War Is Over But Our Defence Expenses Are Going Up Higher And Higher. Why?

By C.V. Wigneswaran

Justice C.V. Wigneswaran MP

Guru Brahma…………….

Honourable Speaker!

I feel elated in being granted this opportunity to speak at this Parliament during the course of its Budget Debate. I thank the Honourable Speaker for this.

Sri Lanka’s budget deficit in 2021 is expected to be 9 percent of the GDP. Our Government revenue is expected to reach Rs.1.9 Trillion in 2021 and State expenditure will record a new high in Rs.3.52 Trillion.

Budget deficit of Rs. 1.56 Trillion will be financed via 37-40 percent of foreign finance while the remainder will be financed domestically.

A systematic review of Sri Lanka’s post war defense budget reveals that Sri Lanka spends too much on defense and the defense budget is spent inefficiently. I wonder if the Auditor General has supervisory control over the spending.

During 1983 – 87 our average defense budget was 421 Million US Dollars. In 2009 it was Rs.214 billion. In 2019 it was Rs.306 billion. In 2020 it was Rs.312 billion and for the next year it is Rs.355 billion. The allocation for defense next year compared to 2019 is an increase of 16 % which is 49 billion.

War is over but our Defense expenses are going up higher and higher. Why?

Is the Government expecting another war, if so with whom? The Tamils or the Indians or the Western Countries? Whom is our government afraid of? Why are we arranging for war time security needs rather than post war security needs?

My suggestion is if less money is spent on the Defense budget more money could be allocated to pay off debts, thereby ensuring more macroeconomic stability.

Are you not cutting your nose to spite your face? Are you not clothing yourself with armaments, artillery, armour and infantry in the land domain and logistics in the maritime domain because you are suspicious of sections of your own citizenry who had been reacting to your prejudicial discriminatory unilateral activities of the past?

As Buddhists don’t any of you realize that you are traversing on a karmic suicidal path? Buddhism says our actions today fashions our life tomorrow. If we think outside the box, so to say, today, and act accordingly our path tomorrow might lead us to prosperity and contentment.

Let me put my suggestion straight. The Sinhalese are getting to be in readiness for war because you suspect the Tamils. Is it not suspicion, fear and hatred that drives you to arm yourself so lavishly with newer and newer armaments at great cost?  As a result have we not swelled up our National Debt? A Debt prejudicial to you and us!

Why don’t you think of mending your fences with the Tamil speaking and obtain the goodwill of lakhs and lakhs of Tamils driven away by you and living abroad? What stands between reconciliation and prosperity on the one hand and you on the other hand is the hesitancy by you to take the correct decision. The decision that would reconcile all ethnic groups in this Island. It was King Ashoka who realized the futility of war, violence and vindictiveness. On realization he changed course. The time has come for a change of course in Sri Lankan History. With two thirds majority in Parliament you could bring peace, reconciliation and prosperity or death, damage and destruction. The choice is yours!

Acknowledge you have committed immense wrongs to the Tamil Community and try to mend your differences with us. All we want is the right to look after ourselves in our traditional areas and govern it the way we want. That is not separation. That is devolution. That gives meaning to the theory of subsidiarity. According to this theory political decisions must be taken at a local level rather than by a Central authority. We do not want outsiders to expropriate our assets and resources. We do not want our lands to be grabbed away anymore by outsiders. We want to govern our areas in accordance with our traditions and conventions.

We want to do our fishing by ourselves in our traditional areas. We contributed up to 43 percent of the fish needed by this Country in 1983. Now our fishermen are constricted and curtailed from going out into the sea by the Navy as well as fishermen from elsewhere.

The government must therefore focus more on the North and East which lack behind the other Provinces in terms of development due to the war that lasted for nearly 30 years.

Even Eleven years after the end of the war Northern and Eastern Provinces remain the regions with the highest poverty headcount ratio. While the country’s poverty headcount ratio that is the proportion of the population living below the poverty line, — was 4.1 percent in 2016, Northern and Eastern Provinces had poverty headcount ratios of 7.7 percent and 7.3 percent respectively. According to data from the Department of Census and Statistics, all four districts with double-digit poverty headcount ratios are in Northern and Eastern Provinces.

The unemployment rate in Northern and Eastern Provinces remains high indicating the lack of job creation during the post-conflict era. Almost a decade since the end of the war, most of the districts in Northern Province have the highest unemployment rates in the country. According to the Labour Force Survey conducted by the Department of Statistics in Sri Lanka, the unemployment rate in Jaffna remains high. Higher than elsewhere.

The need of the hour therefore is a change of heart among the powers that be among the Sinhalese. A change of heart on your part would have immense pleasant consequences. You must take us into your confidence. Today’s position as far as the Tamil speaking are concerned is pathetic. After 11 years since the war ended war affected Provinces still lay behind the rest of the Country economically. So it is time you granted self government to the North and East and allow us and our diaspora to help you and us economically. Let us together move this Country towards peace and prosperity!

I thank you Mr. Speaker!

That’s how it is supposed to be. Same trend in all countries. On average the world spends 2.3% of GDP on defence.

Singapore spends 3.2% of GDP! Peaceful SL, Canada, Australia and many others spend 1.9% of GDP on defence. India 2.4%.

If you want peace get ready for war.

        Agree.

The island must have Tamil Elam and Sinhala Only Elam (Muslims can also have Muslim Elam if they wish) divided equitably. The only lasting solution.

Muslims should be relocated to Tamil Ealam.
They are a part of Tamil Nation.

Tamils: All Tamil speaking people scattered across the island irrespective of their religion, caste or the date of arrival.

            Somu,

Did you read the essay? It is saying Jaffna is most unemployed region in the country. North is the poorest province in the country. That is why Tamils are coming to Colombo looking for job, like you already sent your wife and mother to Middle East.
So at least now let us manage our business and put a fence on the border like American – Mexican boarder, so the Tamils will not come to Colombo looking for job. Please allocate money for the fence in this budget’s second reading.
            Thanks.

Southern fake Arab Tamil Dravidian low caste convert to Islam, there is no such thing called a Muslim ethnic group. It is a religion and not an ethnicity. Being a Muslim is a religious identity , just like a Buddhist Christian or Hindu. It is also a world religion followed by 1.6 billion people belonging to various races , ethnicities and linguistic groups. It is not confined to a certain ethnic or linguistic group like Judaism , Sikism ETC to be classified as an ethno religious identity. There are various forms and sects of Islam that are being practiced and they quarrel and kill in each other in the name of Islamic doctrine. Certain Islamic sects are considered heretic by mainstream Islamic sects and people belonging to these sects are killed and persecuted. To the Isis all on Sunnis not belonging to the Salafist or Wahhabi sects are heretics and can be killed leave alone the Shia, the Sufi, and other sects.

Muslims in Sri Lanka are Tamil by ethnicity . 90-95% of them are descended from recently migrated , largely low caste Tamil Dravidian converts to Islam. Around 5-10 % of them also arrived from South India and are also predominantly Tamil Dravidian but have some Arab , Iranian, Afghan or other North Indian/Pakistani ancestry , as a result of trade, immigration , invasion and rape. This does not make even these people Arab or anything else but still Tamils with a dash of Western Asian or North Indian/Afghan ancestry. Lots of non Muslim Tamils also have some Indo Aryan ,Arab , European and ancestry. They do not go around stating and claiming all sorts of various ancestries just because of these minute contributions to their DNA from these heritages. Only these opportunistic , selfish , shameless Sri Lankan Muslim do this, thinking it will be politically and economically advantageous to them to deny their actual Tamil heritage and claim some other heritage in the name of their religion and minutes of amount of Arab or other ancestry. Please do not post rubbish

How about those kallathonie (16 million) descendants of South India who converted to Sinhala/Buddhism? Don’t you think it’s only fair for them to return to their ancestral homeland in South India. Don’t you also think you must also take your Tamil speaking brethren with you when you go?

Whenever you find someone lamenting over the absence of a ‘solution’ for seventy long years enlighten him/her of the reason:
Your political masters never state unambiguously who the ‘Tamils’ are in respect a ‘political solution’ they aspire to. They use various permutations and combinations of ‘Tamils’, Tamil Nation, Tamil People, Ealam Tamils, Eazam Tamils etc. etc, several in the same breadth leaving all the people confused all the time, obviously with intent or probably they themselves unsure of.

Forget the solution for Tamils (or Tamil Speaking people) although the Sinhala/Buddhists have been trying very hard for a “final solution” which did not end successfully as Gota and his brother crook lost their b***s and didn’t have enough resources by 2009. Now he and his uniformed b***s carriers are trying very hard to commit genocide throughout the island.

You should ask Gota why it is taking too long to finish off Tamils (or Tamil Speaking people), a Sinhala/Buddhist problem imposed on rest of the people.

“I always start off with my definition.”

Before you define “others” well could you define Sinhala/Buddhist.

                Dear Soma

It is because the FP/TULF Mafia has nothing to do with Tamils…they just stolen all our children right under the very nose of GOSL/Security forces to kill their own….never challenged enough to eradicate them….the same FP/TULF/TNA is now allowed to continue their journey as a legal entity in the parliament getting rewarded for their Tamil Destruction Project as no one in the world will ever do such a low life things to their own folks….Indians found out how useful this bunch of sadists/evil bunch are and now our GOSL said let us manage the situation with the same as is much easier.

The Tamil definition is the “Tamil speaking people of Sri Lanka owned by the FP/TULF/TNA at gunpoint and those who are forcefully sold to the FP./TULF/TNA for forced slavery away from anything that is normal in human development who are all scattered around the country by default who speaks Tamil” except the Muslims and the Indian Tamils.

      Gatam,
With respect, it is NOT the same in all countries.
“Sri Lanka’s budget deficit in 2021 is expected to be 9 percent of the GDP. “
If you actually read the article, you would have seen that. We spend more on the military than on education (2.2%) or health (4 %).

        old codger,

SL is not the only country to have a budget deficit. Most countries have budget deficits. But still they set aside on average 2.3% of GDP for defence.

The root cause of the war was SL did not invest in defence until 1980s. Reversing decades of neglect took a very long time.

When war started in 1970s SL had only shotguns for 8,000 mostly volunteer soldiers!! Tamils had 4 AK-47s each! Soldiers used to fight each other to share them after killing them!! No bombers. Planes were only for airshows and display! Tanks only to quell protestors.

Surely SL must not go back. SL must continue to invest 2.5% of GDP on defence. Over 90% of defence spend comes back to the country. Perfect investment.

In the novel “1984”b y George Orwell, the phrase that follows is one of the slogans of the Party:

“But if the Maldivians declare war on us, it seems we have only two operable jet fighters.”

Many Sinhala/Buddhists believe this country will be protected by China in the event of a war. Perhaps it is true, like many other countries China would want to protect its investment in Sri Lanka. Increasingly Sri Lanka is considered as being an autonomous region of the middle kingdom, as desired by Sinophiles, SJ is one active supporter among the dying breed of old guards.

Gota is confident the Sacred Tooth Relic protected our Motherland and its people right throughout and it will continue to protect in the future. Then of course you I don’t understand why you have to worry about our defence or our sovereignty (whatever it is).

You have raised a fundamental issue.
This is the rationale behind the decision of the Tamil political class to destroy the Dalada Tooth Relic.
Sinhalese would eventually be devided and disjointed they calculated.
It was a master move though it did not quite succeed at the instance.
The British Colonials offered to protect the Relic on the same line of thinking. One who possess and protects the Relic would be considered a legitimate ruler by the Sinhalese was the assumption.

If you actually read the article, you would have seen that. We spend more on the military than on education (2.2%) or health (4 %).
Despite your apparently great familiarity with Indian defence spending, you have hidden the fact that their defence budget is 3 % of GDP.

SJ does not believe China is a threat, as far as SJ is concerned both North and North East India areas are naturally belong to China, and North West belongs to Pakistan. Since China controls West of Sri Lanka, one might also consider Thamil Nadu is real threat to China’s Sri Lanka.

In Sri Lanka the Government has to fight with ‘Para’ people who obtained citizenship by registration, turned against Sinhalayo who gave them citizenship and started slaughtering them.
Behind these citizens there are foreign hands. Although not directly but indirectly Sri Lanka is fighting with those invisible foreign hands.
Who created LTTE and for what? Blaming Sinhalayo for creating Tamil terrorism is utter rubbish. You know that very well.

Unfortunately there are traitors among citizens (by Registration) of Sri Lanka who are willing to do the dong key work as ‘Coolie Army’ for those invisible hands.
Are you an expert on security threats facing Sri Lanka to tell Sinhalayo that they should not have 300,000 in Armed Forces? It is up to Sinhalayo the native people in Sinhale who face threats from ‘Paradesis’ who live in Sri Lanka as well as invisible hands to decide whether they should have 300,000 or 500,000 or 1,000,000 in Armed Forces to protect their country Sinhale.

It will be useful to see the breakdown of the military expenditure; how much of it goes to paying the salaries, how much to maintaining/purchasing equipment, etc.

But Mr. C.V. Wigneswaran’s leading question was a means to an impassioned case for devolution of powers, and taking strides towards success as a united country. The impassioned plea is well expressed and is spot on.

Makes sense to calibrate SLAFs to post-war military needs but it is certain to create further unemployment in already disadvantaged population segments. So, will need an employment plan for the ones to be discharged.

And, of course, post-war military service is very attractive to the youth population that’s lacking interest in or access to academic qualifications based careers. Retirement at 45 in itself will make many youth queue up to join the military in a postwar environment.

Good on Mr. C.V.W. for raising this in the parliament and his impassioned plea for moving this Country together towards peace and prosperity.

      • 3
        0

        Hi GATAM,
A country’s defence is really not for protecting its economy; if at all, the economy is best served by effective policing. Typically, police is tasked with preventing crimes of all sorts, terrorism etc which can have negative impact on economy.
But in SL, we have become accustomed to seeing military tasked with a lots of different things, anything from growing paddy to running covid quarantine camps. I think it’s because the country has to make use of the un-utilized excess.

In terms of military spending, there’s no formula that every country must follow. SL certainly shouldn’t be following India’s or China’s formula. SL should justify its military needs.

Any country’s defence and other national policy decisions are a responsibility of the central government. A central government is constituted of regional representation.
It’s not necessarily “Hindians” (=Hindu Indians) and “Malays” who make the national policies based on Hindu nationalism and Malay nationalism in India and Malaysia, respectively, just because they make up the majority of the population. But it’s possible for majoritarian nationalistic agenda to drive defence policy decisions like in SL. But it is counterproductive to security and peace.

      Dear Sugandh

If I may kindly let me share the following

      – To this day since Independence I do not know how the FP/TULF/TNA MP’s ever got paid with tax payers money forenoon performance??

      – To this day we do not know how the above created a situation along with their brothers JVP in a developing country like ours where we needed an armed forces to protect our own citizens from our own children?? that the above elected are responsible directly by selling our children to foreign lands to be armed and be the destroyers our Nation themselves?? Therefore is Hon CW asking why they are getting paid in the first place???

      – We the people of the Nation say to the above leave us alone an impassioned plea indeed. I hope there will be no Language and religious parties after the new constitution demanding minimum qualification for being an elected MP?? fit for the job description in a developing country.

        Dear T.V.:
It’s important (1) our priorities are grounded on today’s reality and (2) that we’re fair in placing blame, considering all facts, reality and the experiences of all citizens. As difficult as it maybe… To be fair is to be truthful. To be truthful is to seek lasting and effective solutions.

Invariably, success of minorities and their political representation is at the mercy of the extent of righteous, inclusive and equitable treatment that the majority and their political representatives practice.

The burden of righteous and equitable governance fell on the successive governments since independence. FP/TULF/TNA never formed a government. Whereas those successive governments regardless of who they were had every opportunity from the get go to be equitable to all citizens of this country. But from the get go, righteousness eroded quickly.

We didn’t need FP/TULF/TNA to do the right thing for this country. They were always far outnumbered. We needed the successive governments to do the right thing; they never did.

          Dear S

          I hear what you saying.

However I beg to differ. The issue here is not about the failings of the GOSL because GOSLs were doing their best to administer the country as best as possible given our limitations and the world around us.

Then the so called brains available were too busy introducing guns into the equation??? this we were never prepared for etc….the culprits are JVP/FP/TULF to start with specially when they did not have any democratic standing to do so?? Therefore they have now become part of the problem if not the only problem but never a solution…far from that??

Then we give opportunity for them to be part of a democratic process to join hands and the get the brains engaged to deliver development work?? not talk politics forever??….because now for the first time since the war end in 2009 they have been expect to produce results for people that they failed since Independence.

Hence my request that we map this guys for action list/deliverables/milestones and progress reporting for this term and then take them to the UN/HAGUE.

CVW is definitely better suited as an MP to represent his flock and make good speeches as opposed to being the Chief Minister, the role he miserably failed and consequently described as a political Kavadi dancer by a Professor in Engineering, the story being published in CT. Amongst many issues raised, let me confine to the issue raised in the subject line, namely, defense budget. He quotes defense spending for years here and there but not for a continuous period. He asserts that the spending is inefficient and wonders the supervisory control of the Auditor General. As an MP he is entitled to request the year on year for defense spending and seek a justification for such expenditure. It is seen as per International Publications that the Defense spending for the year 2017 (Under the Yahapalana Government) is higher than the 2009 figure, which is the peek at the conclusion of the war under PMR. Clearly, the intricacies of defense are not within the grasp of CVW or any other ordinary folk. Hence as an MP CVW must request the availability of a coherent defense plan justifying the expenditure.

Make him the Prime Minister you will see wonders.
Then again he is a Tamil and a professional, why take risk, let him be a Tamil MP and waste his education, knowledge, experience, ……
While we can hire cheap professional crooks at very cheap costs.

If he miserably failed as the CM, simply because he did not concentrate on his job and wasted his talents in making speeches and doing a dance-walk in participating in demonstrations not relevant to his mandate, then that is his choice and his ability. He had a wonderful opportunity to show-case the Northern Province (NP) as an example even under the level of authority conferred to him and establish the position that had more authority were given, he could have made still better a NP. But he frittered the opportunity and that irritated even Professors of Engineering who espouse for the cause to call CVW as a political Kavadi Dancer. He has only demonstrated his ability for his gab and not manage affairs. Hence, he is not suited to be even a Minister leave alone being the Prime Minister although individuals of lesser standing may occupy such positions. It follows that he is an ideal member of the talking-shop (The word Parliament stands for the forum to deliver talks and speeches).

One more thing about C V Wigneshwaran. He talked some difficult things about Sri Lankan history at the Parliament. Please see below:
              Excerpt

We have not even identified the so-called
archaeological sites, as to whether they belong to the time
when those areas were occupied by Tamil Buddhists or
Sinhala Buddhists. If those so-called sites were Buddhist
remains from the time of Demala Baudhayos, the decision
to preserve those sites must come from the Tamils of
those areas and not from a pan-Sinhala task force. Let us
first have a commission consisting of Sinhala, Tamil,
Muslim and foreign historians well versed in the South
Asian history to sit and identify the period when the
Sinhala language was born. Buddhism and Sinhalese are
              not coextensive, Sir

Excellent well thought out speech. Sadly all this will fall on deaf ears. The GR government is bent on resurrecting a non existent threat to protect their survival. Though “cutting one’s nose to spite the face” is relevant to the country, it may not be relevant to the current ruling elite. They are successfully using the bogey of violence from the defeated weak

GR is successfully using the bogey of violence from the defeated, poor, weak vulnerable people to win the Sinhalese Buddhist vote. There is no genuine attempt to build the economy and it doesn’t seem to be an important matter to the majority community. Saturating the North with armed forced seems to be more important than the economy.

A rare excellent speech by Justice C.V.Wigneswaran at the right opportune in the Parliament. His speech touched every salient issue of current importance directly connected to the budget, ascertaining the constituents in every sentence without any vacillation. I don’t know how many of the members present in Parliament understand; what a budget deficit is, GDP and poverty head-count ratio.
The following two quotes are worthy of mention here –
” With two thirds majority in Parliament, you could bring peace, reconciliation and prosperity or death, damage and destruction . The choice is yours “.

” So it is time you granted self government to the North and East and allow us and our diaspora to help you and us economically. Let us together move this country towards peace and prosperity “.

    Thank you.

      P Rajeswaran,
In Srilanka, many Governments had two third majority in Parliament but Sri Lanka could not move any inch in terms of peace and prosperity. UNP JRJ had 3/4 majority (1978), Chandrika had two third (1994) before end of war Mahinda had two third, Srisena_Ranil had two third majority (after end of war). So, whatever said by CVW is nothing new to Buddhist Sinhala Fundamentalists. They will never allow peace and prosperity to this island. Big Families like DS SEnanayake, SWRD, JRJ, Rajapakses are not true Buddhists. They are very rich families and they know well how to keep the Sinhala masses under fear forever. By throwing bones they will easily buy other politicians, MPs and even Mahanayake’s to cheat the ordinary Sinhalese. This is the reality of this country. A good example, Weerawanse was a JVP member. They simply bought him. Similarly, Karuna was a LTTE deputy. They bought him. Both LTTE and JVP fought for liberation of people against the Capitalistic ruling governments. There is no JVP or LTTE now. But still Rajapakse allocate lot to security. It is a well financing institution for high Rank political leadership.

Ajith: Do you know WHO help Rajapakses to secure 2/3rd and at the same time spend on Security to fatten their pockets? None other than these “Tamil Extremists” including this CV. As long as these “Extremists” vapor out that “VENOM” of “Extremism” the “Sinhala Buddhist Extremists” will capture power to enjoy all luxuries in life. Whether it is “Tamil” or “Muslim, extremism on their part will provide the fodder to Sinhala Extremists to be in power. In a way, I am thankful for President GR to have said it at his recent address to the Nation: ” 6.9 million and more Sinhala people voted me to be the President”. That will always be the case, so long as this “Tamil and Muslim Extremism” is in the display.

It is sad that you put the blame on a vulnerable oppressed community by the state run by Buddhist Sinhala Fundamentalist terrorists. It is the same Tamil extremists helped to remove the dictatorship in 2015 but the Buddhist Sinhala majority who failed to bring the peace and harmony in this island.

I am Sinhala Buddhist. I have visited and stayed in Jaffna and other northern towns for brief leisure periods a few years ago. I noticed that traffic is very disciplined on the roads there; people seemed to respect each other; courtesies were in evidence. These are all very mature qualities that I do not observe in southern towns or cities. So, if some areas are given autonomy I am sure the Tamil people will prosper far ahead of us Sinhala. On the other hand, if they’re oppressed and stifled, there could be other uprisings. It is always best to bring out love and affection, compassion and forgiveness rather than antagonize, show superiority or discriminate. I do not think Sinhala politicians want it that way. They would prefer to keep communities divided so that the advantages accrue to themselves while the nation goes ever further downhill with huge debts, massive waste, corruption and an arrogant superiority complex against minorities.

Tell us about the the effectiveness of their land , sea and air power. Even the meagre power they enjoyed on sea, land, and air (flying cardboard boxes) were destroyed by VP.

I hate what LTTE did to its own people and to other Sri Lankans. Similarly I hate the illegal actions of the armed forces and Police of SL during and after the war, which appears to be still continuing at a lesser extent. Today prisoners and suspects who are arrested by Police are being killed when under Police protection. This is a major violation of Human Rights and International Conventions. This too in a so called “Buddhist” country.
SL has the 5th largest “active armed force” in the world, that too for such a small area and for such a small population. Yes there was a need for a bigger armed forces during the war as LTTE killed a lot of them. To date no one knows the exact numbers of people killed on both sides. Since the war is over there is no need to continue with such a large force, unless like the maids sent to middle east by the Government, the soldiers are to be sent on foreign assignments to gain foreign exchange. This is unacceptable. What the Government should do is to develop a plan by which at least 1/3 or even 40% of the present number of armed forces should be moved to the voluntary force.

Soma, Tamil politicians were not involved, its the LTTE that was involved. For your information LTTE is not entire Tamil, its only a small percentage of entire Tamil and Muslim population (as Muslims are also Tamil based on the language they speak) in SL. Even if you do not take the Muslims as Tamils into account then still LTTE is a very small percentage of Tamil populaton.

JVP never bombed the Daladamaligawa. Stop telling lies. No bombs were used in the so-called attack at all. The JVP successfully managing to use bombs in attacks, is unknown. They used only firearms and sometimes hand grenades. The JVP has denied any connection with this so-called attack. Anyways it was not an act of terrorism at all. It can at best be characterized as a failed attempt of robbery, youngsters armed with a pistol hidden under some flowers, not a bombing. There is only a testimony of one person who claims that he was one of the 4-5 participants in the action. At that time 21 years of age. What they had wanted to do was to take the tooth relic and keep it somewhere safe in their custody, to provoke a revolt of the masses, not to destroy the tooth relic or harm Daladamaligawa. It is sick to compare intentions for this armed action and LTTE’s intentions for the suicide bombing of the Daladamaligawa. These two actions are not even remotely connected or comparable.

The house on the hill is supposedly sacred.
A bunch of terrorists attacking it is an at of war.
But a group of good Sinhala Buddhists using “firearms and sometimes hand grenades” is treachery.

You seem to possess a fair dinkum knowledge of the attack, but dismiss it as “only a testimony of one person who claims that he was one of the 4-5 participants in the action. At that time 21 years of age. “
          How old are you now?

Both are acts of war – one internal and the other external (foreign), as the nature of the two wars/conflicts were. JVP fighting for what they thought was social justice and fair distribution of resources, while Tamils fighting against Sinhalese whom they consider as aliens, to establish their own country separate from the Sinhalese. A comparable situation for the Tamil suicide bomb attack on the Maligawa would be the Portuguese destroying what they thought was the relic, while this supposedly JVP action could be compared to competing Sinhalese contenders to the throne trying to take the relic from other.

“But a group of good Sinhala Buddhists using “firearms and sometimes hand grenades” is treachery.”
If it is is treacherous, then it is treachery is against the state, which was what JVP was all about, and not against the relic. There is no way any Sinhalese (Buddhist or non-Buddhist) ever going to attack the Maligawa or the relic. The Portuguese and Tamils in the LTTE are the only people who have tried to destroy it. Not even the British, even though they had so many problems with the Sinhalese and Buddhist monks, tried to harm the tooth relic.

All my knowledge about the incident is from the testimony of the JVP member (Kosala) given in the interview in The Sunday Leader. You can read it here:
              http://www.thesundayleader.lk/archive/20011202/interviews.htm

What provoked my interest is when I read “JVP bombed the DM… ” , I knew at once that it was not true. Anybody who even slightly knows the JVP (which is almost everybody above 40 years living in the south) and the social, religious and political realities and dynamics, would know that JVP could never launch a bomb attack on the Daladamaligawa, and will also know that JVP was not capable of handling bombs, let alone a bomb that could have any effect on a building like Daladamaligawa. JVP was very badly organised, and didn’t have much weapons training, and actually the whole lot of them were not very smart at all. If they actually tried to rob the tooth relic armed with a single pistol, I think that should say all about how smart they were.

(PS. I would rather not tell my exact age, but am in the same age group as this Kosala).

          PP,
So you believe the JVP didn’t use bombs but only grenades to attack the DM, and therefore it was not a Terrorist attack? Are you aware that a grenade is a small bomb?
Further, to make your thinking process (if any) clearer, do you also believe :
          1. An Anglican shot SWRD?

            1. I am not going to have a weapon discussion with you. You never answer my replies anyways. Yes, a hand grenade is technically an explosive, but is not referred to as a bomb in common usage. Bombs are generally understood as being dropped from the air or deployed in some other manner, causing relatively extensive damage. Now, don’t come back and start discussing about types of grenades. Totally irrelevant. One thing that could be interesting to you – there is an Indian expert who says calling the killing of Rajiv Ghandi by Tamils, as a suicide bombing is not quite right, because it was done using what they define as a human bomb. So Tamil human bombings and suicide bombings are two different things, because in suicide bombings, the human body itself doesn’t need to be used as in human bombs – an attacker has the explosives in a car or a plane and crash it to explode the bomb. That is exactly what the Tamils did, when they attacked the Daladamaligawa, unlike in what we usually (wrongly) refer to as suicide bombings, where the Tamil wears a west with explosives and uses his/her body itself as a bomb.

            • 2
              0

In common usage all these Tamil terrorist attacks are just referred to as suicide bombings, without differentiating and specifying whether it was done using a human bomb or not. Same way when we say “hand grenade” it is generally understood as what it is meant to be, if you like you can call it a hand-bomb. I hope that satisfies your need for nitpicking on irrelevant issues.

              2. Its not a matter of me believing or not. The testimony on the incident does not state anything about a bombing, but describes a relatively minor incident involving shooting. As said, the then JVP leadership has denied any connection with the incident. From the testimony its hard to characterise the action as an ATTACK on the Daladamaligawa or the tooth relic at all, but an attempt to take possession of the tooth relic. Besides, the activists had made arrangements to keep it in some sort of a temple where daily Buddha-puja and prayers could be offered – hardly an attack. If you haven’t noticed the size of the Daladamaligawa, you should look at some pictures – one doesn’t go to attack such a building with a pistol.

              • 2
                0

In any case you cannot compare the intention of this attempted robbery with a pistol and the Tamil suicide bomb attack on the Daladamaligawa. The intention with this action was not to strike terror in anyone, but just to take the tooth relic into their custody, while the LTTE’s intention was to strike terror in the Sinhalese by killing as many Sinhalese as possible, while at the same time attacking one of the most important Sinhalese sacred places, which also happens to be a symbol of Sinhalese independence and sovereignty.

                3. About Bandaranayaka’s assassination – Your own thinking process is very clear, namely you are trying to connect Buddhism to the assassination of Bandaranayaka, that’s why you are so occupied with the religion of the persons involved in the assassination. However Buddhism does not have anything to do with the political activities of monks. The attack on Buddhism does though, not in the case of these two “monks” involved in the assassination, but political activism among monks in general. Buddharakhita and Weris Singho (Talduwe Somarama ) were corrupt and can’t even be considered as practising Buddhists, let alone Buddhist priests. Weris Singho even converted to Christianity in prison.

                  PP,
“namely you are trying to connect Buddhism to the assassination of Bandaranayake”
Didn’t these two Buddhist monks help SWRD get elected? If they weren’t Buddhist, how did Buddharakhita become chief priest of the Kelani Vihara?
Denying responsibility is a very Sinhala Buddhist trait. If you think these two weren’t Buddhist, then you have to admit that the vast majority of current Buddhist priests are in it for the money. The money of slavish people who make excuses for them.

                    0

I think there’s something wrong with your comprehension. Buddharakita’s biography shows that he was not a proper Buddhist monk. He was doing corrupt businesses, and probably had affairs and basically a very bad person, also possibly a criminal. In the old days of our kings, a person like him would have been dis-robbed and expelled from the sanga, and probably imprisoned or worse, long before he got to get anyone killed. But since today there is no authority to do it, since the state cannot do it as Buddhism is no longer the state religion, we are stuck with these rogues who call themselves monks. And its extremely dangerous for all of us, that we cannot control these thugs who happen to wear a robe. However you cannot connect Buddhism to this, the way you are trying.

                    0

And your allegation “Denying responsibility is a very Sinhala Buddhist trait” shows that you have no understanding about Sinhalese or Buddhism. Besides, do you want me to take responsibility for this criminal who happens to be wrongly allowed to be a Buddhist monk? The reason for that he continued to be a Buddhist monk even after all his criminal activities is because the Sinhalese lost our independence in 1815 to the British and never regained it fully. What we got back from the British is this mess, where the Tamils are trying to run the country or break it as much as possible. Had the state religion been Buddhism, the government can go in actively and do some cleaning up in the different Buddhist orders.

I can discern some points in your incoherent rant.”Buddharakhita was not a Buddhist monk because he didn’t behave like one”. If we follow that sort of logic, Matthew Pieris was not a Christian priest because he murdered two people!
“The murder had nothing to do with Buddhism” . Who said so? But it was carried out by a Buddhist monk, which fact you want to wriggle out of.
“Had the state religion been Buddhism, the government can go in actively”
Well, thanks for admitting that there is much wrong with current Buddhist monks. But it is Buddhist laity themselves who support these crooks and charlatans. Why should the govt. interfere? All you have to do is stop giving them Dana . That’s what I mean by saying Sinhala Buddhists are good at avoiding responsibility !

You are not debating Old Codger. You are quarrelling and nitpicking. I have no time to waste. I tried my best to not to make you lose face, as I think that although we write anonymously, all of us expect to be taken seriously and treated respectfully. The thing is you wrote something that was not true, knowingly or unknowingly, namely ” JVP bombed the DM before the LTTE” , and when you were confronted with it (I could even formulate that as: exposed lying or lack of knowledge about the incident), you started some totally irrelevant discussion and side tracking about what a hand grenade is. Surely some people would waste time with this type of discussions, but I don’t. I actually don’t read posts by some commentators here, even if they are replies to my comments, because I know those comments do not contain anything meaningful or interesting, judging by the few comments I have read previously. We all are commenting here, because there’s something we get by commenting. I do not come to CT daily, because I don’t want to read upsetting stuff and abusive language, but I always try to finish a discussion.

I do not post hit and run comments all over the site, simply because I cannot follow up. When it comes to nitpicking, you are the one who does that. You never followed through with my reply to the Coronavirus burial issue. I had used several hours to write them. I understand that they closed the comments soon after, but I think you didn’t even bother to open that article, because it had gone to the second page. Anyways, I do not have expert knowledge on weapons, but I know that a hand grenade is an explosive. I don’t need you to go on and on about that. The issue here is that the JVP never ever bombed the Daladamaligawa, and you cannot compare any JVP action at Daladamaligawa to the LTTE, even if the JVP had actually bombed it, because LTTE is namely an outsider and a foreign element in the Sinhalese society, while the JVP is from our society itself. As such the motives and ideologies of JVP and LTTE are completely different. BTW in Sinhalese hand grenades are called “Athbomba” which translates into “hand bombs” in English. I think that should settle this issue.

There is no reason whatsoever to have higher expenses for Defense matters. After the 2nd World War, the British rejected Sir Winston Churchill and preferred Lord Atlee, because the British felt there is no need to spend more on Defense but to spend more on building economic structure of the nation. I think the Rajapaksas are spending the public money for no cause. Moreover, what does it mean that the Budget deficit of Rs. 1.56 Trillion will be financed via 37-40 percent of foreign finance while the remainder will be financed domestically. Are the Rajapaksas blind in falling into China’s debt-trap diplomacy policy? Can’t they realize the inflation of the Sri Lankan Rupee. There will be poverty. The Budget does not appear to be prepared by economic specialist. Only God should save Sri Lanka.

CBK dared the LTTE to lay their hands on the House on the Hill.
The trigger happy LTTE took up the challenge to make CBK look a fool. (It helped the LTTE to boost its overseas revenue.) But its impact on the Sinhalese was not something that the LTTE was capable of understanding.

Wigneshwaran is nothing but a Tamil thug. Wigneshwaran should know that in any other place, Tamils like him, who openly supported and sponsored terrorism and the war, would be in prison. It is because of the foolish naivety and kindheartedness of the Sinhalese that Tamils like him, together with thousands of Tamil terrorists have been forgiven and now let to roam the country.

Sinhalese drove Tamils away? LMAO Why didn’t they go back to Tamilnadu? Why go all the way to the west, when their homeland Tamilnadu just a boat ride away? Surely living in Tamilnadu would enable them to live like Tamils and bring up their children in a Tamil society, speaking Tamil. Why they didn’t go back to Tamilnadu is because they were not running away from anything, but going gold-digging in the west using the war. Sinhalese do not care what they think. These Tamil gold-diggers are just making trouble to justify their presence in the west. We don’t want any goodwill from them. As far as the Sinhalese are concerned we consider them gone and good riddance. In time to come they will be associated with their homeland Tamilnadu, and not here.

“Surely living in Tamilnadu would enable them to live like Tamils and bring up their children in a Tamil society, speaking Tamil.”
If you check, you will find that 150,000 of them are indeed there and refusing to come back to this Paradise.
Also gold-digging is not a Tamil monopoly. Just ask the Australians.
In fairness though, the Tamils do it far better. Even Tamil crooks like Rajaratnam or Savundra swindled foreigners in style, unlike that pathetic crook Jaliya Wickramasuriya who stole from his own government.

Why didn’t the rest of them too go back to Tamilnadu? Surely, it is a much better and suitable place for the Tamils than the west, to bring up their children in a Tamil environment? I mean, the Tamils started this whole conflict and the war by claiming that the Tamils are not having language rights, and that they want to conduct all their businesses of education, communication with the government etc etc in Tamil. But they run all the way to the west, and not to Tamilnadu? According to estimates there are some 2 million Tamils in the west, who supposedly have run for safety. Running all the way to the west, even risking their lives and paying huge sums to human smugglers, seems like they really didn’t want to go back to Tamilnadu, or didn’t care about being Tamil or the Tamil language, but wanted a western lifestyle for themselves. Also FYI most of the second-third generation Tamil gold-diggers in the west do not even speak Tamil. Swindling is a lesser crime than systematically fabricating lies about a whole country and an innocent people like the Sinhalese, to get a better life in the west.

I have no intention of dividing this country’s people in any way. They are already divided and it seems that there is no end to baseless accusations made with ulterior motives and selfish agendas. Demonizing the Sinhalese is a pass time for Tamils, especially the Tamil politicians. And for some it has been very profitable. Talking of development – Tamils accuse the Sinhalese of colonization (and genocide) when the dry zone was attempted re-cultivated to give some agricultural development. This was effectively stopped. Just look at what Wigneshwaran is telling about fishing. 80% of the coastline and fishing in that 80% of the coastline is to be reserved for 10% of the population? We can most certainly await much development…..

Close to a million Tamils in the Plantations whom the British brought here to pluck tea refused to go back to Tamilnadu, even after India agreed to take hundreds of thousands of those Plantation Tamils back. Why is that? Before you worry about me, you should ask both the Plantation Tamils and the non-Plantation Tamils to go back to their homeland in Tamilnadu.
BTW, the Plantation Tamils claim that they are a majourity in Nuwara Eliya and surrounding districts, and that they want autonomy in the form of a federal state. If they resort to weapons like the lot of you, that is a sure way to get a free ticket back to Tamilnadu for all you different kinds of Tamils, leeching off the innocent Sinhalese and scolding and mocking us and threatening us, day in and day out.

These Tamils produce a third of the country’s income, more than any of your Sinhalayo. Aren’t you ashamed ? They are quite entitled to mock people who exploit them but want to be seen as “innocent”. If you think they are exploiting you, why don’t you or your relatives try working on a plantation yourself?

Really? You must be freaking mad. We didn’t ask these Plantation Tamils to come here. They can leave today. The Plantations can be run by us, or better still they can be converted into more productive and useful crops than tea, and some of the millions of trees that were cut to make these tea plantations can be re-planted, so that one day we don’t die of landslides, and water shortage. BTW, the plantation Tamils or the non-plantation Tamils are not entitled to any mocking of any sort here – all of you are entitled to take the boat back to Tamilnadu. That’s all.
