Canada Imposes Sanctions On Mahinda Rajapaksa And Gotabaya Rajapaksa For Human Rights Violations

Mélanie Joly, Minister of Foreign Affairs, today announced Canada imposes targeted sanctions under regulations pursuant to the Special Economic Measures Act against four Sri Lankan state officials responsible for gross and systematic violations of human rights during armed conflict in Sri Lanka, which occurred from 1983 to 2009.

The regulations pursuant to the Special Economic Measures Act impose on listed persons a dealings prohibition, which would effectively freeze any assets they may hold in Canada and render them inadmissible to Canada under the Immigration and Refugee Protection Act.

Canada is imposing sanctions against the following individuals who committed gross and systematic violations of human rights during Sri Lanka’s civil conflict, which occurred from 1983 to 2009.

The Special Economic Measures (Sri Lanka) Regulations impose on listed persons a prohibition on any transaction (effectively, an asset freeze) by prohibiting persons in Canada and Canadians outside Canada from engaging in any activity related to any property of these listed persons or providing financial or related services to them. The individuals listed in the Schedule to the Regulations are also rendered inadmissible to Canada under the Immigration and Refugee Protection Act.

The specific prohibitions are set out in the Regulations.

The names of the individuals added to the Schedule of the Regulations are the following:

  • Former President Gotabaya Rajapaksa
  • Former President Mahinda Rajapaksa
  • Staff Sergeant Sunil Ratnayake
  • Lieutenant Commander Chandana Prasad Hettiarachchi

Despite continued calls from Canada and the international community to address accountability, the Government of Sri Lanka has taken limited meaningful and concrete action to uphold its human rights obligations. This jeopardizes progress on justice for affected populations, and prospects for peace and reconciliation.

Victims and survivors of gross human rights violations deserve justice. That is why Canada continues to call on Sri Lanka to fulfill its commitment to establish a meaningful accountability process.

These sanctions send a clear message that Canada will not accept continued impunity for those that have committed gross human rights violations in Sri Lanka.

Canada will continue to collaborate alongside international partners, including through relevant multilateral bodies to advocate for human rights and accountability in Sri Lanka, which is an important step toward securing a safe, peaceful and inclusive future for the country. Canada, as part of the Core Group on Sri Lanka at the United Nations Human Rights Council will continue to advocate for the full implementation of resolution 51/1 and support efforts towards attaining accountability and peace on the island.

Canada supports efforts towards urgent political and economic reforms to alleviate the hardships faced by the people in Sri Lanka. We strongly encourage the Sri Lankan government to promote democracy, human rights and maintain the rule of law as it works to address this crisis.

In addition to today’s announcement, and in response to the humanitarian crisis in Sri Lanka, Canada announced $3 million to the appeals launched by the United Nations and the International Federation of Red Cross and Red Crescent Societies to address immediate needs, including food security and livelihoods, shelter and non-food items, as well as nutritional assistance and primary healthcare services for vulnerable children and women. Canada has also readjusted ongoing international assistance projects to address pressing needs, providing support, for instance, to the World Health Organization for the procurement of essential medical equipment and supplies.

The Rajapaksa mafia still operates throughout the country.

There are reliable sources which confirm that now Mahinda Rajapaksa himself is involved in rescuing the Senior Superintendent of Police who was arrested with loads ganja.
Thugs or any kind of heinous criminals are born shameless. All this can be read in the Rajapaksas and their men.
The question is how long they can provoke the frenzied innocent majority of this country. I think now people are realizing it by the hour.

It’s unfortunate for everyone. Big sharks are not caught. They behave as if impunity is their privilege.
This country needs to do that first….. Punish those who deliberately sunk this country without taking proper action at the right time. Alas, it is a must…a need of the hour….for example, by 2023, even though it is clear about the terrible states of the country, such as tax cuts, loss of billions in state revenue. It’s like putting the terminally ill in the ICU and wasting time making love with an OP sister. It was not because of the COVID crisis, but because of deliberate mismanagement that took us to the deepest level of the ocean. This should not be unforgivable.

“Canada Imposes Sanctions On Mahinda Rajapaksa And Gotabaya Rajapaksa”

          Better late than never!

But what is the bloody use; both have had happy long lives ….. and now one foot in the grave. …… And safely living in luxury in SL; provided and protected by Ranil.

Ask Ranil to speak – his opinion – about these his fellow “Sinhala Buddhists!” …… You’ll know, who the real Ranil is and what his 25-year plan is ……. and his “reconciliation” shindig with the Tamils ……. Are any Tamils waiting with bated breath? :)))

I hope this will not allow Mahinda and Gota to get a new lease of like ……… by all the “Sinhala Buddhists” coming out to “protect” them!

When you think, you have seen everything …….. life becomes interesting again …..

US has passed a law that anyone in US can be brought to trial for war crimes committed in any part of the world irrespective of the nationality of perpetrators or victim. So the end of Gotabaya or Mahinda stepping into US territory.

It will, of course, affect the reinstatement of his US citizenship. So, I don’t think the US authorities will ignore the current distaste for the beast around the world.
As a Sri Lankan passport holder student, today it is becoming very difficult to open a bank account in many European countries. So the whole world is squeezing our people in the coming days than in the past. Thanks to the centrist rascals and those who brought them back to power (6.9 million extremely stupid idiots).
Don’t worry about them, our stupid people will protect them forever. The Sinhala Buddhist pill swallowed by our brutes will not be lost on them, even if their loved ones are raped and killed in broad daylight.

I am worried now, how do we stop our “friendly neighbour” China retaliating against Canada? In this forum and elsewhere I was assured that as long as China is with us no country could harm our leaders or this country or our 2500 years of civilisation for another 2500 years.

“cloak of nonviolence to cover impotence.”

        Native,

        Thanks.

About Gandhi, what people don’t realize is …….. British society by that time had “morally” painted themselves into corner – had evolved – where they could not just squash him like a fly. Ghandi was allowed to be Ghandi by the British of the day. Ghandi wouldn’t have lasted a week in Putin’s Russia or China or many other places. ……. Who do you bless: Ghandi or the British society of the day? :))

Non-violence —- Different people have spoken about it in their own different ways. ……. You might find ol’ Nietzsche’s take on it interesting https://en.wikipedia.org/wiki/Master%E2%80%93slave_morality

To him “morality” is nothing but slave-morality born out of weakness …… what can the slave do, when the master slaps him on the cheek other than to offer the other cheek and turn it into a “moral virtue?” Ranil is the master now; look around for his slaves! :)) ……. There’s much gnashing of teeth and whimpering in Bandarawela ……. and on the 153 bus looking for victims/slaves.

There is a funny Monty Python clip …… where an emaciated man is whipped black and blue ……. and he is jumping around shouting, “Master, hit me more; I like it.”

“The nobles saw themselves as naturally happy, and any misunderstanding rested on the contempt and distance they held from the lower orders. By contrast, the man of ressentiment distorts what he sees so as to present the noble man in as bad a light as possible, and thereby to gain reassurance.”

Does OC see Ranil, Mahinda, Gota, Basil and the 37 ministers as naturally happy ……. and the lower-order holding such noble men in contempt is nothing but (lower-order) “gaining assurance?” :))

This is an by Canadian government against those who got involved in human rights violations. This is good enough for protesters, who are concerned about the criminal destroying Island’s economy. They could try to transfer their complain of economy destruction to Canadian courts because it is already recognized in the resolution 51/1. Tamils need an international investigation to bring their lost sovereignty issue in the 1972 constitution. They need to work more.

Shouldn’t the present President Ranil W be included in this list for appointing the DIG who has been “Promoted” to be the “Second in Command” of the Police Force? This “Police Officer” has been named to be accused of failing to prevent the “Massacre” on 21st August 2019, in the Police Commission Report that inquired into the “Massacre” of 267 who attended the Churches to pray and who were dining in Tourist Hotel and made 500 odd persons disabled and made to suffer life-long suffer?

This “Police Officer” was the recipient to have had first-hand information from Indian RAW of the imminent “Bomb” attack with dates and exact timings. Yet he failed to take action to prevent the attack.

Isn’t that a “Crime Against Humanity”? Giving a “Promotion” to such an “Officer” is the WIRST CRIME against humanity. Canada: Please include both the names of this “Police Officer” and President Ranil W knowingly who assigned him a high office in the Police Force.

      1

      Simon,

Countries are careful not to sanction the head of state of a democratic country because it will create a diplomatic crisis and ultimately affect their own interests. Even some communist or theocratic countries are handled that way if it is dictated by self-interest. It is why Canada didn’t take this step while the Rajapaksas were in power.

Remember that when a prominent Canadian politician ( a former Ontario PM, party leader, and a UN diplomat), Bob Rae, visited SL in 2009 to discuss some arrangements for avoiding massive civilian casualties in the war, he was kept waiting at the airport for a day or so and then sent back to Canada by MR/GR. Canada’s newspapers wrote angry editorials condemning it, but they didn’t do anything in retaliation. Perhaps the Canadians think the time is now opportune to show there will be consequences for being cavalier about HR and diplomatic norms, even if it may be largely symbolic.

Did you see what our President did today in getting the Cabinet to decide to prevent deposits from being made by candidates in the forthcoming Provincial Elections? That entire “Operation” is against the Constitution of the country and violates all tenants of Democracy. Shouldn’t International Community “WATCH” this “Hitler” type?

Canada does not have an independent foreign policy.
Canada would shamelessly join the US to sanction a whole host of countries.
So there is more than meets the eye in these matters.

  • 7
    2

Unfortunately these sanctions are unilateral sanctions. If they have any assets in Canada it will be frozen. If UN Sanctioned these criminals, then all member countries have to follow UN mandate. The most important country that must sanction these crooks is USA. Then again why would the US sanction these criminals, when they have brought all their loot to the USA, the money USA is happy to have.

Bert, Gota’s crimes affected the citizens with lack of basic commodities as his family robbed the finances and could not order the regular provisions needed each year, as was done with the past budgets. Mahinda tried to nastily repress the robbed citizens aragalaya and karma imtervened on behalf of justice, chasing his lot out of sight. Why don’t they understand that higher justice even beyond the grave prevails both on earth and in the cosmos. We pay for our crimes.

Is the government of Canada sending the troops and killers to kill these poor Natives or simply criminals from the Canadian masses, killing them? When civilians go around killing that is called murder, but when the state carries out murders and extra judicial killings they are called atrocities committed by the state. When the dreadful LTTE buggers chased our own minority (Muslims) away from Jaffna and treated them more poorly than how the Sinhalese treated the Tamils (banished them from the north within 24 hours), I argued for the rights of the Muslims with racist elements among the Tamils. These Natives have been subjugated by the majority population (English and French Canadians) in Canada for many years. Do you think for a moment I am like you only cry for my people? You have forgotten that it is Sinhalese people who are responsible for chasing Gotabaya from this country and chase the Mahinda from Parliament just 3 0r 4 months before. You all agreed that these two are dangerous to Sri Lanka. Unfortunately Ranil came to safeguard both Gota and Mahinda. Why you are angry with Tamils of this country? You Sinhalese should be thankful to Canada for taking some action on Gota and Mahinda who brought bankgruptcy to the country and suffering of Sinhalese people on behalf of Sinhalese people.

Svenson, this is the most sensible comment of yours I have ever seen. The funds / help, provided by these countries show, they are not against a nation but corrupted/ criminal leaders. They will continue to support the vulnerable, children / women, economically poor by way of targeted funds and material. Foreign diplomacy is not “”all or none “. It’s only countries like us, have ” either you are with us / friends or against / enemy”.

Already, two examples are almost established – Kosovo and now Eastern Ukrain.
In both of these, existing states reneged what was promised to the smaller ethnic group by the bigger ethnic group that controlled the State and unleashed either genocide or ethnic cleansing or severe repression.
In both of these, actions are unilateral.
Now, it is Hindia that is standing between you and International community.
In fact, IC entrusted Hindia without knowing true intention and colour of Hindia to bring end to the conflict only by eliminating LTTE if necessary. Hindia showed its true intention and colour of pathologically hating Tamils by presiding armed phase of genocide of Eezham Tamils in collusion with Singalese, then going on to shield Sinhalese in international forums, and buying time and space (in international forums) for Sinhalese to complete structural genocide by dangling so called 13th as magic wand from Italian & Kerala Mafia.
If the Singalese resort to their normal behaviour of armed ethnic cleansing in the form of riots or by any other violent method including so called law enforcement, IC will set aside Hindia and take its own course.
Recent RAW visit to Ranil is for keeping the issue within supposed Hindia’s and Sori Singala Lanka’s control by pretending that a genuine attempt at a solution in the offing, and Hindia knows it is slipping away.

        • 1
          1

          Correction:

It should have been stated that it is a Hindian RAW intelligence centre in the pretext of Tamil cultural centre at the most vantage point of Jaffna city centre.

This is why Hindia is eager to press sori singala lanka to unveil it on the so called independence day.

It is important at this stage how Sri Lanka government particularly President Ranil and Sinhalese people going to react to this announcement by Canada. What impact it will have on the Ranils move towards the finding solution to the National problems such as Devolution of power and Economic crisis. So far, I have seen any comment from some prominent commentators.

      Lankan100,
You must be referring to Canadian Prime Minister, as there is no President in Canada!!??
Possibly what you are alleging is true too!!
However, this would have been obviated if the SL Government, paid heed to resolution 51/1 and started investigation by a local court, preferably hybrid, to allay all allegations under SL Law!!
13+ years, from end of war and nothing happened!!
Now we have to subjugate to others diktat due to this laxity by SL!!??

Nearly all literary comments on Milton agree that
“he did not compose his most famous work, Paradise Lost, until after he had become blind in both eyes.”
      *
I suppose you have some evidence to contradict that view.

“he did not compose his most famous work, Paradise Lost, until after he had become blind in both eyes.”

You have perhaps not seen my prior” BTW” comment made on the 12th itsef , on the awareness of the very timing of the blindness.

It hopefully reveals was alluding to a different kind of vision on paradise island even after 70 odd years of independence.

If so would your supposition still persist in the light of the “literary comments” so as to seek any evidence ??

Oh dear, so the utterance “By the way does anyone know why John Milton went blind after completing Paradise lost ?” is a precise utterance implying that John Milton went blind after completing Paradise Lost.
              Brilliant.

To the Readers of CT: Did you all know that there is a “Travel Ban” imposed on MR and a few others of his “Gang” on a Court case filed and hearings are ongoing?

A few days back, on a motion filed MR asked for “Permission” from the Courts to leave the country (to travel where is not known) from 20 to the 30th of this month. This appeal was granted.

The “Rumor” in town is that he made an application to “Visit” Canada on an invitation from a “Prominent Sinhala Buddhist” activist serving in the “Dayaka Saba” of a Buddhist Temple in Canada
This “Rejection” by CANADA…..Is it the result of this pending visit? Please note: This is a “TALK” of the Town of Colombo. We will know the TRUTH in due course.

      Hello Simon,
      .
“A few days back, on a motion filed MR asked for “Permission” from the Courts to leave the country (to travel where is not known) from 20 to the 30th of this month. This appeal was granted.”

I think if they can drive them out of the country at this critical moment in the nation, the government could save so much money.

I have no doubt that the Swaziland tribes will welcome him. He can take his talented brother “Gotha” with him. Look, these people are chasing the whole world like a football. As my dear mother repeated, truth will prevail.

Too little, too late but its a start. The rest of the gang & their families should also be included. If I remember correctly, MR has said long ago that he is prepared to face allegations (& die if necessary) at the Hague, so maybe the brothers can go to the Hague voluntarily. Anyway, what about the loot stashed in off shore accounts & assets bought with laundered money? African, Middle Eastern & Asian countries are unlikely to follow Canada. Besides, all those who plundered & raped the country have a good life in SL, so why bother going to other countries?

BTW he actually lost it before he wrote “paradise lost” and some say that’s why he wrote it!

I was only wondering who lost vision before this Island paradise was lost.
Brilliant politicians voters or just a group of people ?

The answer could be a strange one too depending on the political vision of the beholder.
I Agree with you on getting off the screen.

Gota’s Attorney protests against Canadian sanctions.

“President’s Counsel M.U.M. Ali Sabry had summoned the Acting Canadian High Commissioner to Sri Lanka Daniel Bood”

Canadians should be really freaking out.

“unilateral sanctions brought against four individuals including two former Presidents of Sri Lanka by the Government of Canada based on unsubstantiated allegations.”

Unsubstantiated because the crooked legal system will not do a proper investigation. This is why the international community wanted an international probe. I understand your concern because you made a fortune representing criminals.

    Gus,

Wonder whether Canadian authorities, Singapore authorities, Dubai authorities actions of kicking out Gota and barring Gota and others is out of their own volition or more likely ceylon tamil diaspora actions!

Read Agnos’s comment too. In Olden days we had Manu, Elarla, Shibi like kings who insisted that any life’s safety is more important than their own life’s safety. But Human Rights, laws of diplomatic relationship between countries and softened sovereignty on the countries’ borders are modern democratic countries’ inventions. After centuries of wars and destroying one another, they have built these learned systems for the safety of the world. Avoiding confrontation is one of their ways in this diplomatic relationship. You may remember Langkang Kings deported British, German, Canada and other country’s envoys and officials. There was minimal calamity coming out of these actions. Those countries did not immediately jump and dance. That is the purpose of diplomatic relations. Last week, you know, a South Koren envoy blasted a minister for his dastardly tardiness. But every Langkang’ Dutugemunu hero was hiding in the women folk’s Munthanai, because for a long (75 years) these Gemunus were abusing their diplomatic power vested with them, by insulting other countries. Especially, the Evil Emperor who took a ticket to New York and went to kick the butt of the UNSG, did not show even his whereabouts on this.

Eelam Tamils, with their supporters like ITJP had played the captain role in sanctioning the Hitler King and Old Rowdy King. But Canada took the opportunity to act partly because of Protesters. That is why I said in my earlier comment that Protesters can and should use this further up their targets that ousting all 225+1 out of the government. After the commission of war, both, Old Rowdy King, and Hitler King were elected by Sinhala Buddhists as their presidents. But this is nullified by the protestors, by ousting them both from the government. There are many democratic countries that recognized protestors toppling these Kings, rather than recognizing their sections in the last few elections by the Sinhala Buddhists. This is a lesson for the Sinhala Buddhists that when they elect a government for them, they should elect one acceptable for them internally and as well as externally (Internationally). The tricky Sinhala Viyathmaha who robbed the people and deposited the money in the foreign countries’ banks, never letting the Sinhala Buddhists understand the modern world order principle. Right or not, in the absence of any other practical method, that is an effort to maintain peace within the world.

Without understanding that simple issue, 75 years of wrong Un-Diplomatic Aappa technology maneuvering has kept Langkang not being able to get any more loans from China or getting fresh help from the IMF.

To come back to protestors, though it was Eelam Tamils who brought the real nature of Kleptocracy Sinhala Intellectualism to the limelight of world arena, it was the protestors informed the democratic international structure that the Sinhala Viyathmaga governments are not really Sinhala Majorities’ governments. They blamed all governments from 1948 for not being people centric, and demanded all 225+1 donkeys to leave, wrapping up their Kleptocracy EP constitution and taking them with them. They want a new people centric constitution. Realize please, how much gasoline this can put in the Canadian machine that wanted to sanction the Kleptocracy government official for their war crimes. Of course, every idiot who can pronounce the word “Democracy” knows that the Evil Emperor is an illegitimate president. They would agree, because the constitution failed to prevent unintended people from sneaking on the presidential chair, also knows well that it is neither promoting candidates rejected by people to be the presidents.

    1

The International Community is not going to insist that the faults in the constitution should be fixed if they can depend on the stability of the governments that come to power by these crooked techniques, to lend them a hand in need. But that is one of the reasons for the present tussle in obtaining the IMF loan.

As you said, we saw in September 2022, the intolerance of South Asian and East Asian countries and the presence of Hitler King in their territory. Later Qatar, EU and America refused visa for him to tour. One cannot brush off these is not the precedent to the action of Canada. So, with a 50-75% accuracy I can mention that Canada is not alone in these sanctions. All these actions can temporarily fix the Longkang government’s and take it back to where Britain left Ceylon. But that fix cannot guarantee Langkang roll back to the place where its kinetic energy is minimum, without restoring the Tamils’ sovereignty. That is the only harness that can make the horse walk on the straight path, in future.

Royal wanted governmental diplomatic positions to only protect them from international governments acting on them for their war crimes. Resolution 51/1 has opened a new window for UNHRC, if War Crime calls lose momentum, it can go with the economic crime. When Protestors plugged out the governmental position, Royals quickly seated the Evil Emperor to ensure their protection. Economic crime is remarkably effective locally. I.e. Any time Royal loses grip on the government, they can put on the trial for the destruction of the economy. So, The Evil must be in power continuously for the Royals’ safety in the future. That is why the Evil, and the acolytes are playing numerous games to evade any election. Royal seems to have played their last trump by handing over the election magic to Evil in the hope that he is saving them. But we do not know if Evil will fall, pulling the Royals down too with him. This is the time the Royals needed Evil’s protection. But if Evil fails this time the Royals will be in real trouble. If Karna could not fight in the war because of the curses he accumulated, it would be rubber stamps on Duryodhana’s fall.

Ali Sabry condemns. Canada for the barring of sinhala war criminals Gota and Mahinda RAKSHAPAKSES while his muslim parliamentarians colleagues keep condemning these international SINHALA PARIAHS!!!

    • 1
      1

Last week, when America sanctioned Chandana Prasad and Sunil Ratnayake, Ali Sabre said “They (US) have their own sources to investigate, so we can do nothing about these sanctions”. In fact, that was the answer Evil wanted Ali to tell the media, last week. Like us all, it seems, neither Evil nor Ali foresaw this coming. Otherwise, they may not have let it go so easily. Canadian FAM has said her government will act on these matters in association with the international community. Though Canada has set the example of full-scale sanctions, when in 2014, Old King went to the US for a UN meeting, America prevented him from visiting other parts of the country, beyond NYC. There are a lot of reasons why the US must let these criminals visit their country. The matter with the UN, matters in Washington DC, their personal properties all over the US, …… these always create complicated legal situations. That is why, US, most of the time, leaves handling the friendly countries’ crimes with Australia, Mexico, UK, Canada….. Unfortunately, the Sinhala Buddhist Intellectuals (Viyathmaga) think that they are on the top of everything. During the latter part of the war, using China, Sonia and Malayalees, the Old King insulted Western countries the most. That time Tamils lacked prudence and ability to turn that situation favorable for an immediate solution for them.
