Big-Tent Better For Minorities Than QUAD

The biggest domestic minority party, the Tamil National Alliance (TNA), and the Global Tamil Forum (GTF) an expatriate democratic Tamil organisation, have just concluded a series of consultations in Washington DC with the US State Department at the latter’s invitation. The proceedings have been reported by the TNA and GTF in press and YouTube videos mainly in Tamil but some in English as well. The US issued a brief statement. What transpired and what was agreed is pretty clear. The case that the Tamil parties laid before the Americans was: (a) Sri Lanka is on an authoritarian trajectory, (b) Tamils are facing an existential threat, (c) China’s aggressive engagement has implications not only for the region but for Lanka as well and (d) the US can and should play a transformative role. In respect of Tamil perspectives the delegation emphasised the turn to authoritarianism and dictatorship, militarisation of the North-East, need to preserve the Tamil and Muslim identity of the North-East, educational and economic empowerment and maintaining pressure for accountability as per the UNHRC resolution. This is on the whole a strong case though I believe that the ongoing persecution of the Muslims and continuing deception of Catholics should have found greater emphasis in TNA-GTF arguments.

Though the meetings were with the US Administration an essential behind the scenes presence was India for both strategic and Indian domestic reasons. The other two QUAD powers Australia and Japan have only indirect strategic interest. The turn to authoritarianism and disregard for human rights and democratic norms makes the country susceptible to Chinese pressure. Because Lanka is approaching bankruptcy and economic chaos Chinese economic support is an existential factor. This is buttressed by large infrastructure investments. The knock-need government has for its own survival turned into a de facto Chinese economic colony. This will give China leverage over Sri Lanka in Indian Ocean related strategic matters to the disadvantage of India and the US. This China play by the Tamil delegations is a smart move and even though the US statement after the meetings did not play it up. It must have fallen on fertile ground since QUAD versus China strategic tension in the Indian Ocean and the South China Sea may intensify. It seems that the Tamil parties played their hand well except, unfortunately inadequate emphasis on the concerns of other minorities – Muslims and Catholics.

The American statement (no doubt in consultation with Delhi) has been drafted with great caution and Washington-Delhi did not show their hand on how to fix this lost in the woods regime. As expected the flag was raised high on human rights and democratic norms which is Biden’s current global slogan. This gives warning that both the regional power and the superpower will not remain quiet if the Gotabaya regime attempts further militarisation or makes a play to gerrymander the next election cycle.

While the US can quickly and effectively impose economic sanctions and travel bans (of course nothing like this was hinted at in the US statement) I do not see how it can influence an authoritarian constitution which the Sri Lankan regime is certain to attempt to inflict on the country, probably in 2022. India is in a much stronger position to demand respect for democratic norms and it can do so by continuing to demand full implementation of 13A, not for 13A’s own sake but has a lever to strengthen democratic norms. To think the US to go as far as press for devolution of power and regional autonomy is too much to expect. If the US is uncompromising on human rights issues that will be useful enough.

The rapport between the US and Lanka’s minorities has emerged as a patron-client relationship; but can it deliver to the satisfaction of either? It is unlikely that the client (the minorities) are strong enough in the domestic arena to shift of Rajapaksa politics from China stooging and shift Lanka’s Indian Ocean strategic alignment. For the patron (US more than India) the chat was all likelihood exploratory. What the two patrons can do for the client concretely is not much. Maybe discourage a coup and prevent further erosion of human rights but on nitty-gritty specifics like devolution, articles of the proposed constitution, ethnic identity of the North-East, return of land sized by the military from Tamils and blocking anticipated anti-Muslim obscenities in the pending Gnanasara Task Force recommendations, it is likely the US will prefer to steer clear of what it may judge to be incidentals.

Hence, though I have devoted some space to the meeting, the thesis of this essay is to point out that neither the US nor India are the stars to which Sri Lanka’s minorities should hitch their future though they will of course be useful on the side-lines in disciplining a ship-wrecked regime. The way forward for the minorities is not to have exaggerated expectations of what foreign powers can do but to enter partnerships via what these days is called a Big-Tent (BT). The term BT gained currency in Europe in the last decade including the Italian Five Star and Spanish Ciudadanos “catch-all” parties. The difference between a multi-party alliance and a BT is that the former is a coalition or united front (the SJB, the 1970 United Front) while BT is a unique political party permitting a broad spectrum of views within itself and therefore called catch-all. The way forward for minority politics in Sri Lanka is to employ a BT structure permitting a range of views about say devolution or family laws to coexist internally (neither the TNA nor the Muslim parties in any case have specific but contradictory socio-political ideologies), but at the same time form working fronts with the JVP and SJB not only for the minorities sake but also influence these narrow minded (on the ethnic issue) entities to expand their intellectual horizons.

What will happen if the TNA proposes to either the SJB or the NPP that it would like to work with them and form an alliance in exchange for a dialogue on the way forward for the Tamil speaking people? Will the latter Sinhalese entities suffer a heart-attack or maybe an apoplectic fit? In so far as the minorities are concerned it is not overseas patrons but domestic alliances that can win it some of its demands while at the same time building fortifications to withstand creeping autocracy. Historically Tamil politics has been conservative, reactionary, pro-capitalist and sometimes provided succour for cast-bigots. Offhand I cannot recall a single left MP other than Pokey Kandiah from the North or East. The electoral performance of the left in these two provinces have always been nadir. The TC and FP participated only in staunchly reactionary governments – GG and Thiruchelvam. Repeatedly the Tamils ended with egg on their faces. Yes indeed the Tamils can respond that that they have been betrayed over and over again by Sinhalese leaders (BC Pact, DC Agreement, 1972 Constitution) but the current scenario reduces to this. Put your eggs in a QUAD basket and place all faith in global players (of course this avenue must be kept open), or try again and again to engage with domestic actors. Anyone who rejects this has no alternative but to return to civil war and the Thamil Eelam illusion. Frankly though, that door has been shut in perpetuity. This remark will provoke the ire some of my radical Tamil friends, but I have no choice but to call a spade a spade if that’s how I see it.

I am curious how the TNA and the Muslim entities will act in the next three years. Exactly how matters outside their control will develop is not easy to foresee other than to expect the government’s difficulties to multiply. Hence the JVP, SJB, TNA and the Muslims have all entered a period of positional warfare. This means manoeuvre into advantageous positions vis a vis the main enemy and also potential allies. To use an adage commonly used in recent times, nothing is off the table, organisation and alliance building are the keys.

    The professor is proposing a formula to reduce the SJB’s Sinhala (what else?) vote base along with JVP’s 3% to 0.3%.
    Whether the alignment with Hindu/Christian Tamils who are now flying high on a pro US anti Chinese trajectory ( next time they will crash in the Pacific Ocean) and Islamic Tamils who could (can) never be trusted will compensate for that in numbers is the question.

    A relevant question is if the new QUAD has any implication for Tamils’ justice and a solution. We can talk about it. But locally, other than Communist Modayas to Royal bosses, there was never a loyal partnership formed within Lankawe political parties. From GG to current Rishard, there was nobody from Tamil, Muslim minorities were able to stick on with Sinhala Buddhist UNP. There will never be an honest, decent coalition within Sinhala Political parties. Professor Kumar’s story that a Solution for Tamils will fall through the roof; until that Tamils should work for Sinhala Parties dedicatedly, obeying his consultancy is salt-less talk. When he says that, he sounds like he is from the moon. All Sinhala Parties, from any denomination, will use the forcefully created and nurtured Tamils’ Problem for them to come to power. It is only childish if not being able to understand that forward racism is not the only way to win elections. But anti-racist pretension can help Sinhala Parties win election from the help of outside. The Old King won the war by telling IC that leader Piraba was the only reason that racism is present in Lankawe, otherwise he would have sold in 24 hours.

    Latter American State Secretary was about to recommend the Nobel Peace Prize for New King because he and the Single-Issue proponents (Prof. Kumar, CBK, Sampanthan Aiyya, Sobitha Thero… even Ranil too) on this campaign to that extent in IC. But latter New King launched the coup and bombed the Tamil Churches & tourist hotels. Once Yahapalanaya ascended to power, Ranil sold Hangbangtota to China to steer away from borrowing from the IMF. He contended that borrowing from the IMF was surrendering the Old King to the UNHRC. Now, Ranil is recommending to Hitler King to borrow from the IMF. Lately Hitler King says he will talk with the Diaspora. All these and many other games are to use India, America, Japan, and EU to get additional GSP+, get the economy out of recession, then return back to wherever they deviated from racism to peace. Prof. Kumar’ bluff certainly shows the shallowness in this aspect, where everybody can easily identify Aanduwa’s motive. The foundation question of racism in Lankawe was Tamils were doing well, before 1948. This phenomenon is happening in Tamil Nadu Tamil; but, earlier, it started in Ceylon, Malaysia, and Singapore by Ceylon Tamils. This says that any freedom Tamils get to work freely means they become a prosperous society and will take the fire from Sinhala rulers of Lankawe.

    So, if within Lankawe, any solution that will allow Tamils to prosper will tingle Lankawe to do what India did to Kashmir and what China convulsed to do Hong Kong. Malaysia didn’t do these to Singapore, even after it had grown large enough to swallow Malaysia. Can somebody tell why the Soulbury constitution doesn’t solve the racial antagonism that existed in Ceylon in the first half of the 20th century? If you can then you may have some answers to tell Prof. Kumar why that time Tamils opposed, it and later Sinhalese scrapped it? That is why we need to look at the inverse of China- Hong Kong or India – Kashmir. Look at Catalonia. Catalonia agreed for Special Status and signed for not asking for separation. Now they feel that Spain is utilizing their promise to fatten it, but not distributing back enough of Catalonia’s income to their developments. So, the federal system is not a solution for warring states. If they separate while their relationship has not deteriorated, it can be Malaysia – Singapore, a timely decision. But if they separate after it is seriously damaged, then it is India Pakistan, a bad decision.

    A political Solution for Tamils is not to make Sumanthiran or Sanakiyan popular, because that is what Prof. Kumar wishes.

    Political solution is something for some people living in real life, not like a Ganapathi stone statue, which is firmly installed inside the temple’s closed in the granite stone Building, for which anything is always acceptable as nothing else is possible for it or nothing else it can do. “Just take what I tell you, otherwise I will curse and condemn you to suffer another war “is not an intelligent talk but similar to the bullying mother’s action who shows the ghost in the darkness to make her poor child finish the dinner that night.
    Lankawe- Eelam Tamil issue cannot impose any change on QURD issue. China’s matter is important for all four countries. If a Surgeon is going to an emergency heart operation and if his child calls him to dress his wound and go, he will not care for his child at that time. So, all the countries, Lankawe can be any friendly with them, will first attend to China matter and after that only Lankawe matter. That is why QUAD can be an obstacle for Tamils also. Further if Lankawe has successfully inserted it into QUAD and it becomes FIYAD, then it will be extremely difficult to predict the things’ movement. If that happens, then Tamils may agree to settle down with a Federal Solution, hoping protection for them from the current QUAD nations.

Here in Lankawe, Aanduwa burns Muslims body, there it is only religious protectors burning Buddhists body. I thought of writing few lines of JR underneath that comment. You know what lines I means. Then I didn’t because it will be excess comparing Tamils fate with a Sinhala Gentleman, as the Tamils are now numb after getting used to the Annual Pogrom celebration of Sinhala Buddhists.         Not so Soma. Muslims have always been a distinct ethnic group in SL. Muslims must have their own nation which will cover the two Muslim majority districts – Trinco and Ampara. 10% of the island for 10% of the population (Muslims).

        Muslim Elam will be backed by Saudi Arabia which has the world’s strongest military alliance with USA/UK/France. Saudi is friends with China and Russia too. So this is how USA can have Trinco.

        QUAD is just a maritime rules related group. It is not a mutual defence pact. USA does not have a mutual defence pact with India. USA has one with Saudi.

        India can and never will mess with Saudi.

        All Tamils including so called Indian Tamils are 15.5% and they must have 15.5% of the island made up of entire northern province and most of Batticaloa district. Nothing more and nothing less.

        Only 15% of the population needs to relocate. 85% can stay where they are.

        Part of that 15% is the army and Sinhala people in the north and east. They will gladly go to Sinhala Only nation and occupy Wellawatte, Kotahena, Wattala, Gampola, Beruwala, etc. vacated by those who moved to Tamil Elam and Muslim Elam.

        Half baked solutions do not work. The final solution must be implemented as peacefully as possible.

          Further Hindu/Christian Tamils are brainwashed with Talaivar’s map of Ealam. There is a limit it can be curtailed.

          As far as I am concerned people can be recognised for legal and administrative purposes only on the basis of their language. What they believe is in their heads. How do you distinguish between a Tamil and a Muslim in case of a referendum? Your proposal will be dead on arrival.

          Sti Lankan Muslims are not an ethnicity but a religious identity, within the Tamil ethnicity, just like the Sikh Punjabi, Druse Arabs, or Slavic Muslims of Bosnia. Sri Lankan Muslims are ethnic Indian Tamil Hindu converts to Islam, who migrated to the island. Some around the late 14Th century most during the early British colonial rule. There may be some Sinhalese and a little Arab amongst some of them, however, this is minuscule and they are basically Tamils who follow Islam as their religion. Recent DNA studies have also proven this. Strange as their parent population, the Muslims of Tamil Nadu proudly identify themselves as Tamils, whereas the Sri Lankan Muslims deny this truth, despite speaking Tamil and following Tamil Islamic customs from their South Indian homeland until this Arabization and Wahhabism took over, a few decades ago. You can have a separate identity if you want to but this should be a religious identity and based on your true real origin.

            No native Tamil hardly converted to Islam. The Sri Lankan Muslims are descended from immigrant Indian Tamil Hindu converts. They arrived in the Tamil east only a few centuries ago, as refugees, fleeing Portuguese persecution. along the then Tamil northwest coast, where they first settled, when they arrived from South India, either as refugees or as traders. There has never been an Islamic homeland or kingdom on any part of the island and now Indian origin Tamil Muslims who only arrived in the Tamil east a few centuries ago, fleeing persecution and were given refuge, there as fellow Tamils, have no right to claim a homeland and steal the lands of the people who gave them refuge on the basis of Islam and a recently adopted alien Arab culture. if the local eastern indigenous Tamils had converted to Islam and then claim a homeland for themselves, it is another story, but you are of South Indian origin and arrive as a refugee and then claim a homeland that you never had. Strangely in the Tamil east where only 28% of the Island’s Muslims live and share the same language and ethnicity, as the eastern Tamils.

              have no majority of anyone. Trincomalee the 34% Tamils predominate along the coast and the town. Sinhalese in the interior. Muslims in Mutur. If there is going to be an Islamic homeland it will only be along the coastal strip from South Klamunai to Sainthamaruthu, where Muslims are in a continuous majority. In the rest of the east, they are largely living in enclaves, that are surrounded by Hindu Tamil villages.

          Gatam short and sweet. Being a Muslim is not an ethnicity but a religion. The followers of Islam are called Muslims and a Muslim can belong to any race, ethnicity, or linguistic group, just like the way a Christian, Buddhist, or Hindu can. A Muslim can also convert to another religion, does this mean as per you the ethnicity /race changes? The answer is absurd. Sri Lankan Muslims or Moors as you love to call yourselves, are ethnic Indian Tamils who converted to Islam and migrated to the island. A minority a few centuries ago. the majority during the British era. There is no history of Islamic or Muslim homelands or rulers in any part of the island. You arrived here from South India and spread and lived amongst the Sinhalese and Tamils. The majority amongst the Sinhalese. You are not a majority in Trincomalee or Amparai. In Trincomalee, you are around 37% and in Amparai 40% . I think the Tamils a just behind you in Trincomalee around 33-36% and will be more if the Tamil refugees from India return.

            You only arrived in the east as refugees and have the right to live in peace and dignity and practice your religion freely but have no right to claim and steal another person’s homeland, as you think you can do so, especially after the large-scale ethnic cleansing and killings eastern Tamils. If the world does so they are legitimizing ethnic cleansing, which is a war crime. The North and East of the island are the ancient historic homeland of the Eelam Tamils. South Indian origin Tamil Muslims who arrived there as refugees a few centuries ago, have a right to live in dignity and peace but claim homelands on the basis of religion and an imagined ethnicity. Please learn to live in peace and harmony with your fellow non-Muslim Tamils, just like the way you want to do so with the Sinhalese, where the vast majority of you live and strangely do not want to claim any Islamic homelands there. I wonder why or who set you up to claim these Islamic homelands only in Tamil areas, where you share the same language, culture, and ethnic origin even if Indian, as the Tamils. Stange indeed. Please enlighten me.

    Did Sumanthiran fell in the same pit in the British Soccer stadium where Karuna fell in with the Thailand beauties’ brothel houses? Is that what the photo telling message? The difference is one is lawyer and other one is a bicycle shop mechanic. Similarities are they both wants high positions in Sinhala Aanduwas.
