This President Has No Idea How The State Works

By Kumar David

Prof. Kumar David

Will this be a last gasp of sanity before we sink into disorder? This President has no idea how the state works

The Supreme Court issued an interim order staying till December 7 the proclamation issued by President Sirisena dissolving parliament” ~ News Reports on 13 November

Not only in Sri Lanka is there a visible meltdown of government. Sometimes the implosion is triggered by energisation of social discontent that has long been voiceless (Trump’s America) and sometimes it is manmade – which is not to deny underlying social causes – but it surfaces at particular times when someone in a cardinal position goes berserk (Sri Lanka and the Philippines). Mostly, chaos spills out of a stewing pot of poverty, corruption and economic failure (Venezuela, Brazil, Burma and places as diverse as Italy and Afghanistan). In this last named group, instability is baked into the very structure of society, state and recent history; the textbook horror story is Afghanistan. I will say no more about failed states like Afghanistan because Lanka is not a failed state in the usual sense; it is a failed polity. In recent weeks an incredible – literally incredible – manmade spectacle has been thrust upon us by Sirisena who has turned the country into a madhouse. As someone said of Trump, he is a bull who carries his own China with him.

There was no objective national motivation, irrespective of whether the motives were good or bad, for MS to strike out on this road to bedlam. Therefore the drive has to be subjective, personal; some promised, hoped for, or imagined private gain. In the event it has exploded in his face. Perhaps MR assured MS of a job after 2019. I say this not from inside information of which I have none, but from a common sense reading of the facts as my grandmother was wont to do; and the old dear was spot-on right nine times out of a ten.

Sirisena is a write-off; I can’t repeat the foul imprecations saturating cyberspace, not even the most indulgent of editors would let me get away with it; but what about Mahinda? He is said to be shrewd in politics and astute in judgement of people, so why this incomprehensible lapse? Analysts will marvel over this conundrum for long; an astrologer? Mahinda was comfortable front-runner for parliamentary elections due in 2020. But now what? Mud stirred up by Sirisena has caked MR. Who but a born-yesterday baby will believe that this bizarre performance was not an MS-MR combo-concert? Powerful MR, advised by ignoramus GL, is leading dim-witted strawman MS. The upshot is that MR will be going into the election as underdog not top-dog! It’s time to fire GL; recall that Sir John slapped Ananda Tissa when the house of cards collapsed. MR’s credibility has been demolished.

The heart of MS’s problem is twofold; first, greed for fruits of continued office as I have said; second, ignorance of how government works, illiteracy of the concepts of division of power between the branches of state, and third, village craftiness that flopped into naiveté. How embarrassing it must be for justices of the Supreme Court to have to step in and teach this peasant the rudiments of his job. I will not say anything on specifics as it is sub judice but confine myself to political remarks. The interim injunction is a shot across the bow, an indication of thinking, in effect it is a last warning to Sirisena to revoke his rash Gazette(s). For Mahinda, if he is cunning, it is a chance to quit before his face suffers more damage. I have no idea what these dramatists will do, but a worst case scenario is what one of my Cassandra-like buddies said in an email on D-Day.

“Today (14 November) is critical. I repeat, MS & MR cannot back down. If Parliament meets today and passes a no-confidence vote on MR it will pave the way to impeach MS and it will destroy MR’s political credibility. Hence in their madness they may try anything, even try to use the Army to squash Parliament and retain power. Let’s see what happens”.

These fears did not materialise on that particular day though parliament told MR and his illicit Cabinet to piss-off; but the peril is not past. There are multiple legal and constitutional challenges to MS and MR that seem insurmountable, but the story will not reach dénouement in courthouse or parliamentary assembly hall, but in dark corridors, on the streets and in the gutter. For these reasons I have often said in this column that there are parallels between Mussolini and Mahinda – Sirisena is nothing solid, just piss and wind.

Mussolini and Mahinda

The first sample of a Mussolini style scheme came in parliament when boisterous MR-MS members disrupted proceedings and prevented a formal count. The voice vote, the Speaker opined, showed that the JVP’s No Confidence in MR motion had carried. Videos in circulation show SLPP and SLFP MPs behaving like hooligans and attempting to prevent a vote being taken. This is the first act in Sri Lanka’s March on Rome by our Black-Shirts clad in pristine white waula-nationals. Neo-populist neo-fascism will fight to the death, make no mistake about that. The liberal middle-classes and elites need to prepare for things the likes of which thy have never seen before. It is impossible to foresee every specific stratagem and subterfuge the black-movement will use; that changes by the moment. Everybody knew what was going on during the last two weeks but just what tricks Sirisena would conjure up was not always foreseeable. So like good boy-scouts we should Be Prepared.

Vasudeva, Gamanpila, Weerawansa and the filthiest chauvinists told a press conference after the parliamentary vote that they did not recognise the authority of parliament (they were evasive about the Supreme Court but their attitude was unmistakable) and most important, they declared that they would continue to govern. Dinesh issued a statement that they would not give up power. Such unmistakable Black-Shirt strategy! Mahinda will evaluate the next step depending on mass responses. There were unconfirmed reports of mobs gathering near parliament but the exuberance has fizzled out. Still, Bahu says in his 14 November article “A battle has started, both sides enthuse their followers in militaristic language; it is as if a civil war is on our door step”.

Italian fascism opposed socialism, liberalism and the enlightenment values of the French Revolution. It championed nationalism, deference to traditions, syndicalism and a commitment to a modernisation. It foreshadowed the modern neo-populist amalgamation of alt-right and alt-left socio-economics enabling it to win discontented workers and peasants in abundant numbers. Thus armed, former socialist Benito Mussolini became an orator. Though Mahinda is no orator he can call upon the services of demagogues and sycophants like Weerawansa and Vasudeva. Moreover, Mussolini courted industrialists and feudal land owners. In Sri Lanka the capitalist class is divided between its elitist Ranil wing and its more corrupt Rajapaksa loyalists. Though institutions such as parliament, courts, police and military will make a difference and though foreign influence, especially India, can be helpful, it is the involvement of the grassroots that will be decisive.

In Italy, mania was driven to frenzy by political assassinations. When in June 1924 Giacomo Matteotti – who had written the book ‘Fascists Exposed’ – was murdered, the terrified ruling classes surrendered power to Mussolini who went on to install a dictatorship. We had the assassinations done a while ago, Lasantha, Ekneligoda and others. No longer are these shenanigans a political coup, no, it is a Black-Shirt style power-grab. If Mahinda is not stopped now the dictatorship that arrives in his wake will be ruthless. The MS-MR monster has created perilous conditions.

[I have to go on inspection of China’s new 12 km bridge on Thursday and Friday; in these fast moving times this piece may be dated when you see it].

Addendum

Back from China (Saturday). It’s a madhouse; this man is mentally deranged, seriously, clinically. The usual solution in these cases is impeachment by bipartisan consensus, but this won’t happen here. If the affliction turns demon-purple 125 MPs will want to impeach, if sickly-green 95. With consensus out of reach will lakhs of people pour out in exasperation and seek to intervene directly? Then what will the police and military do; take orders from an unhinged boss? No IGP or Army Chief deserves this torture!

kumar David: Even the Roman had said that a DICTATOR WHO LOVES THE COUNTRY IS THE BEST FOR THE KINGDOM. I think Maithripala sirisena is theone. If the so-called International community of the west doe snot allow him to govern the country, Just the way Mahinda rajapakse did go to chinese and ask their help. NGOs may prepare Videos about assasination attempts and may try to scare the president. That is their best

        Edwin Mahathayao,

where are u supposed to travel back to rotten Island ?

I put it off. If I would open my mouth there, the danger to my life is very high right at the moment. So I wont join you there even if my plans were set to meet myself up there down.

Right these days, I am not feeling well not seeing why masses would nevertheless want Wadakaya to return and ruin the nation again.

        Greetings, Germany

Sam, you have a long life. Mashallah! (Means no poison mind or eye – Touch wood). I was just thinking of you when I saw your comment.
          .
I have given up the idea of travelling to SL until I feel safe. Actually, I gave my letter of resignation to my boss here in October. My idea was to go back and do something for the country. At that time our ‘patriotic’ President had invited SL engineers working abroad to return and help in developing the country. Ha! Ha!
          .

Thankfully I escaped by the skin of my teeth a fate worse than death. To work with Donkey like him may have its attractions for other donkeys but not for humans. Now I would rather be seen dead in a ditch than working with him.
          .
          Cheers!

Keeping the Boss happy: My boss is extremely happy that I am not leaving. He offered me an extra increment in addition to the normal one, to keep me here. This together with the daily increments we get due to the depreciation of the Rupee is all one can ask for. But it is so sad!
          .
Sam, stay there in Germany as long as you can. Only crooks, cheats and liars can be happy in SL. When the top man of the country is rotten to the core what can we say about others? He is tarnishing the image of the country, Buddhism as well the Sinhalese race by resorting to such devious ways.
          .
I am sorry for the ordinary people of the country. They are generally, good people. They have to grin and bear with what is happening. Their future is bleak as long as this corrupt system and the corrupt rulers who sustain it are there.
          .
My greatest worry is the next generation. What will happen to them? What will their character be when they see the President giving verbal assurances and not keeping them and taking U-turns every day?
          .
Imagine the tax payerspending Rs 27.1 million per day to these crooks just to make the parliament a battle ground!

JD, please tell us why you guys are compelled to see it other way around.
We perfectly know, the key architect of today ‘s crisis is SIRISENA and his power intoxication.
In the same time, Rajakashe was about to face numerous investigations on a speedy manner with the introduction of new COURTs. There he and his kith and kin would nt have chance to escape for sure.
And int he same time, his siblings were making every efforts to become the COMMON candidate form their JOINT DESTRUCTION in upcoming PE in 2020.
Latter was seen as no means acceptable to Maha rajano… since his efforts to pass the throne to his son. Unfortunately, bastard son Namal Baby is underage for 2020 PE.
And the danger if one of his siblings would become canddiate and chances to Namal Baby to face some problems for 2025 – was what bothered Mahinda Rajaakshe on and on. He is NO means a honest politician. His behaviours are no better to that of SCHOOL drop out Wimal Ponnawanse.
Anyways, the GREEDY fox SIRISENA studied well the difficulties and conflicts within Rajakshe circles.
And he thought why not SIRISENA himself would not extend his term upto 2025.
So, then not forseeing HIS IDEA further, he just cut a deal with Rajakshe.
      Rajakashe thought:
      1) Deal is however lucrative to him and his family
      2) Namal Baby and other bastard son, the alleged murderer of Thadjudeen Murder would have been happier if father would become PM
      3) Gota would not have been unhappier since he too would have been released if his brother would have the PM, all avangarde and other murder charges fall upon him would NOT have been the case..
      4) Basil too would have become thriller than the other way around… since all the allegations and investigations would not have been continued.. if Brother Mahinda woujld have become PM

Sirisena is not a mental patient ….. he has the typical Lankan-political-mindset

He tried to use Ranil’s unpopularity (by picking a fight with him) ……. and tried to hitch his wagon to Mahinda’s popularity for a second run at the presidency …… it’s simply that

His plan came a cropper when ol’ Basil couldn’t muster the numbers for good ol’ Mahinda

Now it makes them all look mental ………. but it’s a shrewd stunt where the wheels fell off …… in typical Lankan (or Sinhalese) fashion …….. take your pick

        Soma,

Something is seriously wrong with you! What is wrong with the concept of “yahapalnaya”? I do not speak Sinhala but it means good governance; what is wrong with that?

Like MR, My3 had a golden opportunity to do good but both failed miserably! You favour MR who you know will ostensibly project Sinhala Buddhists; this is what you want. Shame!

      Professor
Is there a thing called “Faith Motion” in support of government whom you think as majority or a “No Faith Motion” against a opposition whom you think as minority?
Now JVP No Confidence Motion is an acknowledgement that the government at that moment is MR Government in whom they they have no confidence. Right? If so advance notice followed by debate is a prerequisite to my understanding.

So you know what happened. You must be hallucinating. Only someone living in dreamworld can suggest that MS will be impeached by MR. Sirisena, saved the country from tyranny and adopting Federal Constitution drafted by Sumanthiran and Jayampathy duo. It is insane to speculate about the involvement of Army. Or by the way if Army get involved , it is a blessing rather than installing dirty vile politicians to run the affairs (sorry not running but ruining our beloved country)

How does our State work ?

The PM appoints portly but shapely Mahendran his life long buddy , old Royalist, investment banker, foreign citizen, father in law of new money wheeler dealer Aloysius as governor central bank.

Almost immediately father in law and son in law with connivance of government banks ( run by PMs appointees) and EPF do a massive in-house deal with government Bonds amounting to Billions.

Aloysious mobile is full of references to “getting information from honourable PM “. His most important mobile is dropped into a swimming pool ( not a commode !) in Singapore. If that mobile was found Honourable PM would have become loving friend in deed.

The UNP does anything as everything to stop inquiry into Bond scam. Any way PM says no one but Mahendran and himself understand Bonds ,others are James bonds.

When COPE report is ready PM gets the Parliament dissolved by then good friend President.

Later, as things get hot President appoints a Commission to investigate Bond scam headed by UNP appointee, an old Royalist.

The commission treats the criminal like a honourable PM.

That is how the Sri Lanka State works !

Thanks to CT, my reading of the stay order of the court is that the operation of the Gazette is stayed. In other words further action on the Gazette notification is stayed and the notification was not quashed as an interim relief. To an intelligent Prof like Kum he should understand what that means instead of going by news items to write volumes. Prof Kum has heard of the saying “Think before you leap”. The saying for Prof Kum is “Read before you write”. The Gamarala knows one thing. His life was threatened by an assassin hired by the core of the Police who are supposed to be “butterflies”. (Butterfly, Gamarala coined term, as explained to me, is not every Gay but those who had or having gay experience but married and perhaps having children). I am not justifying that a threat to life is an excuse to violate the constitution but from the perspective of any human whose life is under life threatening situation, the behaviour arising out of paranoia is obvious.

    Professor David,
Our president is a mental patient. The main problem with mental patients is that they are too crazy to self analyze their own mental state. Therefore, how can PISSU Sirra understand the affairs of a higher state like leading party or governing a country? If we institutionalize this deranged man at Angoda, he will start celebrating thinking this was a promotion for his accomplishment as president. A journalist of a Sinhala daily recently informed me that in the book “Presidential Thatha”, it is states of an incident of how fractured Sirra’s mental state as a child. One day, pissu Sirra’s grandfather had given him a good “tokka” on his head as punishment after Sirra misbehaved. In order to take revenge, this insane kid had then gone out into the field and set fire to his family owned paddy plot to teach a lesson to his grandfather. I have not read the book because it does not give me any pleasure to read a book of an imbecile. I bet that tokka was not hard enough to cure any mental illness in PISSU Sirra. How can any knock cure insanity as this traitor has nothing worthy inside his skull. Although I despise former Minister Mervyn Silva of the previous Rajapaksha government, many things that Mervyn shared about this “miniss sathvaya” or Hitung Pissa is spot on. He proclaimed that My3’s life will end like Mussolini who was lynched, tortured and later hanged by his own people. Mussolini’s body was unrecognized after being dumped by the wayside. His body was covered more in human saliva than of his own blood. I wish Sirisena will have the same royal send off like Mussolini.

“This President Has No Idea How The State Works”
    ——————-
May be the President has no idea how the State works but fortunately for the people in this country he managed to figure out the damage Ranil was doing to the country. After cohabiting with Ranil for three and half years President Sirisena realized that Ranil does not care two hoots for ‘Yahapalanaya’ or the prosperity of the ordinary folks in the country. He realized that Ranil is acting like a ‘Poodle’ of White Supremacists in Western Countries and pushing his own agenda with Neo-Liberal policies that are detrimental to the country. He also realized that Ranil is hell-bent on passing a Federal Constitution to please the pay masters of ‘Regime Change’ project and blocked that taking a greater risk compared to the risk he took in 2015.
    ——————-
Current political situation in the country is a war between ‘Toiyas’ and ‘Baiyas’. Let us wait and see who will prevail.

This was a convenient marriage between MY3 & Ranil.
Scratch each others back & MY3 was elected President and Ranil was appointed PM.
Underlying all this was HOPE. The “Yahapalanaya Principles”. Everybody were happy that finally hora.. hora words were being put into action.
Then one day MY3 discovered Ranil had thrown the “Yahapalanaya Baby” away and following some mysterious course.
Having being in the Wilderness & in (40) days an unbelievable act of Mr.Clean surfaced. The great CB Bond Scam with his right royale friends. Even the VOTER was taken by surprise.
Being a Gramasevaka, not being able to fathom the gravity, the Parliament was dissolved and went for an election suppressing the BOND scam. The UNP scrape through yet again on the Hora .. hora slogan.
Also ! No horas were taken to task other than the citizen who stole a coconut and instead NOW EMERGED a bunch of Tie Coat wearing LOOTERS.
Hence, the family feud and finally it has come to the open. Gramasevaka all at sea has clung onto the MR raft………………all the while the Country was getting washed away and Vultures looming.

    Here on No Speculation.
INTO WHOM’S ARMS IS THE COUNTRY HEADING ?
    Ranil’s backers or Tormentors?
Masses suffer. MY3 in limbo & probably saying to himself ..Mea Culpa… Mea Culpa… mea Culpa AND
await the arrival of a Saviour not only to save him but the Country..

It is not that Sirisena does not know how the state works: He knows how to work the state and the constitution to his whims and fancies.

He knows the the ultimate power: The power of the gun is in his hands, so he does what he wants.

Kumar David, do you want us to merge with India now, just as you wanted in 2008, or would you rather prefer China? Unfortunately you are partisan as they come and that is why you cannot see the conundrum and you character assassinate the president. As MR said My3 should have continued until the the general election was due, but he couldn’t because the presidential election would come forth before that and My3 would have lost. He didn’t do this unknowingly he would have had consulted AG and Wijedasa Rajapaksha and even the new Chief Justice before he became the chief justice.
So why does the NCM is not valid? Read on.. There main point of the procedure for an NCM is there should be a valid reason, the Clause 1 in the NCM is the valid reason, but President wanted Clause 1 taken out, then there is no NCM, so Speaker left the Clause 1 in. The next important point is the Parliament General Secretary has to validate the Clause 1 against the Constitution, if he can then he can proceed with the other procedural steps of the NCM, if he cannot someone has to petition the SC and get a judgement as to whether the Clause 1 is within the constitution. Then you are in square one. That is why the speaker tries to pull wool over the eyes of the Parliament and the Public.
