Anticipating Post-Geneva Politics

There are two huge reality checks coming up in seven weeks. The Geneva vote will be a reality check for the Government while the Western and Southern Provincial Council election results will be a reality check for the Opposition. Both votes will illustrate and exacerbate the crises of the policy paradigms of the respective players. The twin results will illuminate and add to the overall crisis of post-war Sri Lanka, in its external and internal dimensions.

The Geneva vote takes place in a setting that structurally favours the Sri Lankan state, because 72% of the votes are from the three regions of Asia-pacific, Africa and Latin America. Therefore a loss, especially by a margin as wide as those of 2012 and 2013, would reveal a huge inadequacy in the foreign policy of the current regime. A defeat at the UNHRC could be a microcosm and precursor of an eventual defeat in a vote in the UN General assembly in New York. Similarly, a loss by the main Opposition in the Western province, which is the most modern and pluralist, and the least rural of all the island’s provinces, would indicate the result that would prevail at a national election in the country in which almost 75% are Sinhalese, 67% Buddhist and over 60% rural.

As President Obama’s former chief of staff and currently the pre-eminent Chicago politician Rahm Emmanuel once said, a crisis must not be allowed to go to waste. It is imperative that the twin votes of March 2014 be utilised for purposes of course correction by Government and Opposition.

After Geneva, the Government would have one of two choices to make. It can (i) re-examine its external and ethnic relations in the spirit of Realism and punch the re-set button so as to prevent defeat in a Cold War which will result in dismemberment as a state, or (ii) it can circle the wagons still tighter. But are there that many wagons left to circle? How can you sustain a garrison state on an economic bubble and on the doorstep of a quasi-adversarial giant?

For its part the Opposition can gear up to face the Presidential and parliamentary elections in less than a year with a candidate and a team that can minimize the incumbent regime’s margin of victory or will it continue to act as the government does in the realm of external relations—burying its head in the sand and raising it only to whistle in the dark?

On the part of some in Government there seems to be a notion that Presidential elections should be advanced to 2014. This is a pretty silly idea. As Ronald Reagan so famously said, once you’ve played your last card, you no longer have it. It is far wiser for the President to play the card of an election just before things start getting bad economically, rather than to go in prematurely for pre-emption.  It would also be bad to attempt to strong arm the Supreme Court to secure a date in 2014, just as it would be unwise for the Court to make waves by a ruling which appears customised.

So much for the regime; now for the Opposition— and I should preface this part of the discussion saying that I would like to be reminded by any reader of the last time (actually, decade) I got a public prediction regarding a Presidential election wrong.

Some truly weird ideas are in public circulation, which in compressed form amount to a project of a single issue candidate who calls for the abolition of the Executive Presidency and/or a Chandrika ‘common candidacy’. Anyone who thinks that an ethnic or ethno –religious community which forms almost three fourths of a country’s population, and feels existentially threatened by external and ethnic forces (Jayalalitha, the West, the Northern PC etc) will consent to weaken a strong centripetal centre by abolishing the Presidency and thereby be ruled by a parliament that could be manipulated by a bloc of minority MPs, is ignorant of politics, both Sri Lankan and global. The Sinhalese may be many things but they aren’t suicidal suckers to fall for that recommendation of biting a political cyanide capsule just when Tamil Nadu and radical Tamil nationalism in the Diaspora are on the march. Ven Madoluwawe Sobitha’s candidacy will not be taken seriously by the highly politicised national electorate and almost certainly cannot secure a million votes. It will probably net only a few hundred thousand, if that.

Then there is the argument for Chandrika as a common Opposition candidate. Successful comebacks are made by patriotic figures such as General Charles de Gaulle, who at a time of national crisis could credibly invoke ‘la patrie’, be seen as its embodiment — and therefore appear as a Bonapartist redeemer. It should be fun to watch how CBK’s ‘ common candidature’ will fare when  State television repeatedly re-telecasts the second Channel 4 movie in which she is seen telling an audience that her son wept and proclaimed he was ashamed of being a Sinhalese— sentiments not contradicted and indeed approvingly disseminated in the public domain, by his mother. This is hardly a Vihara Maha Devi figure or a Sirimavo Bandaranaike i.e. a strong Sinhala-Buddhist nationalist matriarch.

General Fonseka would do much better than CBK —perhaps as UNP candidate rather than a ‘common’ one, but the incumbent is hardly likely to enable such a candidacy by generously restoring his civic rights.

Then there’s the scenario of either Karu Jayasuriya or CBK as candidate but with Gen Fonseka covering the patriotic front as a strong running mate as it were. This may make a mischievous Mahinda Rajapaksa actually re-enfranchise Gen Fonseka, thereby tempting him to run for Presidency himself.  Even if that doesn’t happen, Mahinda Rajapaksa has still not peaked as perhaps the most formidable vote-getting machine the country has seen, and is therefore likely to beat a Karu-SF-CBK combo. Face the fact: a Presidential election is primarily a popularity contest and Mahinda Rajapaksa is liked, lots, by lots of (Sinhala) people.

Does that leave any options before the Opposition? Yes, and I’d call it the ‘AK effect’ or equivalent, by which I definitely don’t mean the AK -47, but Anura Kumara (Dissanayake). The wave of social and mass media enthusiasm that greeted the generational change in the JVP is indicative of the vast energies that would be unleashed and would carry over into a Presidential and parliamentary election if —and only if— the UNP and Opposition leadership were to switch to a similar figure: a young or early middle aged parliamentarian who is a good speaker, has a progressive patriotic-progressive populist profile, is from a Sinhala  Buddhist background and whose appeal can resonate in the provinces and among the economically underprivileged. Who might the UNP’s equivalent of Anura Kumara Dissanayake be?

On two earlier occasions, when it was facing a strong Sinhala nationalist resurgence, the UNP had no doubt.  In 1956 in Ruanwella (facing Dr NM Perera who was at the peak of his popularity) and in 1988 in the country as a whole, the UNP picked and promoted Ranasinghe Premadasa. The young UNP rebels Shiral Laktilleke and Maithri Gunaratne have no doubts as to who can revive he UNP’s fortunes in the aftermath of the upcoming defeat at the Western and Southern PC and in time to give the incumbent a run for his money at the Presidential elections: Premadasa’s only son. I have a rider: if Premadasa Jr is going to play Hamlet, then the UNP and Opposition will have to look for an Anura Kumara Dissanayake approximation. A progressive populist young man or woman may fare better than a disenfranchised and testy war hero, a single issue monk, a bitterly shrewish Marie Antoinette or a tired gentleman who chose unwisely.

        Some of those who have commented can’t make the simple distinction between diagnosis and prescription as usual. Dayan is providing a realist diagnosis, not a prescription based on wishful thinking.

        Dayan is right. Chandrika is not able to galvanize the people as she did in 1994. And in the case of poor Sobitha, Sri Lankans are wary of uniforms – even if it’s of the clerical type. As for Karu: Who’s Karu outside of Colombo?

        As to the comment that Anura Kumara Dissanayake is popular in spite of his advocating the abolition of executive presidency, the fact of the matter is this has always been the stated policy of the JVP. And the JVP is still struggling to be accepted by voters in the political mainstream. Even its niche support is currently experiencing a downturn due to their own mistakes, and of course due to the overwhelming popularity of MR in their own power base. AKD’s elevation as the new leader has brought some excitement within this shrinking niche, that’s all.

          I don’t know whether to laugh or cry when I see people willing to vote for CBK on the premise that she abolish EP soon after election. How many chances are these morons willing to give her? How did these Bandaranaike’s manage to enslave people so badly? If you don’t like EP hell vote for Siritunga Jayasuriya and show some backbone!

          What worries me more is that these people are willing to reduce the presidential election to a single issue: Executive Presidency. Don’t we have any other issues that are also important in this country?

      1. Cleaning up political culture and voter educatiosn.
      2. Educating the people to not be taken in by the Rajapakse regime’s strategy to spread chaos though religious violence, attacks and riots so that the corrupt and criminal Jarapassa regime can continue to rule.
      The RACIST national education system currently run by CORRUPT clowns like Bandualla Gunawardena and S. B . Dissanayake has failed in over 60 year of independence to educate the Sinhala public as to what democracy and the rule of law, need for separation of powers etc. is. The majority Sinhala public think that feudalism, cronyism, Sinhala Buddhist majoritarian racism and Jarapassa-style family business MONEY POLITICS with the elections circus is democracy. Sinhalay villages need to be taught the meaning of real democracy and to vote for honest, educated, and accountable people into office. It is because of the lack of voter education that Sinhala politics is CORRUPT TO THE CORE – both within the UNP and SLFP and only corrupt and violent fools end up in the parliament..         It is not dismemberment stupid, it’s the reverting of Eelam back to its original sovereignty that existed before Britain annexed it to 2 adjoining Sinhala states in 1832 for administrative convenience to form Ceylon.

        Why are the Sinhalese agitated, after ill-treating Tamils for 66 years, and are trying aggressively to destroy Eelam and Tamils? Sinhalese have proved time and time again that they can’t live peacefully with Tamils, or Muslims either. Recollect anti-Tamil and anti-Muslim riots.

        Gracefully let them go in a civilized manner like what the Czechs and Slovaks did! Would you? I doubt it.

    You remain oblivious of your own contradiction. AKD has been steadfast in his belief that the EP should be abolished, but that hasn’t prevented his popularity in the rural Sinhalese heartland.

    So your argument that the Sinhalese people “[feel] existentially threatened by external and ethnic forces (Jayalalitha, the West, the Northern PC etc)” an that they “[won’t] consent to weaken a strong centripetal centre by abolishing the Presidency” falls flat.

    I remember the pundits in the US who said barely a year before Obama was elected president that he was too inexperienced for the voters, that much of the US was still not ready for a black president.

    Dayan Jayathilake is a Hypocrite and should not believe a word that he says. It seems Mahinda Rajapaksa has influenced him to write this article to undermine the good, genuine and honest effort taken by the intelligent educated professor Kumar David to bring in Sobhitha Thera as the common candidate for the benefit of all Sri Lankan people. Sobhitha Thera is the only human being who can beat MR easily at the next presidential elections. If people fail to accept this reality they will have to suffer until natural justice come into play.

    It is not the ethnic issue that is preoccupying the minds of an overwhelming majority of Sri Lankans, but the cost of living first, the corruption levels second and unprincipled governance third. The votes of the farming community too will be adverse for this government. If there are honest elections, these factors would be the primary drivers of the national vote.

    Dayan is not taking into account the fact that the overwhelming Sinhala Buddhist majority he avers, is also feeling the pangs of hunger and the frustration of its inability to provide what their children require. The vast majority of inhabitants in this country, with the exception of the exploiters, corrupt , criminal elements and the mad hatters, share the same sentiments- absolute disgust with this government. This transcends the ethnic and religious divides this government is intent on exploiting and deepening as a ploy to hold onto power. The people at large do not trust this government anymore. The MR charm is losing its sheen precipitously.

    A single issue presidential candidacy will not work in these circumstances. What is required is a multi-issue candidacy that focuses on the unbearable cost of living, the bad governance ,political depravity and the failures of the type of executive presidency and the constitution we have.

    To be successful the presidential candidate should proffer an outline of a ‘National Chintana’ that highlights the problems we face, the solutions and a grand vision that appeals to our general decency as a people.

      Yesterday, I watched a youtube video in which JVP MP Lalkantha made it very clear what we need right at the moment – a change to fight against unbearable corruption. Highlevel corruption that is being promoted by President himself is most unbeatable so long excutive powers are enjyable by any president. As always has been with him, he kisses, caresses the little ones showing his pretence suppressing his subconciousness further. Political leaders of his grade use all tricks on poor masses to stay in power.
      These poor masses are intersted not anything else but their day today survival. Not only in the nother part, but also in southern areas, there exists significant fractions that have to struggle for living today. Today´s statiscs have no meaning. Nobody can rely on any statistics given by the ruling men. People have lost completely their faith when it goes about the numbers if govt authorities publish these days.

    DJ appears to have forgotten that SL was governed and survived under the Westminister system until 1978. Why should minority parties be looked with suspicion now. The presidential system favours majoritarianim and the parliamentary system warrants genuine particpation, partnership and leadership and democracy. This should be prized and not scorned. Shame on you DJ!

    I think DJ and some of the commentators here are confused over “single issue candidate”.

    The idea being discussed in various political circle, around dinner tables and around caffes, in a hus hush voice is a “single unifying candidate.”

    The first task of the Single unifying candidate is to abolish the EP.

      I need to add that the manifesto of the Single Unfiying Candidate will include many issues , Executive Precidency (EP), cost of living, corruption, white elephant projects, reconciliation, nation building, democrcy, human rights, equal status to all religion, race, language

      The first issue that will be addresed by the new Single Unifying President is to abolish the EP. Restore democracy restore the parliament and then tackle the other issues one by one

    A good analogy to Sri Lanka’s domestic politics is that of a ships captain who is on a voyage and decides to take a short cut through a route that is known to have reefs and rocks despite the advice of his crew. Sure enough after getting past the first few rocks the ship is now on a collision course with a massive reef that stretches across the horizon. So what does the captain do? He decides to hold an election amongst the crew to elect a new Captain! Obviously, the first mate is not going to step forward and contest. He is going to say, “No Skipper, you brought us this far, please go ahead and stay at the wheel for the duration”. That doesn’t mean that he wants the ship to hit the reef and sink. The first mate is praying for a miracle just like the rest of the crew and the captain. However, he knows that if he takes the wheel now and they end up on the reef, everybody is going to wonder if the Captain could have got them through.
     
    I think RW has got this one right. Even if it takes another 10 years for the SL matter to be settled at the UN, he should not get into the fray. He should stay on the sidelines in the opposition and let Rajapakse remain president. That does not make him unpatriotic. He should continue to provide moral support to the GOSL as much as he can. The fact remains that May 2009 is a 100% MR project. Let MR lead this project to its logical conclusion.

    I really don’t think any of you really understand what is about to unfold in the Indian Ocean. This is going to get ugly beyond your prediction. But the real losers are Sri Lankans. Remember, India felt threatened, and created the LTTE when J R went behind the US. Ultimately, Sri Lankans paid for it with the THIRTY years of war and losing more than 100,000 people. Now Mahinda Rajapaksa is going behind China and pushing India towards the West. India does not have a choice; it must go with the West. The West knows that Asia is getting bigger and powerful, and the West will do everything to break Asia. If the Chinese communist party really understands the West’s power and knowledge it would not go against India or Japan. Even if China, India and Japan joint together still they can’t defeat the West, because the West is so powerful. How in this earth the Chinese communist party is going to fight against the West, India and Japan?

    The Chinese communist party’s action is similar to the Japan emperor’s action who decided to attack the pearl harbour without knowing the implications of his action. Eventually, the US dropped two atomic bombs and made them to surrender unconditionally. The Japan emperor made his people, Chinese, Koreans and other Asians to suffer. Likewise, the Chinese communist party will make others to suffer in Asia. The Chinese people who have been working hard to make the Chinese communist party rich will end up in nothing, because of the Chinese communist party’s foolish actions. The Chinese communist regime and the Rajapaksa fools are playing a foolish game in the Indian Ocean. They will betray their people and undermine Asia. The ultimate losers are Sri Lankans, and other Asians, but the winners are the Westerners.

    I thoght DJ´s silence, specially during last few days may have been related to his active role in the up coming UNHRC battle in few weeks away now.

    Current article gives us – CT readership the feeling that he is the loser and nothing like getting closer to the MEGALOMANIC-MR has been ineffective.
    And the style of his writing has taken its way somewhat distinquishable from the usual -journal article style

    Dayan Jayatilleka is doing his utmost to attract the attention of the President. He did similar things before the 2005 presidential elections and succeeded. Year 2014 will not be the same for DJ. His shouting from roof-tops cannot now take the President for a ride. DJ is a time server who will twist his boneless tongue shamelessly to achieve his mean objectives. Oh! God save him.

    In this article DJ has forgotten to add the words, “if the PC elections are held in a free and fair manner”….., as we all know that the UPFA supporting parties can do anything and the police and the election commissioner will not take action. In an environment such as this how can DJ not mention re: fairness of the election practices of the UPFA, Is DJ himself a fair person?

    DJ is also saying that Jayalalitha (which means Tamil Nadu voters) and the Diaspora are pushing a cyanide capsule to the Sinhaleas. What a stupid statement to make. Is he trying to say that the Government not providing the benefits offered in the constitution of the country to the minorities is a mistake of the Sinhala voters? It is the fault of the executive president and his brothers who are not offering a solution to the problem (the cabinet is a puppet cabinet the power is with the brothers). So DJ trying to put the blame on Jayalalitha or the Diaspora does not stand scrutiny. He has not mentioned anywhere that President Rajapakse has not offered a solution. The reason why Jayalalitha or any other Indian politician and for that matter the politicians in developed countries where Tamils are living and the Diaspora are acting against SL is only because no solution has been provided by President Rajapakse, all though in numerous international forums he has promised to provide a just solution. Its shameful for DJ not to address the real reason for all the pressure that is put on SL but to divert the attention to some other factor and find fault with those who are trying to bring about a solution to the minority issues. When I say minority issues I am not talking only about the Tamils, I am also talking about the Muslim, Hindu, and Christian issues.

    He should write very clearly that the issue that has been brought against SL will have major problems personally for the Rajapakse brothers and not to Sri Lanka as a whole as they are the ones who will be dragged before the international courts and not the voters of Sri Lanka. The Rajapakse brothers are trying very hard to say the resolution is against SL but in reality its against the Rajapakse brothers. No voter in any country can be dragged to international courts its only the leaders who will be dragged in.

    It is more than obvious that DJ is sucking up to the president. His constant blaming others like GL over the sad state of affairs at the EAM is a bit too patronising (The Family) . While it is true GL has to be taken to task, the fact remains that the buck stops with MR. It was he who appointed that buffoon Sajin Vaas Gunawardene as monitoring MP and also his lousy kith and kin as ambassadors to foreign countries.

    You don’t need to do a PhD in Political science to make these “Monday morning quarter-backing” as Rhamm Emanuel would say.

    A worthwhile education in Political Science should give you some ability to foresee eventualities of mismanaged Governance well before it turns rotten.

    In that respect, I would like to remind you of your servile pandering and repeated boasts of the Regime’s actions on Ground Views and other media from 2010 through at least part of2013.

    You boasted that (a) the current regime’s Governance was a representation of the best in Democracy anywhere in the world, which you now choose to call a Garrison State (b) that the regime is an irreplaceable ally of the “giant” who you now berate as quasi-adversarial, and (c) that the regime was taking the country towards economic growth that would be second to just China which was growing at double-digit, but now you realize it was merely an empty inflated fake economy.

    You pooh-poohed anybody who challenged you. Don’t you realize that you fell flat on your face on all counts – and you still think you deserve to be taken seriously?

    Incidentally, isn’t it reasonable to consider that your expose to the NGO as MR had suspected (remember the Al Jazeera interview) may have contributed to the recent aggressive revival of the international call for war crime investigation?

    If you go to Geneva and some officials ask you the same question as Al Jazeera, as to “why did Dayan changed his view after Weliweraya on Regime’s probable crimes against Tamils” – how would you answer that? May be that is one reason why MR is sidelining you.

    If you don’t go,and Tamara goes, and she is asked the same question, how should she answer that – we are all awaiting your answer on that, unless of course you are now O.K. with what MR told Al Jazeera — that you were prostituting your talents.
