Dr. Vipula Wanigasekera
Sri Lanka recently appointed a new Inspector General of Police (IGP), Priyantha Weerasooriya, following an unprecedented dismissal of his predecessor. Weerasooriya officially assumed duties as the 37th IGP on 13 August 2025, after being confirmed by the Constitutional Council and appointed by President Anura Kumara Dissanayake. His appointment is historic, as he is the first officer to rise from the rank of Police Constable to the highest position in the Sri Lanka Police.
The change in leadership was triggered by the ousting of former IGP who was removed from office by a parliamentary resolution. In early August 2025, 177 Members of Parliament voted in favour of his dismissal, with none opposing. Tennakoon’s removal was recommended after a Committee of Inquiry found him guilty of gross misconduct, including authorising an unlawful police operation that resulted in a civilian death (the Island, 2025; Associated Press, 2025). This was the first time in Sri Lanka’s history that a sitting IGP was removed by Parliament, underlining a critical moment of accountability.
Since his appointment, Weerasooriya has sought to signal reform through both words and actions. On Police Day, celebrated annually on 3 September to mark the founding of the force in 1866, he highlighted initiatives aimed at modernising policing. These included introducing mobile payment for traffic fines through the GO Pay system, implementing automated fingerprint and mugshot identification, installing facial recognition technology at the airport, and expanding emergency hotlines—such as 107 for Tamil speakers and 109 for women and children (Daily Mirror, 2025). In addition, he has worked to build stronger ties with other security institutions, meeting with the Defence Secretary to strengthen inter-agency collaboration (Financial Times, 2025).
While these reforms are commendable, public expectations extend beyond technological upgrades and symbolic gestures. Visible actions such as the arrest of alleged criminal figures generate headlines, but citizens expect measurable progress in reducing crime. This includes not only violent crimes, killings, and thefts but also areas often overlooked: rape, child abuse, domestic violence, reckless driving, and noise pollution. The effectiveness of Weerasooriya’s leadership will ultimately be judged by the statistical outcomes of his tenure rather than the number of media appearances.
The IGP is not a political figure. While ministers and deputies bear the responsibility of answering to the public, the IGP’s role is to lead strategically. That requires devoting time to analysis, studying best practices from other countries, deploying intelligence networks effectively, and identifying high-performing officers. Senior officers, too, must be empowered to carry out their duties within their jurisdictions instead of merely accompanying the IGP at public events—something that has often been observed, except in the case of his personal security detail. Besides, merely ‘creating awareness’ wouldn’t work in this part of the world unless the law is strictly implemented across the board.
Sri Lanka is at a juncture where the rule of law can be restored under a President elected with this mandate. The IGP’s leadership is pivotal to this process. However, the true measure of success will be whether Weerasooriya can present clear, data-driven evidence of progress at the end of his tenure—showing a decline in overall crime rates, improved police responsiveness, and enhanced public trust. If achieved, this would not only validate his appointment but also mark a turning point in Sri Lanka’s policing history.
What the country cannot afford is for top public servants to retire and later claim: “I wanted to do more, but the politicians or the system held me back.” This excuse, too often repeated by senior officials who enjoyed authority while in office, offers no comfort to the public. If an officer truly feels constrained by political interference, the honourable choice is to step aside and allow someone with the courage and commitment to act in the national interest. Sri Lanka needs leaders who deliver results—not endless public appearances or excuses after leaving office.

Has the former IGP explained on how the peaceful Aragalaya protesters were manhandled by hooligans who set off from the Temple trees?
Should not the previous Constitutional Council members explain on how they managed to allow this wrongful appointment to go through? Who are the current members of the Constitutional Council?

Hello Nimal,
Once upon a time there were many Scots in our Province. Most even came from my part of Scotland (e.g. James Taylor). Some lie in the Regimental Cemetery in Kandy. Many died at quite young ages from various diseases and infections. Ayurvedic medicines were about as effective then as they are now.
As for the new IGP, I hope he starts an Educational Process to cleanse the Augean sins of the past from their ranks. I just talked to one of my neighbours, a Police Sergeant, about the New Government. He is a Tennakoon man and dislikes the current Government intensely. Dr Vipula’s very idealistic hope that “If an officer truly feels constrained by political interference, the honourable choice is to step aside and allow someone with the courage and commitment to act in the national interest” is pretty unrealistic when you consider that the ones with the “courage and commitment” are extremely rare.
Best regards

I feel we should welcome some diverse immigrants/settlers like the US diversity visa. Diversity brings different perspectives/experience. That will help to break some of the “cultural/religion” monopolies. I think Singapore has long-term residents from different countries.

Hello Nimal,
La Rona, brilliant and a great singer as well as having a macabre sense of humour. I am sure Ray Davies would have approved of Olivia’s version. Speaking of California my Wife is currently watching the Series the OC and loves it. She just can’t believe that people were really like that. I explained that it was a bit OTT, however I could relate to much of it 😉.
I used to listen to Taj Mahal, Dr John, John Mayall and many more Blues Artists back in the 70s and 80s onwards. Listening to Deva Mahal reminded me a bit of Joss Stone.https://www.youtube.com/watch?v=n7npH8InZJI&list=RDn7npH8InZJI&start_radio=1
I wonder if OC prefers Dusty Springfield’s or Joss Stone’s version of “Son of a Preacher Man”? They were both singing about him
By the way the first Covid Carrier in Sri Lanka was a woman from Wuhan City. The virus was identified officially on the 7th January 2020. The Chinese woman arrived in SriLanka on around the 12th or 13th January. The rest is History.

The head of OC Transportation was a guy who took engineering with me at U of MD. I helped him out in programming: did all his projects. :)) He has never forgotten ….. every time we go to California he forces us to stay with him …… lives on the water in Huntington Beach. Living room jutting on to an estuary/canal …… step onto the boat anchored just outside. That’s life …… but not my cuppa tea. I like woods trees and calmness of solitude. Hello Nimal,
When I was in Oklahoma on a Training Course they offered me a position in Texas, however I would have had to work for a year in Red Deer before transferring. Unfortunately I was in the middle of Nigeria when the Final Deal was offered. By the time I got back to the UK it was too late.
Watching the Jeff Beck link, Joss Stone sounded a bit like Janis Joplin singing “O Lord won’t you buy me a Mercedes Benz”, but Joss is a lot smoother.
On your Wilson Audio Speakers https://www.youtube.com/watch?v=eM1nZB5v_Fg
My first impression was “so that’s what happened to Dr Who’s Daleks on retirement’. however the reviewer was very impressed.
Apart from all that I get the feeling that here in Sri Lanka things are beginning to come apart at the seams. The initial joy felt at the election is much subdued. People in my area are “sheepishly” saying that AKD can’t move too quickly.

Hello Nimal,
I have never seen that fruit before here in Central Province. “Longu” I think he called it. It looked like a Mangosteen at first.
One of my first visits to Sri Lanka was to Anuradhapura (Sister in Law). I wanted to visit further North but Rajapakse had stopped any British travelling up there. I still haven’t been to Jaffna yet, someday soon I hope.

“I wanted to do more, but the politicians or the system held me back.”
It looks like that it may be a true statement or false statement on this matter. You can argue both ways. But the system will not change. So far, none of the political leadership brought under justice other than a few roadshows of the politicians and few of the officers were in jail. The fact is it is impossible to any one under this unitary system as long as democratic election system remains and you cannot change the majority system unless this country fall again in the hands of super powers.

The title of this article is, ” Can Sri Lanka’s New IGP Deliver On Public Expectation”?
YES. He can, provided he doesn’t harm his spine and answer the call of the political heads and perform his duties as per the laws in general and in the public interest at large. At the commemoration of the 159th anniversary of the Police, the President asked the errant officers to – (1) correct themselves and refrain from old habits, (2) if they cannot, leave the service, and (3) if they still do not listen, we will get rid of you. The ‘Message’ is clear and loud.
In the above context, I have a question for IGP. How come you appointed SDIG Ranmal Kodithuwakku to head the newly constituted CCTB? Didn’t your Minister, the Deputy, and you know that the Supreme Court has directed the AG and the Police Commission to initiate ‘Disciplinary’ action against the ‘HR’ violations that surfaced in a FR case? Further, when he was an ASP at Panadura, he arrested a person, and due to the torture he inflicted on the arrestee, he remains an invalid. This came to the attention of an ‘International HR ‘ organization that had complained to the then HR Commission.

Good question for the Editor
/
Douglas / September 5, 2025
II: In many of my comments, I clearly stated that unless and until this police force and the AG’s Departments are ‘CLEANED’, the NPP Government will face serious trouble in facing the public. Despite all the rhetoric, the rot appears to continue. Here are examples
(1) The very First appointment of a retired SDIG (Ranaweera) as a ‘Consultant’. This is the officer who filed a ‘B’ report in court in relation to the death of ‘Thajudeen’, stating that it was due to a road Accident even before the inquiry. That ‘Report’ is in court.
(2) Remember how the Police staged a ‘Drama’ of ‘Cleaning’ (removal of stickers, decorations, religious pictures, etc.) the buses, three-wheelers on the very second day the President inaugurated the ‘Clean Sri Lanka’ project. That action by the Police destroyed the very purpose of ‘Clean Sri Lanka’.
(3) The withdrawal of several court cases by the AG – e.g. the Mahara Prison case, the Balapitiya murder case, and the inaction on the Police officers who were recommended by the courts for legal action.
(4) Yesterday, the Public Security Minister, appearing on a TV show, divulged details of the locations of ‘Ice’ (narcotics) manufacturing outfits, even before the investigations have been completed and are still underway.
(5) The dissemination of information about high-level investigations that are carried out in relation to the ‘Five Underworld Operatives’ in custody. The ‘Media’ (print/electronic/YouTubers) spell out ‘Links’, especially those of Opposition Political High Figures.
Mr. Minister, The Deputy, IGP: Do you approve this propaganda? Mr. President: Why do you allow these ‘Jokers’ to play like this? Please take the ‘WHIP’ into your hand.
