What Next After The January 8th Euphoria Fizzles Out?

The post-January 8 euphoria of the winners is inevitable and predictable. The effusive triumphalism is a natural expression of embracing the electoral victory of Maithripala Sirisena. Winners, of course, are entitled to their glorious moment of triumph, however ephemeral it may be. Not even “Paki” Saravanamuttu can object to the triumphalism of the victorious forces making and sharing kiributh in the streets.

Mahinda Rajapaksa too has played his role by gracefully withdrawing from “Temple Trees”. Now he will have enough time to contemplate what went wrong under his stewardship and, more importantly, in the campaign. He has also left his Presidential office with achievements that reflects a degree of glory far greater than any other defeated or retiring incumbent.

Right now there is a great relief in the anti-Rajapaksa circles that a change has come. And this is not confined to the chattering class in Colombo. Ripples of it are felt even in Western, Indian and Chinese capitals. However, what this change means is yet to unfold. The initial test will be whether the Coalition of swans, elephants and Tigers can get along as one team to achieve the goals outlined in the Manifesto for change.

One factor that stands out clearly is that Mahinda Rajapaksa was defeated by a collective of the forces in the opposition, most of whom can be classified as failures in politics. The first impressive success they scored is in acting collectively to defeat Mahinda Rajapaksa. Only the might of the collective forces, from north to south (particularly the north), could have challenged him so decisively. Anything short of that would have been a failure. So much so that there is no opposition now. The entire opposition is in the government.

This poses two problems: 1. how to manage the contradictory forces within the “My3-pala-naya” and 2. who will fill the vacuum in the opposition?

Mahinda VThough it is cold comfort, Mahinda Rajapaksa can, at least, console himself by saying that he will no longer be responsible for post-January 8 consequences. That responsibility now lies with Maithripala Sirisena who should know that political events do not move according to plans and timetables written down on paper. Besides, the Sirisena Coalition has promised solemnly in its Manifesto, to transform the nation into “the ideal country” within six years. It is such a tall order that no one expects it to be implemented even within one’s life time, let alone six years.

Victory places on the triumphant the ineluctable moral and political duty of accepting responsibility to implement the promises given to the people. There’s no point in writing manifestos if they are meant to be a wish list posted to Santa Claus in the Never-Never land. From day one the Sirisena Coalition will have to shoulder the total responsibility for their decisions. But the most likely eventuality will be to blame Mahinda Rajapaksa for any failure to achieve the goals outlined in their Manifesto – the binding electoral contract they had with the people promising to solve the problems that Mahinda Rajapaksa couldn’t.

In other words, the problems arising from victory will, indeed, be greater than problems arising from defeat. The problems facing the new government will gather momentum after the euphoria evaporates before long. The complexities of implementing the Manifesto, leading to an “ideal country” — if that is ever possible — will weigh down heavily on the new President and his Coalition of incompatible forces that had joined temporarily to defeat Mahinda Rajapaksa.

As they settle down in the coming days to the business of governing they will realize that picking up politics from where Mahinda Rajapaksa had left off and constructing a new nation is more complex than the electoral stunts of defeating an opponent. To begin with, the very nature of the heterogeneous forces, competing with each other, are bound to generate unmanageable tensions and divisions within the Sirisena regime.

Besides, Sirisena’s electoral trains – particularly Yal Devi that went to Jaffna — arrived on January 8th carrying too many passengers loaded with too much baggage. This is somewhat ominous for the future. The bigger the promises in the baggage the lesser the chances of implementing them. President Obama is a living example of where the rhetoric of promises far exceeded his capacity to deliver them. Now he has come to the end of his term leaving America and the world it has policed in a far less secure place than his opponent, Bush.

Initially, Sirisena found that the great number of the oppositionists on his side a blessing during the election. But he will soon realize that the same motley crowd will be a burden: the greater the number of passengers on board the lesser the chances of satisfying each and every one of them. The invariable result of trying to satisfy all and sundry at the same time is to end up in satisfying nobody.

Take the case of the Tamil votes in the north. Just as much as the 2005 abstention of the Tamil vote helped Mahinda Rajapaksa to defeat Ranil Wickremesinghe the massive Tamil vote for Sirisena helped to defeat Rajapakse in 2015. The swing of Tamil votes helped, to a large extent, in determining the political outcome in both presidential elections.

That is only the visible part of the electoral defeat of Mahinda Rajapaksa. The Tamil vote should not be interpreted purely as an internal intervention to restore democracy, justice and law and order, as claimed by R. Sampanthan, the TNA leader. The international dimensions of the Tamil votes are more significant than the internal component, though both are inextricably intertwined. The international involvements constitute the hidden part of the story that is yet to be told. Dayan Jayatilleka has exposed in his latest contribution (see Colombo Telegraph — 9/1/2015) how Charles Gnanakone, old school mate of Ranil Wickremesinghe, had manipulated the opposition to destabilize the Mahinda Rajapaksa government. According Dayan’s revelations mega bucks have been thrown in to buy MPs over at the correct time. A part of the plot was also to bring in Chandrika Bandaranaike to do the dirty work. And the plot against Mahinda Rajapakse was hatched years in advance for defeating the Tamil Pol Pot, Velupillai Prabhakaran. This reveals a part of the external dimensions of the Tamil plot to dethrone Mahinda Rajapaksa.

Judging by the reaction of the Tamils on both sides of the Palk Straits this election is seen by the Tamils as a victory avenging the defeat of Velupillai Prabhakaran. Mahinda Rajapaksa defeated the Tamil Tiger terrorism at Nandikadal with bullets. The Tamils got even with him through the ballots fired by the Sinhalese. This also fit into Dayan’s narrative of using Chandrika Kumaratunga as their bait to lure Sirisena and undermine Mahinda Rajapaksa.  Tamil ecstasy came out loud and clear from the reactions of the Tamil Nadu haters of the Sinhalese. Vaiko, the general Secretary of the MDMK, was ecstatic that his bête noir, Mahinda Rajapakse was defeated. He said that it made his day. The leading Indian/Tamil mouthpiece, The Hindu, (9/1/2015) went to town highlighting the defeat of Mahinda Rajapaksa. One commentator who reveled in the defeat was Kumaravadivel Guruparam of Jaffna University (The Hindu,– 1/10/2015). He like R. Sampanthan, TNA leader, was saying that Sirisena has to pay his share for the support given by the Tamils for his victory.

All this makes it obvious that there is more to the story of how Maithripala Sirisena won than in the mere statistics released by the Elections Commissioner. The hidden hands of local and external hands will, no doubt, be revealed in dribs and drabs later. For the moment we will have to be satisfied that it has been a smooth and democratic transfer of power from one SLFP clan to another. There is, of course, no doubt that the latest shift of power from one regime to another non-violently confirms the maturity of the Sri Lankan democracy.

The vote that went against Mahinda Rajapaksa was more against his family than against his own failures, though he has to finally take responsibility for the failure to reap the harvests of the good will of his achievements. He relied on the charisma of his triumphant image to take him through the rough and tumble of times which, of course, was undermined by his own kith and kin and “indispensable friends” like Sachin Vaas Goonewardena.

Like most other leaders Mahinda Rajapaksa was a prisoner of his close family and friends. Mrs. Sirimavo Bandaranaike’s regime too lost the election mainly on the cry of the state being used as a home from home for friends and family. She faced the identical charge of “pawul balaya”. The same fate awaits Maithripala Senanayake but with a twist. The reaction against him will arise from his newly found family of political friends than from his own sins. He will have to carry their sins of omission and commission which are bound to occur after the euphoric bubble bursts, sooner or later.

Right now the winners will bask in the fizzy glory of electoral victory. Reality will dawn later – probably after the first 100 days when all the competing rivals will come out with their fangs bared to claim their share of power, perks, and privileges. The clawing will even turn bloody.

The ultimate test of Sirisena will be based on results, particularly in making his Manifesto a reality. Any pre-judgment driven by euphoria will be like handing over the Nobel Peace Prize to Obama purely on his rhetoric. As all politicians know translating manifestos into political realities is not an easy task that can be done in 100 days or even six years. Politics of governing demands, from time to time, not only deviations from promises but also taking unexpected harsh measures that contradict and undermine the promises. In this respect, it is those who invoke the higher moralities who are most likely come a cropper.

History is overcrowded with those who have failed to honour their promises than those who have fulfilled them. Right now Sirisena is inundated with the usual euphoria that comes with victory. He must be overwhelmed with the good wishes from abroad and at home. But as a Buddhist who quotes the dhamma frequently he should know that these are transient phases. Eventually he will be judged not on promises but on delivering them as promised. If he does an Obama then he should accept total responsibility for making promises he never could have achieved.

      I have met with Mr HLDM when Ms Nimalka Fernando took part in a panel discussion at Melbourne about a decade ago in a three-way conversation with Noel Nadesan and let him know that it was the Sinhala youth who took up to violence in 1971 before the Tamil youth. This was a revelation to this seasoned veteran journalist of yore. In all I may have met him 3 or 4 times and am made to surmise that his grandmother’s brainwashing in the Singhala-Budhist mahavamsa mindset when she took to him to their temple kindergartens that has made him as well as many others of the other major and minor religions to think, feel and act the way they do. Otherwise he is a nice person to talk, who admitted that there is no fun or thrill in writing without annoying people with his ages old crafty penmanship.

    Rajapaksas said lies, deceptions and all other crimes. The urban Sinhala were more aware than the rural Sinhala. However, by controlling the media and the lies, they were able to fool a good fraction of the Sinhala Buddhist masses. After all, the average IQ of Sri Lanka is 79, and that helped.

    The interesting question to ask is that suppose information was freely available, and the opposition was able hold rallies, put out cutouts and posters just like the Rajapaksas and use state resources, equally, what would have been the outcome?

    Then, the Sinhala ignorant and uninformed would have realized the deception of the Rajapaksas.

    Hold the election 60 days from today, with more information of the deceptions, Mahinda Rajapaksa will lose more.

    The Problem the Rajapaksas were facing was that the deception was becoming known, and their popularity declining. Uva Elections. So, they decided to hold early elections, when the opposition was still arguing about a Common Candidate.

    They Expected Ranil, and had posters printed.

    Got Mairiuplal Sirisena. Got completely confused.

    What Maitripala Sirisena did in 6 weeks is amazing.

      A TRIUMPH FOR DEMOCRACY
      Democracy triumphed against all odds at Thursday’s Presidential Election which saw Maithripala Sirisena as the sixth Executive President of Sri Lanka. It was a momentous event that reaffirmed

      Sri Lankan collective faith in pluralism and democracy. Despite the many rumours that circulated to the contrary, there was a smooth transfer of power from outgoing President Mahinda Rajapaksa to new President Maithripala Sirisena, a veteran in the political arena with over four decades’ experience.

      The new President as well as his Prime Minister Ranil Wickremesinghe hit the right note at the very beginning, starting with a simple swearing-in ceremony at Independence Square, the very place which symbolises the country’s freedom from tyrannical colonial rule. Simplicity and humility are the hallmarks of President Sirisena, a true son of the soil from the rice bowl of Rajarata.

      During his brief, nationally televised speech at Independence Square, the new President identified several challenges before his administration. He said that he will crusade for an economic, social and political transformation in the country as pledged in his election manifesto, adding that he is committed to build a society where freedom, democracy, people’s sovereignty and law and order reign. In short, he promised to build a new country in 100 days.

      This is indeed the need of the hour as all these cherished values had taken a beating under the Mahinda Rajapaksa regime which brazenly disregarded all norms of civilised conduct and democracy. This was most evident in the way the previous incumbent conducted his re-election bid. According to one conservative estimate, he had spent at least Rs. 250 billion on the campaign, from giant cut-outs to utterly revolting TV advertisements that ridiculed the Common Candidate.

      The State media, including this newspaper, were used in the most shameless manner to promote the previous President who was seeking an unprecedented third term, with not one inch of room given to the Common Candidate or to any of the other 17 candidates. As President Sirisena highlighted in his speech, it was his political maturity and mettle that enabled him to fearlessly withstand this barrage of mudslinging.

      It is indeed vital to restore democracy, freedom, people’s sovereignty and law and order in the shortest possible period of time. Having ended the three-decade old conflict, the previous President had a golden opportunity to become a revered leader like Nelson Mandela by bringing all communities and religious groups together and strengthening democratic institutions. However, he eschewed this path and chose to tread in the opposite direction by steadily undermining and weakening all democratic structures and sowing ethnic and religious discord for short-term gain.

      As John Acton said years ago, “Power corrupts and absolute power corrupts absolutely”. Mahinda Rajapaksa embodied this perfectly through the passing of the draconian 18th Amendment which removed Presidential term limits and repealed all the independent commissions appointed through the 17th Amendment. He spent government funds lavishly on fruitless projects, most of which were named after himself. Even the opening ceremonies of these projects cost millions of rupees. The intimidation of independent media and human rights groups and the tacit approval given to extremist organisations such as the Bodu Bala Sena were other factors that led to his downfall. His close and extended family was given a free rein to ride roughshod over the populace and engage in acts of massive corruption.

      As the Presidential Elections showed so decisively and clearly, the people had flatly rejected these anti-democratic measures. The voters rejected communalism, nepotism, corruption, injustice and authoritarianism. The people have rightly demanded a country free from these despicable acts.

      In line with its promise of good governance through the Maithri Palanaya (Compassionate Rule), the Maithripala Sirisena administration should, among other things, take steps to Amend the Executive Presidency to prevent the concentration of unlimited power on one individual; Repeal the 18th Amendment and bring back the 17th Amendment and its independent institutions; Reinstate Chief Justice Shiranee Bandaranayake; Restore the rank, medal and pension of war hero General Sarath Fonseka; restore law and order; establish a suitable mechanism to probe the mega deals of the previous administration and bring back any monies stashed abroad by corrupt individuals; check waste and corruption; appoint competent persons to head all Government institutions; restore complete media freedom; eliminate drug abuse; reduce the Cost of Living and fuel prices and depoliticise the judiciary, police, administrative service and the foreign service.

      The latter is especially important because Sri Lanka has been isolated internationally. The only countries which were friendly with Sri Lanka had equally despotic regimes. Sri Lanka’s relationship with the West, which accounts for over 75 percent of exports, has been strained to the breaking point. No measures were taken to improve our age-old ties with neighbouring India. A professional foreign service is sorely needed to address these concerns in a backdrop where Sri Lanka faces increased international scrutiny over its human rights record, especially in relation to the conflict. Engagement, not confrontation, is the way to deal with the international community.

      This brings us to the very crux of the matter – the ethnic conflict. The Rajapaksa regime thrived on fanning the flames of ethnic discord and even five years after winning the war, beat the war drum to win votes while mollycoddling the remaining top Tiger leaders.

      Ethnic and religious disharmony is simply not permissible in a civilised, multi-ethnic society. The past, they say is a different country and whilst not forgetting the enormous sacrifices by the Security Forces and the civilian population to end the war, we as a nation must move forward as one, forgetting all divisions. Many have asked as to how the TNA and the JHU, with their seemingly divergent

      views, could co-exist in a coalition. This is precisely the type of understanding we need at this hour. Hopefully, this should lead to a dialogue between parties on both sides of the divide and heal the wounds of war.

      President Maithripala Sirisena has also reiterated that he would never permit the division of the country. Contrary to the propaganda of the Rajapaksa camp, it is indeed unthinkable that President Sirisena, himself a target of the LTTE on at least six occasions, General Fonseka (who almost lost his life in a LTTE suicide attack), former President Chandrika Bandaranaike Kumaratunga (who lost an eye in an LTTE attack), JHU leaders who were in the forefront in the Mavil Aru incident and other progressive leaders in the NDF, would never permit the country’s division. The TNA itself has pledged before the courts that it does not stand for separatism.

      The new administration has also promised to implement all viable recommendations of the Lessons Learnt and Reconciliation Commission (LLRC) which should address most concerns relating to the National Question. The new administration should also initiate a dialogue with sections of the Tamil diaspora which are inimical to the LTTE cause and get their services for the Motherland.

      The way forward is through political and social unity. The people have unequivocally reposed their utmost confidence in President Maithripala Sirisena, Prime Minister Ranil Wickremesinghe and the other leaders of the NDF alliance to usher in a new political culture and a new era of peace, reconciliation, prosperity and equality in a newly resurgent Sri Lanka.

    Maithripala Sirisena won because more than 50% of the people did not like the way Mahibnda Rajapakse governed the country. If Mahinda Rajapakse governed the country right, why did so many people ran away just after the election night ?
    IF Mahinda Rajapakse ruled it correct, and if he was confidant about that why did not answer those allegations, accusations during the election ?. Mahinda Rajapakse did not want even to come to a TV-debate. How come that good president did not want to face any questions from his former close-political ally ?

    Mahinda Rajapakse showed that he was a street thug and he governed Sri Lanka the way the street thug would govern the street corner. He loss it. His henchmen are crying and they cannot move on. His henchmen preach and they are not for the country and they for they themselves. All the preachings are just excuses.

    Maithripala Sirisena won because more than 50% of the people did not like the way Mahibnda Rajapakse governed the country. If Mahinda Rajapakse governed the country right, why did so many people ran away just after the election night ?
    IF Mahinda Rajapakse ruled it correct, and if he was confidant about that why did not answer those allegations, accusations during the election ?. Mahinda Rajapakse did not want even to come to a TV-debate. How come that good president did not want to face any questions from his former close-political ally ?

    Mahinda Rajapakse showed that he was a street thug and he governed Sri Lanka the way the street thug would govern the street corner. He lost it. His henchmen are crying and they cannot move on.     HLDM starts off telling us that the “…the euphoria of the winners is …… predictable”. And so is the manner of his writing. He stays true to form. It seems he cannot help himself but must have a dig at “Paki” Saravanamuttu, a pet target of his acerbic pen. I am surprised he did not have something to say about Randika Coomarasamy another of his “targets”and make some puerile comment about her “pottu”. It really is sad to see him rant and rave in the way he does.

    He would have us believe that the vote was more against MR’s “family than against his own failures”. Garbage! MR was the one who was up for election, not his family. The vote was against MR and his record and that of course included the manner in which he allowed his family to run riot. So, HLDM will have us forget how MR treated Sarath Fonseka. He will have us overlook the injustice he visited on Shirani Bandaranayake. Who has to take responsibility for all that?

    And if MR had “indispensable friends” like Sachin Vaas Goonewardena, who has to take the blame for that? If as they say one is judged by the company one keeps, what are we to make of the company MR chose to keep? HLDM knows the answer only too well.

    Isn’t it painful to see how HLDM – like Dayan and Rajiva – tries to make out that MR was one ‘honda miniha’ who sadly ‘fell among thieves’ and cannot be blamed for the sins of his administration? You can tell that to the Marines! MR did more than preside over a corrupt, despotic, venal and self serving outfit – he was very much a part and parcel of it and – let’s not forget – a beneficiary of his rule.

    Of course, the new President has his work cut out for him. He has, among other things, to take care of the mess that MR has left behind including the repayment of loans for such white elephants like the Mattala airport and the Hambantota Cricket stadium. Mr Sirisena has not been bequeathed a rich and unfettered legacy but more of a poisoned chalice. He heads an unwieldy coalition and has to tread warily and wisely but there is no doubt that the country will be behind him. The SL electorate is a mature electorate. The SLs are reasonable people. They won’t expect miracles of the new President, they will be prepared to give him the time and the space needed to bring about change. They will be tolerant, and after the excesses of the Rajapakse regime, they will be prepared to go that extra mile.
