. Why do they bastard PRISON guards torture those prisoners that way, they are constantly being caught by physical assaults.                   There is enough evidence to prove that Buddhism was born, bred and nurtured only in ancient Lanka. (I haven’t touched this subject as yet.)
                  In order to differentiate the earliest pure Buddhism from other (distorted) traditions, forms and practices in the name of Buddhism, our ancestors had to call Buddhism in Sri Lanka as Theravada Buddhism.
                  Sri Lanka is the only country where Buddhism is practiced in its purest form coupled with its own Buddhist rituals, customs and observances.
                  For your information, Keyboard, before the Portuguese, the Dutch and the British invaded us, ALL Sinhalese were Buddhists. Can you imagine why?

                    If you will go to International Court of Justice there will be enough proof .The fact that the government is refusing to go to ICJ is a proof in itself. Mass Sinhala terrorism prevailed in1956,1958,1961,1977,1983 and the last, but not the end was 2009. It continues even today under the guise of looking for archeological sites in the North and East where Ministers, MP,s, Armed Forces with the face mask of lord Buddha are marching, regularly.         I am in agreement with you on many of what you have stated.

        Today even Borhas have converted their International School ,which had very high stand and excellent teachers, it into a full fledged Madarasa , with strictly only borhas.

        It seems sometimes bias not to notice the large beards of even very young borha men and the over garment called Rida borha ladies wear is for sure was never their traditional dress, they adopted it only in 1977 to 78, earlier even to their mosques they used to wear a long skirt, blouse and shawl , even the memons ladies had a similar dress .
        It would be extrememly unfair to permit borha ladies to dress a abaya only to term it in hindi and in color and deny it to the other Muslim ladies, same with beards and to permit borhas a full fledged Madarasa college with only borhas and to deny the same to other Muslims is totally a discrimination towards one a particular segement of Muslims.

        I do agree with you about Niqabs , security wise it is not practical today.

          Unlike other religions Buddhism is a flexible religion. There are no commands. After Marakkala (the term used by Sinhalayo) refugees from Hindusthan were saved from persecution by Portuguese Sinhala Buddhist King Senerath did not say if you want to live in Sinhale you should become Buddhists. He allowed Marakkalayo to marry Sinhala Buddhist women and convert them to Islam. I understand that Quran says if a Muslim person embrace another religion, that person should be killed. There were incidences in this country where Muslim women who married Sinhala Buddhists received death threats and were beaten by Muslim men. What a tribal r******n.

    The potentiality of some more decisions to come in the National interest raises more suspicions in the eyes of the public as well as that of the international community. This has to be determined in the light of the visit of Dr.S.Jaishankar and the Indian National Security Advisor, Ajit Doval. While Dr.S.Jaishankar was in Sri Lanka, Sri Lanka’s Prime Minister made a statement in Parliament that no section of the Colombo Port will be given to India and that Minister Sarath Weerasekera also made a statement that India has no right to dictate terms on Sri Lanka. Moreover, the demolition of the Mullivaikkal monument in the Jaffna University took place after Dr.S.Jaishankar left Sri Lanka. There were contradictory statements between the Sri Lanka’s officials and the Vice-Chancellor of Jaffna. Moreover, Minister Sarath Weerasekera’s statement that the Indo-Sri Lanka Peace Accord which paved way for the passing of the 13th Amendment was no longer valid, raised concerns in the eyes of the international community. The issue is whether there will be threat to India’s sovereignty and territorial integrity. These are matters for scrutiny.

    We had a war for 30 years , while sincerely regretting what happened at the end of the war and never condoning those actions by a segment, which happens in every war , every where.

    Something every community must remember, as a bitter lesson and never to let our religous and racial emotions drive us to another war , in peace , willing to be patient and engaging in productive dialogues with oppossing camps is the most wise approach always.

    Fighting a terrorist war for 30 years is not a joke.

    It not only destroyed inncocent lives , but destroyed the country’s economy , prevented development and ofcause burdened the country with huge debts.

    Another foolish decision. By allowing Indians into Colombo Port, Colombo port and the city will become bombing targets of war in the geopolitical game between China and India, etc.

    Needlessly SL has got into the midst of their war.

    Now China will also want another port.

    Give Trinco port to Saudi and Pakistan to balance things out. Otherwise SL’s nonaligned policy is also a joke.

      I will equally recommend South Korea is another Nation employ tens of thousands of our children in their Marine building and it will be great share our coast for investment that does not pollute the seas around us.

      We should have the courage to do all the right business with all the folks around the world specially when they are willing to bring investments and know-how to our coast.

      What we need to to ensure is we should know how to manage the man power(not left to the companies to make our space and International population dumbing ground but initial preference to SL expats to return with their skills and fill up the vacancies with foreign labour thereafter)/environment/coast guard capability/due diligent capability in evaluating all types of proposals.

    There is s simple solution to escape from the multi dimensional attack on Sri Lanka by India, China and USA but unfortunately the political and religious leadership do not like to go in this direction because they have no other way to cheat Buddhist Sinhala in this island. What is the solution? it is bringing peace within this island, respecting the different nationalities, regional devolution of power and independent rule of law and judiciary. Why cannot do that? Because racism is easiest way to come to power and rob the nation and people. Today, if you ask a Buddhist Sinhala in general about what did you if some one murder his next door neighbour. He will say, police have to investigate to find out the truth and if he found guilty punish the murderer according to law. If you ask him that a military man murdered a child and punished him by courts but he was released by President. Is it right? He will say yes because the murderer was Sinhala or a friend of President and the dead child was a Tamil or Muslim. This is our country.

    The Hambantota port in particular could benefit enormously from Chinese ships. And entering into an agreement with the Adani Group based in India, either countries will have no say as both countries are involved in agreement with sri lanka to show balance development strategies and intiate for the next framework of the China-proposed Silk Belt road hopes to remain neutral in matters involving international powers. The loan is that has cost for such is for the future by that than time no one involved in agreement will not be living someone strategist to be solved for future day, I am for today what I established yesterday or some previous day.

    (2) That is a good deal in any business so the control is with the 51% stake holder?

    We should stop looking at each event China/India rivalry and we should become the beacon of hope them to unit to deliver justice to all humanity eventually as if both leaned anything from colonial past they will do so correct??

    The bottom line is, Nandasena and the Rajapaksa bros. Inc. are slowly but surely selling vital parts of our country, to foreign nations, who think they now own us. This opens up avenues for foreign nations to interfere into our affairs, and dictate to us. It seems the Sinhala national pride (and arrogance) is forgotten, when the Rajapaksa’s and their minions keeps selling off chunks of this country to suit their pockets. Yet again the Rajapaksa’s make decisions that are detriment to the safety and security to this country. I guess Nandasena must be impressed with Narenda too, they have something in common – discrimination of minorities.

      Some people are of the view that, as India is ECT’s biggest client, selling 49% to India is advantageous to Sri Lanka.
      The supporters of the sale of the ECT should be aware that India, which has 13 major seaports; including an 18.5m deep Krishnapatam and 20m deep Vadhavan seaports, is also in discussion with Indonesia to build a 40m (Hello, 40m!) deep new seaport at Sabang, Indonesia.
      That means, that once these deep seaports are in full operation, in any case Sri Lanka will “lose” Indian trans-shipments!!!
      In the light of the above, if this agreement is signed with India, Sri Lanka’s impending “loss” will be doubled, as we lose Indian trans-shipments and 49% of the ECT, BOTH.
      Therefore, there is no need to stress the point that seeking a massive Japanese loan along with an Indian ownership-Investment losing 49% of shares to “develop the ECT” is foolhardy.
      One thing that is evident is that India, which is on her way to expand Vadhavan as a 20m deep seaport and also to build a new 40m deep seaport in the Indo-Pacific Region in Sabang, Indonesia, is no longer interested in the Colombo Port as her major trans-shipment hub.

        It is pretty obvious that India only wants 49% of the ECT to acquire a monopoly position to cripple and disrupt Colombo’s trans-shipment industry.
        It is also obvious that “someone,” most probably “Mr. 10%” is behind this agreement to help India achieve her unholy motive!
        However, with all new Indian deep seaports that are supposed to emerge in the region very soon, Sri Lanka still has a vital advantage over them, which I will not specify here for obvious reasons.
        ECT’s biggest asset right now is it’s experienced Sri Lankan workforce. Therefore, it is not advisable to take any action to make them unhappy, as we all know what it will lead to. What the government should focus on right now is finding ways and means to increase professional standards, efficiency and flexibility of the ECT by forecasting and planning beyond ECT’s current operation and service capabilities. In this case, the expertise and experience of Sri Lankan port workers will be immensely useful to the government.

          Surely you have a better grasp of geography?
          The reason India sends cargo here for transshipment is that it isn’t economical for the mainliners, which pass just south of SL, to detour to India. It would be even more uneconomical for India to send it to Indonesia.

            As reported by international media last year, India’s aim, by developing the deep seaport at Sabanag, Indonesia, is to cater large commercial ships and submarines from Southeast Asian countries.
            In my previous comment, I placed the word “loss” in inverted commas to indicate that, India no longer considering Colombo Port as a trans-shipment hub is a “blessing in disguise” as it will force the ECT to “be super creative and grow bigger and bigger.”
            The biggest mistake the ECT made was relying on trans-shipments of one country for a long time. It is high time the ECT turn to other countries and tap into other “hidden potentials”.
            As reported by “jet.com maritime news,” as a result of Colombo Port’s logjam in December last year, South Indian Shippers had re-routed their ships to their own JNPT.
            That means, India has already begun turning away from the Colombo Port, while Sri Lankan leaders were in deep slumber.

          However why we doubt our GOSL has not done all the required evaluation/due diligent/risk analysis already?? +

          If the deals good the 49% we will spend OTHERWISE could be put to good use elsewhere + good for the relationship with India with minimal tie-ins?

          The points regard we are tied for the Indian shipping consignments only is not the case?? this partnership is a business entity and whatever comes to the port as Sri Lankan REQUIREMENTS is what determines the port use/revenue/future etc?….and the profit is shared accordingly.

          Therefore the argument should be is there any other issues we are concerned about we do not know??

            In case you don’t know, the Hambantota harbour too depends on Indian trans-shipments , like Colombo. Vehicles make up a large part.

              Cool all the more reason we should encourage this then the Chinese and Indians can work together and learn to love each other too. They do enough trade amongst themselves as is and am sure now they can expand their own trade even more economically facilitated by Sri Lankans?

              I am sure GOSL has done a very through in-depth study on this matter and we are all outsiders discussing/assuming and exchanging thoughts..no harm etc.

        It is for the shareholding Hindian company to find the business/market, increase/improve efficiency, make profit, reinvest in development and share reserves with it’s dump Sri Lankan partners, as long as the lazy dump partners don’t rock the boat.

        Hope another dump war criminal is not made the company chairman/CEO/General Manager/ …………… and allow Basil to hold a secret shareholding.

            Does the public ever get any access to related Study Woks executed by GOSL, Japan, India etc.

            We also need to understand Japan itself a heavy investor in South India/car fcatories would not facilitate unless otherwise sustainable needs exists nor would they fund it??

            This will also give an opportunity to future manufacturing bases established in SL too to support the car factories as well?? Regional corporation/SAARC is how things shapes up in the developing stages/creating economies etc. So some of folks can come back home from the Middle East/Singapore/Malaysia and start living and working in their own land and enjoying some for themselves too??

We saw how India behaved at the most critical stage of the Resolution against Sri Lanka at UNHRC. At the last moment India “Anstained” from voting. At that time you would have either gone “6 Feet” under or not born. We were alive very much. The real reason for this “49%” to Adani is a “Huge Commitment” made by “Rajapakse & Co.” to India. What is the “Commitment”? When the Colombo Port City project was established this “Rajapakse & Co.” granted an “Outright Ownership” of a portion of that land reclaimed to China and that piece of land “Unconditionally” belongs to China. So with that China has already “Established” a “Territory”, however much it is “Small ” in the Indian Ocean. Next on the land side is another “Acerage” “SOLD” to Chinese establishments. Now India is “Twisting” the arms of “Rajapakse & Co.” for that “HUGE” daylight “Robbery” of our National Assets and freely handing those to China. Now this “SIN” has to be paid back to India who is demanding a portion of our Strategic Landmarks. Some more “Demands” are to come, not so “Liberally” and “Freely” as this writer Mr. Gehan Perera suggests and expects.

    JR did know negotiation with Parthasarathi is not going to be easy like Banda-Chelva, Dudley-Chelva, India-Lankawe or even the one like UNHRC-Yahapalanaya government deals, that they could one side-dly tear it off. So they wanted one from Indian part that they could easily handle. Rajiv removed Parthasarathi. Lankawe won the game as it wanted.

What is the message Aanduwa telling to Tamil MPs is that don’t think thier friend India can get them any Solution.     People don’t understand the situation. They expect GR to be a democrat! The SBs wanted a dictator. They are fed up of the TNA Tigers in Parliament demanding devolution and the Christians planting churches with foreign funds while screaming about discrimination. (The wise Archbishop toes the Government line to distinguish the RCs from them). The local Muslim IS bombing was the final straw. The SBs voted en masse for GR to be a dictator.

    So far he has not completely scrapped democracy. Sections of the Sangha are asking him to get on with it. They want him to make this island another Myanmar or Thailand. The thing is, he is treading carefully, one step (or one General) at a time. But he will get there. Once these Generals have tasted power they will quickly become addicted.

    So don’t blame the SBs for how they have voted. If the Yahapalana and the earlier regimes had done what they should have, this would not have happened. Blame them.
