We Are Not Protecting Arjuna Mahendran: UNP’s COPE Member Ajith P. Perera

Amidst allegations that the UNP MPs in the Committee on Public Enterprises (COPE) were attempting to safeguard ex-Governor of the Central Bank Arjuna Mahendran, Deputy Minister of Power and Renewable Energy Ajith P. Perera today flatly denied the allegations, while assuring that Mahendran’s role in the alleged Treasury Bond scandal will be taken up for discussion on Thursday during the COPE meeting.

“This is 100% wrong. We are not safeguarding him,” Perera told the Colombo Telegraph.

When questioned as to why during Monday’s meeting action was only recommended against Mahendran’s son-in-law Arjun Aloysius and not against Mahendran, Perera said, “We are taking issue by issue. On Monday, we discussed the issue in relation to Perpetual Treasuries, and during Thursday’s meeting we will discuss Arjuna Mahendran’s role.”ajith-p-perera

Perera also said that there was a strong likelihood that the UNP report will be finalized as the final report to be presented to Parliament instead of the report that was signed by COPE Chairman Sunil Handunnetti last week. “Ours is a better report, in comparison to the other report,” Perera said.

In his report, Handunneththi had ruled that Mahendran was directly responsible for the 2015 and 2016 Treasury Bond scams, which resulted in the country losing Rs. 1.6 billion. Handunnetti had also called for action against Mahendran, as well as recommended an investigation against Perpetual Treasuries Limited, for recording a profit of Rs. 5.1 billion for the year that ended March 2016.

On Monday, an angry Handunneththi walked out of a COPE meeting in protest against the UNP MPs after them of working in a manner to protect Mahendran and also accusing the UNP MPs in COPE of trying to intimidate the Auditor General after he made a statement implicating Mahendran in the bond scam.

During Monday’s meeting, the UNP MPs had ruled that Aloysius and other directors at Perpetual Treasuries were responsible for the controversial bond scam at Central Bank.

However, a political source pointed out that before focusing on Perpetual Treasuries, the UNP MPs should have first focused on Mahendran and then followed up on Aloysius and Perpetual Treasuries. “Perpetual Treasuries received an undue advantage from Central Bank, and that is Mahendran’s doing, so ideally, they should have focused on Mahendran before focusing on his son-in-law,” he said.

Meanwhile, good governance activist Chandra Jayaratne today questioned the Speaker and Members of Parliament if they were bound by the directions of the party whip, the party and its leader’s directions and desires, or instead should they exercise their rights as a member of Parliament bound by their conscience and the social contract they have with the voters.

“Please reflect for a moment on the Oath of Office you took in entering Parliament as a member. You swore to uphold the Constitution of Sri Lanka on that occasion. You are aware that by article 3 of the Constitution, the sovereignty is vested in the People and is inalienable. Sovereignty includes the powers of government, fundamental rights and the franchise. You are thus duty bound as persons elected by the exercise of the people’s franchise, to function as members of Parliament and safeguard the inalienable sovereignty of the people; govern safeguarding the primary interests of the nation and its people; and safeguard the fundamental rights of the people. This is a supplemented by the social Contract you have entered in to with the people upon your election,” Jayaratne reminded in his open appeal. ( By Munza Mushtaq )

    Perception of a cover-up is as bad as a cover-up. So if the COPE report is completed and if there is grounds to believe that a crime was committed then the wise thing to do is to handover the file to the AG for legal action.
    This also gives the accused to defend ones self without getting crucified in the media without recourse. Allowing this to fester without a resolution does not give confidence to the investor community either so its time to stop talking and start acting.

    So according to Mr. Ajith P Perera: “UNP Report will be presented to Parliament, instead of the COPE Report signed by its Chairman”. If that is the case, this Parliament Committee called COPE must be “Dissolved” and thereafter a “UNP Committee” will have to be set up. I had some respect for this charismatic, forward looking Parliamentarian. What a let down and how soon, I realized what a fool, I am to trust a Politician who shows “Promise” for the future. One request to the Chairman of the COPE; Please present the “Report” that has been signed by a Majority and indicate who “Dissented” and also “Avoided” signing it. Never mind that “UNP REPORT”. You are duty bound to submit the COPE Report to Parliament and let us see what the whole Assembly would accept and what they would do with it. The PEOPLE are waiting for the COPE Report and NOT the UNP Report.

      From the time of independence, the majority community was fooled by all the politicians and leaders, using nationalism and supremacy of language and the Leaders educated their children in English in England and America. The poor gullible masses fell prey for this ploy and till today pay the price for their follies.

      They even started looking with squinted eyes at minority community, when option was given to them to study in English medium and the Sinhalese were forced by the English Educated Leaders to study only in Sinhalese. This was the curse which befell Sri Lanka and MARA regime has turned the table upside down.

      It would take a few generations to rectify this mess and we will continue to pay the price till this mindset is changed. Meantime all the Murderers and Plunderers will make hay, while the sun shines, regardless of their party colour or credentials, be it Doctors, Lawyers, Judges, Ministers or even President and Prime Minister as we have seen, even under Yahapalanaya.

      We may hit the sack, still nothing would change and we can pray from our graves that our countrymen come to their senses and come out of this warped mindset.

    Looking at this MINISTER now we are thinking that toy pistol carrying Mayor should have carried a real one instead of a toy in dealing with them at Hambantota. It’s a pity that MP’S who were hunting unearth corruption of the previous regime are in the forefront to sweep major scam of the CB under the carpet. Would we Sri Lankan ever get a reasonable fair set of rulers to this land during our lifetime?

      Lately, it has been the tradition of many from that day on, regardless of the levels, they all have sold out their perimts. So why not Senasinghe to have not done so ?
      I know he has been a big voice – him to have done the same as others did – I think no means a big thing.

      If Somepresidents with knoweldge looted everything, and you guys still suport them to return to pwer.. so why not MP or dpty to have done so ?

        The difference is that these people came to power claiming the previous government has looted the country and they are here to give back what was stolen. Their sole election promise was to end corruption. Hence the big deal. They are nothing but hypocrites. And they have done nothing for the country since coming to power. No development, no end to corruption. Infact, they are doing all the stuff every other politician did in the past but has done nothing to develop the country.     Can you please make clear to the public what Arjuna Mahendra is suspected of under which law and on what grounds?

    This whole inquiry is beginning to make Sri Lanka look like an island of imbeciles and the sooner you and your government take firm action to make the actual legal issues clear, the better for us all.

    If you do not I am sure that there will soon be enough material available for Disneyland to come out with a move titled “Donkey Kingdom”featuring this island…

    I served to the government with dignity for continuous 27 years at my best. Tho years back I left the job since I could not tolerate ill treatment. My final designation was Chief Engineer. Today I am not in a position to practice as a n Engineer. I am deprived that by several means. No one spoke out and said you had a genuine service to this society. Therefore as a wise knowledgeable person I know what is this society. Even today I notice what sort of officers are getting promotions.

    Therefore I urge you all please do not try to find fault with any one by saying this one said this and that. It is immaterial in this context. If we are to do that we lose our main purpose. What is not important is not the person but where the fault lies. I do not know much. But what we could see first and what is very much obvious is the undue benefit a company received in a short period. May be if you go by that there may be so many causes.

    As average people we are helpless. In my case even today I know what I am experiencing as a widow. I saw a person get promoted in this FB yesterday. The problem is I could never do such things not for a promotion but for the best comforts in life.

    You are our representatives. But I know most of you cannot feel about us. But I do not blame you because the people even vey closer to us cannot feel us. Really not us if I say me.

    Please please please think of our country. You have enough comforts.

      What criteria are you applying to come to the conclusion that the profit that this company made due to its competence and skill is an “undue benefit”? As an engineer you know very well that different engineers have different levels of intelligence and skill. There is nothing “undue” about success.

    Well, Perpetual Treasuries IS NOT responsible of any controversy. The CB chose Perpetual Treasuries over others. By that choice the CB has created the controversy and as we now learn an immense loss to the country.

    The choice by CB could have been to say the least caused by an undue influence and or duress by the fact the Father in Law of the CEO of Perpetual was it Governor at that time of the deal.

    In keeping with the motto of this Government, the then CB Governor or the PM should have requested Perpetual Treasuries to refrain from bidding. Alternatively, then Governor should have resigned.

    PM is ultimately responsible for this scam. Knowing that his chum is related to CEO of Perpetual,should have had the foresight to sense the possibility of conflict of interest.

    In any matured democracy around the world either the PM or the Government would have resigned. In SL – we have spineless, unprincipled goofs with no morals and basic decency, vacant of even a shred of self respect driven by sheer greed clinging on to power.

    Needless to mention, the President should have resigned over the destruction of property associated with his ill disciplined sibling and his cohorts.

    The utterances of Deputy Minister in the news brief above merits no comment. He can articulate any which way, but we the people are not fooled by his ill crafted, biased and baseless comments.

It is crystal-clear what Arjun Mahendran had done for the benefit of his son-in-law and it is the innocent people who pay the price for your cover-up? Are you guys have no conscience?     I listen to a few political programs today: (Satana, Balaya, and JVP’s press conference).
    I had some kind of trust toward Dr. Harsha de Silve> He acted like a real buffoon in Parliament today. Who is he trying to hide? He is a disgrace to his university that offered him the PhD. Only thing that I appreciate about him today is his apology to the Auditor General for having used foul language by his colleagues in the UNP. That too shows a disastrous situation for his own UNP colleagues who have been probably used/advised by Prime Minister Ranil W. to safeguard PM, former CB governor and his son-in-law.
    You know, why I am so critical about this situation? When Mahinda Rajapaksa was in power, people say his men stole but he did a lot of good things to the people and country. Forget about the war that he won against the LTTE! Take other development projects! He started a lot of projects that the current Yahapalanists go and open today! This is a disgrace for you and your UNP!
    While listening to ‘Satana’ I learnt something about ‘Lichchvis’ that PM Ranil W was always boasting about to emulate under ‘Yahapalanaya’. All Lichchavis vanished due to infighting! I believe corruption and trying to cover up those who are corrupt was the main reason for their demise too.

      You have not seen the report nor have you got any idea of what evidence they used to come up with the report. Only thing we have is a past experience when the chief justice was removed based on some parliamentarians put together to decide her fate. How did that turn out?

    I am sorry to have to go through this but most of the commentators have yet to enter pre-school, so they have to be reminded of the procedures and reality, and the facts that have so far come to light.

    I am sure the readers know that COPE is merely a collection of MPs of the Parliament of Sri Lanka and in this case tasked with investigating if a crime took place on the so-called BOND SCAM. So what they report is their opinion that is merely a political viewpoint, whether you are JVP, UNP, SLFP, TNA or JO!

    So please don’t have high expectations, even though they have sworn the take an oath they really don’t understand what that means, due to their level of education. Example being taking duty free vehicles, let alone selling them for a profit, that go completely against the SPIRIT of the Oath!

    What they recommend is their opinion. It is up to the Attorney General who knows what can be done within the Law of Sri Lanka to determine under which section of the penal code a prosecution can be made IF FORCED to as in this case.

    A criminal prosecution is what the General Public are screaming for, despite the lack of convictable evidence, the AG will probably use a Public Property line where there is a NON-bailable charge and arrest (remember it is still a Kangaroo Court when you do not have evidence and politics determines arrest) and bring before a Magistrate’s Court, and will be remanded for say 2 weeks!

    Here you cannot just arrest the Directors of Perpetual, you have to have complicity, this is ONLY one side of a transaction. You have to arrest the former Governor,(you will not find any evidence of him financially benefiting) or a senior Member of the Central Bank who has leaked this information(You can find evidence of financial benefiting). Then all hell will break loose because the TRUTH will finally come out. It is the Central Bank STUPID who is wholly to blame for making an ass of themselves, by allowing a company to bid on Bonds THEY OFFERED at a high rate of interest.( All along you have found the bidder guilty, not the auctioneer! How Come?)

    Remember all this is done openly, and the facts are all there for all to see, with plenty of witnesses. It is the “law of the jungle” of the PUBLIC that is leading to this Kangaroo situation, and clear distraction from the real corruption that takes place each and every day. Think of the corrupt people, who must be laughing all the way to the Bank seeing this charade, that the Public have now sadly INFLICTED on themselves to feel good.

    It is then for the AG to search for the evidence that is admissible in a Court, and you can be sure he will ONLY do so if he can find sufficient incontrovertible evidence. That is NOT the circumstantial likelihood that JO Public is implying took place!

    Eventually the case will be dropped for lack of evidence, unless someone can actually prove beyond reasonable doubt that insider trading occurred.

    Then Perpetual and its directors will sue the AG’s office, Central Bank and the Media for about Rs10B for false imprisonment and defamation of character, because of the trumped up charges the poor AG is forced to make, despite his better judgement, due to the BAYING OF THE CRETINOUS GENERAL PUBLIC!

    If you are a reasonably intelligent person with a modicum of knowledge of the law, you will think about it, before coming to your own conclusion. You don’t have to believe a word I say, just rationalize the facts and make up your mind. This is NOT an emotional reaction, merely what can and cannot be done.

    PRESIDENT SIRISENA – You now understand I hope why the Bribery Commission or the FCID have not brought out a case on this issue. For lack of evidence! I don’t have to remind you of this today. Your legal advisers if they were worth anything should have told you that over a year ago, and we are still dragging this story when more urgent matters are left undone. FOR WHOSE CONVENIENCE!

    If there is lack of direct evidence, go for indirect/circumstantial evidence which are plenty. Officials at CB including Former Governor can also be charged for deviating from the laid down procedures, inflicting huge financial loss to the Government by taking irrational and irresponsible decisions favouring only one bidder, evieance of CB officials who are not a party to the scam, examining telephone calls, circumstances under which BOC submitted Bids totaling Rs. 13 Bn when Bonds on offer was only Rs. 1 Bn and when their own offer was a mere Rs. 530 Mn, how and who intervened to grant them such a massive facility at such a short notice, conflict of interest on the part of the Governor , baring him from holding any Govt. positions in the future etc. Legal Gonsultant

How is it an irrational and irresponsible decision when the country needed the money to pay off MaRa’s debts??! Also you’re clearly not up to date with the news because it was proved that the AG’s calculation was totally wrong. He used the wrong data to calculate it!! The idiot. THAT was irresponsible because he clearly mislead the public at the behest of Gamarala Sirisene. I will never vote for him again.

        It will take some time for the truth to dawn on these commentators. The money was needed to service the debt created by MR and Co. It is not money going to UNP’s pocket but to the pockets of the lenders. Of course, the loans granted were inclusive of the fat commissions paid to the former Raja and his cronies.

    It was mentioned that Ajith Perea and Sujeewa Senasinghe had insisted that the Auditor General withdraw his statement on the COPE report, where the Auditor General had implicated ex-Governor Arjuna Mahendran in the controversial Treasury Bond sale, which resulted in the country losing Rs. 1.6 billion. I am sure this strong arm tactics they have learnt from Eraj Fernando at Hambantota Port. Your dirty loin cloth is showing and stinking Hon. Ministers put your Sarong down for gods sake for we cannot bear this anymore.

    Arjuna Mahendren was UNP govt stooge to carry out the bond buying plan amounting to billions, to strengthen the UNP govt , preventing future collapse by buying UPFA MPs in parliament with the profit of bond scam via their proxy company perpetual treasury.
    If inland revenue dept checked the assets of all MPs & ministers of UPFA &UNP nearly ¾ will fall into their net .
    Auditor General must scrutinize all govt dept deals, including heads of retired officials assets along with Inland revenue, unfortunately these 2 depts made defunct by pulling their legs.
    Yahapalana was elected to power by these promises non materialized we learned the lesson from the resignation of bribery commissioner.
    Avant Garde is the highest profit making fraudulent illegal company connected to international Drug & arms dealers many politicians ruling & opposition are under their payroll ,we cannot expect an impartial inquiry or investigation.

          All state institutions are run by Sinhala/Buddhists.

          Whom do you want to blame for perverting the course of justice in this island? Maybe you could blame the Suddhas, Veddahs, and Buddha (Indians).

          What was the point of enforcing Sinhala only language policies and giving Buddhism a prominent place in the constitution?

          We might as well do away with the constitution and entrust Gnasara the law enforcement function of the state, Basil the state treasurer, Duminda the health ministry, ….. Mervyn the Media, …..

    Everything looks like a process of “Mega Deal Derailment”

    Initially as soon as the good governance labelled government is formed, they thought that by plundering through Central Bank Bond issuing, could strike a deal by just calling the culprits of the predecessors to FCID, CID, Bribery Commission and Presidential Commission for Inquiring Mega Financial Frauds as has been forecast (absolutely correctly) by Mahinda Amaraweera – who warned the voters not to vote for the UNP, as they would plunder more than the Government he was a part!

    For UNP “I scratch your back – you scratch my back policy” is just slipping
    For the innocent public the Mega Deal Derailment should be complete and the both sides should be on the Deck –

    The menace of deals of successive governments should be brought to an end!

    Ranil have worked out a game plan rescue his ass as well as Arjun Mahendran’s.

    He plans to submit two COPE reports to the parliament and ask the speaker to make a ruling on the two reports.

    Since the UNP has ten members in the COPE they need only two from the TNA to make a majority report. The speakers job is made easier!!!he will go with the majority report which absolves Ranil and Arjun and sacrifices some ‘small fries'(halmessas’s)

    Alosius is already off the hook as he has relinquished his responsibilities at Perpetual securities.
