Who Will Rule? A Question From An Undecided Voter

Like the majority of my fellow citizens I am an undecided voter. My father Mervyn de Silva used to characterize me slightly critically, as “a Romantic”, and the romantic in me would like to vote for change. But right now, I cannot make that decision because the Realist in me raises a fundamental question: “who rules?” Or rather, who would rule, if Mr. Sirisena wins? Sadly, the answer to that question is not “Mr. Sirisena, would, of course”. That is because Mr. Sirisena has told us categorically that he would abolish the executive presidency within one hundred days. He has also told us that he would appoint Mr. Ranil Wickremesinghe as Prime Minister, when he could have said instead that the Prime Ministership would be given to the UNP (the party, not the person). In addition, as Maithripala’s media conference and more tellingly his homage at the Bandaranaike Samadhi tells us, President Chandrika Bandaranaike Kumaratunga would be a key player in the bloc that succeeds Mahinda Rajapaksa.

So the question—and it is the most basic question of politics— remains: who will rule? We know who will not rule, namely Mr. Mahinda Rajapaksa. Is that good enough? Is that enough to make a decision to vote for Maithripala? Not for me, and I daresay, not for the majority of our citizens. That may have been enough if the President were quite as unpopular as President Jayewardene in his last few years in office. But that is not the case with Mahinda. Furthermore, even in the case of JRJ, the voter was fastidious about whom we would replace him with—Sirima Bandaranaike or Ranasinghe Premadasa? In short, would we go back to the bad old days of ’70-’77, or forward to a socially fairer future?

If Maithripala Sirisena steps down after abolishing the presidency in a hundred days or whenever, who would lead this country and how would that person be chosen? Under the executive presidency power resides in the hands of the institution occupied by the individual who has won a majority of the votes of the citizens of this island taken as a single whole. After the abolition of the presidency that would not be the case. If executive power has been transferred to the Prime Minister, then the country would be led by someone who has not been elected by the majority of our citizens but by those of a single electoral unit, a district—which is a far more narrowly restricted base. Is that what we want? Certainly I do not.

If the choice is between the Presidency as it is, and a reformed Presidency which is less centralized and top-heavy, I would certainly opt for the reformed version. If however the choice is between the existing presidency and no executive presidency at all and an executive Prime Ministership instead, I would reluctantly take my chances with the status quo.

That is a rather abstract choice, but there is a far more concrete one to be made. If we vote in Mr. Sirisena and he is no longer the occupant of the office we voted him into because he has abolished it, and instead Mr. Ranil Wickremesinghe is the Prime Minister with executive powers (as they proclaim on the UNP platform), then the closest approximation of an answer to the question ‘who will rule?’ becomes clear: the PM, to wit, Mr. Ranil Wickremesinghe. Mr. Sirisena has already sought permission to address him as “Sir”. Obviously no leader of a country will address Mr. Wickremesinghe as “Sir” if he hopes to remain the leader de jure of the country. It is also obvious that Mr. Wivckremsinghe is and will be in an alliance with Ms. Chandrika Bandaranaike Kumaratunga, whom Mr. Sirisena calls “Madam”.

So it will no longer be Mahinda Rajapaksa, who as a President elected by our votes does not and will not call Ranil “Sir” and Chandrika “Madam”, who will rule us. Rather, after Mr. Sirisena has done his job as “an interim President” as Mano Ganeshan has accurately termed it, it is “Sir” and “Madam” who will jointly rule this country, as they so splendidly did from 1994 to 2005. Is that really the change we want? Is that the change we seek and deserve? Pardon me if I have second thoughts.

Change is needed. Iran needed a moderate nationalist in the form of Dr. Hassan Rouhani, to re-set relations with the West. He beat the nominee of the hawkish populist, Mr. Ahmadinejad. But what if Dr. Rouhani had pledged to step down in a hundred days and bring back the Shah or a member of the deposed pro-Western monarchy? Mr. Sirisena’s pledge to abolish the Presidency while making Ranil the PM, and worse still the written pledge reported in the Sunday Times to the effect that he will hand over executive powers to Ranil within 24 hours, smacks of a restorationist project to bring back the ancien regime of Chandrika-Ranil. Churchill was defeated by Attlee. What if Attlee has promised to bring back Neville Chamberlain and step down from office upon election?

Much as I would like to believe otherwise and unless I am convinced to the contrary by what Mr. Sirisena might do by or on Nomination Day, my lucid Realism overcomes my Romanticism and tells me that the real choice here is not Maithripala versus Mahinda, but precisely the following: “do we prefer Ranil and Chandrika to Mahinda (with his clan)?” I must confess that I for one am not convinced that the former combination is the more desirable. Nor do I think that the majority of voters will opt for that duo, any more than the majority of Russian voters (who are provincial and patriotic) would have opted for the return of a combination of Yeltsin plus Gorbachev, over Putin.

I am inclined under the current circumstances, to prefer the ‘containment’ of the Mahinda Rajapaksa presidency, to his electoral overthrow. Therefore, unless the Opposition discourse, agenda and trajectory are dramatically re-set, I shall content myself with wishing Mr. Sirisena good luck, hoping he gives Mahinda a real run for his money, and simply staying home. As would  appear to be the case with the JVP, my hopes for change are probably best transferred to the parliamentary election.

    Surely the nation deserves much, much better than the current situation, yes ?

        Everyone knows that the common candidate of the opposition would win,” said the former minister.

            Dayan’s question “who will rule” is a false question to mislead people.

            The short answer to Dayan’s false question is: It is indeed BEST if there is a group of powerful leaders to COLLABORATE and lead the country through the TRANSITION form MILITARY DICTATORSHIP to Democracy.

            Dayan’s question pretends that these elections are “business as usual” when in fact they are ILLEGAL ELECTIONS to cement a family dictatorship that places democracy and country in grave danger from South Asian Gaddhafis – the Mahinda Jarapassa family.

            DJ’s question also misleads and shows his true bias towards AUTHORITARIANISM and MACHO ALFA MALE posturing rather than collaboration and democratic power sharing; that is the idea that only a single individual governs when in fact, in ALL DEMOCRACIES it is a group, a cabinet, and multiple political parties that governs in GOOD DEMOCRACIES.
            Democracies run on solid INSTITUTIONS not INDIVIDUALS. It is dictatorships that run on single CORRUPT individuals like Jarapassa.

            Dayan’s non question starts with the premise that a single individual – a DICTATOR – should be the norm, when in fact in democracies there need to be STRONG INSTITUTIONS and multiple individuals (Cabinet) to lead a country. Of course in Sri Lanka Jarapassa has distorted and destroyed all institutions.

            Dayan’s non-question shows his proclivity to dictatorship and fondness for Mahinda Jarapassa. That is why there is no mention here of the damage done by Jarapassa to all institutions that provide CHECKS AND BALANCES on dictatorship.

            It is never a single individual that rules in a DEMOCRACY – but a group of individuals who constitute a cabinet. Today that Group consists of a corrupt and criminal family of Mahinda Rajapaksa and his brothers and sons and in laws and extended family.

            Finally, ANYONE, especially a group of strong and experienced people like Maithripala Sirirsena, CBK and Ranil would be better than Mahinda Jarapassa and his corrupt and criminal family to govern. Sri Lanka needs a NATIONAL GOVERNMENT which means COLLABORATION rather than DICTATORSHIP.
            In fact having Sisisena, Ranil and CBK together would provide checks and balances on the excessive concentration of power and would be health of the country.

        readers who have followed his earlier diatribes may know , how wrong this so called P.hD qualified political scientist have been , he was of the view that , India controls the UN on SL matters and all the countries look for India’s guidance when it comes to resolutions against SL , contrary to his outdated theories , USA single handedly outmaneuvered India and successfully brought 3 resolutions against the regime , next blunder ,DJ jumped the gun and declared there was no mention of an international investigation on SL in 2014 resolution , but every one else (just average joes ) saw the exact opposite.this is the quality of advice our super duper “i know every thing” gives to his boss day in day out , no wonder why DJ was shown the door by MR !!

          Never take south block for granted. They ran that rescue operation of Bangladesh when America and China were at odds with them with a space of 8 days before 7th fleet could arrive.

          He is right to some extent because Hindia has always wanted Lanka and it is the Sihala Buddhist State of Hindia.
          Powell botched the cavity check issue and she was made to resign. The post was vacant for 6 months and now Obama has recalled legal eagle Richard Rahul Verma and placed him as Ambassador.
          Hindia will do what it knows best – the rope trick of amending the resolution and voting for the resolution.

          May be the new prince at the helm of UNHCR would brush Hindian from that attempt.
          I think it all depends on how BBS behaves. Lets wait and see.

      On 8th September, 2010 Anura Dissanayaka of the JVP said in Parliament that even Mr. Basil Rajapaksa would be ill-treated due to the 18th amendment adopted to get more power for the executive President.

      He said serious crises would develop in the government in 2014 and it would politically harm not only Ministers such as John Seneviratna, Maithripala Sirisena, Nimal Siripala de Silva, Rajitha Senaratna but also their children.

      DJ Stop spinning because if you were romantic then you had the opportunity at Paris the romantic city of the world but you never learnt French. The romance comes with the bread and wine and exchange of ideas in French language anywhere in France or Montreal the city that looks like New York.

    Its the voters who will rule. We do not want an authoritarian or dictator to rule Sri Lanka. We want the voters to rule, the power is with the voters. It does not matter if they choose Ranil, Chandrika, Maithripala or even stupid Dayan Jayatilleke.

      Will not the new arrangements promote CBK as the non-executive President whilst MS
      takes up Deputy P.M. – all this not necessarily by Voters, but by the one voted to
      do so within 100 days – a part of abolishing the incumbents family rule.

    Nope, sorry. You can’t in one place assert that the EP has made Parliament irrelevant, and then say that you think only Parliamentary elections are the only way to really get anything genuine done.

    What ever is promised by the MS camp is a promise that I believe and it is what I want and I would rather bet my chances on those promises in comparison to what is obviously wrong with the status quo, which is NOT what I want. At the end of the day, a lack of leadership is better than a bad one. In this case a very bad one. Would you rather have a pimp who beats the heck out of you and robbing you of the pittance you got from the street? Anything sounds better than that, even not having a pimp at all or pimps who beat each other up instead of you.

    1994 – 2005 era seems not so bad if you take away the LTTE off the equation. The average citizen including minorities lived in peace during that era, the judiciary still appeared to be fair and Chandrika did not tolerate racism let alone use it as a dirty tool of leverage. There was not a Gestapo or a Hitler robbing the nation in the open. Not to mention the aground work for LTTEs demise began during this period. e.g. Kadirgamar et al. In contrast, today’s rulers have lost the plot when they say things like;

    “Disaster Management Minister Mahinda Amaraweera yesterday said voters must not topple this government as chances are minimum for corruption among UPFA members as they may have amassed ill lucre enough by now and if the UNP came to power, they would start afresh to make a killing.”

    This is very clearly the kind of disaster that needs to be managed and managed soon. Are you kidding me Dayan? have they got you by the piles too ? You’re starting to sound like the Minister for Disaster Management.

    This country is a gifted country one can only dream of taking population for a good ride but it will not last for ever. Disregarding who comes to power if they fail to be just they will be scraped off from power by peoples power. Look like you decided already it’s not ethical to lie and mislead general mass. Let’s be honest and upright country deserve prominence over portfolio, special treatment, wealth etc. Thank you.

    According to Ven. Rathana Thero, the common candidacy will not leave Ranil as the executive PM, but rather MS as the executive president, & Ranil the PM of a coalition government for 100 days, which would ensure concerns of all parties are addressed when amending the constitution. Afterwards concurrent to implementing the amendment the parliment will be dissolved going for fresh elections where all parties can contest in a much fairer election & truly appoint the peoples representatives to power. The ones with the highest seats will decide the new prime-minister & not Ranil,MS or MR.

    DJ is intelligent enough to understand that Ranil will be an interim Prime Minister until the parliamentary election is called immediately after the constitutional changes are approved by both parliament and referendum. Chandrika will have no role in the administration of the country after the Presidential election is over.

    If DJ wants to vote for the continuity of MR rule it is his choice but the common man will be wiser than him. He will vote for a change, democratic constitution, rule of law and removal of familial rule.

    Thank you DJ for admitting for whom you will vote. If MR ever wins this election he will remember you.

    DJ’s maithiri Prof Ra jeeva has been repeating again and again or umpteenth time that MaRa is a good man but he is possesd by devils sorounding him and the regime is in a rut and can not move forward or something to that effect.

    Two terms have been given to the known Devil. What was the progress made in the shortened 2nd term.? Why can’t the known Devil continue with the balance 2 years of the 2nd term ?

    Who knows given a chance Polonaruwa / Miner iya Samba may out perform the Madamulna Goigama Korakan and metamorphism into a national gem adored by all citizens in a united Sri Lanka.

    Go to MARA ‘ s rallies and Maithiri ‘ s rallies and raise your questions and clear your doubts.
    Hope SA TA NA does not block your interactions with the candidates or the ordinary people at those meetings.

    Anyone else but MR, his family, his acolytes and those in the BBS, Ravana Balaya and similar set ups. The others could do no worse than MR and the others listed. A minister has claimed today that the have robbed enough and do not need anymore! MR has files on everyone or as Puswedilla has said on stage, one file to fit all.

    We are concerned about who will rule us after 08/01/2015 and not the person who will continue to misrule us. Do you think MR has reached the super-saturation point in mis governance , like his minister claims they have in robbing?

    We need a Vibhishana to rule us , rather than Ravana, though both were Rakshasas ( & brothers)!

DJ can read his many articles he churns out at random and this might jog his memory and help him decide whom to vote.Plese do not involve the fellow citizens in your manipulations for we have made the decision as reflected by the number of politicians from various parties crossing over to the opposition.I respecllfully suggest that you can stand with MR like the boy who stood on the burning deck and your Pal Rajiva will wave at you when he passes by.

    It seems that readers of DJ’s articles understand his arguments. But, they do not counter them, instead sling mud and call names. By reading their postings, I see many of them are so frustrated and unable to handle the bitter truth.

      You are right.DJ is a person who doesn’t play to the gallery. When MR was popular he was insisting on the implementation of 13th Amendment. Now he knows very well that the tide is with the common candidate. So he is teasing the opposition membership by exposing the irrational methodology behind their move.

      DJ you are welcome to write more and we will prove you wrong this time around.

    DJ Has a special assignment to support MR and also
    follows Sirasa/MTV campaign against Ranil and promoting Sajith.

    Ranil may be not a charismatic leader but has a good understanding of the politics and has well strategiesed to face MR. Probably DJ is jobless but believes he knows everything.

    Dr Dayan seems to have a point. You can harangue about what the point is anyway if both RW and MS want to get rid of MR. But why would ANYONE vote for a candidate who’ll step down after a hundred days / 24 hours? I don’t know about you, but that seems pointless. To me. Why can’t MS win the ballot, abolish the EP, and then hold fresh elections? Wouldn’t that make more sense? And be more democratic?
