Unfortunately, Many Of Our Talented Professionals Leave The Country

It gives me great pleasure to deliver the keynote address at the inaugural National Engineering Conference, organised by the Institution of Engineers in Sri Lanka. The theme chosen for this conference-“Engineering Sri Lanka’s Future”-is a very timely and appropriate one. The present era will in many ways be a decisive one for the future of this country. Having emerged from a three decades long terrorist conflict less than five years ago, Sri Lanka today is one of the most peaceful and stable countries in the world. It is also a country in the midst of a widespread and far reaching economic development thrust. What is required at this time is for all stakeholders to work together with vision, dedication and commitment to drive the nation’s development. In this context, the role of Engineers assumes particular importance.

Engineering combines science and mathematics to find solutions to real world problems, thereby improving the quality of life of countless people. Engineers from various disciplines play a critical role in on-going development initiatives, whether it is in the development of infrastructure, utilities, industry or services. Their contribution is essential in the research and development, planning, and execution of most projects.

Engineers also have an important role to play in the formulation of broader development strategies and even in matters concerning public policy. As a result of this great responsibility, engineers must work hard and carry out work of the highest quality so that our society will benefit.

Furthermore, since engineers are often opinion leaders in their circles and in many sectors, they also need to contribute to the change in public attitudes that Sri Lanka needs if it is to become a developed nation in a short span of time. It is of vital importance that we as a people develop our mentality to go beyond that of a developing nation, and to look towards the future with confidence and positive intentions. Moving out of a “business as usual” approach and adopting new ways of thinking is essential if we are to progress rapidly. We must start to think and act as if Sri Lanka has already reached the status it aspires to. It is only then that we will be able to change established patterns of behaviour to inspire the development we seek.

In this context, high calibre professionals such as engineers and professional organisations such as this Institution have an important leadership role to play in our society. Leadership is essential at all levels and in all sectors of the country.

It should not be expected only from the politicians or the Government officials, nor confined to the highest ranks of any organisation. During the Humanitarian Operation from 2006 to 2009, our Armed Forces personnel fought with great bravery and made countless sacrifices to liberate Sri Lanka from terrorism. They were committed to this cause because its importance was communicated to them strongly by the entire leadership, from His Excellency the President down through the entire chain of command. This created a cohesive mission that all the Armed Forces personnel were motivated to accomplish, and as a result, the war was won.

Having a positive outlook and taking bold decisions are some of the key qualities of outstanding leadership. When His Excellency the President was elected to office in 2005, very few people thought that the war would be won and that peace would come to Sri Lanka in the foreseeable future. Terrorism had been a part of day-to-day life in Sri Lanka for so long that there was a widely held perception that the LTTE could never be defeated. Many people thought that peace could never be achieved without accommodating the LTTE’s demands. Despite the prevailing negativity, however, the President had a very clear vision to bring lasting peace to Sri Lanka.

When all options for a peaceful settlement had been exhausted, he had the foresight, courage and confidence to launch the Humanitarian Operation. As a result of His Excellency’s bold decision, peace and stability was restored to Sri Lanka within just three and a half years. This is the impact that positive thinking and bold decisions can have.

With the dawn of peace, the Government is working hard to develop Sri Lanka so that it can achieve its full potential. A key part of this effort is the uplifting of Colombo into a clean, green, people friendly, world-class city. During this process, there have been a number of issues that the Government has had to face. These include

  • Flood control
  • Solid waste management and disposal
  • Providing proper housing for low income, underserved settlements
  • Developing parks and more open spaces for public recreation
  • Improving the road network and improving pavements for pedestrians
  • Enhancing public facilities such as toilets, bus halts and markets
  • Restoring old heritage buildings, and
  • Creating walking paths and public areas for people to exercise in and improve their health.

Uplifting Colombo to a world-class city by solving these issues requires the input of engineers in various disciplines. Any innovative and practical solutions that can be proposed for such issues would be most welcome.

I would like to present some examples to illustrate the past issues and the ways in which they were addressed. The problem of poor garbage collection in the streets of Colombo had existed for many years without any solution being found. In tackling this problem, it was first of all necessary to clearly understand why it continued to exist in the first place. When the situation was carefully analysed, it was found that several private sector companies had been awarded contracts for this task, but their workers were not performing their jobs properly due to inadequate supervision. Once the problem was properly understood, the solution was simple: the relevant companies were asked to strictly fulfil the terms of their contracts. Additional oversight was also provided through the setting up of an Environmental Division within the Sri Lanka Police. With these two simple measures, the problem of uncollected garbage on the roads was solved very rapidly.

However, Colombo still requires a sound long-term solution for garbage disposal, and the Ministry of Defence & Urban Development is presently working on developing a large sanitary landfill in Puttalam. This is another project that will require considerable input from our engineers.

Once a problem is identified, it is important that those involved in resolving it think innovatively and come up with novel solutions. Take for example the Old Racecourse buildings in Colombo 7. For many years, this complex had been an eyesore to passers by because it was in very poor condition and even rather dangerous. As a result, the buildings had been scheduled for demolition. However, it was clear that the buildings had a lot of intrinsic architectural beauty. After much deliberation and reassessment of its potential, it was decided to rehabilitate the complex and turn it into a heritage site that with restaurant and shopping facilities. After a lot of work, the Racecourse was restored last year, and is now one of Colombo’s most beautiful attractions. This is a very good example of innovative thinking and coming up with a bold solution to an existing problem.

It is proper leadership, positive intention, and innovation that our nation needs from its engineers today. Sri Lankan engineers are highly educated, qualified and skilled.

They have a great deal of experience in complex projects, whether it is in the design & construction of highways, railways, bridges, power generation plants or buildings. Our engineers and professionals in related fields have tremendous capability. Sri Lankan engineers who work abroad have proven themselves time and again by reaching great heights in their organizations and by producing outstanding results. Unfortunately, because of entrenched practices that have remained unchanged for a long time, many professionals do not always achieve similar results in Sri Lanka. To some extent, this is a by-product of the state of paralysis that gripped Sri Lanka during the war. But now that peace and stability exist, it is of the utmost importance that we as a society overcome our prior complacency and strive towards achieving our full potential. For this to happen, there are several areas that we need to pay particular attention to.

In any work that is to be undertaken, visualising the nature of the final product is extremely important. Unfortunately, quite often there is insufficient visualisation by those who are responsible for delivering the outcome of the work at hand. This leads to a drop in the quality of the final product. Take for example the construction of a road. For a road to be properly functional, it is not enough only to have adequate space for vehicular traffic.

Attention needs to be paid to the pavements so that pedestrians will be safe and have ample space to walk on. Drainage must also be taken into account so that the roads to not get flooded after rainstorms. If the engineers do not visualise the final product properly at the design stage, sometimes these key design considerations can get overlooked. As a result, the final product simply will not live up to the required standard.

What is most important in this regard is going into details. Every single aspect of the final product or outcome needs to be examined well in advance, so that the highest possible quality can be obtained. To return to the example of roads: it is very noticeable in Sri Lanka that various agencies dig up the roads from time to time when they need to improve existing facilities or implement new projects. This sort of repeated work on the same road is not only a heavy burden on the taxpayers, but it also unnecessarily impedes the flow of traffic and degrades the quality of the road. If the engineers responsible for planning the road initially had taken the extra step of coordinating with other agencies, and anticipating other future requirements by designing a common conduit for services alongside the road, this could have been avoided.

This was precisely the approach adopted under the Metro Colombo Urban Development Project when improvements were made to several major streets in Colombo, including Vauxhall Street, Union Place, Darley Road, Chittampalam A Gardiner Mawatha and Kumaran Rutnam Road. All relevant institutions and agencies were requested to indicate their future requirements for these roads, which were then incorporated into the project. These included the laying of water pipes under the National Water Supply & Drainage Board’s Water Supply Services Improvement Project, and the laying of underground electricity cables of the Ceylon Electricity Board. Further ducting facilities were provided for future expansions to other services. This is an example of a simple measure taken to improve the long-term quality of our roads. This is a methodology that engineers in the Road Development Authority and Municipal and Urban Councils should advocate for and incorporate to their future road developments

Just as much as going into details is important during the design stage, engineers and project managers must also ensure that everyone involved in the construction, from the contractor to the supervisors and ultimately the workers, are fully aware of what needs to be done. Obtaining their commitment is essential. They must be made to understand the importance of the work at hand so that they approach it with motivation.

If they are unmotivated, the workers will not work hard to achieve the desired result. Instead, they will only do the bare minimum. This can have negative consequences on the final outcome. Therefore, it is important for the relevant professionals to clearly communicate to their subordinates specific objectives and goals to achieve, and inspire them to work hard through their own example.

The provision of proper supervision during construction is very important in this regard. Unless the engineers get involved and frequently monitor the progress of the work, mistakes will be made. Sometimes, however, this supervision is simply not there or is inadequate. That can lead to disastrous consequences. Higher officials and supervisors are sometimes reluctant to visit poorly maintained and unsafe construction sites. However, if they do not visit sites and supervise from time to time, the work most likely will not get done properly. Once the construction is completed, it is too late to change anything without incurring major costs or major delays. As such, it is very important to ensure that sites are properly maintained so that supervision can take place with the necessary frequency. At the same time, it is not enough for supervisors to just glance at the work being done.

They must go into details. Close observation is essential, and the progress of work needs to be frequently evaluated against the desired final outcome. This is true in virtually every single field.

By adopting these simple measures and by developing the very essential qualities of leadership, positive thinking, careful analysis, innovation and going into details, it will be possible for us to achieve great things. There are numerous fields in which we need our engineers to step forward and come up with innovative solutions to existing problems. After all, engineers are the ones most familiar with developing technological trends in the world at large. You need to evaluate current advances and apply them to solve our existing problems. The solution to the problem of traffic is not the construction of new roads or the widening of existing ones, but the use of innovative techniques of transport engineering. The solution to the power crisis is not only in the construction of new power generation facilities, but also in the improvement of transmission and utilisation efficiency. Adopting new alternative energy sources is also important.

We need engineers to get involved and devise new solutions for building functional, attractive, yet low cost public housing for underserved settlements.

We need engineers to come up with innovative methods to help mitigate problems such as water, land and air pollution. Even with regard to public security, it is very clear that traditional policing methods are no longer adequate to deal with the increasing sophistication of criminals and terrorists. We need engineers to get involved in these areas too, so that we may apply advances in modern technology to create a safer social and community environment. There are so many opportunities for engineers and those in allied professionals to truly make a difference to Sri Lanka today.

Unfortunately, one of the problems we face as a nation is that many of our talented professionals leave the country in pursuit of higher paying jobs abroad. However, it is important to remember that though it is possible to earn more in certain other nations than in Sri Lanka, you will also spend much more than you do in Sri Lanka; you will effectively be a second-class citizen; you will lose touch with your close relatives and your friends; you will lose touch with your roots. Young professionals in particular must realise that as Sri Lanka develops, there will be many more opportunities for them to excel and succeed here. Whether employed in the Government sector or the private sector, professionals’ prospects today are much better than they have been in the last many decades.

Sri Lanka is a country at peace and it is enjoying the benefits of its stability. It is developing rapidly. A great deal of work is being done to improve the country’s infrastructure and the quality of its urban spaces. More and more facilities are being created for young people and families to enjoy. The environment here will soon be on par with those of more developed nations. Creating this change is partly in your hands.

The task ahead of us in terms of economic development is one that requires a collective effort from all Sri Lankans, and in particular our professionals. We must make maximum use of the opportunity afforded by our present peace and stability to achieve future prosperity. As Engineers, all of you have a critical role to play in this regard. You must provide the impetus necessary for our national transformation through the valuable work you do in your various disciplines and your various capacities. You must be creative and innovative. You must lead the charge in overcoming the third world mentality and inculcating a fresh perspective on our future. If you all take this mission to heart and commit yourselves to the task of improving our nation, I have every confidence that you will help engineer a better future for Sri Lanka.

      Engineering profession is to construct and create things. Where as, military people are professional killers and destroyers.

Don’t these two imbeciles realise if there was a better and more honest set of rulers coconuts would have been available at Rs.15, bread at Rs.25 and a litre of petrol at Rs.75. I only refer to 3 items in almost a hundred.
        More Sinhalese fleeing the country in illegal boats merely to make a livelihoods caught in the sea and overseas shores is probably something these two pseudo-nationalists want to hide. The Tamils in the North, unlike the Sinhala suckers in the South, showed the world they cannot be seduced with “development” rackets
        such as this. It is this variety of regime white-washers who have progressively destroyed this country from 1956. The moment the Rajapakses are thrown out of the scene these traitors will go looking for, to quote Sir John, new ar…s to lick.

    Mr. RAJAPPAKSE i recall an interview you had with bbc hard talk where you said to the horror of the host that anyone going against the government commits treason and should be hung. You were questioned on the arrest of General Fonseka-pardon me if it offends you that people still address him as general. Since then if you take a good look at where your family has taken this country to it comes as no surprise that despite the war ending there are hundreds if not thousands who want to leave this country. Mind you these are citizens who braved all hardships and stayed in this country during the thirty year war. Freedom isn’t the cosmetic window dressing that is done by building roads and ports by circumventing all forms of transparency and legality. It is the freedom people expected that they will be leading a better life both economically and socially that they have been deprived of by your family. Today you ask why professionals leave. Ask what you and your family have done and not done that makes them leave. If as you say your family rule is just and fair prove it by repealing all draconian laws that you pass through a parliament in which technically your regime was never given this majority but obtained this by buying opposition members. It’s you who has to do a soul search.

    There will always be a large percentage of Engineers who leave . but the solution is to produce more of them . The World is an open market . Most of the people including myself left because the war meant there was no real investment in the country reducing the quality of employment to be had . If you look at the same situation with Medical professionals the cream of the crop does not leave as they can get good employment and excellent earning opportunities in SL it self . if the current situation of peace remains and the development that gota and others are responsible for prevails I think soon it will become more attractive for even Engineers to remain . I am hopeful that in the medium term 5-10 years this will really be the case.

          Alone from what you write, I can judge how educated you are. I am well aware of the facts related to the refugees living on doll in Europe and Australia. Even some lanken MBBS educated migrants live on state fonds in Aus.

          There are thousands of tamil srilankens that live in Europe as refugees. I respect their cause but never respect any sinhalayas like you abusing the opportunity and national laws of those countries and got their permanent residence to allow them long stays in EU countries. Now you sound to speaking big – but I know all these man, u cant hide anything to us. Anyway, my purpose of leaving home country had lot to do with student unrest at local universities. If Gotabayas did not hunt the university students in late 80ties, I would not have left the country for any other destinations.

    Make graduates fund their degrees on an interest-free loan they pay back after qualifying. Once they find employment whether local or overseas they cover the cost. The state can then then use the funds to invest in another person. At the moment the state is training people for overseas employment without any return.

    Now that the LTTE is eradicated in toto and anyone and everyone can travel the width and the breath of the country freely day or night. Just like his war efforts during the war time, Gota is contributing immensely to upgrade the infrastructure and beatify Colombo, suburb and several other cities after the war. We remember very well how it was criticized unfairly and unjustly when he started it. But we can see now, Gota has done an excellent job of work and made Colombo and its immediate suburb better than what he promised.

    Yet there are buggers here who remark with degrading sarcasm on the obviously visible development. Need I say they must be having full of venom in their blood. I bet these are buggers who had not shed a tear when terrorist LTTE were terrorizing Sri Lanka with 383 human bombs, C4 explosives, rockets, cannons, planes and what not for over 30 years. All that Amaraya, Jayanthaya, Mahelaya like LTTE apologist clan did during that time is to back them in every way to divide our motherland. Today the said lot have changed their road map to Eelam. They have shed their apologist jackets of the terrorist and donned democrat and egalitarian jackets to preach us on human rights and democratic rights.

    Except for half-baked Colombians, WOGs, the so-called educated and the like, all Sinhala Buddhists in villages are with Gota and MR for they have been benefiting immensely during the last few years.

    Today, I have read in ColomboPage as the chairman SLPA said, “Hambantota port has now reached its full potential, two existing berths are fully occupied and there are vessels anchored in the outer harbour awaiting bunkering”. He also said, “we need at least three more general cargo berths. We will need seven to meet the demand over the next 10 years.”

    One more thing, the national airline of the United Arab Emirates (UAE), Etihad Airways announced yesterday 24/10/13 that it will increase its Abu Dhabi-Colombo service from seven flights per week to a double daily schedule from February 16, 2014. Does Jayanthaya think UAE would increase its flights to run empty planes if there are no tourists fill them?

    Let me tell you all we villagers in Sri Lanka are grateful to Rajapakses. Now don’t you forget Sinhala Buddhists in the villagers not the wog buddhists the majority. And villagers are the ones that matter when it comes to winning elections. Need I remind the barking dogs the outcome at the last PC elections and tell them that it’ll repeat at all coming up elections.

      No one can deny that Gota has done a great job in beautifying Colombo and some suburbs for the Colombians & WOGs you speak of. I beg to differ if he (Gota) or the Govt has given the same amount of impetus to develop the infrastructure around villagers. Recent example being clean drink water, hike in Electricity prices and uninterrupted supply to villages etc.

      With regards to Hambantota Port, the SLPA chairman failed to disclose the penal interest rate of 6% pa (yes, you read it right – 6%)imposed by EXIM on the Loan for the Port, nor the large concessions/subsidies granted to the Freight companies, nor the lack of Warehousing facilities around the port, the cost of transporting the goods to Colombo.

      Most wealthy Tourist travel on Emirates. Eithad (formerly known as Gulf Air) has been catering for the Sri Lankan domestics working in the middle east.

        You should have visited a village like the one that I live just five years back and revisit it today to appreciate the difference. The difference I mean is not just the infrastructure but living standard of the people who live in those villagers as well. You may not know it but pipebone water is available in my village as well as all the surrounding villages. Basil started doing the same to the North as well. But people there wanted their aspiration not development. Well that’s their choice.

        True, Electricity prices are high, but not unaffordable. Don’t you know that everything cannot be hunky dory in just four years. For one thing, we have electricity in Sri Lanka throughout the day. Tell us, which village that not cut electricity for at least 8 hours every day in Tamil Nad?

    It is a simple question of supply and demand. Universities and other professional bodies produce professionals and in other countries where there is increasing demand happily recruit professionals produced elsewhere. BPO Companies lament that they cannot find enough professionals in Sri Lanka. Again it is the simple reason of dollar salaries with comfortable life style. GOSL is very happy that brain drain means more dollar rains enabling debt repayment. Though local people evade paying taxes and enjoy everything free, they invest daily in lotteries; to look after the health of horses; to send SMS to become lords of reloads; to watch satellite TV; or to eat or drink local or imported energizers. So the market place is hyper active.

    The efficiency of the market depends on infrastructure. If there are no local professionals to design and funds to develop infrastructure the only option is to get it done by someone else outside the country. The someone else comes with money, plant & equipment and professionals. Money is paid back from what the brain and brawn employed outside remit. If repayment is backed by sovereign guarantee, lenders are ever ready to lend more.

    Only difference between us and them is there are no tax holidays in countries which lend us. In there every cent earned or spent is taxed and people pay taxes because what is taxed is reinvested. In here what is taxed are not reinvested but spent on maintaining the population and free systems and what is earned from international markets are spent on debt servicing. Dollars enjoy holidays while rupees are at work.

    Professionals do not immigrate soley for economic reasons.There has to be a conducive environment within the country for professional and personal development and this is sadly lacking as the rule of law has been made subservient to the almighty politician.A country that impeaches its Chief Justice for political reasons and gets thugs to celebrate on the streets will never be a civilised nation and no amount of bricks and concrete engineered by the most brilliant mind will achieve greatness.

    Actually recently I went back and spent a month investigating the possibility of fitting into the local system and ploughing back my expertise. Despite GR’s wishful thinking he had no infrastructure, organization, policy, a practical and mutually agreeable plan or funding to accept and employ returning expatriates for the benefit of the country. I am speaking in my own sector where there was a real dearth of expertise, and that’s why they have invited me to come and see.

    It was clear to me that I had to work under a local non expert, with very little or no international experience, a little experience in the subject matter both practical and theoretical. All others that would have been around me were more concerned about their own careers and income. Naturally, they were interested in getting my knowledge transferred fast to them, but no guarantee of my stability and security after a few months or the continuity of employment. There was also the risk of having to work under a new comer later, who happened to be the son of a top politician, and doing his first degree in a Uni in UK at the time. He would have become the almighty EXPERT of the subject had he returned. I was not ready for that potential indignity.

    There was no support for relocation, settling ones family and home back in Sri Lanka. NOt even an air fare. All that had to be my out of pocket expenses, which I felt seriouly contrasting against the millions that the government spend on hangers-on retinues that go overseas with ministers bringing no benefit to the country. I asked myself, “Why am I going back for this hassle, when I could earn a minimum of over a million ruppees per month in my curent job, where I am, with no sudden major expenses?” It’s not that I value 1M more than the potential 1L in SLK; I am simply demonstrating the total apathy of the establishment and ministers in the practical back up for what they broadcast.

    In fact I came to an inference that the country would like expatriates to return, only because they would be coming back with their sizeable assets and liquid foreign exchange. These, once ploughed back to the country’s foreign reserves would be misused by our crooked politcians and businesses to buy assets abroad for themselves. I may be wrong in this assumption, but I felt it was not right that I allow the system to mug me with deception and take away what I worked very hard to earn, and let a crook benefit from it for nothing.

    I had been looking forward to return for several decades and plough back what I could contribute. It had been my real love. Now I realise that it was just an old fashioned dream most of us senior expatriates harbor, based on the little bit of history that we cherished and kept frozen in our hearts: all based on the values and attitudes of the society that we experienced at the time we left the country.

    Sri Lankan society has actually moved on, and now the old values are just not there. Society in general does not care for them, and hardly ones own kith and kin or the former neighbours care for them either, because they too have moved on. To give a practical example, I was quite anxious to sleep in the night there during my holiday, because of the total lack of law and order in the villages where my family live, and for that matter everywhere else in the Island. The family have had no breaking-ins in the living memeory in the past, but 6-months before we went there, the house had been broken-in in the night and burgled while my 75-year old brother and his wife was sleeping. Luckily they had not woken up while the burglers were in the house. This demonstrates to what extent the society has fallen. A returning expatriate would find this sort of now common serious threats to safety contrasting heavily against the largely safe and peaceful life that we experience in western countries.

    I have to say that politicians statements as GR’s have been inspiring me to return for sometime, even at the time of Mrs B (Senior). But when I tried to put them into practice, when I was ready to do it, I have found that they are totally meaningless political statements, like those recited in stage plays. Just to be heard and applauded to, but not to take home. There are no teeth behind the lion’s roar!

      if you worked in the private sector or any western country they would not give you all those things to relocate . why are you asking for them from Sri Lanka . When did you get a guarantee of employment in any western country unless you are a useless union worker . ? you have never heard of “at will employment” obviously !!

        AP I have no idea what background and experience you have had. Whatever, you should not use your yardstick to measure others. FYI, I had the right to expect because:
        1. I was moving from a strong and secure position to an apparently insecure situation.
        2. I had to test for the robustness of the offer, because an apparent goodwill invitation to partake in nation building could also mean taking ona poison chalice.

        Contrary to your imagination, I have never been a union member of any sort, yet I have had relocations paid always, had guarantees of employment as long as I cared to remain with my employers, and fully recognized and well paid for my talents by my organizations as I am enjoying to this very day.

          I did not say you were a union member but unless you are a tenure of some faculty where do you get those guarantees . definitely not in the US . and even if you think you do they will break them and you will be shit out of luck when you go to court .

          and to each his own . may be its not time for you to go back . but then again may be its not just time for you to go to another country either .

    I personally know people who work for foreign owned multinational companies earning mega bucks and living in Colombo in style want to leave the country.

    I know that there skill set is in demand in countries Australia , USA

    And these friends of mine are not Tamils but Sinhalease!

    They are fed up with the current regime and they dont see thing improving in the near future.

    Beautification of Colombo is great…so what?
    for that matter some parts of London is dirtier than Colombo…

    I suppose there are professionals who do not wish to be associated with the grand larceny that prevails in Sri Lanka, and also those who do not wish to remain silent and be subservient to corrupt practices; who choose to leave and remain in relative peace in their adopted lands. There are also those who for whatever reason cannot or do not wish to leave – they have no choice but to work within the ‘system’, and possibly compromise on their values.

    And then there are the others, who are more than willing to partake of the carrion left behind after those vested with power and authority have had their ‘fill’!!
