Arjuna Mahendran Set To Abscond

Former Central Bank Governor and the man at the centre of the bank’s bond issue scandal, Arjuna Mahendran, is “not willing to come to Sri Lanka,” a source close to Mahendran told Colombo Telegraph.

Mahendran, a Sri Lanka born Singaporean national and a close friend and official ‘advisor’ to Prime Minister Ranil Wickremesinghe, was found to be guilty of wrongdoing by the Committee of Inquiry (CoI) appointed by President Maithripala Sirisena to investigate allegations regarding the issue of bonds in early 2015.

The CoI has recommended that the Attorney General initiate formal legal proceedings against those at fault and move to recover from Mahendran’s son-in-law Arjun Aloysius the over 11 billion rupees loss incurred by state agencies including the Employees Provident Fund and the Development Lotteries Board.

Perpetual Treasuries, with which Aloysius is associated, made several billion rupees in the transactions that came under investigation.

The Prime Minister, who during his previous tenure in the office appointed Mahendran as the Chairman, Bureau of Investment, offered the Governor’s post after the change of government in January 2015. Party seniors are reported to have objected strongly to this appointment expressing concerns over his nationality. Wickremesinghe however ignored concerns and warnings. After Mahendran quit the post, Wickremesinghe re-employed him as an Advisor.

It remains to be seen what kind of action is taken to bring the errant former Governor before the law, considering his expressed unwillingness to return to Sri Lanka.

        The fools are the sri lankan President, PM and Finance Minister. If they are not guilty as they claim, then certainly Mahendran has made fools of these 3-pundits that claim they know how to govern. The fact of the matter is that they have proven to be conned by a so called Oxford Graduate and a Singapore Tamil, now flown to a destination beyond their juridiction. The three of you jokers in the government, I hope you will get some crums thrown at you by Mahendran to make you feel better, as he has made you the laughing stock of the entire world that reads this story. I hope the voters will throw out these buggers and the party out at the next election.

      RW should ask his friends in Washington who are sending corruption investigators to Lanka, to use their Fake Economic Development Experts at IMF, World Bank and MCC to track down and return the funds to Lanka, to pay off the gigantic national debt incurred by corrupt politicians to whom the Washington Triumvirate gives free Fake Economic Advise and diagnostics, instead for taxing poor people to pay off the debt.

      Thank god for Mr. Donald Trump who has shown us how Fake News, Alternative Facts and Corruption in the name of the game, including the billion $$ international development Game that works to enrich the Global 1 percent while claiming to do “poverty reduction”, too!

      . It is a police state with high levels of surveillance and hence Singapore can catch Mahendran in a day and hand him over to the Sri Lanka Govt. once charges are filed against Mahendran for Grand Larceny and Financial Crimes in Lanka,

      SL Govt. must immediately file cases and seek extra-diction of Mahendran. based on PCoI Report findings from the Singapore Govt.

    If this is true…..then it is like his friend Ranil.

    Ranil has a penchant for running away too.

    Who can forget when Ranil ran away from Parliament when the MR regime introduced the draconian 18th amendment. He was the opposition leader but he ran away leaving the JVP and TNA to fight against that amendment.
    (I was tempted to say ran away like a woman but then I know most woman are braver than Ranil, so that would be insulting to those brave woman)

      I am surprised that you removed my comment! Of course, you know better than I do in these matters but what I wrote relates to the CAUSE and EFFECT of our national malady, namely uncontrolled political manipulations that has led to debacles like this. I understand, however and respect your views.

    The President in his statement told the PEOPLE of Sri Lanka: “The Commission Report said that the Hon. Prime Minster’s responsibility in the appointment of Mr. Arjuna Mahendran as the Governor of the Central Bank was proper”. Then if Mr. Mahendran is “not willing to come to Sri Lanka” to participate and hold himself responsible at any given Law Suite, hold the appointing authority, the PM responsible. I also presume the Commissioners would have envisaged this problem and made suitable recommendations. If not, get another Commission to look into that aspect, perhaps together with finding an answer to the question – Why the previous Commission did not address that issue. Keep the CIRCUS moving. Cheers.

    My comment continued…. If the Commission said that in appointing Mr. Arjuna Mahendran by the Hon. Prime Minister is proper, the Commission too has not properly understood and identified who that “Appointing Authority” was. The appointing authority in this instance was the President and the PM was only the “recommending” Minister. Then obviously the President has to be “responsible” to bring Mr. Mahendran to Sri Lanka. I believe our AG will have a “daunting” task ahead in performing his duties in handling this subject of “Bond Robbery”.

      That is correct.
      The AG would be in a state of unenviable quandry on the matter of taking a decision because the Governor of the CB was appointed by the President on the recommendation of the PM and the Presidential Commission to inquire into the scam too was also by the same appointing authority.
      Now which cat is the AG to bell if Arjuna Mahendran absconds?
      What will now happen about the COI recommendation about the recovery of the 11 billion from his s-i-l Arjun Aloysius?

    This article is CRAP. CT should have investigated who allowed him to leave the country. Not Only the Ex governor, one more had allowed to escape to Australia or to New Zealand. I think he is the Accountant worked for Australian Used Dealer. Even when Jaliya Wickramasooriya Ran away during the court, It looks the authrorities did not know. Most probably, they let him escape and then issue arrest warrant.

    What I hear is months ago President has asked AG and CID to take action against the thieves. Once the report came , President did not talk about report even though he issued a statement. I think Chasing out Wijedasa Rajapakse and a UNP minister was one step. Now Ranil is allowing all those thieves to their escape
    Ranil has not stopped doing cheap things.
    He doubled the STAMP allowance of EVERY MP to Rs 175,000 to Rs 350,000.
    Now as a election Gimmick, he is giving rural schools some science – kit which is worth Rs 134,000. Why everything starts when the elections comes. Specifically this for rural schools. Why schools do not have same facilities whether it is rural or urban.

    Mahendran won’t have to run away. Yahapalaya govt will help him go away and then tell the country that the man has left and”what can we do”! There is much more to the bank robbery than has been exposed by the Bond Commission which was operating with its hands tied behind its back.Everyone knows that the Bond Commission consisted of independent, courageous men devoted to their duty and loyalty to the country. However the attitude of hostility against the Commission shown both ny RAVI K,Mahendran, and protected by Ranil and his buthgottas MPS like Senasinghe, Harsha de Silva, reveals that the Commission members were risking their careersby doing their proper duty. In fact I understand that those brave members of the Attorney General’s Dept like Livera,Kodagoda are being threatened by a puppet Attorney General to protect the accused. The only hope for the country is a return to the Rajapakses who have the welfare of the country at heart, and whose patriotism is plain to see.

      I’ve been told by a guy who knows the Commission Chairman (Chithrananda?), that he’s both honest and fearless. He knows most politicians, actually, but doesn’t say the same of Ranil.

      I also agree with you that these people may now be at risk.

      However, my assessment of the Rajapaksas differs markedly from yours.

        Unfortunately Sinhala Man there were too many people in SRI Lanka who thought like you and voted against the Rajapakses and voted in this unmitigated national disaster called YAHAPALANAYA to rob and plunder the country. Leave the bond scam aside, why don’t you ask yourself why do we need to buy an aged outdated Russian warship costing billions. What naval wars are we expecting to fight. Can the country afford it? There will not be any sensible answers to those question other than the commissions to be made out of deals.

      I dont really think that Rajapaksha’s have welfare of the people in their hearts, of the country may be. However they will certainly know how to imprison the ones that they do not like and exact revenge. But whether they would extend that efficiency to Bond Scam Ranil , that I would not know. There is a mutual backscratching agreement between MR and RW, so again the mastermind behind the scam might get away with it to the frustration of people seeking justice. That aside, I have to accept even reluctantly that the country need a strong leadership with integrity and honesty, and if this could be found in BORN AGAIN Mahinda Rajapaksha, then it may be fine. Gota, SF, Handunneththi, AKD all in my short list but I have no vote. None of them seems to have that mass appeal too as Mahinda has. So, over to you Percy about your namesake. Better the devil you know, but the voters will decide what is good for them.

    If true, it exposes the mindset of the PM and his inner circle. These people use power to steal the country and vanish when caught.

    Whole country is aware of the extent to which PM went to avoid removing Mahendran from the position of Central bank Governor. Now it is clear the reasons for such action. There is a saying actions speak louder than words.

    If the President is genuine in his call to use the sword to clean up corruption, he must start the clean up by requesting the PM to get his bosom pal to face the charges. If the PM cannot do this then the President must be not scared to use his sword to clear the PM & his inner circle of friends tainted with corruption allegations.

    If the President cannot do this the only conclusion to us the voters is that even this President is no different and is in pursuit of selective justice.

    There is no shame in running away from Lankawe. Jagath Dias ran away from Germany. Jagath Jayasuriya ran away from Brazil. The story is Anakku Paanai sari. (On the value bargain, a pot is equal to an elephant.) Lankawe’s two presidents are running away from War Crime Accusations by an International agency appointed OISL. In OISL inquiry Appe Aanduwa Presidents did that. In PCOI, Tamils are doing it.
    Sirimavo ran away when JR came. JR ran away when Richard P came. Chandrika ran away when Old King Came. Old King did not have to run away, because that Ranil saved him from New King.

    When Navy Commander Chinnaiah opposed Russian ship deal, he was fired. When MD Mukunthan Opposed the TRC deal, he was fired from ICTA CEO.

    These are only one tow individual firing. Appe Aanduwa brought “Sinhala Only” only to fire the 75% of its employee.

    When you are employed by Appe Aanduwa nowadays, whether you are working or conniving in robberies with your masters is not the question asked. “Which race you are?” is the question asked. Mahendran need to learn a lesson. May be he would leave that to Indrajit Coomaraswamy too.

It is well fresh in Lankaweyan’s memory, unlike the struggling 2015 elections, how marvelous it was to slaughter a 150,000 Tamils and take a free walk in the EP election in 2010. That is a fire and water tested foolproof method to win an election in Lankawe in use from Don Stephen, though SWRD to New King. In the EP and General election of 2015, “No Leader, No Commander, No Soldier, who genocide-d Tamils will be prosecuted” was the slogan of Ranil and New King put forward. As they both already have claimed that is something they two have already achieved, it cannot be used in this election. That time, New King and Old King Both were recorded as War Heroes in the March 2015, withdrawn OISL report. It is not an open secret Ponny, who was presented to Sinhala as the one marshaled to the Killing Field of Tamils, not armchair leader Old King, was asked to stand in the election of 2010. But Sinhala Buddhist did not believe it. Here too the defect here is playing that trick on the eleventh hour may force some Genuine Sinhala Buddhist to think it as only a trick and not a real anti-Tamil action and would prefer to vote to Old Royals. (But unfortunately Old Royals didn’t place any candidates as their own clan, but placing only as Weerawansa, GLP, and Dinesh etc. clan).
        Tamils must remember to remind the IC what Sinhala Jury Commission’s finding will be in a local investigation of war crime and what Sinhalese would like hear as verdict from their elected leaders manipulated courts.

    I’snt there an extradition agreement between SL and Singapore? If not the Head of State may make a special request to send this Grate Bank Robber to SL to deal with legally. Ranil can go and escort him. Now Ranil with his subservient political dwarfs trying to show that he will loose no time to implement the findings of the Commission. Mr. Wickramasinghe, people of this country are not pools. Please do not insult their intelligence. The people’s court has already convicted you for your shameful role in this episode.

Furthermore I was aghast when he (Mastermind) said that he will offer dual citizenship within a day to this Singaporean. The Mastermind must be in jail not Mahendran.     Law makers are the major impediment to Sri lanka’s growth. IT very clear that Tamil politicians sabotage the growth of Tamils. Muslim politicians sabotage the growth of muslims. Similarly, it is the Sinhala politicians who sabotage and destroy the whole country. The question is what is the solution. NEws media discuss mostly the issues and not the major problem and the solution. IT is no point of talking either the UNP or the SLFP or the breakaway group of SLPP. they all are in the same boat. What is the solution. The major election is in the middle of 2019. by that we all have forgotten and things will be as usual.

    It is sad to note that in Sri Lanka we have the worst and most inefficient Attorney General in the world occupying the AG seat today. AG has not taken any action to file action based on the COPE reports and over 100 odd other files handed over to him for which investigations have been completed. Before any one else AG should resign his position and go home.

        Sarrij, if AG could not do his job honestly there is no reason for him to hide behind the PM. He should resign his position. Who allowed Anjuna Mahendran to leave the country? Why didn’t AG ask the courts to cease Mahendran’s passport? Even if Ranil is involved in Mahendran’s case what about all the other cases where investigations have been completed and AG has not filed action? What about AG not taking action to continue the cases which are already proceeding in the courts without getting them postponed?

    Arjuna Mahendran is ‘not willing to come to Sri Lanka’. He knows that the inquiries will be over in about a month and he will be charged with some serious wrongdoing. Then his passport will be impounded, irrespective of where it was issued. After that, the matter will be passed on to the attorney-general who will sit on the files for the next ten years. Mahendran would then have to sit here cooling his heels for those ten years doing nothing, and he would not like that at all. So you can hardly blame him for not wishing to come back to this country.

    The fault lies with our ineffective ‘system’ of administration of justice, not with Mahendran.

    The CoI has quite rightly only recommended initiating action. But speculations are running wild. These are bound to prejudice the cases.

    Mahendran is an experienced wheeler dealer who knows how to operate on the border line of the law &, if at all, he can be accused only of ‘insider dealing’, which itself is illegal but then again, in SL, the law can be distorted. This would relate to his SIL as well, who directly profited from the ‘alleged’ scam but I hope the Govt. would at least try to recover some of the losses incurred from Perpetual in the form of fines & go after others, such as, senior Managers & Officers who blatantly profited on a lesser scale. However, I know it’s only wishful thinking because these influential white collar crooks have a habit of disappearing until the hue & cry has died down & reappearing, maybe under a different regime, just like Paskeralingam. After all, I believe Mahendran is the banker to the Rajapakses as well & no doubt future leaders would like his ‘investment’ expertise.

    In fact, I remember back in the 90s, a key witness to the Paskeralingam investigation, a foreign national, telling me how Paskeralingam’s lawyer, Marapona, had bragged that he will drag the case until the witness’s period in SL is completed & recalled to his country, when the case could be closed due to lack of evidence. In the meantime, Paskeralingam invested the money siphoned out of the country in BP franchises in London but it seems he is now back for more. It appears that the SL’s wheeler dealing elite, from the likes of Killie Maharaja & Nahil Wejesuriya (& their siblings) to politically backed Rosy Senanayaka & Ravi K are happy to cream off the takings at the expense of the ordinary people in SL.

    Poor chap Mahendran is a victim of circumstances. Ranil is solely responsible for the predicament that he fell into. He was happy and contended back in Dubai, with a handsomely paid good job – in a globally recognized bank. Moreover, he was a Singaporean citizen. Very few knew that he almost became victim of the 1983 riots if not for the timely intervention of a Sinhala chap from his work place, the Central Bank, which brought him disgrace after 34 years. His good Samaritan saw in a state of confusion in front of Mercantile Credit on 25th July 1983 and and took him on his scooter safely to Wellawatte where he was residing.But, it is sad that his friend Ranil let him down very badly by getting him involved in the Bond Scam. His daughter, son-in-law and everyone connected are doomed, thanks to Ranil. Mahendran has at least escaped for the moment. Alosious can come out of the quagmire by telling the truth only

      Oh poor Mahendran………… tch tch tch. Why did not he go to the President and report the game his PM was playing, at the time? Why was he passing on insider information to his son in law, and ensuring the legacy of his daughter (and of grandchildren if any) was secured? Why he was dictatorially giving orders to his subordnate senior managers, himself acting outside the set processes and forcing others to do likewise, and planting his stooges at the critical decision taking nodal positions? Were n’t these actions, the work of a shrewed, intellegent criminal minded financier or was he just acting on the orders of his bosses the PM and Finance Minister? If he was and is an honest man, he had the God given opportunity to confess, own up, tell the court how it happened, but the coward has run away. So DJP stop defending this crook, and stop shedding tears over what happened in 1983, get the bugger back to Colombo to answer the charges, and account for his actions and of his two bosses.

    It is reported that Mr. Shanmugam, the Minister of Law in Singapore is supposed to have said that Arjun Mahendran is a disgrace to Singapore. As to whether he would hide in Singapore and whether he is extraditable is a million dollar question. It must be noted that as a Singaporean he can visit to many countries, including US and UK, without a visa. So he can definitely hide in some obscure country. The biggest question is this. Any holder of public office must subscribe to the oath showing his allegiance to the Constitution and further he must take oath that he would not subscribe to separatism. Has Mahendran done that? If not how did he assume duties as Governor of the Central Bank? If he has subscribed to the oath then how consistent is that with his allegiance to Singapore ? If he has subscribed to the oath then those papers must be presented to the Singapore authorities for necessary action even if it means the revocation of his Singaporean Passport.

    It’s natural for culprits to abscond but investigations must be held to see whether this absconding is supported by the UNP. or @ least a faction of the UNP or more precisely by the PM & his political buddies.

    Native Vedda: Your reference to “KP”. A case was filed to arrest and charge KP by JVP and that was DISMISSED. The other guy “Karuna” ended up being a “Vice President” of SLFP during MR’s time. Where and what he is of today – NOT KNOWN. ( Reporting from Miracle of Asia & the Hub of Economy of South Asia.) One for the road & cheers.

    Sarrij, if AG could not do his job honestly there is no reason for him to hide behind the PM. He should resign his position. Who allowed Anjuna Mahendran to leave the country? Why didn’t AG ask the courts to cease Mahendran’s passport? Even if Ranil is involved in Mahendran’s case what about all the other cases where investigations have been completed and AG has not filed action? What about AG not taking action to continue the cases which are already proceeding in the courts without getting them postponed?

    CB ex-Governor left Island by MOU between UNP Ranil Wicks and Arjuna Mahandaran deep consensus before CB Bonds scam 2015 February 27 by that both parties agreed even before that 2015 Presidential elections

    He has undertaken and completed his mission ,now he has nothing do in Sri lanka. He earn enough money for his and his political partner of Ranil Wicks in their Life -times.
    It does matter money belongs to poor Sri Lankan is immaterial to UNP leadership .
    As long as they become rich very shortest periods of life time by looted public funds by ex-CB governor?

    He(Arjuna Mahandaran) received permission to leave an Island from the
    Sri lanakn authorities in camera. That is also a New Deal of UNP, MS and CBK new political culture of Sri Lankan type of UNP-Democracy back by USA UK and India-RAW!
