AKD Should Not Try Out RW’s Failed ‘Vel Palama’ To Cross To The Other Side

Parable of walking across a Vel Palama

Script writers of the former President Ranil Wickremesinghe, introduced to electorate as Ranil by himself, seems to have made a mistake by equating the challenge which he had when he assumed presidency in 2022 to that of Grusha, the palace made in Bertolt Brecht’s The Caucasian Chalk Circle. In the drama, Grusha who finds the abandoned baby son of the deposed, and later assassinated, Governor, chooses to rescue him from the conspirators having developed an impulsive motherly love for the innocent baby.

She clutches him to her bosom and embarks on a perilous journey to avoid the pursuers of the new regime. If she were caught, both would have been put to death instantly by the pursuing soldiers. When she came to a cliff and there was a hillock on the other side, she had to make a quick decision. She should take the baby to the other side so that the pursuing soldiers with a killing instinct cannot catch them. She finds a ‘Vel Palama’ or a suspension bridge made of wild creepers and decided to take it, though it would be a perilous journey. The suspension bridge is swaying to and fro and if she loses her grip, she would perish by falling to the deep cleft below. But she takes the risk and, with great difficulty, makes it to the other side safely.

Wrong parable to convey the enormity of the challenge

Ranil would have chosen this Vel Palama example to drive home to people the enormity of the challenge which he took when he assumed the presidency. He would have thought that this was the best parable to communicate his message to people because the Vel Palama song in the Sinhala adaptation of the Caucasian Chalk Circle as Hunuwataye Kathawa by dramatist Henry Jayasena was popular among the drama going people in Sri Lanka. But that is a small segment of the population and, with that, he would not have got the wide outreach he had expected by using this parable. That is its popular side, but as an economic strategy, it is a very weak approach to take a country out of an economic catastrophe.

Vel Palama: the conventional solution

The weakness in this Vel Palama equation is that it seeks to resolve the economic issues faced by the country at that time through a conventional method. It is a ‘within-the-frame solution’. When you see a difficulty and there is a conventional way to overcome that difficulty, you follow it without considering its efficacy or timeliness or costs. Economic strategists seek to resolve the issues by looking for solutions outside the frame. This is true for military strategists as well.

When Alexander, the Great, was confronted by the Indian ruler Porus, as described by Roman historian Quintus Curtius Rufus, with an army of 85 elephants, the normal conventional wisdom was to retreat because his soldiers had never seen those mammoth animals and did not know how to face their menacing advance. But Alexander is said to have turned these elephants his soldiers against Porus. The story is described as follows: “Using his characteristic strategic genius, Alexander sent troops to cross the river further down in order to surprise his opponents. By attacking on two fronts, he restricted the elephants’ room to manoeuvre. Alexander’s great victory over Porus soon became the stuff of legend. He had employed ‘ymages de laiton’ (bronze models of soldiers) filled with red hot coals, which he placed in iron chariots and sent in among the elephants. When they saw the red-hot embers and felt the scorching heat, the elephants fled in terror trampling the foot soldiers of Porus to their death.” Thus, with suitable strategy, Alexander had turned the war elephants against the man who had employed them.

Undergraduates: better problem solvers

I gave a similar exercise to the undergraduates of a state university a few years back. They were told that they had to run 100-metre sprint with a sprinter who presently holds the world record for the event. How to reach the winning line before this world record holder? Students were asked to design an out of the box solution. One student said, ‘kill the sprinter’. Another said, ‘bribe the sprinter so that he would not run fast enough’. A third gave the best strategy: ‘hire a helicopter and land at the winning line before the sprinter reaches it’. Thus, the Vel Palama strategy adopted by Ranil was not the best strategy to take the catastrophic economy out of the problem at the speed which is desired by people. There would have been a better solution than relying on this example time and again.

Ranil’s suggestion to AKD

Before the Presidential elections, Ranil maintained that he had now taken the sick economy or the baby to safety over the cliff by walking through the Vel Palama. But after the election campaign began, he and his followers changed their stance and maintained that he had walked through the Vel Palama only halfway through and he should be given a chance to walk the balance half and deliver prosperity to people. After AKD was declared the winner, Ranil in his departing speech said that he would now hand the baby to AKD so that he could walk him to the other side of the cliff over the Vel Palama.

In my view, AKD should not accept this seemingly gracious offer by Ranil because the economy has not moved to the middle of the Vel Palama but in most respects, is still at its gate. He should find an alternative out of the box strategy to take the baby safely to the other side of the cliff. If he follows Ranil’s suggestion to walk through the Vel Palama, he will lose time, resources, and energy to rescue the sick baby who has now been entrusted to him by a majority of voters in the country.

Low level equilibrium

Economy is not smoothly sailing as claimed by Ranil and his supporters. After Sri Lanka got EFF from IMF and implemented the budgetary, external sector, and financial cum monetary reforms, there is stability in the nominal side of the economy.

It is called nominal because the concerned variables are measured in terms of money which does not directly help people to have a higher level of well-being. Money is simply a thought and should be converted to real goods – rice, coconuts, clothes, medicines and so on – for use. However, stability in the nominal sector is necessary for an economy to produce real goods and services which is the function of the real sector of the economy.

It is the real sector that provides employment, utilises resources, makes available goods for consumption by people within the economy or by outside via exports, generates savings that can be used for investments, and by all these means, improves the well-being of the people, the final goal of living. The nominal sector has been stabilised, but the real sector in the economy is yet to take off. Hence, Ranil’s achievements over the last two and a half years are only halfway through. Concrete action need be taken by Sri Lanka to put its real sector growth on a long-term sustainable path. IMF intervention has helped Sri Lanka to stabilise the nominal economy which is a must for it to go for the last lap of development.

This was eloquently put by Dr. Sharmini Cooray, one time IMF official and later advisor to Ranil, when she delivered the 2023 Central Bank Anniversary Oration in Colombo. She termed the economic achievements by Sri Lanka after the onset of crisis are a low-level equilibrium meaning that the country is below the potential real economic growth. This is shown by Figure I that presents the actual growth till 2023 and projected growth till 2029. It shows that the country will reach the level of the economy which it had in 2018 only by 2027. What this means is that Sri Lanka should make a quantum leap to raise its position to the required level of the economy. It is AKD’s topmost priority today.

Wrong suggestive economic indicators

The Central Bank now maintains that the actual economic growth in 2024 and 2025 will be higher than the originally projected growth rate of 3% for each of these years. It is based on the better performance of some of the forward-looking indicators in the recent months like the purchasing managers’ index or PMI, compiled by the Bank, and the increase in the bank credit flows to the private sector proper. PMI covers the perception of the purchasing managers in major businesses in manufacturing, construction, and services with respect to five major fields, namely, new orders, production, employment, stock of purchases, and suppliers’ delivery time.

The sample is drawn only from the Western Province of the country which produces about 40% of the country’s GDP. PMI on manufacturing recorded a gloomy picture till about November 2023, with the index stagnating below 50 which is the neutral position, but slowly improving thereafter to an average level of 52 to 55. It is not a great improvement to suggest a significant turnaround in economic performance. The index on services also has recorded a stagnating position at an average of 65-68 from May 2023 to August 2024.

It is also not a great improvement. The construction sector has improved from the neutral position of 50 during May-July 2024 to an average of 60. That also does not suggest a major improvement in the economic activities. It also excludes the economic performance of the 60% of the growth contributors in the micro, small, and medium enterprise or MSME sector.

Regarding the private sector credit flows, it is not the nominal credit growth that matters but the real credit flows. The real private sector credit, deflated by the Colombo Consumers’ Price Index or CCPI, records and 8% growth during August 2023 and August 2024, when the total money stock has grown by 7% during this period. But during this period, real net credit to government from commercial banks has increased by 16%, a super usage of bank credit in real terms by the inefficient government sector. Hence, the growth in real credit flows to the private sector proper is still not indicative of a major boost to the growth performance of the country. Hence, the Central Bank’s prediction of a turnaround in the economy in the period ahead is too early.

Making a leapfrogging

Given this gloomy performance of the real sector which is the contributor to the well-being of the people, AKD cannot waste his time by seeking to cross the cliff by walking through the unstable Vel Palama as suggested by Ranil. The voters had a high expectation when they gave a sweeping victory to him in the Presidential election. It was like tall tsunami waves moving at high speeds across the land destroying all the established political forces in the country. AKD should therefore find an out-of-the-box solution to the issue that will give Sri Lanka an accelerated economic growth improving the living conditions of people.

Sri Lankans have the dream of becoming a prosperous country within a generation. AKD should fulfil this dream of the people. Ranil attempted to have this dream by announcing that his goal is to make Sri Lanka a rich country by 2048 when it celebrates the centenary of independence from Britain. This was simply a copying of the dream of Indian PM Narendra Modi to make India a rich country by 2047 when it celebrates the centenary of independence. Modi got his National Institute for Transforming India or NITI to design a comprehensive plan to attain this goal. And NITI did it in consultation of all the stakeholders. No similar action was taken by Sri Lanka and hence, Sri Lanka’s goal of becoming a rich country by 2048 was just a talk without action.

AKD should correct this error immediately. But he cannot follow Ranil’s path of walking through the Vel Palama, an unstable economic strategy. Instead, he should do a leapfrogging just like the man behind Singapore’s economic miracle, Lee Kuan Yew. That is the path available to AKD.

    Ranil took the baby not to save the baby but to reach his goal to become an elected President. The greediness of power is the main reason for the country’s current state. Both Ranil, Rajapaksas, Jeyawardena’s, SWRD’s Family ownership should have gone long time ago.

      More seriously, much has happened in the country since 1948 that cannot be reduced to ‘family ownership’.
      1956 meant a lot to the common man (including Tamils, especially the oppressed),but that does not matter to family model theorists.
      The changes in 1970 and 1977 were not about families.
      The fact that certain families led the main political forces cannot reduce everything to family affairs.

        NPP has got on to the vel palama to cross to the other side, when they agreed with IMF to continue talks along the same lines as previous government. They have painfully realised that their alternative Lee palama is not going to take them anywhere.

          There is one simple solution to leap frog into a prosperous country, and that is allow Tamils to prosper, they will take the country up. Any other suggestions by experts will not work unless this is done.

      Democracy has never been within the grasp of Sinhala leaders .
      They never knew to use it to their country’s advantage . They all
      used it to be the BOSSES of the country in turns . They went round
      the country being garlanded and sitting legs crossed on the high
      platform while the stupid public didn’t care to standing and clapping
      to the speaker . Look , how many have already decided not to stand
      for this election ? Why didn’t they do it before sept 21 ? Why didn’t
      they resign before the parliament was dismissed ? Suppose AKD lost
      and RW won . They would have given up ? Never . They are coming
      back for stealing with more vigour . We can not forget that in our
      life time we already had seen a humble man that was Wijayananda
      Dahanayaka as our prime minister . As an MP he used to travel by
      train to attend parliament and he travelled in the 3rd class . Wrong
      leaders turned everything good upside down only to create a complete
      mess of everything and at last , some people took a stand at some
      point . For me , I never expected this .

        Is this the chap that cunningly stole the position that should have rightfully gone to C. P. De Silva, following the assassination of SWRD Bandatanaike? If it is he is just another opportunist! Just because he travelled in the train perhaps seeking some attention from the public for his own popularity that he could have otherwise not got, it does not make him a good leader.

          After the assassination W Dahanayake took charge as PM, as CP de Silva was abroad for medical treatment.
          The SLFP rejected him and contested in March 1960 with CP de Silva as PM candidate, But the UNP pipped it to the post.
          A rather reluctant Mrs B was brought in to salvage the SLFP’s fortunes in July. She led the SLFP to a good victory.
          What was the cunning in this?
          CP de Silva betrayed the SLFP in 1964 and crossed the floor in 1964. That was the end of his career.

    I have been following Dr. W.A. Wijewardena’s writings and interviews, and I have great respect for him. He is one of the few people I’ve heard use the term “leapfrog” in the context of economic development, emphasizing its importance for raising living standards. Without such forward-thinking strategies, we will always be playing catch-up.

    However, thinking outside the box and implementing those ideas is not as easy as it sounds. For example, former President Gotabaya often spoke about “out of the box” thinking, but surrounded himself with “yes sir” people who simply agreed with him, which limited genuine innovation.

    The only leader I’ve seen in my lifetime who truly thought outside the box was former President R. Premadasa. Despite his flaws, he was a man who broke norms and pushed people to ensure ideas were delivered, not just discussed.

    AKD should aim to bring in people who can think creatively (even if they have a controversial past) and use his charisma or assertiveness to get Sri Lankans to work towards delivering these innovative solutions. Many Sri Lankans are good at talking but need a stronger work ethic to bring about real change.

        Paskaralingam’s name appeared in Pandora’s list. How did he amass this wealth when he was a public servant. There was talk in the country that Paskaralingam was the commission agent for Premadasa. Now NPP wants to inquire about Pandora and Panama lists and bring the culprits to book.

    Of course Ranil is no economist ( a lawyer ) just posing off as all knowing while his boy gang cheers him on !

    Now his 5th lane security has been removed .

    Many advised him to retire from politics and to just hold the parliamentary elections .

    If he did that SJB would have probably won with PA coming second. The PA would have remained intact. The NPP had no candidates to contest country wide and they are unknown.

    But Ranil the top brain calculated that he can go for presidential election and WIN ! No longer just an appointed president but an elected president ! That is how clever he is !

    In a presidential election neither Ranil nor Premadasa can come near Anura who was the best candidate. It was a one against one situation.

    Ultimately despite all the violations including increasing public servants allowances two days before elections the big brain came a distant third !

    Mr brain is determined to remain leader of the UNP ! On his super record as its leader ,it is well deserved !

      Whichever election comes first , the Old Order were to be wiped
      out . Because it is coming after a public protest that made the
      president run away without address and his royal family out of
      the radar . In my calculation , RW didn’t stand to win . He knew
      his place in the election . He is a man who didn’t care hoot to
      watching UNP falling apart for many years and such a man
      could have done anything to sabotage SP winning chances . Why
      do you think local election was not held ? The Old Order knew
      very well the outcome . Didn’t he try to extend his job for longer
      so that he can avoid an election at this point ? Why ? He knew his
      time is over but he could not stand SP taking it over from him .

            U N P , regardless of whether it had a vision or not , stood with
            the West and to counter this , the left led by the SLFP stood with
            anyone that was against the West and that is why they were
            neither socialists nor capitalists and so , opportunists . In the case of
            both , Friendly Fire had been their politics . In this friendly fire game ,
            RW is not second to anyone . So , he and other likeminded ones like
            MARA created a new kind of play ground for them to play . Without a
            genuine competitor , how do you want to call it a match ? This is the
            situation that was exposed and MARA and RW were forced to stand
            naked . You have to find them guilty of creating this mess . What they
            did was ” Political Match Fixing . ” You want to continue watching
            such Filthy Sports ? Do you still believe in a man who destroyed his
            party helped the country bounce back ? The country has a history
            with IMF and the WB and other Credit agencies . All you had to do
            was to reverse to two years back , before the time of Gota . Was it so
            hard after the runaway scenario of the Royal Family ? They are the
            ones who created this situation against their own selves .. Suicide

              But for the 17th time they have got back to the IMF. World leaders said that without RW, things would not have worked out to save the country’s economy after Gota’s self-inflicted fall. I think that is the truth that angry voters never took it serious.

              I have special respect for RW there. That cant change anyone. And I do not support any political party in Sri Lanka. Also in Europe, I support the SPD (Social Democratic Parties). That’s where my feelings lie. However, I will never support the barbarians who took the lives of my best friends.

              Ranil had no hand in economic recovery of pre-Gota days of GDP 84 billion USD and foreign reserves of USD 6 billion. It was due to lifting of Covid restriction which brought in influx of tourists and increased expatriate remittances. However Ranil went to IMF and received first tranche of loan and handled geopolitics well. When you have IMF backing, you create investor confidence which resulted in recent increased activity in stock exchange. It is the amount of USD in hand due to reserves left behind by previous government and IMF loan that made central bank to release USD into the market, which made the rupee appreciate. NPP government had no hand in these two happenings.

        I don’t think Ranil can settle down in another country , such is his
        ego . So is MARA . Not that they don’t want to , they can not manage
        themselves in a new environment . They are so sure that AKD will
        not want to see them in prison . Even the people of our country won’t
        ask for it .

    Rajapaksas attempted to make a huge out-of-the-box leapfrog with Port-City, BRICS, and unseen things like Swiss, Panama, Channel Island, Cayman Islands, real-estate in major world capitals, et al, in an effort to one day, in the far distant vistas of the future, reap the benefits of global hardwork, and bring some of the money back to Sri Lanka.

    Ranil came closer to home, leapfrogged, and forced- worked sovereign bonds and promissory notes in linkage with Singapore’s economy run by the Indian part of it, together with the wholesale of our Motherland to India.

    Neither had the brains, guts and desire to work the Real Lankan Domestic Sector for the suffering Masses.

    It’s not helicoptering and leapfrogging that is needed for our land, but good old-fashioned, intricate, dedicated, detailed analysis, and hard-work in each and every aspect of our Lankan domestic economy that is needed, such that only AKD and the NPP can bring about. They are the only true men of the soil who actually have the heart and brains to bring about this revolution.

      From zero taxation of the Lankan Elite who seemingly create GDP out of the hard work of our suffering workers and yet place the profits on international markets (whilst reinvesting very little of the profits on the Lankan worker), to the ridiculous import (sans export) cycles of those who hold onto these profits, to the general Western province culture that perpetuates such absurdities, our Sri Lankans are trapped in a snare that is not of our own doing. Just look at the ME house-maids required to balance out the abnormalities.

      Vast restructuring processes needs to undertaken. It will be boring; it will be tedious, it will be repetitive, it won’t look glossy on social media, but our Lankans yearn to be released from this evil spell that has bound and plagued our country for generations.

      Nimal……Singapore only leapfrogged because the region was relatively oil-rich…from Indonesia, to Brunei, to Malaysia….and S’pore handled their banking and shipping of oil+ were safeguards of the US global system, failing of which 70% would have be repatriated to China (some might have migrated to Sri Lanka✅ ).……..different time and place from our Motherland. Trying to copy them in this time and day is futile. But we can tentatively implement some of their techniques.

    RW has proven once again that as a politician, he is an abject failure. His arrogance and pig headedness are the root causes of his downfall. He should quietly fade away into retirement. The million-dollar question is whether his ego and his unsatiable lust for power will allow it.

    It is heartening to note how the voter has changed from traditional voting patterns (Blue/Green/Red) to an “Enlightened” outlook in seeing to understand and act to achieve a better standard of living for the present and times ahead. The last Presidential election proved that the traditional system of voter suppression and segrigation into camps was not successful and that understanding sent the current and past administrations into disarray. I am certain that the forthcoming Parliamentary election will further confirm that “Enlightenment”.

    Our experience was that there was a marked differentiation between the “Haves and Nots” resulting in widespread discontentment and a growing cry for equitable share of wealth and prosperity. The figures (though not official) showed that a bear “10%) enjoyed the life comforts of growth while the rest were denyed even the minimum expectations. The people saw this “Elite” class and noted how this “Class” made the “Rules” and “Determined” the destiny most comfortable particularly for themselves rather than that of people at large. Now that the “1st Stage” of the change has come and the “2nd Stage” (that of Parliament) to come, it is time for AKD led NPP to start the “Game” and it has definitely to be a “Game Changing” way forward and not the “Game As Usual” of Ranil/Sajith/Rajapakse clans/elites.     II – This is time for MAJOR CHANGES. Incrementalism … Minor tweaks and turns to our political and economic system will not be adequate for the task. The changes needed must be dramatic but democratic to offset the political power of concentrated wealth.

    Step No. 1 to take note is……Before “Economic Reforms” there will have to be “Political Reforms”……. of the Political Culture.

    Step No. 2 ….We need to understand the TRUE sources of our nation’s Wealth. Those are…productivity, creativity, and vitality of our people, the advancement of science and technology, the advances in economic, political, and social organizations including the rule of law, competitive, well-regulated markets, and democratic institutions with checks, balances, and a broad range of “Truth Telling” institutions. This understanding will provide the basis for the enormous increase in the standard of living.

    Step No. 3 – The Maeasurement of Wealth…… The TRUE measurement of a nation is measured by its capacity to DELIVER, in a SUSTAINABLE way, a High Standard of Living for all of its citizens.

    Kuhakakama amongst the Sri Lankans is probabbly the single most character trait, that is dominant among Sri Lankans irrespective of the community to which they belong to, that is responsible for the economic status we are in, and it looks like it will be long before that they figure it out themselves and fix it.

    It leaves nothing but the only other option available, that is to import sime talent and place the country in their hands, starting from the executive itself.

          Lester is thin-skinned, however he provided much entertainment and on some occasions pushed us to research some of his more tenuous claims. I learned a lot more about Sri Lankan History and Archaeology than I would have done on my own.
          Of course there could be an alternative reason for his absence; possibly Health or change of circumstances (e.g. he has lost all his money on the Stock Markets and can’t pay his Network Provider).

    III – If a “Systemic” but “Dramatic”, and “Democratic” change is not effected, the “Elite” few will not “SLEEP”.

    That “Elite” class knows what should be done and how to “Re-Group”. In this context, it is noteworthy what Warren Buffet the legendary billionaire said:

    “There is class warfare, all right, but it’s my class, the rich class, that’s making war, and we are winning”.

    AKD and the NPP Government must always bear this in mind.

      Sumanthiran was rejected by Tamils at the last election and what he did to come to parliament is well known. This time he knows that the possibility of doing that is low, and he wants to come to parliament through national list. He has acted as a dictator within the party and many stalwarts have resigned. He was Ranil’s lackey all these days and when he found out that Ranil is going to lose, he jumped ship. He openly canvassed for Sajith on the instruction of an Indian official. Now that Sajith has lost and he cannot antagonise NPP for the next five years, at the same time live in comfort in Colombo, he is going behind NPP. He is an opportunist with selfish agenda and nothing else.
