Action Plan To Eliminate Violence Against Women And Children To Be Implemented In Six Weeks

The Action Plan drafted by the Special Task Force to eliminate violence against women and children will be implemented within the next six weeks, the Prime Minister’s office announced today.

The Special Task Force which was appointed in May 2015, headed by Prof. Savitri Goonesekere, presented the action plan to Prime Minister Ranil Wickremesinghe on Saturday, and aims to create a country free from violence against women and children, along with the necessary legal provisions.

A statement issued by the Prime Minister’s office said, “Prime Minister Ranil Wickremesinghe has given the instructions to ensure that the necessary mechanism is put in place within the next six weeks, to implement the Special Task Force’s Action Plan.”

    Why only women and children?
    There should be no violence against any citizen.

    Provisions of the International Covenant on Civil and Political Rights too should be conveyed along with the Action Plan to the law enforcement authorities – police and judiciary, and to the armed forces – who have police powers.

    No one should be arrested without the reason being stated, and he/she should be produced before a magistrate at the earliest.
    Lawyers must be empowered/allowed to visit, advice & be present at interrogations in police stations.
    Magistrates should speak with accused produced, in private, before determination of bail, as allowed by the law.

      Yes, but women and children were hurt as louded by media during the last few years. All should be protected, but that to be achieved thorugh significant paradigm shift in the thoughts and minds of the average.
      As a woman the life is no secure inthe country with rapid increase of the crime directly bred by former President and his adminstration. Tangalle, british murder incident, the fience of the dead person was raped by a gang one behind the other, but former president let the key murderer roaming free telling that he could be oneto protect the slfp. That is the stand where former President of the country stood. And Rosi Senayake former MP of oppo, was verbally attacked by so SLFP fellow parliamentarians with the direct support of president. He just took that not even as a fart-and not forgetting the way former CJ Dr SB was attacked verbally in the parliament in the process is not out of our mind easily. Those IRC men turn politicians (Wimal Buruwanse et al) the manner he attacked her was beyond all athics and morals.
      All in all, some reports were in media how a women were beaten broad day light by police or others- all these were hyped up in the media.
      So, the attnetion should be focused on women andchildrean first then others as a whole. Rigorous laws should be imposed against any kind of crimes being carried out by lanken citizens. Just ignoring them can only guide us no where but prisons now or later.

      Thank you. This is a very good initiative. Let us save the girls and women.

      Where do you start?

      1. Muslim Marriage and Divorce Act Sri Lanka.

      a) The Child bride can be 12 and above. Change that to 18 years of age and above.

      b) Remove the Provision for the Quadzi Judge to lower the age of the girl to be low 12. It has to be 18 years.

      c) The Bride Must sign the Marriage Certificate, with 2 witnesses, with no compulsion or duress. Current Marriage Sri Lankan Muslim Marriage Law is a Chattel contract between the Wali, Owner and the Man.

      d) Marriage certificate not signed by the Man and the Girl, with two witnesses, not under duress, to be acceptable.

      e). All marriages where the bride, yes bride, not the Wali, Guardian or “owner” signing should be considered illegal, and the Children illegal children or bastards, under the eyes of the Law.

      Question. Do you and the current non-Muslim Lawmakers have the guts to reform this Sri Lankan Muslim Tribal Law, that is Nor what the Quran says and means?

      Please confront the Politicians, the Ulama and the Quadzi judges. Tell them that they can practice such Tribal Traditions in Arabia, not in the Socialist Democratic Republic of Sri Lanka.

    The good Professor has been making a lot of suggestions through Friday Forum for many areas of practice for the last government and this government. Bad and wrong practice in other areas very much affect the area of women and children …………
    This very Buddhist country has seen too many Commissions, Task Forces ……………… and Buddha statues since ”independence.”
    Mahanayakes who advised the visiting UNHRC Chief should advise the parliamentarians.

      lanken police consists of lankens as my info are concerned. So what is your question ?We need to restructre not only police but the nation as a whole. From Kindergarten to University level education – almost everything shold be subjected to reforms – this is goning to be along process but tomorrow is too late.

      Ragging at Unis are due to lack of communications and the gaps seen between walks of lives. At the time, I was at pera, those mates from popuplar schools were attacked more than the other. Those who came from rural schools but with a thuggish blood led those harmful parades. Girls from colombo suburbs were attacked so brutally – Kadda sira badda jara was their popular slogan. All these were because being unable to find a basis to exchange one another. Seniors (they were just final year students in several faculties working for their first basic undergrad courses) were held as gods. These men were similar to ones never seen other cultures. Nepalese – visting students under colombo plan were attacked in Mahaillukpallama.They may have thought how brutal lanken average have been. This was like a wave- passed from one group to other. It is all becuas eof the gap between with the minorities and majority students. Had these student been well taught not to harm the other from their schools, nothign would have worked for the ragging.

    Six weeks won’t be enough, give Prof. Savithri Gunasekere more time as this is very complex subject.

    Please let me give my view in this regard

    How to stop violence in this country when everybody is violent.

    Look at this CT; comments come violently on non-violence.

    Discipline is the answer. Be self-disciplined, whether man or woman or child or an adult; at least 50% of violence can be avoided.

    Women may be handed over to Port Authority. No violence guaranteed. The Minister & the Chairman might place them in suitable postions and pay them well according to their abilities!

    What happened to the National Centre for Empowering Widows and Women Headed Families was opened on 13th November 2015 in Kilinochchi .Still closed… these type of things Government always start.. but never achieve the goal.
