Wigneswaran Slams Government Over 65,000 House Project

Northern Province Chief Minister C. V. Wigneswaran has slammed the Sri Lanka government for keeping him in the dark over the programme to build 65,000 houses in the North and East provinces.

Speaking to the Hindu, Wigneswaran expressed his frustration for being completely kept in the lurch and for the government’s failure to discuss matters pertaining to the construction of the houses.

“The dominating, domineering and hegemonic attitude on the part of the government is irking us. It is not to our benefit… It may have some benefits for the government because the government may be making use of our trials and tribulations, all the problems that we have undergone; all the suffering that we have undergone, the poverty that we are undergoing, they may be making use of us to get benefits from abroad. To what extent it is our beneficial to us in the long run is to be seen,” Wigneswaran said.

He emphasized that the government should have discussed the matter with him and other representatives of the Northern Province, instead of taking decisions in a manner where he and other people’s representatives in the North were kept in the dark. “No discussions were held,” he said.

Wigneswaran also added that the cost per house seemed extremely high, whereas he believes that for the cost of Rs. 21 million, they could build two to three houses. “Instead of 65,000, we can make 130,000 houses,” he added.

The government reportedly has awarded the contract to build the 65,000 houses to ArcelorMittal – an international company run by Indian steel magnate Lakshmi Mittal, despite opposition by the Northern Chief Minister and the Tamil National Alliance due to the high cost quoted for each house.

    If CM Wigneswaran’s complaint is correct, it is just but right that
    the govt.should have discussed matters with the CM, as he knows who and who deserves those houses and what models the people would have preferred, taking ventilation and other local factors into conside-
    ration.It is true beggers are no choosers but there are certain
    Hindu rituals that have to be followed when building a house in N/E.
    They should have involved some elders in the discussions as house
    building is not an easy task in N/E. which is humid. For example ,
    people who build houses in N/E will place the main door facing East, where the sun rises and well and kitchen are placed at different angles, according to their horoscopes. Some curse their houses if bad things happen in the family. This is only an example to express the thinking of the villagers but there is nothing wrong in consulting the people,for a common plan acceptable to them as they are the people going to live in and will Laksmi Mittal know from which side the
    “Cholam Kattu”(seasonal breeze) blows across the NP. More over the govt.is contemplating to give more powers to PCs in the new consti-
    tution but in this case, his people and land are involved and the CM.NP is ignored in such a large development programme in the North. It’s clear here that the old plan where the center controls everything will remain and provinces are there for name sake. This is a good example of whats to come.

Why couldn’t India asked Amirthalingam to take over North East Provincial Administration instead of giving to Vartharaja Perumal?

          Master-slave consultations have continued ever since, except for the short spell when the TNA (then TULF) was tempted to back the LTTE for a fistful of parliamentary seats.

    According to reports there have been three times as many applications for the 65,000 housing units!

    An effete NPC that has not done what it was expected to do and has returned much of the money allocated by the Centre unused, calling for consultations on this housing project! What was the responses of CVW to the resolution passed against his ministers by the NPC? What has the NPC done of relevance to the people in the North, other than pass resolutions?

    The NPC should tell us what the current situation is with the Chunnakam well water issue? It should tell us what its stance is on the Jaffna River Project. it should tell us what it is doing about improving the education and agricultural sectors, vested in it. Instead of doing what it has to do, it is trying to put spokes in what the Centre has come forward to do. There is more expertise at the Centre than in the north on such a housing project. None of the Tamil politicians have complained about the poor quality of houses built by India. The NPC and its Chief Minister are an indictment on Tamil intelligence.

    Everything is publicity seeking cheep politics with this Chief Minister. What happened to his Tamil Makkal Peravai? It seems have been a damp squib!

Nobody opposes houses being built but not ovens. What the right thinking people of the north are saying is- build the houses according to the prevailing environment and at a price which could stretch the number of houses further.

    I’ve heard it said that these “Jerry-built” houses aren’t worth the money being charged. With the War over, we’ve got think in the long term.

    Clearly, it would be much better to organise mason and carpentry training for Tamil youth, and get THEM to build houses using common sense.

    Don’t blame Maithri and Ranil for all this. There’ll be shrewd “Marketing” experts who would have made a fortune out of all this. But, of course, those whom we have elected as leaders (the North cleanly elected Viggie many years ago – but has he lost support by now? How can I know?); those leaders must not only be honest themselves but have their ears to the ground in case they are being taken for rides.

    It is absolutely necessary to understand that there are THREE major communities in this land, and that we have to ensure that the fairly decent (none of is perfect), ensure that we ensure a better future for our people.

    But beware! Prices are rising – inevitable that was. The CoL index will be exploited by the Jarapaksas. We’d better stop squabbling among ourselves.

      These are not jerry-built houses. They are factory built prefabricated houses that are assembled on site. They use insulated sandwich panels and are climate friendly. With my experience in Saudi Arabia, I can venture to say that they are very durable and climate friendly. Further, it has been said that they come with a thirty year warranty.

      Because they are factory built they are also cost effective in terms of quantity, quality , technology and facilities provided.

      This housing issue is being politicized as is the habit now. If you had seen the houses built by India in Itakachchi, at the construction stage, you would have been shocked!

        The prefab housing in Saudi Arabia is air-conditioned. (I was there myself ). They turned into ovens if the power failed. The insulation made it worse.I don’t think the local ones have a/c.
        In our climate, we must have natural ventilation (such as clay tiles and large windows)) to keep the heat down.

          I have been to the most expensive residential building in UAE in the 90’s and the day the lights went off it became an oven quickly so I just went down to the pool below.- they cant do without energy Lanka problem.

          housing is mafia art- very dangerous so professionals away.

          its important to see it as a total concept start with infrastructure and then the homes, work places. etc.

              I am not from the north and as a kid I enjoyed the beautiful flowers of bandarawela we traveled a lot.I have seen self help homes etc through out this world and also mass produced.
              Don’t go away just observe and i am not thomian to despise you
              what is going on is not technical because its all there- corruption, and finally no homes but under trees.

          There are plenty of large Windows in these units. Further, they are better insulation than the concrete blocks used to build houses in Sri Lanka. I have also noticed that mud brick built houses are cooler than concrete block built houses. The houses with insulated panels should be yet better. Since the war ended the soldiers and officers stationed in the north and east are living in such housing imported from China. The do not have air conditioning. They only have fans. The new houses meant for the displaced are also equipped with fans. Further, we do not have temperatures here, as high as in Saudi Arabia.

              A fan installed means design failure and is same as one way traffic.
              A Jaffna home generally had a central courtyard and a veranda in front – no fans.
              Lanka has irregular electricity supply and rising cost for same.
              How do you achieve this when money is tight?
              Align the house in the direction of the wind (bearing in mind the seasons) to achieve it and add a few pergolas to make it pleasant.
              From what I have seen elsewhere it has been achieved by aligning the homes at 60/30 degrees and staggered rows for middle income apartments.
              New materials alone don’t offer this but just reduce the cost.
              You have to plan fully before you leap because the final cost will be the same as prevailing cost/square ft rate.
              Prefab means heavy equipment movement etc,
              This is from what i have seen and touched.
              Insulation as advertised in the market is usually lab tested but does not necessarily work the same universally but set conditions.
              House is the simplest thing and very personal.

    I think there is some kind of caste thing going on. Wiggy do not want other caste fellows to get better housing.

    This houses paid by grants from French and Belgium govt (could be soft loan). Also people have opportunity to extend them with traditional build if they wish. I don’t understand mindset of Lankan people. This houses are 1000 times better than small huts some of the people currently live in.

    The unit price is Rs.2.1 Million and not Rs.21 Million!
    With Rs.21M Sumane could buy a 1500sq.ft apartment in Colpetty-Colombo-3!

    The Chief Minister NPC has two serious objections. The fist on “being kept in the dark”. The NPC keeps the people of the North in the dark about many mattes including oil contamination of well water in Chunnakam, besides other dubious happenings in the NPC.
    The second is more valid. But the core issue is whether the people concerned have a say in the type of housing that they need. Neither government nor the lending agency dictating terms about the kind of housing to be provided nor the NPC nor the Chief Minister care two hoots for what the victims of war need.

    By the way, is the dispute really about the cut that various people hope to receive?

    Incidentally, the main beneficiary at present is to be the Indian steel mogul Mittal with bases in France, UK and elsewhere.

    In N-E the salty weather will not allow the metal houses last long. and in 10 yrs time metal waste will be a problem and hazard. the fridges with metal case do not last longer in this areas.

    In Sri Lanka, houses are/were kept cool by allowing warm air inside to flow out through the roof – this happens in houses having thatched roofs of woven coconut leaves, as this is porous.
    Most of low income citizens lived in thatched roofed houses, and some still do.
    Later came tiled roofs – curved and flat tiles locally manufactured – without ceilings which too allowed escape of warm air, and hence the interiors were cool.
    Later came roofs of asbestos which kept all warm air inside, and the only source of cool air were windows, but this was not very effective & as a result, asbestos roofed houses were warm, even hot, in the dry season.
    There were a few with ‘raised roof ventilation’ – the top middle part of the roof was higher than the rest, allowing escape of warm air. These houses were cool.

    It is not clear whether the houses planned by the government were planned with adequate circulation of air – by the contractor given the job.

    How was ArcelorMittal chosen – were there international advertisements for tenders?
    Were plans submitted, by firms, examined by Lankan Construction Engineers?

    As the Chief Minister says, the cost of the planned houses is prohibitive.

    The question is, were the people who are supposed to live in these houses for the rest of their life time and the NP council experts on housing consulted as to what form of houses will suit them, specially in humid N/E. In my opinion, tiled houses would suit the climatic conditions but it is not for us to tell the authorities and they should get it from the horse’s mouth by consulting the elders of the
    area. It looks like Mr. Laksmi Mittal, based in UK and a businessman dealing in steel, internationally is for the 1st time entering construction business and wants to try out new building material by adopting a trial and error method at the expense of N/E people.

    Tamils will be failing in their duty if they fail to thank the Indian
    Govt. for their kind gesture in providing 65000 houses free of charge
    but India should ensure that people who occupy the houses, live inside the house and not live outside the house.
    People slam Mr. Wigneswaran saying he is the only CM, who challenges Govt actions but people should understand that it is only N/E provinces
    are underdeveloped and more talking with the govt. is required.

      Green was unfortunately politicised in Europe and most folk who started it feel sad.
      No one can tell you how to live because it’s personal. I am not asking you to live as clean as the Japanese (detailers) because it is hard but that is a bench mark I try to achieve without a Japanese wife. There is nothing Buddha but there is Zen.

    I had posted earlier on these columns the Housing Programme that was implemented by Govt:since 1979-Premadasa era.
    The debate should centre around whether these 65,000 houses should be on the basis of a]Donor Driven or b] Home-owner Driven.
    The Tsunami Houses had a mix of both.
    I would suggest that demonstration projects be undertaken 5 houses of the [a] type and 5 houses of the[b] type and leave it to the beneficiaries to decide.
    It would be of-course cheaper on the [b]type;But it can take several months,and the houses will be only perhaps habitable but not fully completed.
    Given the context of the ground situation in Jaffna to me I SEE THE [A] TYPE as the most appropriate.
    Perhaps those who take the final decision may well not look at the gift horse in the mouth!

    “Thankless” CM Justice Wigneswaran has conveniently forgotten that it was his God Fathers the Tigers who brought the suffering and tribulations to the Tamils in the North and the East. Its not the Yahapalana Government. Since Maithri-Ranil Government tookover, step by step there has been benefits given to the Tamils in the NOrth and the East. This Thankless Wigneswaran is not recognizing it because he is sucking up to the Tiger remnants and to Vasudeva Nanayakkara – Wigna’s daughter’s father in law who is trying to bring Mahinda back. May be Mahinda has paid him!
