Back To Total War?

Last week, the Rajapaksas were put on notice by the international community, the electorate and the SLFP.

The UNHRC investigation will proceed, whether the Rajapaksas cooperate or not. Hopefully it will bring to light some of what the LTTE did in the name of Eelam and the Rajapaksas did in the name of anti-terrorism.

mahindaThe PC poll results demonstrate that the Rajapaksas are not immune to the law of diminishing marginal utility. So far elections have been held in eight (out of nine provinces) and in six of them, the UPFA’s share of vote has decreased, compared to the LG poll of 2011.

By placing the JHU-livewire Udaya Gammanpila at the head of the UPFA’s Colombo list, the Rajapaksas indicated that under the new regimen loyalty to the Ruling Family takes precedence over membership of the SLFP. Many SLFP voters responded by not voting for Mr. Gammanpila. Mr. Gammanpila’s sorry performance indicates that there is considerable discontent in the SLFP about the Rajapaksa practice of treating the party as their feudal property.

The Siblings need to stymie the UNHRC investigation, prevent the erosion of their Sinhala-Buddhist base and crack down on dissent, nationally and within the SLFP.

A Tiger, alive and marauding, can be used to undermine the UNHRC investigation, repress the North with impunity, frighten the South into compliance and persecute (actual/potential) troublemakers, including within the SLFP.

Only a resurgent Tiger can justify such a total war.

The wholesale banning of Tamil Diaspora organisations is an ominous step in this anti-democratic direction.

The proscription will be ineffective in curtailing the activities of the proscribed organisations since they operate outside Sri Lanka (apart from the LTTE which is extinct and the Headquarters Group which does not seem to exist anywhere). Since the UN does not accept the Rajapaksa equation of separatism with terrorism, none of the countries in which these organisations are based will act against them, not even Australia.

But the proscription will be extremely useful nationally, to terrorise and persecute Tamils in general and Rajapaksa-opponents particular. Its main function will be to provide the Rajapaksas with another Sword of Damocles.

The Rajapaksas might use this proscription to discourage even non-resident Lankans from cooperating with the UNHRC investigation. After all, many of the potential witnesses/informants would have families in Sri Lanka. And the Rajapaksas are proven votaries of the feudal practice of punishing the kin of absconding opponents. (When the authorities failed to apprehend Gen. Fonseka’s son-in-law, Danuna Tilakaratne, they persecuted his mother and grandmother.)

The recent arrests, including of Jeyakumari Balendran, Ruki Fernando and Father Praveen Mahesan, indicate that the PTA may replace the White Vans as the main instrument of Rajapaksa-terror. This week’s mass proscription will create a terrain ideal for the PTA. As the mendacious campaign against the ‘Sinhala Tigers’ and the travesty of Tissanayagam trial proved, with the PTA evidence is not necessary; a heap of sufficiently lurid lies, repeated ad infinitum will do. The proscription will enable the Rajapaksas to arrest and detain any opponent under the PTA, just by accusing him/her of having links with a banned terrorist organisation (especially the Headquarters Group which seems as much of a Rajapaksa construct as the Viplavakari Vimukthi Peramuna of 2007-9).

The Rajapaksas are experimenting with multiple methods to control and pre-empt dissent in the South. For instance, there seems to be a plan to impose judicial restrictions on the democratic right to protest, using public inconvenience as an excuse. In response to a petition filed by a citizen, the Supreme Court has already directed “the Secretary Defence, the IGP, the Attorney General and petitioner Sanath Kumara Atukorala to submit to the court….the procedure followed in other countries to prevent demonstrations and protest rallies from inconveniencing the public”[i]. Needless to say when the laws come they will be used only against anti-government demonstrations. (Incidentally the Rajapaksas used a similar method to expedite the Presidential election and to de-merge the North and the East).

The regime is also planning to institute a ‘legal’ crackdown on organisations working on environmental issues. Lankan capitalism is increasingly becoming an ‘acolyte-capitalism’, with the acolyte capitalists accorded near total socio-economic impunity. New methods are needed to prevent protests against the public harm these acolyte capitalists cause in their single-minded pursuit of profit (as in Rathupaswala). In future, all environment organisations will have to register themselves with the CEA. And according to the CEA, “certain groups who had flagged themselves as NGOs…. (are) deliberately overreacting to vague evidence of environmental pollution as well as on development projects”[ii]. Once registration with the CEA is made mandatory, the CEA can give a free hand to polluting industries while denying registration to environment organisations protesting against the effects of such pollution.

The mass proscription of the Diaspora organisations is therefore not an isolated incident. It is an important component of a gamut of measures the Siblings plan to introduce in order to kill all national dissent and ensure the long term survival of familial rule.

Dividing People

In Franz Kafka’s ‘The Trial’, Joseph K is arrested because “someone must have been telling lies” about him. In Rajapaksa Sri Lanka, people are arrested because the regime concocts lies about them.

Such as the Sinhala Tigers; or Mr. Tissanayagam; or Ms. Jeyakumari.

The Rajapaksa attempts to resurrect the Tiger began almost as soon as the Tiger died. In August 2009, Gotabhaya Rajapaksa said, “Neither the President nor the Defence Secretary has stopped this war… The war will stop only after all the enemies who acted to the detriment of their motherland were brought to book irrespective of whether they were local or international”[iii]. Within hours of this proclamation, the Colombo Crimes Division, under the leadership of the then Rajapaksa-favourite SSP Vaas Gunawardana, made a sensational discovery: an explosive-laden van about to be sent to Colombo on a suicide mission. The CCD arrested the van but released the driver. Fortunately the state still possessed a modicum of autonomy then. Less than 24 hours after the momentous discovery, the DIG of the Northern Province (and former STF Commandant) Nimal Lewke dismissed the story as ‘suspicious and questionable’[iv].

Today the Lankan state is under near-total Rajapaksa occupation. The Siblings can concoct any lies about anything or anyone with complete impunity. The latest such construct is a ‘plot’ by the resurgent Tigers to kill President Mahinda Rajapaksa and his brother Gotabhaya Rajapaksa. Pretty soon, the regime might find a connection between this plot, the proscribed Diaspora organisations and various Lankan ‘troublemakers’.

The proscriptions will also be used to prevent a majority-minority alliance, which is a necessary precondition for the dislodging of the Rajapaksas from power. The Siblings want a country fragmented along every conceivable line and structurally incapable of human solidarity and politico-electoral cooperation. If the minorities are also divided amongst themselves (Wahabis attacking non-Wahabi Muslims) it would suit the Rajapaksas even more.

Soon the regime will be able use the PTA against those who strive for ethno-religious cooperation in the oppositional (politico-electoral) space, just by linking them to a proscribed (ergo ‘terrorist’) group.

        The international community after UNHRC investigations are completed have two duties to discharge:

        Bring democracy to Sri Lanka as Britain did in 1948, and

        Two, give substantial Canada-like autonomy to Tamil speaking people of the North-East.

        This will solve the problem: The Southern Sinhala politicians can’t then use Tamil bashing as short cut to power and destroy democracy.

    This government needs the Tigers to survive. The majority of Tamils feel relieved that the Tigers are no more. The governments recent actions will in time make the Tamils wish that the Tigers are back. However, what will come is a Liger- a cross between a Lion and a Tiger- which could be worse than the a Tiger of the past.

    The Populist democracy that we have in Sri Lanka, has proven itself to be an utter failure. The present government epitomises the worst aspects of this so-called democracy.i It is a government that is not accountable to anyone, despite the frequent mandate it seeks. It has destroyed all institutions that give meaning to democracy, except the frequent elections at various levels. We have to give credit to majority of our citizens who yet vote, despite questioning its worth. They exercise their right because democracy is in their blood. Such a people will not accept the present state of affairs for long. The democracy we have in place is like the monkey that pretended to divide a piece of bread between two feuding cats and ended up eating the whole piece! The people in this instance are the cats and the monkey is the political system and the government that engineers and feeds it.

    The populist democracy we have has to be replaced with one that is elitist, but based on real education, moral timbre, intellectual eminence and unimpeachable quality at all levels and aspects of governance. We have to reinvent ourselves as a nation where only merit counts and being the best of the best is the national motto.

    Until we elect third grade politicians to office, we will be a third rate country. Hirunika Premachandra getting the highest preferential votes in the Colombo district, is symptomatic of what is wrong with our democracy. What qualifies her to become a Provincial Councillor? A sympathy vote!

      I did not like even to see her contesting for UPFA ticket but to see Gommanpila failing to score more than HP is a thing to make me feel somewhat happy. Anyway, I agree with you that people dont care the qualifications of a candidate when they use their universal franchise. The word “universal franchise” had a great impact few decades ago, but today, I dont think the voters in general know its great value.

      You are writing hear as if only Sri lanka is experiencing the bad side of populists democracy. Until the people of Sri Lanka realize and take action at the polls there is nothing one can do. Do you really hope the future governments will do a better job? This kind of thing is common to most countries. You need to learn about politics of the US, UK, India and the EU for what is happening. Do you think those people are happy how their gov. are run? Sri Lanka is not an exception but for some reason all Tamils want SL to be squeaky clean!             I answer comments when they make sense or when they have to be shown to be nonsense. Further, the same person writing under one pseudonym, with time, defines himself. However, when one person assumes multiple pseudonyms or steals someone else’s pseudonym, to make mischief and dilute the purpose the comments section serves, it becomes a crime of sorts.

            My remarks on Tamil opinion vis a vis the LTTE are based on my interaction with a wide cross section of Tamils. My opinion on matters that are related to the Sinhalese are similarly based on my interaction with a cross section of Sinhalese from all walks of life.

      How can there be a Sympathy vote for Hirunika Premachandra? Immediately after her father was gunned to death “allegedly” – by a well known drug-trafficker, gangster, extortionist – promoted to the ranks of the Govt as a Monitor MP. The killing was a result of dispute between two powerful drug-traffickers and their gangs in the heroin-infested Kolonnawa-Mulleriya areas. She and her mother shed crocodile tears and swore vengeance on the Rajapakses. The unsuspecting people sympathised both with mother and daughter then. It is symbolic of the sick nature of what goes as our political culture within weeks after Bharatha’s killing the wife accepted a position under the President – widely believed as one to silence her. And now this daughter, British educated lawyer we are told, is in cohorts with the same Rajapakses to be the successor of this Kudu kingdom. Not merely to get elected but otherwise to get on in in her young life. And as to our “educated voters” the less said the better.

      Hirunika Premachandra won purely on sympathy vote. People compensated her for her father’s murder, where she was not given justice by the courts.

      Same like how Chandrika was elected for Presidency soon after LTTE suicide bomb blast.

      Same like Gen.SF increased PC vote base after MR imprisoned him for no apparent reason.

      Same like UNHRC reslution made MR liable for war atrocities when MR did not implement LLRC and 13th Amendment.

The Rajapaksa regime, in their ludicrous short sightedness have got the agenda of the Diasporas completely wrong and further they imagine that the international community are fools. They are making a greater blunder than what the Sinhala polity made in contributing to the genesis of the LTTE. In fact, the general consensus amongst the Diasporas is to shed the LTTE agenda as was the status quo prior to their coming into being. Bensen

    Of course it is a Democratic Right to protest.
    It should be safeguarded and protected.

    Simultaneously when exercising that Democratic Right those who protest must make sure that they are not stepping on the Rights of others. The aim of the demonstrators should be publicising their grievance and educating the Public not holding that Public to ransom. But is that how the protestors operate?

    That is a question that you have not answered.

    The Island newspaper report says “The petitioner, Sanath Athukorala, has complained to the Court that on July 3, 2013 there was a demonstration on High Level Road, Nugegoda, and he was not able to take his daughter Sathma, to Musaeus College, Colombo 7 on time”

    Mr Athukorala seems to be an irate parent but what if He was trying to reach the Premier Hospital in the island due to a medical emergency and the delay caused the death of someone he loved?

    Does the right to demonstrate, over ride a citizen’s right of access to Public Amenities? The problem is the lack of social responsibility by all concerned.

    Musaeus is situated on Rosmead Place, a road that gets blocked during opening and closing hours of that school. There was a time when no vehicle could come out from any residence during those times. Woe to anyone living or working in the many offices there, who had to face a Medical Emergency during that time. This court action should have been taken by Rosmead Place resident’s long ago.

    The de-merger of the North and the East would not have been necessary if it was not merged illegally in the first place.

    I believe that political power should be devolved. I also believe that ALL of Lanka’s resources should be shared equally by her citizens. The illegal merger of the North and East goes counter to that.

You need to be able to read and comprehend the English Language before you write and make a fool of yourself, which you always do.       So far the re-emerging terrorists wounded only a police officer in Jaffna. If this escalate, yes, tourism will be affected. Therefore, it is the duty of the Gov. to make sure that terrorism is taken care of at its infancy. Like in the US where Muslims are subjected to surveillance Tamils needed to be watched. As you say, the defense establishment should be spruced up too.

    We all can comment on various aspects regarding the affairs of the Country. But we should note that whatever happened during the last stages of war,there can be deaths on either side since it was not possible to isolate civilians when terrorists get on to the no fire zone and shooting our soldiers who were fighting to eradicate terrorism in the Country. That was the truth.

    If you look deep, you will come to know the truth that Tamils have not been Radicalized, but victimised. New Delhi felt threatened by two major issues in the 60’s-70’s; one was the Tamil Nadu’s self-determination drive, and the other one was Sri Lanka’s foreign policy. President J R Jayewardene increased Sri Lanka’s bilateral cooperation with the United States to develop Sri Lanka. So, New Delhi decided to hijack the internal conflict of Sri Lanka to deal with Tamil Nadu Nadu’s self-determination drive and Sri Lanka’s foreign policy. New Delhi trained and supplied arms to the young Tamils to fight against the Sri Lankan government, and also to undermine the Tamils n Tamil Nadu and Sri Lanka by turning them as terrorist groups. In the past history Tamils had done well that is why the Tamil language is widely spoken in Asia than Hindi or any other Asian language. Somehow Tamils in Tamil Nadu and Sri Lanka got fooled by New Delhi and accepted arms to fight against the Sri Lankan government.

    MGR was an actor didn’t see the motive behind the New Delhi’s deal. Prabhakaran did not see either, because he did not even pass the 10th grade. The LTTE was created to act as a puppet of India; however that didn’t work, because of the Tamil diaspora. The West wanted a foothold in Sri Lanka, so it decided to influence the diaspora and pushed the LTTE to fight against the IPKF. India felt devastated, and was desperate to ban the LTTE and control the situation. The only way to bring the LTTE under control is by its radical approach to the situation. The assassination of the Prime Minister Rajiv Gandhi created a pathway to ban the LTTE, not only in India, but all around the world. The Rajiv Gandhi’s assassination helped India to ban the LTTE and control the situation. Here comes the billion dollar question. Who was really behind the assassination of Rajiv Gandhi? Why the Indian intelligence (RAW) could not prevent the assassination of Rajiv Gandhi? Was it necessary evil to allow Prime Minister Rajiv Gandhi to die, in order to save India by banning the LTTE which turned against India, and decided to work with the Western Countries to achieve its goal so called “Tamil Eelam”? I let you to answer.

    The British promised a homeland for the Jews, and delivered; but India has not delivered anything to Tamils even though Tamils have died for India. The Union Minister Sudarsana Natchiappan defended India’s abstention on the US sponsored resolution against Sri Lanka in the UNHRC, arguing that it was aimed at neutralising the influence of China. He also said that “leaders of the Tamil National Alliance were under the influence of the diaspora, which, in turn, was controlled by the remnants of the LTTE”. Minister wasn’t suffered in Sri Lanka; that is why he is making an unsubstantiated accusation that all Tamil diaspora are remnants of the LTTE. Tamils suffered under the ruthless Sinhalese regimes. But New Delhi hijacked Tamils struggles for its own interest and created the Tamil armed groups. The Tamils and Sinhalese have suffered for 30 years due to the New Delhi’s political blunder. Now the Tamils have upper hand since last Thursday, because the UNHRC passed the resolution to investigate the last stage of war. Now India and Sri Lanka are in trouble, because the Congress and Rajapaksa regime have been fooling the Tamils. I am a Sri Lankan Tamil diaspora. I never supported the LTTE which was created by New Delhi for its own interests. I urge the Minister to provide evidence that all of the Tamil diaspora are part of the LTTE. It is easier to fool the world that all Tamils are LTTE, and they deserve nothing than delivering what is right and acceptable to Tamils.

    You can’t ask the monkey to change its tricks; once you have trained the monkey to do tricks to make money as an entertainment. You can retrain the monkey, but meantime you can’t make money. Likewise the Sri Lankan leaders have trained the Sinhalese people to get votes, if the leaders try to change the people’s ideology they will lose the votes. The leaders have been encouraging language, race and religious disharmony among the people since 1948, in order to keep their power for generations. Hatred is in every Sinhalese’s blood; therefore uniting the country is impossible. It is very easy for the Rajapaksas to fool the people who have been fighting since the independence. The damage is already done, it is impossible to fix it or unwind. Let’s push for an international solution. It doesn’t matter whether New Delhi voted for the US backed UNHRC resolution or not, but I want to know what New Delhi is going to do for Tamils and how it is going to deal with the ruthless Rajapaksa regime. Remember, we were fooled by too many, we won’t easily fall into anyone’s trap anymore.

    Singaporean Foreign Minister called on countries to engage constructively with Sri Lanka and look to the future rather than dwell on the past. The world must know one important thing; we are not dwelling in the past. What we face in Sri Lanka is a real discrimination; we are not living in illusion. I have been to Sri Lanka in 2012. As a Tamil I couldn’t even get tickets to see tourist places as a local; the staff refused to sell local tickets to me even though I produced enough evidence that I was born in Sri Lanka. Mr K Shanmugam is a Tamil; he is a Minister for Foreign Affairs and Minister for Law, because he is from Singapore. If he is from Sri Lanka he would not have got that position. He does not know about the racist Sinhalese regimes as we do who were born among them. Let him talk, but we will push the international community for political solution. Now is probing the war, but it will be a political solution. We were fooled by too many, but not anymore. After all, we are Tamils :-)

    Banning the Tamil organisation is a dangerous move; it will widen the gap between the Tamil diaspora and the Sinhalese. Dividing the country into two is getting more practical and imminent under the Rajapaksa regime. The Rajapaksas are the most foolish leaders I have come across as government leaders in the world’s political history. The worst thing about the Rajapaksas is they are doing everything to divide the country after killing thousands of innocent people. When I compare the West with the Rajapaksas; the West is unbelievably powerful. The West will triumph. Why do I say this? I tell you the reason why I came to this conclusion. I started Asia Unites in May 2013, but not even one Tamil, Sinhalese or any other Asian donated one dollar to the organisation. It says a lot about the West and its powerful propaganda and the East’s foolishness. Just wait and see how the West is going to spin their heads; they deserve it, because of their stupidity. Don’t you think we are underestimating the intellectuality and the Western powers when we call Sri Lanka as wonder of Asia under the Rajapaksa regime? President Rajapaksa has underestimated the Western powers, the UN and the Tamil diaspora. He has been calculating everyone as he calculated Prabhakaran. He is not smart enough to know what is coming. If he does, he won’t talk about the general election in 2016.
