WikiLeaks: MR Did Not Complete His Advanced Level

“JUST A COUNTRY LAWYER”

By Colombo Telegraph –

“He did not complete his Advanced Level (“A levels”) education, instead leaving his job as a clerk at the library at Sri Jayawarendapura University in the Colombo suburbs in 1970 to run for his late father’s seat representing his native Hambantota in Parliament.” the US Embassy Colombo informed Washington.

The Colombo Telegraph found the related leaked cable from the WikiLeak database. The cable is classified as “CONFIDENTIAL”  details biographic details on Sri Lanka’s fifth President  Percy Mahendra Rajapakse. The cable was written on November 21, 2005 by the US Ambassador to Colombo Jeffrey J. Lunstead.

Under the subheading “JUST A COUNTRY LAWYER” Ambassador Lunstead wrote “ Percy Mahinda Rajapakse was born on November 18, 1945 in Verukatiya, Hambantota District, the third of SLFP founder-member D.A. Rajapakse’s eight children. (An older brother Chamal is also an SLFP MP, while two younger brothers, Godabhaya and Basil, had been living in the U.S. but returned to help with their brother’s campaign for the presidency.) He was educated at Richmond College in the southern district of Galle (where his father reportedly had to engage a Sinhala tutor to boost his son’s proficiency in his native tongue), as well as Nalanda College and Thurstan College in Colombo. He did not complete his Advanced Level (“A levels”) education, instead leaving his job as a clerk at the library at Sri Jayawarendapura University in the Colombo suburbs in 1970 to run for his late father’s seat representing his native Hambantota in Parliament. When he won at the age of 24, he became the youngest MP in Sri Lanka’s history to enter Parliament–a record that still stands. Taking advantage of a decision by the then-Justice Minister to allow MPs to enter law school–whether or not they had the necessary educational qualifications–Rajapakse graduated from Sri Lanka Law College in 1974.”

Below we give the relevant part of the confidential cable;

C O N F I D E N T I A L SECTION 01 OF 04 COLOMBO 001981

E.O. 12958: DECL: 11/20/2015

SUBJECT: SRI LANKA: BIOGRAPHIC INFORMATION ON PRESIDENT
MAHINDA RAJAPAKSE

-----------------
MEET THE NEW BOSS
------------------

1. (SBU) Percy Mahendra (aka "Mahinda") Rajapakse was sworn
in as Sri Lanka's fifth President on November 18, 2005--his
60th birthday. Like his predecessor and rival Chandrika
Bandaranaike Kumaratunga, Rajapakse has the Sri Lanka Freedom
Party (SLFP) in his blood, with his father, D.A. Rajapakse,
joining Chandrika's father S.W.R.D. Bandaranaike to form the
SLFP in 1951, and an uncle serving as a Cabinet Minister in
the 1970 government of Sirimavo Bandaranaike, Chandrika's
mother. With his sterling SLFP credentials and with a
brother and cousin also involved in politics--and with three
young sons possibly contemplating political careers as
well--Rajapakse is widely considered to represent the only
real challenge to the Bandaranaike family's dynastic grip on
the party. The left-of-center economic policies endorsed in
his campaign manifesto, as well as the quasi-nationalist
sentiment in his anti-federalist stand on the peace process
(Ref A), may reflect a conscious effort by Rajapakse to move
the party away from the centrist positions espoused by
Kumaratunga over her 11 years as president and back toward
its original Sinhalese socialist roots. Rajapakse has a
reputation for astutely outflanking domestic political
rivals--his longevity within the corrosively internecine SLFP
bears indirect testimony to this talent--but his experience
on the international stage is limited. Although clearly
indebted to the Janatha Vimukthi Peramuna (JVP) for his
narrow victory at the November 17 presidential polls,
Rajapakse will likely try to limit the former Marxists'
influence in his administration. How successful he is in
doing so will be one of the most important tests of his
legendary political savvy.

---------------------
SOUTHERN STRENGTH:
ALL POLITICS IS LOCAL
----------------------

2. (SBU) Hailing from a politically prominent family from
the southeastern district of Hambantota, Rajapakse is the
first Sri Lankan president not from Colombo or its environs.
(Late President Ranasinghe Premadasa's family is from the
south, but he himself grew up in and was elected from
Colombo.) Rajapakse identifies strongly with his rural
southern Buddhist base (which, incidentally, is the same base
eyed by the JVP), even though his family's wealth, education
and political prominence obviously distinguish him from the
typical Sinhalese farmer. With southern Sinhalese voters,
the admiration appears to be mutual; Rajapakse won handy
majorities in the six southern districts of Kalutara, Galle,
Ratnapura, Moneragala, Kurunegala, Hambantota and Matara.

-----------------------
JUST A COUNTRY LAWYER
-----------------------

3. (U) Percy Mahinda Rajapakse was born on November 18, 1945
in Verukatiya, Hambantota District, the third of SLFP
founder-member D.A. Rajapakse's eight children. (An older
brother Chamal is also an SLFP MP, while two younger
brothers, Godabhaya and Basil, had been living in the U.S.
but returned to help with their brother's campaign for the
presidency.) He was educated at Richmond College in the
southern district of Galle (where his father reportedly had
to engage a Sinhala tutor to boost his son's proficiency in
his native tongue), as well as Nalanda College and Thurstan
College in Colombo. He did not complete his Advanced Level
("A levels") education, instead leaving his job as a clerk at
the library at Sri Jayawarendapura University in the Colombo
suburbs in 1970 to run for his late father's seat
representing his native Hambantota in Parliament. When he
won at the age of 24, he became the youngest MP in Sri
Lanka's history to enter Parliament--a record that still
stands. Taking advantage of a decision by the then-Justice
Minister to allow MPs to enter law school--whether or not
they had the necessary educational qualifications--Rajapakse
graduated from Sri Lanka Law College in 1974.

it’s not his qulifications what matters. What he did for the country. Now everyone is moving around in Sri Lanka without fear of suicide bombers because of his leadership.

partially true but why everyone including the clergy who hails SF and MR for the war victory are forgetting our beloved soldiers who shed their blood and sacrificed their souls. Credits should go to MR for appointing GR and GR for recognizing SF’s ability to steer the whole military also mostly having faith on our brothers and sisters in uniform.

But here colombotelegraph is talking not about a war but about the academic weight MR has. HELAYA, do not try to imitate MODAWANSA

MAHINDA IS A LEADER & LEADERS DON’T NORMALLY HAVE TO PHYSICALLY FIGHT IN THE WAR. THEY ARE THE MENTOR FOR PEOPLE LIKE FONSEKA, TELLING THEM WHAT TO DO. BUT FONSEKA WANTED RAJAPAKSHA’S SEAT AS SOON AS HE BECAME POPULAR.
I DON’T HAVE ANYTHING AGAINST FONSEKA,BUT THE BIGGEST MISTAKE FONSEKA MADE WAS A QUICK DREAMING OF PRESIDENCY, WHICH WAS HIS DAWNFALL.
MAY BE MAHINDA HAS LIMITED EDUCATION BUT HE IS VERY EXPERIENCE POLITICIAN & HE KNOWS HE MOVE PRETTY WELL. MAHINDA LEARNED HIS KNOWLEDGE BY EXPERIENCE NOT MUCH BY EDUCATION THAT’S WHY EVEN RANIL NOW FINDING HARD TO CHALLANGE THE IRON MAN.
PRABARAN HAD ALL THE OPTIONS ON THE TABLE PRIOR TO HIS DEATH, BUT PRABA WANTED ONLY SEPERATE NATION & HE DIDN’T WANT MUSLIMS OR SINHALESE IN NORTH. ALSO HE WANTED NORTH TAMIL GIVEN MORE PRIORITY THAN EASTERN TAMILS. PRABARAKAN HAD A VERY TYPICAL WAY OF THINKING OF PROBLEM LIKE ONE WAY TRAFFIC. THAT’S WHY EASTERN TAMILS WERE STARTED HATING HIM AT THE LAST PACE OF WAR.

I DON’T THINK THAT MORE THAN 75% OF SUCCESSFUL & WEALTHY SRI LANKANS HAVE UNIVERSITY DEGREE BUT THEY ARE STILL DOING BETTER IN LIFE INCLUDING MOST OF OUR POLITICIANS.

WE ALL SHOULDN’T FORGET THAT THE MOMENTS THAT WE ALL SPENT UNDER THE LTTE PERIOD. WE ALL COULDN’T SLEEP AT NIGHT PEACEFULLY WHETHER IN COLOMBO OR BATTICALOA OR JAFFNA. SITUATIONS WERE VERY TENSED EVERYWHERE. BLOODBATH EVERYWHERE.

I DON’T THINK THAT THIS WAR COULD HAVE BEEN ENDED ANY OTHER PRESIDENCY IN SRI LANKA BUT OF COURSE CREDIT GOES TO ONLY MAHINDA. HE’S MAN WITH GUTS CAME FORWARD TO WIPED THE TERRORISM OFF & MADE A DIFFERENCE TO OUR HISTORY & THANKS TO GOD THAT WE WON’T HAVE TO SEE ANYMORE WIDOWS OF ANY OF OUR VILLAGES.

OF COURSE MILITARY & FONSEKA PLAYED A BIG ROLE, BUT THE DECISION TO WIPE OFF THE TERRORISM CAME FROM MAHINDA & MILITARY ACTED ON IT. OF COURSE CORRUPTION IS HERE & THERE IN SRI LANKA BUT its UN AVOIDABLE COZ THIS IS A WORLDWIDE & GLOBAL ISSUE.

AT THE SAME TIME WE SHOULDN’T FORGET THAT, THE TERRORIST ARE PLANNING TO “RE-GROUP” AGAIN SOON & THEIR PLANNING ARE UNDERWAY.

A great example of courage and determination . Imagine what he could do if he has all the qualifications. It doesn’t matter what Titles he doesn’t have . He changed a country in a good way. Hats off to him:) thanks for posting this as this is very encouraging .

Are you on drugs? He ruined the whole society by his dictatorship. There is no transparency in his governance. How can he live as an example to the younger generation? You need to go to school and learn.

I agree with this comment .
People should reminisce what he did during the war to bring our country forward , regardless of his qualifications on paper.
It takes a great deal of courage , strength and determination to carry out all that he did during the time of conflict. The number of A’s he got for A/L’s has no bearing to this.

Everyone hails Steve Jobs for being a college drop out and creating a multi-million? dollar company. We belittle our own president, who has saved our country from a brutal war !

Thanks firefighter for pointing it out. It is amazing to read some of these comments by our fellow Sri Lankans. Most of them are still in the colonial times sucking up to anybody who is white. Stand up people!! your knees must be hurting now.

IT took Europe 40 years before they could forgive nazi Germany for what they did in 5 years.
how long you think it wil take for Sri Lankans to forgive british for their 100 years of ocupation?

it is even verry strange how Sri Lankans can do nice to white people, after all that is done to Sri Lankans by white people.

the life of an Sri Lankan citizen is still less worth to a white person then a white person.
if an Sri Lankan national get killed in England or France, maybe it wil get on the backside of an unknown news paper.

when an white person get killed in Sri Lanka, we got an international crisis between the entire west world and Sri Lanka.

Dear Mr. Nimal, It was three forces and public support that defeated LTTE. SLA cannot defeat the enemy without backing of Navy and airforce. Donot forget country could not raise 80000 army due shortage of man power due to desertion and it was the confinence given by the H.E. that motivated people to join the services. You may need more ponac to improve your grey matter

        • 0
          0

but we needed one man to say that we can defeat the terrorist.
one man, that had given us hope in the time we needed it, to defeat terrorism together

Mr Amaraweera, I was talking about General Fonseka who is in jail. You moron, i need you to be more sensible and found out that you also need to eat more green (grass) in order brighten_up your thinking capacity. The people like you need to go to hell. What did General Fonseka do to go to Jail? What did your F. Mr. knows about the military manoeuvres? Go to school and study!

Nimal, At the war of Dutugemunu- Elara, One of Ten Giants(Welusumana, Gotaimbara, etc.) was not given the full credit of saving the country but to Dutugemunu only. In this recent war of terarrism the full credit of saving the country should goes to President of SL but not to the person who is in jail.

Yes of course, from grade 1 to university…….the reason is from the grade one class room to university …everything governs by politics of a particular group, they think everything’s their own property even children’s lives………………….but the problem is who is taking the leadership of cleaning up the dirty politics from the education system…..”wetath niyarath goyam ka nam kata pawasam e amaruwa”

I remember the days when our government school teachers come to school and just ask the students to read the text books while they relax doing stitching or reading a novel something they bring from home. They are not motivated to educate the cream of future Sri Lanka. The government education system is not focus on the growing job demand targeted system Government must support more to “Jinarathana” Technical school type organizations.. History has been removed since JR time, which is why we see lot or retards who have no respect for country. No new tricks been used to keep the students interested in studies. I ‘m sure at least 90% of this so called teachers and sir’s have no interest or lack of resources to get new information through internet and directly pass it to kids. parents have no option than to send them to several tuition classes after school to get them qualified. The system has a huge flow. Which can be fixed easily but I have no idea why it’s not happening. Our teachers and sirs need to get their bolts tighten first.

What is it matter that Mr Rajapakse did not finisht his exam?
if someone is a good political leader, then he or she can do politics even with out any high education.

the most importend as a good political leader is understanding the way domestic and international political landscape is working.

Mr Rajapakse has proven the world and the Sri Lankan people that he is verry aware of the political landscape domestic and international.
he played the West, the Midle east and eastern powers exactly the way so that he had a free road to defeat the LTTE once and for all.

for someone with out any high education he is a remarkeble person

Mr. Janka, Matter? may be these are the issues related to education – There is nothing in Sri Lanka without lavishness. From birthday celebrations of the Head of the State or a Minister to an insignificant event, waste of public finance becomes so obvious. Inauguration of the second term of the President marked two weeks of celebrations with specific instructions being given by the Presidential Secretariat itself to heads of departments and public corporations to engage in various activities, such as planting of millions of trees, decorating and illuminating public institutions at night, having over 10,000 flexed-hoardings and bill boards with specifically designed artwork and having bodhi pujas at temples – all expenses being met with State funds.- recommend to read

You are exactly right. These suckers believe in so called “education” not performance. DS Senanayak the founding father of the modern SL nation just passed 8 grade, so did Sirimavo Bandaranayaka. Nothing to mentioned about R Premadasa too. John Majors the former prime minister of UK didn’t attend a College. Academically, Prof. Senarath Paranavithana, an acclaimed archeologist, didn’t have a college degree. Munidasa Kumarathunge, Martin Wickremasinge was the same; they are indeed philosophers to stand along with any in this world.

Unlike morons commenting here glorifying “education” but performance, I don’t care what MR’s education is. He is governed by principles that have been laid by the true pulse of our people. He is a true product of our nation. That’s why he was able to finish the war, the decades long suffering, while those with education couldn’t achieve. Respect it if you have “true education”.

There are many examples (Howard Hughes, Steve Jobs, Bill Gates) in the USA who concurred the world, without so called “Education”.

If you have education, study how they became so successful. That would be a good education for you too.

the issue is they all accepted it, but our F King Percy Mahendra didnt accept it yet. if he wants to be a great man, he should accept his education. he didnt even passed O/L . he should accept it.

      • 0
        0

SENA, MORON, Listen, Have you ever heard anybody did the examination in a separate cubicle with another professional (“LAWYER)? That is what your “so called” did to his son. What is that practice? Is that the practice which did by Steve Jobs. I do not think so. Your man is not a military person, and the terrorism was defeated by militarily not politically. You need to grow_up.

        • 0
          0

that is not true, the Soldiers are the hands that accept the orders.
the rule goverment politics are the brains that gives the orders.
and it is the Generals together with ministry of defence that design the orders.

all together they defeated the terrorism.

Look at this idiot named Siripala, I completely understand the fact that there are few idiots like you in this world. The truth is that the military constitutes just a part of a war. A War consists of political, economical, diplomatic, and military aspects. Without the right combination of all of above, no one can win a war. If you have any “education” left, study how Gen. Vo Giap defeated mighty U.S. army in Vietnam. FYI: Gen Vo Giap, who masterminded the Vietnam war, is not a military person but a historian and a journalist. That was the exact plan the LTTE carried out before MR, and it was the exact plan that MR carried out against the LTTE. You got to grow up a lot.

      • 0
        0

@Siripala, the idiot: you are really showing your limits here. Are you saying that Steve Jobs, Bill Gates are so clean? Steve job was charged in courts by Xerox for stealing graphic interface. Bill Gates has been often charged by Steve himself for stealing Apple’s intellectual properties. You got to grow up a low.

Could you ask your parents (if alive), why did they send you to school and ask yourself why are you sending your children to school. You are a mistake and you are doing the same mistake to your children.

One of my friend in Australia said “The difference between the Westerners and the Arabs is that once the Westerners do a mistake and finds it a mistake they will educate themselves and pass it to the next generation the wisdom they learnt from the mistake – The Arabs; once they do a mistake and finds out they have done a mistake, they try redoing the same thing over and over expecting to get a different answer”

        where do you stand?

Westerners are to arogant to admid the made an mistake, or to admid they did some ting wrong and are lying about it.
Arabs don’t care if they do someting wrong, as long they feel it is good in their eyes, they would tell it in your face.

He should be commended for getting rid of the terrorists and not give in to separatist politics but we are sad that the peace dividends haven’t reached the man in the street. It is also sad that he had forsaken his original supporters that put him into that position and the thugs that seems to surround them which is a threat to all of us.My life to was threatened by such people recently. He must come to grip with this situation ASAP.Recently he visited Kandy trying to make that place into a sacred city, when there are much more pressing problems such as pollution and hopelessly run hospital with very poor work force not willing work and filthy hospital. He must clean that first.Other politicians are no better.I sincerely hope he bring law and order to the country and have no connections with the undesirables but have the well proven business directors to advise him as the second cabinet as the latter seem to survive the very trying and difficult conditions of the island and they are true heroes of the island.President must use their expertize to steer the country to prosperity.

For me it doesnot matters whether MR graduated or not with G.C.E (A/L), but it matters the way how he govern the country. Unfortunately he is failing on this part. He is going after the cheap publicity ( Hooray from the gallery crowd ), may be it is not competely b,cse of his actions but the actions taken by the felloows who surround him. Remember what happens to Hon. R.Premedasa, Hon CBK they all try their best, but their advisors and close allies tarnish their image. Hon MR is our president we have to accept that even we like him or not, at present he is the most suitable and eligible person have that portfolio. Dear Hon President one thing I noticed that you allow your ministers to create a problem and to become a major crisis in the country and suddenly you interfering ( like just woke up from your deep sleep ) and giving instructions to resolve the problem and giving the message to the public that you settle the matter. That is I call “Cheap Publicity”, dont try that method if you see some thing is not going in the correct way settle that at the initial stages without letting it to be a major problem. The Mega Cutouts and Mega Billboards will never help you to create any extra image. Dont let those foolish ministers to play the game with the ordinary citizens tax money. Wish you all the very best for the 2012.

For some people if the a sudda says any crap that is the gospel truth.

no matter you ve got passed the A level so long you can render a better service, because the country s folks have elected him for the position. What matters today is may be he is incapable of making good decisions. Only in the eleventth hour he seems to be taking actions. And for what purpose he has got ministers if they cant perform their duties well.

      – Irregularities of AL results release
      – Tourism industry is torn into pieces with the murder of UK citizen
      – Presidents advisers let to be killed by thugs and drugs dealers
      – Continuous state sporsored murders, killings

DOND, are you doing this too! – decorating and illuminating public institutions at night, having over 10,000 flexed-hoardings and bill boards with specifically designed artwork and having bodhi pujas at temples – all expenses being met with State funds _ ;) :) ;) the issue is that.

Hi…Sri Lankans…………. How vindictive a Sri Lankan can get against a Sri Lankans.

Sri Lankans are a screwed up society. Divided over ethnicity, religion, politics, caste, up country/low country, have & the have nots, english & non english speakers………………………

The criticism that appears in this column are very evident.
What patriotism do we have as a people of a Sri Lankan Nation???
NO WONDER WE ARE GOOD AT BETRAYING.
Are we people who are capable of selling ones soul?? Going by the comments …YES.

When will we learn to protect our Nation and stand up for our own people & protect them from external meddling?
WHEN WILL WE LEARN TO STAND UP FOR OUR OWN ????????????

Do we need a person like Prabakaran to rule us with the barrel of a gun to put us right in the same manner he was able to break through the Northern caste system ??????????????????????????????????????

OMG, we are willing to betray our own without batting an eyelid…. so much for sri lankans.
