A Dangerous Alignment

Blackmail or revenge, the Rajapaksas are out to irk India.

First to take up the ‘If-we-are-investigated-we-will-expose-the-IPKF’ refrain was Presidential Secretary Lalith Weeratunga. On January 27th, he proclaimed from Washington, “If there is an international investigation, the whole period has to be investigated….which includes the two year tenure of the Indian peacekeeping force…”[i]

Prathiba Mahanamahewa, head of the debased Human Rights Commission[ii], followed suit on February 3rd: “If the US and UN want a war crimes probe then it needs to cover the tenure of the…IPKF in Sri Lanka as well”[iii].

Jaliya Wickramasuriya, Sri Lanka’s permanent envoy in Washington[iv] opined that a probe should cover the entirety of the war[v].

A complaint against the IPKF was made to the Presidential Commission on Disappearances, during its Jaffna-sittings. Maxwell Paranagama, the Commission’s chairman, stated that “the government may widen the scope of the preview through a new gazette so that it will be able to cover the IPKF period”[vi].

An economic twist was added, to drive the message home. An unnamed ‘top CEB engineer’ was quoted saying that there should be a ‘radical rethink’ on the Sampur project, because India’s real objective is to obtain a ‘presence in the East’[vii].

Are the Rajapaksas, in an excess of hubris, hoping to frighten the beleaguered Congress government into voting against the next Geneva resolution? Or are they, in a customary fit of pique, punishing Delhi, in advance, for a yes vote?

The Siblings’ crude attempts to administer some long-distance-pinches to the embattled Congress administration indicate the paucity of their comprehension of Indian politics.

The plight of Lankan Tamils resonates with Indian politicians only in election times, due to Tamilnadu factor. In between elections, the issue receives only, and occasional, lip-service. Had the Congress Party enjoyed undiminished national popularity, its vulnerability to Tamilnadu would have been limited even in an election year. But given the Congress Party’s waning politico-electoral fortunes, it cannot ignore Tamilnadu sentiments. That is why PM Singh boycotted Colombo Commonwealth. That is why Delhi voted for 2013 Geneva Resolution and will, in all probability, do the same this year.

That the Congress Party cannot afford to allow the Congress government to flout Tamilnadu opinion a couple of months ahead a national election should be obvious. If the Rajapaksas had any sense, they would have accepted this immutable reality, and given the only ally they have in India a break. After all, the Congress government is doing what it can to accommodate the Rajapaksas even now, as was evidenced by the banning of ‘No Fire Zone’.

Megalomania blinds, deafens and stupefies. The Rajapaksas do not seem to realise that any non-Congress administration is likely to make life far harder for them.

Dr. Subramaniam Swamy represents his own view-points and not that of the BJP. Narendra Modi has already ranked Sri Lanka amongst countries not-so-friendly to India: “Small nations are pressuring India and no one is listening to us. It is the weak government which is responsible for this state of affairs. We belong to a noble country but unfortunately India is being troubled by Sri Lanka, China, Bangladesh and Pakistan”[viii]. (The primacy accorded to Sri Lanka is probably a concession to the venue – Chennai).

The formation of an ‘alternative coalition’, consisting of eleven national and regional parties, is a positive development because it can become a secular alternative to the unpopular Congress. But this will not be a happy outcome for the Rajapaksas. If the BJP does not do as well as expected (the veracity of some of the opinion polls are being questioned), and the Third Front performs better than expected, Jayalalithaa Jeyaram will become a serious contender for premiership[ix]. That Ms. Jayalalithaa is contemplating an Indian future is evident in the national focus of her Manifesto. It promises to be tough on China and Pakistan and implement Tamilnadu’s popular populist programmes nationwide – plus a UN referendum on Eelam[x] (impossible given the Kashmir-factor[xi]).

Outside Tamilnadu, Lanka and Lankan Tamils are non-issues. In a March 2013 poll conducted by the Lowy Institute, Indians identified Pakistan and China as major foreign threats. 83% said China was a major threat; the reasons given included ‘competition for resources in third countries’ and ‘China’s efforts to strengthen its relations with other countries in the Indian Ocean region’[xii].

That is where Sri Lanka is likely to figure, in India beyond Tamilnadu.

The next government of India may or may not be more committed to the cause of Lankan Tamils; but it is likely to be far less moderate in its dealings with both China and Pakistan. And Colombo might find itself in Delhi’s sights, not because of Tamils/Tamilnadu but because of Rajapaksa’s dangerous dependence on China.

Nonalignment in Asia

Asia is the main theatre of the emerging Cold War, between the two regional powers (China and India) as well as the existing and nascent global powers (US and China).

India and China share a highly militarised land-border; Mr. Modi’s recent remark about China’s expansionist mindset was made in reference to Arunachal Pradesh, which China calls South Tibet[xiii], and claims.

In this context, strict nonalignment is the best policy for smaller Asian countries. Cultivating relations with contending powers, while maintaining a careful-neutrality, is the most effective way to avoid the unenviable fate of a vulnerable and dispensable pawn.

Sri Lanka is being pushed in the opposite direction by Rajapaksa dynastic interests and whims (from anti-devolutionism to manic and unproductive construction) Increasing alignment with one of the contending powers is short-sighted enough; the Rajapaksa-decision to ally themselves against the regional power which looms on the other side of a streak-of-a-strait is unimaginably inane.

The Siblings are making a public spectacle of their Chinese-connection, possibly hoping to browbeat/punish India. “Sri Lanka has become the first country to support China’s plan to build a Maritime Silk Road”[xiv]. Rajapaksa-acolyte[xv] Dhammika Perera’s business empire is opting for Chinese ‘Kingsoft’ software over Microsoft[xvi].

A non-Congress government, especially a BJP one, is likely to be more hardline in its dealings with China – and thus, by extension, with any country seen as a Chinese pawn. And it is the pawn, rather than the principal, who is likely to bear the brunt of such muscle-flexing.

China is India’s biggest trading partner[xvii]. Though Indian public is hostile to and suspicious of China, a majority (63%) also want relations with China strengthened. Consequently, Delhi is more likely to twist the arm of smaller Chinese allies to teach Beijing a lesson. Thus Sri Lanka may have a tougher time with a non-Congress government not because of Tamils/Tamilnadu but because of Colombo’s Chinese alignment (attacking Lankan Muslims will not suffice to win favour, even with the egregious Mr. Modi). The popularity of any consequent ‘tough action’ in Tamilnadu will be an added bonus.

Wielding a big stick may, or may not, be effective foreign policy. Either way, it is an option only for those who have a big stick. Sri Lanka does not, and the Rajapaksa attempt to wave a Chinese-cudgel in Delhi’s direction is likely to boomerang on us.

Even if Ms. Jayalalitha becomes the PM she will be so at the head of a coalition and will have to go out of her way to prove that her regional identity is not a bar to an Indian leadership and an Indian focus. Incidentally no mainstream Tamilnadu leader would really want an Eelam in Sri Lanka because that would inevitably deprive them of their current preeminence and bestow it on the president of the only sovereign Tamil state in the world. Jaffna and not Chennai will become the focus of Tamils and that would not be in the interests/to the liking of either Ms. Jayalalitha or Mr. Karunanidhi.

The failed Power & Energy Minister Ranawaka says the Sampur is not viable because the cost of transmission lines to Colombo has not been included. Only an idiot like Ranawaka would think that power is only required in Colombo.

              Of course many selective memories forget the invaluable support that ‘Britain and other foreign countries’ gave the GOSL at the time to put down the uprisings of 1971 and 1987-89. The only difference was that those events did not end in massive numbers of refugees invading the west.

    The Sri Lankan Tamil issue may be a non isues out side of TN at the moment. However India is concerned with the string of pearl Chinese bases in Hambantota and Colombo.

    India obviously want to take action to counter this and perhaps with its US ally.

    India and US may eye the Tamil dominated North East as a potential for establishing their own bases. Trincomalle , KKS, Palaly, are the ideal strategic bases they may be eyeing for.

    The Sri Lankan Tamil issue will the become a national/international securtiy issue for India and US.

    Sungod VP didn’t have the vision to exploit this geo politic issue. He was too busy with blood for blood.

    The King Mahinda and his siblings are also blinded by their single mindness to perpetuate the Rajapakse dynasty as the rulers of Sri Lanka.

        Liberal One: I would have preferred us to resolve our own issues except it has become clear that none of us seem to be able to agree on anything. The President is most backward in implementing the recommendations in the report of our own LLRC. As it has come to pass, our failure some many, many moons ago resulted in the international community having to offer sanctuary to thousands of our own fleeing citizens. In the event it hardly precludes them from showing a close interest in our affairs.

      Not really, it should be from 1815 till now. This will include every perpetrator. Which will include, the British, India, the Sinhalese, the Tamil terrorists (LTTE), Tamils living outside SL who support LTTE terror by fundraising, financial contributions, participating in protests, showing solidarity with the LTTE and waving LTTE flags, all European countries which allowed terror group activities, helped the LTTE maintain funds in their banks organized peace talks while helping the LTTE to rearm themselves, countries that sold arms to the terror group etc. etc.

        Eusense: I appreciate what you say but there is little point in going back to the mists of time. Our present predicament really began when our politicians – of all hues – started fighting dirty for the sake of gaining power. The Sinhalese politicians quickly realised that the main chance was getting onside with the Sinhala-Buddhists. Why do you think our Banda who was christened an Anglican, converted to Buddhism, changed from his three-piece suit into a spotless Arya-Sinhala and abandoned his Queens English for Sinhala Only? (This is the Banda whose ancestors sucked-up, along with many other notable native families, to the various colonial masters, and whose godfather was governor Sir Joseph West Ridgeway.) Note that the international community couldn’t give two hoots for all the atrocities – 1956, 1958, 1977, 1983 – when the Tamil community took a terrible beating as punishment for daring to ask for a few basic human rights – why? Because there was no mass influx of refugees into their countries. Remember the JVP uprising of 1971 and 1989; we all know how these same countries, who now call us to order, came quickly to the assistance of the government of the day. They had to get involved now because OUR citizens flooded their countries in the thousands begging for sanctuary. What a fine mess we have got ourselves!

    argued piece.

    I don’t know whether to laugh or cry at some of the
    silly comments. However, these are only a handful
    whereas most readers who are discerning have made
    some meaningful comments.

    One gemba says why punish Sri Lanka, a country somewhere
    in the Indian Ocean. Another argues that nothing will
    happen. Another (obviously a UPFA lackey) is beating his
    or her chest.

    Don’t to you all realise that we are the only super power
    in the world? India may be large in landmass but not powerful
    like us. If any country says anything, they are LTTE rump
    and are castigated through planted material by Shamindra sources
    said Ferdinando. They are castigated by Rajpal Abeynayake and
    their heritage is challenged by sewer brain Hudson Samarasinghe.

    Those are all misiles of the Government.Fire at anyone who has
    a different view to offer. Chandiyas like Wimal Wairawansa or
    Weerawansa are lined up to hit out. So countries like US, UK, Canada,
    India and others had better watch out. They cannot get away from
    the super power Sri Lanka.

    All this is only breeding more and more mediocrity in a country
    where there were well educated people who reasoned out soundly.
    The few who dare speak out are from LTTE rump.

    This is unwarranted statement!! When the Queen opened the Mahaweli Hydro project which had costed twice the initial it “LEAKED” and all the sihala engineers spoke of was bribery was the cause.

    JR immediately got in touch with A.N.S. Kulasingha pre-stressed concrete authority New York offered him the post of Chairman State Engg. Corp and directly responsible to President- so the kind man sleeved the pipes and all went well. it’s surely the same problem here.
    The Sampur project should have been designed by a chemical engineer which is what India normally does.(these guys know their structures very well they do silos and nothing goes wrong.)

    This is exactly what Xi told Obama.

    This has never been necessary historically because even today the IAF presence at Andaman Island which is the listening point. It is from this point that the Indians were able to guide the SL Air Force to LTTE arms shipments.

    Well Sonia wanted to hand over Kashmir to Pakistan because there are now more Muslims there but its Dr S Swamy who is not prepared to let it go. Kashmir is highly subsidised by India and the rest of the Indians aren’t allowed to settle there. She may even nuke them if they send their 13th suicide bomber. It’s the bloody Americans who have been playing the doubles and stopping India because they created it putting pressure on Churchill who was broke; needed US cash to reconstruct UK.

    Now US is seriously thinking of clamping down on Pakistan and Bangaladesh and will turn a blind eye in case India attacks Pakistan. US main concern is China and India has so far refused to assist US.

    Dr Swamy, won’t mean much (in fact his Janata Party end) after the elections if she gets the top slot.

    It will still be a blessing if the Congress party comes into power at the next Indian elections. If not BJP will come to power. In my opinion, Congress is a better party for the Rajapakse regime than BJP. BJP leader N.Modi is a very close friend of Jayalalitha and Jayalalitha is going to be in power in Tamil Nadu for a long period. Even if Jayalalitha is not in power and Karunanidi’s party is in power, for any party to take control of the central government it will definitely need the support of Tamil Nadu. Further all the parties in Tamil Nadu will use Sri Lankan Tamil issue as their platform during elections. So Sri Lankan Tamil issue is going to be an issue for any party that takes over the central government in India.

    As a worst case scenario if India tomorrow walks into Sri Lnaka with an excuse of protecting the Tamils in Sri Lanka does Rajapakse regime think that China will come to fight against India. This is not going to happen but its the worst case scenario. As a minimum, even if India decides to blockade Sri Lanka will China start a war? No.

    What does India, USA, UK, Canada and most foreign countries expect from Sri Lanka? These countries want Rajapakse regime to be fair to the minority groups and have a credible inquiry. This could easily be done by first appointing a National Government where all parties are involved. This National Government can come up with a credible inquiry mechanism. If this happens no Sinhalese person in the country will blame any single political party. This also will ensure a positive place in Sri Lankan history for President Rajapakse.

    If an inquiry has to be held either from IPKF days or even before as the Rajapakse government requests, then the inquiry will cover all the election killings, attacks on poor people who were evicted from their homes, media attacks, white van attacks, illegal killings etc. Is Rajapakse government ready for such an inquiry and how long will it take to have such an inquiry? This proposition of Rajapakse regime is not a well thought out plan, it appears this request was a desperate attempt by Rjapakse brothers and if they think that the Indian government will back off , they are sadly mistaken.

    Only organization that was on the side of Rajapakse regime was the Commonwealth Organization. Now with the recent Supreme Court ruling on Shiranee CJ, has once again proved that Rajapakse has lied to the Commonwealth as well, especially to Kamalesh Sharma. This is definitely going to have a big impact as Canada and UK are going to put more pressure on the Commonwealth organization.

    Sri Lanka is today falling from the frying pan into the fire!

Didn’t they try to force ceasefires when the end was near for the terror gang? When we had problems with the LTTE we knew they were terrorists, but when the ruling regime unleashes terrorism directly, through the armed forces, through the police, through thugs and political bandits what have you got to say? Are you telling me this is not happening? Have you noticed one thing, since the wipe out of LTTE, its only the Sinhalese who are migrating to other countries, and its only the Sinhalese who are getting shot and killed. Even honest police officers and judicial officers are not safe. Even the senior SLFP MP had to state in public that his life is not safe. What has LTTE got to do with this? Only thing I can think of, that you are proposing that LTTE was the “Gate Keepers” of the Rajapakse regime and since they are gone Rajapakse regime can do anything they like to keep their seats warm and the pockets over flowing.

Did you have the same urgency to call for international interventions when Muslims in Britain were under attack or when Saudi Arabia restricts religious freedom or when NSA was spying on USA citizen?     1)First to take up the ‘If-we-are-investigated-we-will-expose-the-IPKF’ refrain was Presidential Secretary Lalith Weeratunga. On January 27th, he proclaimed from Washington.

    *** We all agree that what IPKF did was terrible. They killed who they thought were either LTTE or supporters of LTTE. They didn’t create safe heavens and forced people to move into those areas and then deliberately shelled those designated safe heavens including Hospitals like Sri Lankan Military.

    2)“If the US and UN want a war crimes probe then it needs to cover the tenure of the…IPKF in Sri Lanka as well

    ***The Tamils have no problem with that and in fact we will welcome it where as Sonia might have a problem.

    3) An economic twist was added, to drive the message home. An unnamed ‘top CEB engineer’ was quoted saying that there should be a ‘radical rethink’ on the Sampur project, because India’s real objective is to obtain a ‘presence in the East’

    *** The Sampur project was forced on Sri Lanka and this shows India can force Sri Lanka to accept thinks against her will.

    4)The plight of Lankan Tamils resonates with Indian politicians only in election times, due to Tamilnadu factor. In between elections, the issue receives only, and occasional, lip-service. Had the Congress Party enjoyed undiminished national popularity, its vulnerability to Tamilnadu would have been limited even in an election year.

    *** Here I disagree with you and would say that the 40 MPs from Tamilnadu is vital for Congress even if they enjoy National Popularity because gone are the days when they could form a Government with the support from the Hindi Belt.

    The reason why the Tamil Grievances and the suffering in Sri Lanka figured low was through a combination of factors. a) Indian Government had a hand in the Genocide b) There was bad blood between Sonia and the Iron Lady c) The Indian Ministers were paid handsomely by MR to hide the Genocide.

    5) The Chinese threat to India via Sri Lanka:

    *** This is red herring. Sri Lankas Sovereignty is limited to Indias Security and the whole World knows it including MR & China. There is no China card for MR to play. When the Chinese influence in Sri Lanka threatens Indias security India has the luxury of pulling the plugs and we know that from why the Trinco Harbour has stayed idle for 64 years. Because India wouldn’t allow any other Country to use the facility . America tried it but backed off when India objected.

    6) Asia is the main theatre of the emerging Cold War, between the two regional powers (China and India) as well as the existing and nascent global powers (US and China).

    *** I have my reservations about the following. Chinas Naval force is no match for the Americans and India aligning with USA in the Indian Ocean makes Chinas shipping route vulnerable for export. So the Cold war I am afraid is only a war of words and China knows it and she doesn’t have the muscle for a fight other than rely on the Goodwill of India and USA and work together as partners. .

      Sri Lanka’s only possible answer to the ‘Investigation of what happened in the last stages of the war’ would be to campaign for an ‘Investigation into the Activities of the LTTE during the 30 years prior to that’ by the International Community!

      That does not mean a one-sided conversation with the very active LTTE supporters living in Canada and the UK.

    There is a more dangerous alignment than this one.

    Some years ago in Britain the Paedophile Information Exchange (PIE) tried to campaign openly by associating itself with the Council for Civil Liberties (CCL). The CCL were not aware that PIE promoted the idea of middle aged men having sex with children. PIE were very careful to let CCL think that they merely wanted children to be sexually aware. One of PIE’s key tactics was to try to conflate its cause with gay rights and the rights of children.

    Today, politically aware Sri Lankans of all races are desperate for a change of government and a ‘return’ to the rule of Law and democracy. The LTTE diaspora have aligned themselves with this desire and have conflated their cause of Eelam with it.

    For example, knowing that CT is published by exiled journalists who are obviously anti-Rajapakse, the LTTE diaspora post all sorts of anti- Rajapakse comments making out that their cause is one and the same.

    It is not, and it is a dangerous alignment. So CT Editors, be more circumspect in what you allow to be posted. Do not let the LTTE diaspora use your justifiable exasperation with the government for their own purposes.

The Sinhalease are leaving the country in droves and its the Sinhalese who are getting killed by the regime, its armed forces, police, thugs, political bandits and white van stooges. When LTTE was killing we all knew that they were terrorism, but whats happening today is the “Terrorism of the State”.

    Eusense: I appreciate what you say but there is little point in going back to the mists of time. Our present predicament really began when our politicians – of all hues – started fighting dirty for the sake of gaining power. The Sinhalese politicians quickly realised that the main chance was getting onside with the Sinhala-Buddhists. Why do you think our Banda who was christened an Anglican, became a Buddhist, abandoned his three-piece suit for a spotless Arya-Sinhala and abandoned his Queens English for Sinhala Only? (This is the Banda whose ancestors sucked-up, along with many other notable native families, to the various colonial masters, and whose godfather was governor Sir Joseph West Ridgeway.) Note that the international community couldn’t give two hoots for all the atrocities – 1956, 1958, 1977, 1983 – when the Tamil community took a terrible beating as punishment for daring to ask for a few basic human rights – why? Because there was no mass influx of refugees into their countries. Remember the JVP uprising of 1971 and 1989; we all know how these same countries, who now call us to order, came quickly to the assistance of the government of the day. They had to get involved now because OUR citizens flooded their countries in the thousands begging for sanctuary. What a fine mess we have got ourselves!

      Reverse tech: There are very many Sihala human rights lawyers who have got political asylum for themselves and family at least at Canada.Now they do spend time travelling to Lanka similar to the Tamils and this is also known because it’s a big time business. Applying for immigration- when they immigrate or get the green card lottery they can’t have benefits and housing.

    You refer to the Megalamania on the part of rulers. But what to do because people of this country still vote to this government feeling that the President is the mesiah for all ill. We have the high litteracy rate so can we say that the people are not well informed. They take well informed decesion based on what is interested to them leaving behind the Eight Fold paths preached by Lord Buddha.

    There is no tendency on the part of the majority to treat the entire nation as Sri Lankans. They do think that Tamils, Muslims, Christians and other minorities were born in as they prayed to be under those relegion.
