The Report Of Easter Sunday Attack

Thank you, deputy chairman of committees for the opportunity to speak at todays’ debate. As I commence I must bring to the notice of the house that we are debating not just a report but an incident that happened almost 2 years ago, which took away 270 odd lives and critically injured more than 500 people in a series of bomb attacks, suicide attacks unprecedented not just in this country. I would say anywhere in the world that such coordinated attack at different places took place within the space of a few hours and that too on Easter Sunday. The target was clearly the Christian Church. We hear today and other times people saying that the Catholic community was harmed and that is true. A large number of those who killed and injured were from the two Catholic Churches that were attacked. But one must not forget that the Zion Church in Batticaloa in the Eastern coast was also attacked and a large proportion of those who died were children because they were standing there after their Sunday School before the Church service began. There are those who died and were injured in some of the attacks on hotels as well. So primarily it was an attack on Christian Church, both the Roman Catholic and the Protestant Church, and the response of the Church to this great tragedy must not be forgotten. At Kotahena, the Parish priest soon after the carnage said “we forgive those who led this attack”, in true Christian Spirit. I remember pastor Roshan Mahesan from the Zion Church also when he returned to the Country said the same thing. But one mustn’t be confused with the Christian Principle of forgiveness and justice. Justice and Mercy are two eyes they are not contradictory to each other, we are now in the season of lent. I myself being a Christian and deeply conscious of the suffering and death of Jesus Christ on Good Friday. But the story did not end there, three days later he rose from the dead, he died to forgive us our sins and rose again victorious having conquered sin itself and it is in that spirit the crux of the Christian message is that the Church was willing to readily forgive, for if we don’t forgive how can we receive forgiveness? but Justice as crucial as forgiveness itself the cycle is not complete without Justice. And that is why it is the state’s responsibility to mete out Justice. 

Governments are in place given the task to commend those who do right and punish those who do evil. And successive governments have failed to mete out Justice in this regard. I don’t want to trade allegations as has happened in the morning in this chamber, because if we trade allegations against each other we will be doing great injustice to those who died and those who suffered injuries and those who lost their loved ones. That should not be the task of this debate, the task of this debate is that we have had several inquiries into this matter we should now get to the root. In the words of the Arch Bishop of Colombo Cardinal Malcom  Ranjith “Have we found the master mind of the attack”? no we haven’t, I heard Hon. Mahindananda Aluthgamage say that Zaharan is the Master mind. No, none of us accept that, His Eminence also does not accept that, that is why after this report came he has asked the question repeatedly: who is the Master mind? That is why the Black Sunday protest have been started after this report came out. There is no master mind revealed in this report. 

Now this report otherwise is a good report I must say that they have gone into the matter at great depth I have the other report also of the Parliamentary select committee and I commend the members to read both. You might find it to be identical actually, a lot of the findings in the parliamentary select committee are here in this report as well. A lot of the recommendations in the parliamentary select committee report are repeated in this report as well. 

But neither have been able to say who coordinated these attacks, who’s agenda it was to carry out these attacks, In the Parliamentary select committee report in the executive summary, I am reading from the English version, Page 3, we have this to say, I quote “the PSC makes a very serious finding in terms of the status of the state intelligence apparatus. Where intelligence information known to a few was not shared with relevant parties. The PSC also observes that further investigations will be needed to understand whether those with vested interest did not act on intelligence so as to create chaos and instill fear and uncertainty in the country in the lead up to the presidential election to be held later in the year. Suggested situations would then lead to the call for a change of regime to contain such act of terrorism. Coincidentally or not so coincidentally, the security situation and fear would be unleashed months away from the Presidential elections the PSC also notes that this occurred in the context of changes in the leadership in the Sri Lankan Army and the DMI in 2019. 

These are extremely serious observations that can impact the democratic governance, electoral processes, and security of Sri Lanka and must acquire urgent action”. Who stood to benefit is one question that ought to be asked, who benefited is another question that must be asked we all know the answer, and a further question needs to be asked today is that after the lapse of two years, two inquiries, a preliminary inquiry headed by a judge of the supreme court, if we say we are still unable to name the master mind, then is there something that is being covered up? Is there something that is being covered up? How is it that on attacks that had prior information, this is not an investigation that happens after the attack that happened with no notice to anybody? No, this is an attack that happened after due notice. With names of assailants almost a month before, three weeks before at least written information given to the authorities, so you had prior information, you had detailed information, you had information even moment before the attack, few minutes before the attack, several information came all that is there in both these reports in the Parliamentary Select Committee. We interviewed 55 persons, in the presidential commission 457 witnesses have given evidence but after all of that, after prior information also being there if we say we don’t know who the master mind is there is obviously something radically wrong.

The people who have suffered are not met with justice, that is the responsibility of the State. I don’t want to blame this government or that government, governments come and governments go but the state has the responsibility to its citizens and is Sri Lanka today telling its citizens we don’t know who the master minds are, we had prior information, we had names of the Suicide bombers 5 out of 6 names were there, we didn’t do a thing, we didn’t share the information with anybody, how can the state ever tell its citizens this? This is a very very serious issue, so serious that His Eminence has called for an international Inquiry. His call for international ….. those who said we must not allow International Inquiry, we can look after our own matters, these are all domestic issues … are themselves now calling for International Inquiry, Why? Because the State has failed, the state has failed in its most awesome responsibility of Accountability. The State is accountable to its citizens in delivering Justice, that’s a highest obligation of the State towards its citizens. And the State has failed in that, I’m saying this today also in the context of the session of the UN Human Rights council going on where repeatedly for 11 years the world has asked us about accountability. It started on the 26th of May 2009 when Prime Minister, President Mahinda Rajapakse at that time signed the joined communique with the Secretary General of UN Ban-Ki Moon in Kandy, undertaking to inquire into the allegations of violations in the last stages of the war – not done for 11years, that is why the issue will not go away, it will not go away however much you shout from the roof tops here, that this is a domestic matter and we will look after… you haven’t looked after for 11 years you haven’t done it, the Catholic Church has lost patience after 2 years, His Eminence has called for International inquiry after 2 years. We have waited for 11 long years or longer than that, how can anybody blame us for asking International investigation? International inquiry into this matter, that happens only when the state fails its Citizens. So this is an opportune moment for me to ask those persons, from both sides of the house, who have said that there need not be any International Investigation in respect of this matter you are asking for international Investigation your religious leader is calling for that, and with justification I support that. If the State cannot do it, this kind of violation calls for International Intervention I support, the Archbishop of Colombo His Eminence on his call for International Investigation because the state has failed, but if that can be called a fortiori much more reasons to call for International Investigation and International prosecution for the crimes that was committed during the war, until 2009 you can, you know there are speeches bravado saying we will win, we will do this, we will do that nobody can take us here there everywhere that’s foolhardy talk you can’t… we are an Island Physically, but no country is an Island we are a responsible member of the United Nations we are one of the first few members, we have obligations, we have responsibilities, we can’t only have privileges of being a member of the United Nations, we carry with it severe responsibility, if we say we are a Sovereign Nation then the Sovereignty that vests in the people must have some meaning and the officials of the State are only those who must carry that obligation and make that Sovereignty a reality to the extent that they don’t do that, to the extent that they fail to do that Justice will cry out all over the world and that’s something that people from both sides of the house must realize Christian Charity is to forgive but it’s a forgiveness based on justice and both as I said are of one hold and the world is looking at this country that has failed to deliver justice to its citizen and has become a failed state today. Thank you.

      An International Intervention is a ploy to distracts from the Geopolitics behind the Easter attacks which were staged by International actors and claimed by the Islamic State of Iraq and Syria (ISIS).
      1. It is well established that the ISIS was set up after the US invasion of Iraq and disbanding of Saddam’s army to do regime change in Syria which is backed by Russia’s Putin. ISIS and the Islamophobic narrative is owned and operated by the CIA and Saudi Arabia, whose Govt. is responsible for the shocking murder of journalist Jamal Koasshoggi in the Istanbul embassy.       2. Zaharan and another bomber died at HONG KONG and China’s Shangri La Hotel which indicates that it was the MAIN target. No other Hotel or church had 2 suicide bombers including the Leader.
      Of course the second intent of the CIA and Special Operations Forces masterminds was to Weaponize religions and cause a cascade of inter-religious violence in Lanka and destabiize it in order to set up a US military base to fight IS terror and protect Christians. But the plan backfired.

        The Geopolitics of the Easter Bombings revealed in the detail and design of the crime indicate that it was part of the US Hybrid war on China in the Indian Ocean, to set up a US military base on the pretext of protecting Christians and fighting IS terror in the Indian Ocean.

        Mr. Sumanthiran, please wake up and see the fact that your great friend and financial backers Alina Teplitz who came to Sri Lanka from war torn Syria, and the US Govt. needs to be held identified, named and shamed and held accountable., just as MBS the Saudi Crown Prince has been identified in a de-classified CIA Report on the Khashoggi killing in Istanbul. Tepliz rushed to Kandy to try to persuade the Buddhist Sanga about signing MCC and SOFA soon after the Easter attacks, which also comprised a propaganda operation to Weaponize religions and cause a cascade of inter-religious violence in Lanka.
        Finally, Saudi funds to all the corrupt Muslim politicians and to the US citizen Rajapaksa regime as much as to the UNP Ranil-Managla US puppet regime enabled the Easter Crime and now the Cover up reports of the PSC and PCoI. But the truth must be known for justice, accountability and non-recurrence.
        Finally, why are you and paid NGO and civil society so silent about the Geopolitics behind the Easter crime? USAID dependency?!

          America’s Central Intelligence Agency (CIA), and Australian intel agency were on site before a plane could reach Lanka from the US after the Easter Carnage. Britain’s MI6, France’s Interpol, India’s Research and Analysis Wing (RAW), Israel’s Mossad, China’s intelligence agencies were some of the other intelligence agencies on the ground. However, the public or Sri Lanka have been islanded and kept in the dark about the foreign funders and geostrategic motives of the master-minds coded in the hybrid war design of the attacks.
          So What’s the point of international investigation to cover up their role?! What happened to the investigation of the large number of foreign intelligence agencies, ‘advisors ‘and ‘experts’ that descended on the island after the attacks?
          It seems that CIA took away the phones of the Suicide bombers so their foreign contacts could not be traced.The report of the bank accounts and funds of the Suicide bombers is unavailable?
          Identifying the foreign funders and contract tracing the networks of the bombers is elementary my dear Watson in an inquiry. But Lanka is distracted by Reports that are designed to promote a political blame game and distract from the big picture.

    It is really sad to see the Governments of the day appointing Commissions after commissions to investigate and report in to various issues. Their reports are NOT acted upon if they have done a thorough report. More often than not, we the public could see through what had happened or who orchestrated the EVENT eg Bonds scam from year 2005; killing of innocent Tamils (LTTE)/Sinhalese (JVP )uprisings ; Easter bombings 2019.
    Have the Sri Lankan citizens have sacrificed their lives so that Chinese could have a hold in the Indian Ocean or for Kings to hold on to power for ever and ever. Every time the rulers waste /rob the country’s wealth, they are hitting the stomachs of innocent hard working poor citizens of SL.
    I am sure that the Cardinal Malcolm Ranjith will not be able to find out the MASTER MIND behind the Easter Blasts which was planned and executed under the noses/eyes/ears of military Intelligence. M Sirisena and some others knew about the planning of suicide bombing but kept quiet or conveniently left the country with his entire family. For the Easter Blast to happen in the Eastern parts of the country + Colombo , there must be a reason.

    A good friend of mine educated me as follows: (1) Before the 04/21 carnage, there was a growth of extremism in the guise of establishing “Islamic Supremacy”. (2) Prior to the attack, in the process of exercising religious intolerance, Buddhism was targeted as in the case of destruction of Buddha statues and NO OTHER RELIGION. (3) Other than the information supplied by the “RAW Devil” of the Indian High Commission to SIS there was no indication of a concentrated Anti-Christian attack. (4) There was a group ready to die in the name of Islam. WHO gave them a change in direction that such commitment of suicide be targeted at the Catholic Church (Attack on the Zion church in Batticaloa is an afterthought on finding that an attack on the Catholic church in Batticaloa was not viable) and as well as hotels? (5) In attacking hotels of some class in the vicinity, Kingsbury, Shangri-La and Cinnamon Grand were attacked sparing certain other hotels. WHY? An attack on Taj hotel was “aborted” in the last minute WHY? (some minor accommodation in Dehiwala became a victim instead). Mr. Sumanthiran! As a member of a Parliamentary probe can you shed light on above?

    ‘Political Correctness’ appears to be a serious constraint for a frank discourse on WHAT influenced Zaharan to commit suicide in whole families. This has made gentlemen talk humbug. As to WHO influenced him I believe not one on this earth (I know but again political correctness holds me back) Theories on this abound based on WHOM they want to fix. HOW he obtained necessary funds for the project would be interesting. What is critically important is to find out WHO ELSE are out there still hiding.

    What went wrong is, power greedy Sinhala politicians trusted cunning Muslim politicians over intelligence community. Muslim community is left to manage their own affairs, no oversight. Singapore doesn’t employ Muslims in security sensitive jobs because they get their religion in the way.

    The public lost the interest in the commission of inquiry when they had seen the Marakkala fellow who was one of the inquirers in the Sirisena’s commission, had meetings with Saharan and his brother before Easter Sunday incidence. Allegedly he visited Saharan’s brother “in a maternity ward”, who got injured in an explosion experiment.

    Where are the inquiries of Wahabi on Salafi violence in Aluthgama and Kattankudi? Where are the hundreds of Muslim families who went to join 1S1S? The inquiry must have started from 2000.

    According to the 6th Amendment to the Constitution passed on 8th August 1983:
    (1) No person shall, directly or indirectly, in or outside Sri Lanka, support, espouse, promote, finance, encourage or advocate the establishment of a separate State within the territory of Sri Lanka.
    (2) No political party or other association or organization shall have as one of its aims or objects the establishment of a separate State within the territory of Sri Lanka
    The punishments for these offences are removal of civic-rights, forfeiture of movable and immovable property.
    The Government should invoke the 6th Amendment to the Constitution and take action against Tamils who promoted the idea of creating a separate State within Sri Lanka.

Then Raja-virodhi Sampandan ‘Seeya’ will have to give up his luxury house in Colombo 7 and retreat to jungles in Tirikunamale or Madakalapuwa.

    Soon after a bloody thirty year war had just ended someone (We know who) decided it was a good idea the fund extremists religeous movements. With this in mind they tapped a known former informant and Wahabi Muslim, A robe wearing, boozing Buddhist thug and a few other nefarious characters. They had this smart idea that the only way they can stay in power after the war ended was to create and ferment more of the same. The cruelty and monstrosity towards the unsuspecting Sri Lankan population is difficult to imagine. Coordinating six bomb attacks on the same day is a massive logistic effort. Even VP would have been proud. Indoctrinating six suicide bombers, designing and building the explosives all show a high level of planning carried out over a long period of time. Any old private citizen just because he is disgruntled could not pull off such a feat. There is virtually no ISIS connection so where did the funds technical and logistical support come from? Also while it is true that the Zion church in Batticloa was attacked that was not the primary target it was the Catholic Cathedral of Batticloa..

    What is strange is that the mass times were changed at the cathedral and when the bomber showed up the place was almost deserted. If you look at the footage of the bombs going off I see a pattern. Not all the bombs were made of the same power and capacity to kill. The most powerfull of them was the one that went off in the Katuwapitiya church followed by the one at St Anthony’s followed by the Zion Church bomb. The hotel explosion were definitely less damaging and killed a lot less. I think this was part of a deliberate premeditated plan. The plan was to kill as many Catholics as possible to trigger a massive violent Catholic backlash against the Muslims and keep this chain reaction going while doing just enough damage to the tourism industry to cripple it one more time. The location are also important for they happen to be areas where a large number of Catholics and Muslims live side by side.

    The incompetent police department’s criminal investigation division has failed to investigate the crime perpetrated on 21st April 2019. I quote from the speaker’s words below:

      That is not true.

      Look what happened after 1983? UNP won all elections from 1983 to 1992. Only the death of Premadasa ended UNP’s winning streak.

      SLFP won all elections from 1956 to 1965 (except for the 1960 March election which did not have a winner). Even in 1965 they lost because Samaraweera and others crossed over.

      Politicians arrested for violence in 1915 riot won the 1924 first election.

    Dear Hon MP
    I want to see your electoral action list/surgery report/your calendar for each month activity/progress report and mile stones/obstacles faced/economical plannings and educations centres/supervising the youth who is doing what at all level of employment/town hall meetings…next manifesto making process and progress relevant to the people who elected you.
    I do not want is your lawyer skills and personal interests…. one and only sunset matter that you can walkabout without ever having to prepare relevant work related content to with your “job scope” as an elected MP. This itself is a crime against humanity specially for the “war affected” so they do not fall into foreign traps anymore.
    Please ensure you discuss technical colleges (similar to the one we set up in Vaddukottai in 70’s that helped many Jaffna children to gain employment in many sectors).
    Please for god sake stop this non sense politics by the FP/TULF/TNA an absurdity that is responsible for all the misery in our land. Teach people what’s thuggery and what is not in a democracy if you are interested in human rights a first step towards any liberation of human mind.

      Bus people from Jaffna and take them around the country and visit all the Sinhalese villages and Soldiers family too and vis a vis as Hon MR did then after the war…..it is called normalising matters/conflict resolution in a positive way…no need to nit pick as we know everything too….but choose better and mindfull paths for the recovery of the same. I personally think you are a very great orator able to make the case for people in our beautiful parliament on behalf of your electorate…please leave this party and help us benefit from your ability to serve us better please. We do not have many who can do this focus at the moment and in the process please mentor youth politics away from sectarian discussion for a futuristic nation will show better ways to cohabit in our planet to all….not just limited to SL.

        He was killed in 1981 during the first Development Council Elections and lost my home and content thereafter. All our belongings got lost with the events that unfolded thereafter .     Sumanthiran’s speech highlights some of the recommendations of the Presidential Commissions report and parliament select Committee reports. However, he pointed out about an important point about in that the report about point regarding the master mind of this attack. Every rational thinker might ask the same question because no one whether it is a suicide bomber or military person die without an aim or focus or some one’s influence or order. LTTE carried out lots of suicide bombing targeting military to achieve a goal and they were guided by a leader. Similarly, lots of military persons died on military commanders order. So, it is impossible to carry out a suicide bombing targeting particular target without benefits to some interested party. I am sure Sri Lankan intelligence personal have at least some knowledge about who master mind this once and all operation. It did not benefit to Muslim or Hindu Politicians or Tamil Communities.
    How did the bombers leaked their planning so early telling the targets and locations?
    Why President Sirisena and Defence Ministry and Military not acted on intelligence?
    What sort of intelligence investigations carried out so far to find the master mind of this operation?

    Sumanthiran, PC, who doesn’t clear his name, is questioning the Aanduwa’s PSC commission report. Sumathiran was part of Yahapalanaya Ranil’s government. Sampanthar Aiyya and Sumanthiran PC vave to explicitly clear their name from every jugglery Yahapalanaya did. Some of the points Sumanthiran has not satisfactory explained is how he avoided Kochchikadai Church on that morning. Did Sumanthiran called any press and issued a blessing message to people in General, Catholics in particular, for Easter? Why did Old King say that he informed Sumanthiran some security problem during that time? Why did Sumanthiran go to Batticaloa, immediately after the attack, to meet Hezbollah, who is still a suspect? Why Sumanthiran participated in the Yahapalanaya PSC, where Hakeem was a commissioner, who had his own problems. The 22 Muslim Ministers and MPs resigned together against any investigation of Muslims ministers on the advice of Hakeem; it has not yet been probed. Sumanthiran was part of the Yahapalanaya cover up commission. Then why is he blaming others?
    Sumanthiran blaming Royals who benefited from the attack is of no use. By properly handling the incidence, Yahapalanaya could have won the people confidence and won the election. Remember Mayor Giuliani? He went up to contest for in presidential election because the recognition he received for 9/11 handling. After all he was just a Mayor. Why Prime Minister Ranil did miss that opportunity? Cover up was the name of the game, isn’t it?

    It was Yahapalanaya’s Commission and Ranil’s investigation started the covering up. Yahapalanaya Sumanthiran Commission did not cause arrest anyone and file a case properly. Then, where is Sumanthiran getting his morality to question Royal. There is racist saying used North. Sorry for readers me quoting that. They say the earlier Theevan (a looking down slang for Islet Dwellers) called the latter arrival to Jaffna main land as Theevan. So, Sumanthiran PC, who was part of the earlier cover up commission, is now blaming the latter commission and the Royal Aanduwa? Did Sumanthiran PC go parliament after the 4/21 attack. Did he wrote all these questions that time in his diary to ask Royal government, but didn’t ask Ranil or New King at the parliament? Sumanthiran PC may have to rinse his mouth and wash his hands (, because Covid-19 pandemic is there).
    Ranil has lot of destructive secrets in him; he never opens these and straightens them. Do you remember he said in parliament he could sue Old King for Kathirgamar’s death, but did nothing? About three months ago he said SJB shouldn’t try to get power because an Apocalypse is coming. Now he is guaranteeing UNP coming to power, which it lost 25 years ago.

    Cardinal will Never Never Never.. Ever Ever Ever go to ICC for the 4/21 attack. That is a Gilmart of Cardinal. He is not a religious leader, but a bad bad politician, who is working with Royals to cover up. He is known to every Sinhalese and Tamil in that land as “Monkey’s Uncle”. In that case how would he go against his own family? It is funny Sumanthiran who opposed Tamils going to UNHRC saying that it was destroying the Secret Solution he and Sampanthan Aiyya was cooking with Ranil, now accusing Cardinal Comedy as the one opposed the international Investigation. Oh my God, please can you teach at least one political crook to spell the words “Lie” and “Truth” in that Wild Life Sanctuary?
    I don’t know what is the message the Democratic countries are waiting from Messiah to put all these criminals on the Electric Chair? Are they waiting for a Malayalee super pundit to Brahmin fix the auspicious day for that?
    Sumanthiran MP, instead of taking the war to Cardinal, should advise the Buddhist Sinhalese that UNHRC is theirs organization too and the too should go there against their governments. At the same time he should not go to embassies and marginalize the Tamils suffering which they are working hard to bring outside, against the Sinhala Buddhist Aanduwa and Sumanthiran like destructive forces.

    I took time to read the speech of Mr. Sumanthiram and the comments that followed on this page. I formed an opinion and to express it simply is: ” A Merry-Go-Round”. All are sitting on “Model Horses” and Vehicles” and taking a “Ride” at leisure. I look at this “Carnage” dubbed “Pasku Proharaya” (Easter Sunday Massacre”) from the side of the nearly 300 who perished and scores others who sustained injuries (some permanent) and the “Loved Ones” who are compelled to live a life of agony of “acceptance” of “LOSS” and continued “Caring” the survived. What do they “WANT”? FIRST- Why all those “Perished”, “Maimed” were not “PROTECTED” from the “Massacre” and “WHO” failed in that “Responsibility”, “Duty” and WHO must be made “Responsible” and “Accountable and WHO must be brought to JUSTICE for the “FAILURE”? SECONDLY – Take MEANINGFUL and LONG TERM caring of the “SURVIVORS”( those adversely affected resulting in loss of main breadwinners). I am of opinion, these two measures that must be taken by the “Authorities” have not been adequately addressed and “PROPERLY”, but go on a “Merry-go-Round”, but for some reasons diverting the attention to “WHO” masterminded the “Operation” that which too MUST be unearthed.     continued…. The “ANSWER” to what I stated as “FIRST” is now very CLEAR. We know “WHO” had “PRIOR” information (months and dates ahead) and we know “WHO” neglected (ignored) and FAILED in their “RESPONSIBILITIES” and “DUTIES”. To ordinary, a “Simon” like me, that “NEGLECT” to “PREVENT”, having all the information, well ahead of the “Massacre” is “WILLFUL” and tantamounts to “MURDER” in par with all those who carried out the “Massacre”. Now Attorney General must move in the matter urgently on a “PRIORITY” basis to bring ALL (irrespective of their status) of them to Justice. Regrettably, I learned, that AG meeting His Emminence Cardinal Malcolm Ranjith stating that he needs all “Balance” volumes of the report that have not yet been sent to him. Please do not DELAY taking action against ALL those responsible and accountable. Set up a “Special Team” within your outfit and get the IGP also to assign a similar team to work with you to expedite the prosecutions. His Eminence Cardinal must take the “LEAD” in that process because that is your DUTY by the “Flock of sheep” in your care. Please don’t say: “They don’t know what they are doing” as Christ said and “Have Mercy” on the sinners.
