Bandula Jayasekera And Cronies Remain While Thisara Samarasinghe Recalled

Politicization of Sri Lanka’s diplomatic Missions reached unprecedented levels under the Rajapaksa regime. Not only family and friends, but mistresses and girlfriends of the powerful few were lavishly indulged as diplomats with tax payer money. Australia saw some of the worse political appointments in the system. These included the Consul General in Sydney, Bandula Jayasekera, sent off on DPL posting because he had to be taken out of the Presidential Media Unit. This individual who has not passed his A/L s created many embarrassments to the Sri Lankan government due to his undiplomatic conduct, especially insulting world leaders. Foreign media quoted him frequently to showcase the obnoxious manner of the Sri Lankan government and its ‘leading’ diplomats.

Yasara Lakshman BandulaAfter Yasara Abeynayake, one time girlfriend of presidential offspring Yoshitha, had a love-tiff with the ‘Prince’ she was sent to Sydney as Jayasekera’s deputy. The Carlton Sports Network which she headed and was owned by Yoshitha is now under investigation for numerous financial misconducts. The eccentric Lakshman Hulugalla, the onetime spokesperson of the Media Centre for National Security was sent as Deputy High Commissioner to Canberra after he threatened to disclose numerous corruption deals of the ruling regime after getting embroiled in a legal case with his paramour. The brother of Minister Keheliya Rambukwella was also posted to Canberra.

While the administration of President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe has promised not to inflict political revenge on any individual it is preposterous that some of the worst cronies under the previous regime still continue to be paid by the taxpayers of Sri Lanka. Bandula Jayasekera, Yasara Abeynayake, Lakshman Hulugalla, and Rambukwella are yet to be recalled. In fact Jayasekera has returned to his post after months of election campaigning for former President Mahinda Rajapaksa. It is a violation of the Establishment Code for a government servant, politically appointed or otherwise, to get involved in an election campaign. Jayasekera was not only actively involved in the campaign but all his expenses including airfare and accommodation was provided by the State during the period he was in Colombo campaigning. This was while his salary in dollars was being paid in Sydney. Soon after the defeat of Rajapaksa, the Consul General has fled to Sydney.

His deputy, Yasara was posted to Sydney without any diplomatic experience or qualification to keep her “quiet” of her affair with Yoshitha. Yasara too is yet to get recalled.

While these cronies remain in Australia it is ironic that Admiral Thisara Samarasinghe has been recalled as High Commissioner. While Samarasinghe was a political appointment, the retired chief of the Navy has done a great service to strengthen ties between Australia and Sri lanka. He has no blemishes in his military career, having led navy personnel in Jaffna as a junior officer to protect Tamil civilians during the 1983 black July period. Nor does Admiral Samarasinghe have any allegations of corruption. It is therefore supremely tragic that while he has been recalled the actual cronies remain in Australia at the expense of the Sri Lankan taxpayers. Even more ironical is that an absolutely corrupt incompetent, eccentric such as Lakshman Hulugalle would now be the acting High Commissioner to Australia with the recall of Admiral Samarasinghe.

While no exceptions should be made for Admiral Samarasinghe or any other political appointments made by the Rajapaksa regime it is definitely baffling that the worst examples of the stooges remain at these missions wasting our tax monies.

      This man with unusual growth of eye brows had a greater influence in Rajapakshe regime. He was one of the few men who has radically changed the conventional procedures of external affairs of the country. Him not to have been recalled is going to be a great mistake of the current regime.

      The government should recall BIJAY (Bandula Jayasekera) before he gets interested in any more loop-HOLES! He has done enough damage in Toronto and in the United States. Over to AKD.

    If the new government recall and sack all the officials (it is understandable unqualified should not represent us) Have we got qualified personnels to fill these vacancies. I suppose unnecessary extra posts were created by MR & Co. some measures need to be taken for cost cutting.
    What these people have been doing in Sydney.
    Is this the reason for keeping Rajpal Abeynayake – a racist, unethical bully of this decade.

    Though Mr. Samarasinghe is not qualified as a diplomat, in some extent his service as a High Commissioner his service is commendable.

    We can not blame them. We must blame to Mahinda Rajapaksa.
    They were selected and appointed by that foolish man.

    Mr. Samarasinghe is not a very close henchman of Mahinda Rajapaksa, but Bandula Jayasekera and others are absolutely boot lickers of Mahinda Rajapaksa.

    They did nothing but wasted tax payers money.

    Not only Rajapaksa family but also everyone who followed mahinda’s foot steps must be brought to justice and incarcerated for life.

    These people did nothing except Mr. Samarasighe and people who live in Australia precisely know what they do and what they did.

    They wasted public properties and lavishly spent tax payers money.

    People voted for a change. To stop nepotism, corruption etc. However, unfortunately the present regime is following the footsteps of the previous one. When the President himself gives plum jobs to his siblings how can he stop fisheries minister appointing his son or the deputy appointing his cousin as the chairman of fisheries corporation? Appointing 3 sets of husband and wife pairs as secretaries(top jobs) of ministries is inexcusable. Why not give a husband or a wife of another couple that chance. On top of carrying out all these improper activities they are trying to fool the people and waste precious time by visiting the head priests of Kandy , Kelaniya and Gangarama Temples. It seems that they do not get any advice from Maduluwawe Sobhitha Thera who wants the executive presidency abolished altogether. They are real politicians concerned about their future not the future of Sri Lanka. An ungrateful bunch of species. Wouldn’t it be possible to run a country without this species, the politicians.

      How can they recall Hulugalle? He was a close associate of UNPer Gamini Dissanayake. Now the son is a minister and there is this web of connections to different important people. You guys should read Vikalpa for more details.

    Guys,
    I ve watched an interview of Mangala Samaraweera during this week when the interviewer was to specifically asked about the political appointments he did agree for all that and even in level#2 Amabassador level there were many related to the ‘family’ and on the next 2 levels the situation is even worse accd to the Minister.

    He did agree that they do not have enough resources just to call them right away as it will affect the functioning of the embassy/high commissions right away and will look into all these and make it a 70:30 ration with 70 for career diplomats.

    While totally agree those guys like Hulugalle have to be re-called and then arrested for crimes done during the last regime, they need some time to get things sorted.

      Who is this Ranjith Bandara? Was he one of the “Kadu Meddas” from University of Peradeniya in late 80s? How could that idiot become a prof with no teaching experience in an academic staff of a uni? Must be one of the self-claimed prof as we see many of them in our country.

    It is a shame the oresent government is still dilly dallying with these cronies. Why should the taxpayers money be wasted on these type of people who are not professionals in foreign relations etc. In fact, using such people only demeans the standard of our embassy. The foreign minister has been busy travelling to India and europe etc but this cannit be an excuse for their continuance.

    The names referred in the article above refers only Australia and there could be many such cronies wasting our money in our other missions as well.

    Thank you CT for reporting this news. Not only the political appointees in Sydney and Canberra but also from London Mr [Edited out], Minister [Edited out], in charge of the Consular Division at the High Commission, went to Sri Lanka in October on duty leave helped MR in election propaganda until the last day. He is still at the High Commission, I understand.

    The insiders say that his air ticket was paid by the government and his salary and allowances also were paid. The new government should ask the Foreign Ministry to provide a list of people who travelled Sri Lanka on duty leave during the election days and make a proper inquiry why they were granted duty leave and while in government service can they involve in political activates.

    If possible, the cost of the air ticket and other expenses should be recovered from these people and donated to an orphanage.

    Sri lankans, specially sinhalese conveniently forget things done by people & start insulting, mudslinging for no reason. I have no idea what educational or political back ground Bandula Jayasekera has, but we all live in Toronto known what kind of brave & incomparable service he rendered during the war time as counselor general of SL in Toronto.We never had a fearless, tireless diplomat like him since I have been to Canada, in 1979. I never spoke to him or know him but I saw what he did, not only I, lots of people appreciate his service. Of cause Tigers hate him to death. Please stop this mudslinging & which hunt & do some work !

    But do your investigations into [Edited out] who is the Consular general in Australia. He is on FB and can get more details. He I having a lavish time there tarnishing country’s name.

    This man who worked in the ITN as a news reporter is a son of a close goony of MR and from Matara. He I a close friend of Namal R.

    He became the Media Secretary of the Justice Ministry and Is responsible of destroying the file of another dirty linen cleaner Sudarman Radaliyagoda who has disappeared after MRs defeat.

    Plz do your investigations on how did this man doesn’t know at least ABC has became a diplomat.

    But please do your investigation about [Edited out] who is another consulate General in Australia who has zero qualification to hold that post.

    The only qualification is his father and he is close goonies of MR and Namal and they are from Matara.

    [Edited out] is on FB and you can get more details about him and what he does there. He was just a new reporter of the ITN and suddenly became the media secretary of the Justice Ministry. There is is responsible of destroying the case file of another dirty linen cleaner Sudraman Radaliyagoda’s file about his case where he robbed millions through a contract.

    Sad that this [Edited out] is a greater misfit as he knows only broken English and no nothing about foreign diplomacy.

    The information given in this article is incorrect.

    1. Bandula Jayasekara has written a few articles to the leading Australian News Paper-‘The Australian’ creating some credibility of the Sri Lankan Government actions while the Ambassador did not write a single word to the news papers.

    2. Rambukwella who works in the Sri Lankan High Commission is a political scientist attached to the University of Colombo. He is not a brother of Keheliya Rambukwella. He assisted the High Commission in Canberra in many ways to counter the anti-Sri Lanka propaganda.

    Qualifications and experience do matter. SL experienced the embarrasment of nitwitism for a decades. They should not be replaced by criteria such as personal and emotional ties, nor political alignment, which has become the norm. Yet If the present cadre has good service then that should be taken in to consideration, in my layman opinion. Unfortunately since the last regime’s appointments were mostly guided by brazen nepotistic values, it is fair to recall most of these placements.
    We have not heard of any recalls from the US consulte yet, headed by the cousin and kin of Mahinda Rajapakse. Let’s please start on a clean slate, Mr President.

    I am in Canada and I fully endorse the statement by “Canadian” above. How people forget is incredible. Bandula however can hold his head high for all he did to counter the false propaganda of the LTTE supporters in Canada.

    Compare the tea trader with questionable business dealings who was made Ambassador to US. He was only removed when his robbery became so obvious and he left a paper trail the US State department found unacceptable and then MR wanted him posted to Canada but Canada refused. He even took personal trips at Tax payer expense and hired limousines wherever he went with his ebony family. He is said to be closely related to MR and his brother fled SL after Jan 9th. This man was a fellow who finished his tenth grade and was a tea trader adn a successful businessman not a diplomat. They all made the coveted US posting into a buth kadey Gamaraala place while he made off like a bandit. Investigate him. How can he afford mansions in Atlanta?

    I think the new government does not have people hence the reason why the status quo remains?? Some have even lobbied the new ministers though parties with mutual connections!
    interesting. .. Some government officials who broke rules to campaign for MR are still in office? Someare ddoctors in the Health ministry! Some names…Dr. Palitha Mahipala DGHS , Dr Amal de Silva, Dr. Nihal Jayatillaka, Anuruddha Padeniya are some???

      To add to your list of govt servants who openly canvassed for MR and got a Diplomatic posting to India, a Prof from the Peradeniya Uni Sudarshana Seneviratne is also still carrying on. Shameless people should quit before they are removed.

    This article must be written by a LTTE tiger or their sympathiser and believe the new government would not fall in to trap of these guys and recall people like Bandula Jayasekara. I do agree with CANADIAN and we all living in Toronto knows how great a diplomat BJ was. We don’t care whose cronie he is or what his academic cridetials are. His service was excellent. Sri Lanka need the couragious diplomats like BJ in all western countries to couter the anti-srilankan properganda of LTTE sympathisers.

    Both Jayasekera and Hulugalle are an embarassment to SL. While one is a convicted felon the other has flouted every rule of diplomatic conduct and is a fruitcake, pure and simple. Both have chequered histories of sexual misconduct, and one calls himself Ambassador, when no such post exists in Aus. A petition is being sent to Mangala and the PM as we speak. The right thing for them to do is resign but these are individuals who have no academic or professional credentials or credibility, lack the smarts ( or the good breeding ). Funny that you can be lick-ass all the way from the reception desk of a tiny motel (Ladyhill) in Kandy and a copywriters corner at Mel Ads to arrive here, and tarnish the reputation of the country and the diplomatic profession. We in Australia and NZ need these fine gentlemen gone back to the rocks they crept out from under. Restore the dignity of the HC in Canberra ! Shame about Samarasinghe, he was a good man though not very articulate in English , ( interviews poorly ) did absolutely nothing during his tenure.

      Hulugalles was reported to have attempted to kill himself not once but twice. So on his return, I have no doubt he will make few more attempts of doing so – being unable to face the ground realities back in his home country. HOwever the man was said to be a school drop out though appointed as a director position and even higher position just because he had a big mouth piece to please Mahinda Rajapakshe and his cronnies.

    The appointment of President Maithripala Sirisena’s sibling Kumarasinghe Sirisena as the chairman of Sri Lanka Telecom smacks of nepotism. And that too so soon after Sirisena was elected as the President. Apparently the appointment was against the advice Ranil Wickremesinghe not to proceed with the move since it would reflect badly on the head of the government. However, President Sirisena went ahead and appointed his brother as the Telecom Chairman.

    Perhaps, the only mitigating factor is the removal of Kumarasinghe Sirisena as the General Manager of State Timber Corporation when Sirisena announced his decision to contest the presidential election as the Common Candidate of the opposition.

    Having red all comments, it is very sad no one talk about good work that Bandula Jayasekera did for the country during the peak of war time. He was in Toronto at that time and his service regardless of any political differences was incredible. He is the one who took leadership and tried to convince the media the reality of what was happening in SL.

      Even Weerawansa would have done like Bundula. These guys are like “Shouting from the roof top” type as they knew this will only ensure their job. Of course it will make you feel happy, but that is not diplomacy. Resulta of these guys antics is long term and we saw the Canadian Govet became too hostile to GoSL, and embarrassed us not taking part in the Commonwealth forum.

    Bandula must be having a nervous breakdown. Not only is he going to lose his cushy foreign posting but when he comes back, he’s going to be persona non grata. So what is he going to do for a living? That must be causing him many many sleepless nights.

    Yes – I have known Bandula Jayasekera from my days in school. I was one who introduced him to our MP., in order that the Government of Sri Lanka’s record be set straight. While the old Island was being tarnished – Bandula debated the TNA spokes person. I know he worked tirelessly to improve the G. of SL’S., image. Unfortunately he was moved, and the rest is history with our P.M., boycotting the Commonwealth Heads of State Conference. I believe he has been very vocal in improving Australia’s relations with Sri Lanka. It may be a sad day if he is removed, again. An orator and debater like him would serve Sri Lanka well overseas, attached to a High Commission. We would welcome him back as Counsellor General.

    To all those who feel ‘beholden’about the mediocre ‘diplomats’…………Sri Lankans ….well , some of them, are not too interested in due process with respect to appointments.

    Shouting out or being loud does not mean you are doing a good job!!!…When most of us understand this..this place and its people will be better off!!

    Thisara Samarasinghe has no exceptions too. He served as the Australian agent of SLFP not as the HC of Sri Lanka. Thisra is the one who thretened the editors of Sannasa newspaper published in Australia when Sannasa published an article critising Rajapakshs regime..

    Hi Colombo Telegraph and readers. Bandula Jayasekera had resigned from his post on 12th January and even vacated his office. According to the Foreign Ministry of Sri Lanka he was the first Sri Lankan Diplomat to do so after the New President Maithripala took office. Let’s appreciate this honourable act by a Sri Lankan Diplomat. By the way High Comissioner Tissara Samerasinghe too was in Colombo from November to Janauary for campaigning for former President Mahinda. His return air fare, local expenses and Salary in Dollars to his Australian Bank account were paid during his political campaign work in Sri Lanka. However both of them although political appointees, did great work here in Australia durng their term. Let’s embrace change and give the new government it’s 100 days. Some of us who are still the real Tax Payers and Voters in Sri Lanka can then decide which government we wish to have at the next General Elections in a few months.
