Delay In Addressing Tamil Problem Can Only Give Scope For Hard-Line Attitudes From All Sides To Re-Emerge: GTF

The Global Tamil Forum (GTF) has today called upon President Maithripla Sirisena to address concerns of the war affected Tamil people and to work towards meaningful political resolution.

Issuing a statement the Tamil  diaspora organisation said; “GTF does not underestimate the mammoth task the government faces in several fronts and its notable achievements within a two month period. Nevertheless, we are also concerned that any delay in addressing the Tamil problem can only give scope for hard-line attitudes from all sides to re-emerge, and this will make the task of achieving meaningful progress more difficult in the future.”

We publish below the statement in full;

GTF welcomes the democratic transition process initiated by the new government under the leadership of President Sirisena, which includes the increased space presently available for freedom of expression and rule of law. The 100 day program initiated by the government that aims to crystallise the new governance norms through constitutional amendments is of huge significance for the long term future of Sri Lanka.

The appointment of civilian governors for the Northern and Eastern Provinces is a very important step in the right direction. The demand for these appointments was consistently ignored by the previous regime. It is our belief that these positive developments, if garnered properly, will provide stepping stones to resolve the long standing Tamil national problem in Sri Lanka.

Unfortunately, the record of the government to-date, in addressing most pressing Tamil and other minority issues has been somewhat disappointingly slow. A sense of despair is slowly creeping up among sections of the Tamil population, particularly among those who have been displaced from their land, or kept imprisoned for years, or lost loved ones during the war and waiting for justice, or those still searching for their missing relatives.

GTF does not underestimate the mammoth task the government faces in several fronts and its notable achievements within a two month period. Nevertheless, we are also concerned that any delay in addressing the Tamil problem can only give scope for hard-line attitudes from all sides to re-emerge, and this will make the task of achieving meaningful progress more difficult in the future.

In this context, it is important that the government immediately takes meaningful steps to address a few pressing issues that includes reducing the excessive military presence in the North and East, transferring the land back to the rightful owners from whom the land was expropriated, and releasing Tamil political detainees who have been incarcerated for years without ever being charged. It is also important that the government makes public commitment to comprehensively address the war crimes and reconciliation issues in active collaboration with the UNHRC, and reveal its blueprint to achieve a political solution by negotiating with the elected Tamil representatives.

We welcome President Sirisena’s forthright acknowledgement that the people in the North and East suffered the most during the war, when he visited the North this week. We request President Sirisena to act on the issues highlighted here, as that will help foster a positive environment and build confidence among Tamils, both in Sri Lanka and in Diaspora. Global Tamil Forum, for its part, is fully committed to play a constructive role, in collaboration with other stakeholders, in making all these reality.

      Rajash- Please do not worry as BBS will coordinate with these groups
      and issue a common statement. There is a saying as you know ‘too many
      cooks will spoil the soup’ and this is exactly what is happening now
      with Tamils,overseas ,while the accredited leaders of the Tamils in Sri Lanka,is TNA,and they are busy fighting each other.It is a disgrace
      as there is no discipline in the alliance,lately. This is the alliance that was respected by the Tamils in pre EP election period and leader Raa Sampanthan held the fort with full authority, but today there are many leaders like Wiggie,Suresh Premachandran, Ms.Sasitharan and Senathirajah, issuing different statements, contradicting each other.

      and the militia group leaders can creep in as MPs.due to disunity among

Wigneswaran, the Chief Minister candidate the TNA was prodded to field by the Establishments, found The Hindu on Thursday to bare open what would be his political agenda once given with a ‘mandate’ by a choice-less people, commented Tamil activists for alternative politics in the island. Speaking to The Hindu, and comparing the island situation to a husband and wife fight at home, Wigneswaran addressed to Tamil Nadu that “We will fight, but sometimes we come together. The next-door neighbour must not come and say ‘you must divorce, you must divorce’. That is not your business.”

      GTF is a 6 man (if that) operation based at 14 The Glade, Croydon CR0 7QB. It has been insolvent as per the last two companies house filings -its liabilities exceed its assets as per its balance sheet. All facts can be checked at Companies House. Who cares about what it says.

    Any fool must understand the urgency which the many Representatives of Tamils must be engaged in after Voting for Good Governance. There are
    so many points for quicker humanitarian action than what has happened these 50 days.

    Could not the Minister of Justice formulated a scheme to bail out all
    those, say who are in Prisons for more 5 years under PTA rules, without much ado. This is not being done “just because they are tamils”. 4th February was an opportune moment to make such a declaration. UNHCR has warned of the need to watch out for correct action. This takes one to the latest comment hereunder:

    “It is well known that successive genocidal Sri Lanka governments were ruling the country for more than three decades under the two draconian laws namely Prevention of Terrorism Act (PTA) and Emergency Regulations (EMR).

    Emergency Regulations have to be placed before the Parliament every 30 days and extended by a majority of votes. Although it was allowed to lapse during the tail end of the last government many of its sections were incorporated into the existing PTA by amendment.

    In re, Nallaratnam Singarasa, many years ago the Human Rights Committee in its view directed the Sri Lanka government to either repeal PTA or to amend the offending sections not in conformity with the International criminal law standards and norms. However six years after Mullivaikal it remains in force.

    Any criminal law practitioner in Sri Lanka especially in the Northeast knew how an alleged suspect in a case under PTA or EMR was tortured to obtain a so called ‘confession’. This was due to the fact that under the above draconian laws confession was allowed in evidence against the accused whereas it was not allowed under the normal laws of the country.

    When it was nothing but ‘State terrorism’ that was prevalent against the Tamil youth throughout and against Sinhala youth during certain periods, it is ridiculous that the Minister should state that the end of terrorism in May 2009 during the previous administration though without cost, was a necessity without which the restoration of human rights and equitable and sustainable development of the nation could not be achieved.” Source NESoHR

    The writer should acknowlegde that Tamils (both local and diaspora) too made a contribution towards the suffering of Tamils and other communities in Sri Lanka. The “long standing Tamil national problem” too was created by Tamils themselves starting with Arunachalam in 1930s and, fine tuned by the likes of Ponna, Sunda and Chelva. Are the diaspora Tamils prepared to concede that Tamils too have created for Tamils and other communities living in Sri Lanka?

      How did Arunachalam start Tamil National problem which was fine tuned by the likes of Ponna, Sunda and Chelva? Were these people responsible for the racist acts of:

      Citizenship act of 1948 which disfranchised 600,000 hard working people.

      Sinhala language only Act 1956

      Riots 1958, 1977, 1983, ……….

      Constitution 1972

      Destruction of Jffna Library 1981

      Killing more than 10 people and during an International Tamil Conference in 1974

    The way it goes every Tamil who live overseas is going to push MS for a speedy solution. As in the report, HE agrees that there are some specific issues that Tamils have been facing. But don’t these well learnt individuals who almost like demanding for a speedy solution cannot think what would be HE’s priority right now. Those who live here are expected to know the ground situation, and why cannot they let TNA to deal with the issue. The UK chapter burning the effigies of Sampanthan and Sumanthiran for them participating in the Independent day celebration on the one hand and requesting HE on the other to solve the ethnic issue, though in the nicest way possible would not help let him solve quickly. SL faces a general election, and his actions should not jeopardies the chances of his preferred team winning it. If you are really want a solution just persevere for a few more days and, even after it, leave TNA to sort the issue with GoSL. They have been building up credibility not only by publicly saying they are not after Eelam in words but trying to prove it by their deeds. If that upsets the foreigners, we don’t care. We understand that you want to set the target so high ensuring it will never get solved, if it did, you would be left with nothing to bark at. We had enough, and we don’t want to lose our children who survived the war.

    As you know Kamban’s adaptation of Valmiki’s Ramayanam has an important poem which I think is very relevant to the topic at hand. I am grateful to my old Schools – both in Bandarawela and Jaffna, for having given me the mindset to appreciate its significance in facing up to the problems in front of us – all Sri lankans. I reproduce it with my own amateurish translation for the benefit of colleagues who do not understand Tamil.
    வாரணம் பொருத மார்பும்…. (The chest which withstood the force of charging wild elephants)
    வரையினை எடுத்த தோளும்….(The shoulders that lifted mountains)
    தாரணி மௌலி பத்தும்….. (The 10 crowns which symbolised the ten kingdoms he ruled)

    The question we have to ask is why did this happen to Ravana – the most Powerful King who even had the blessings of the Lord? The answer is obvious. The power he acquired by following a righteous path went to his head and he forgot reality. He forgot to see the range of forces arrayed against him…..and he refused to accept wiser counsel provided to him by a range of people including from his own kith and kin………..In other words he began to believe in his own propaganda…..his own invincibility. This wisdom from the ‘Sage’ is very relevant to both parties in this conflict. We have to be just and be prepared to build a future together that respects each other. We have to give all the people in the Country the space to develop and protect their own identities and cultures without resorting to destabilise Sri Lanka and the Wider Region. Components of any integrated ‘Whole’ cannot be nurtured except through nurturing the ‘Whole’.

    First pull out the troops from the north and east. Build up the confidence of the people of the area. You cannot solve problems at gun point. This is not a mamooth task as mentioned by Suren Surendiran, the biggest problem is, that the same actors are in the present government. Dont forget, voting against the previous government does not mean, that the voters wanted a solution for the tamils.

    I am amazed by the degree of moderation shown in the GTE statement to the President. It was quite shameful that the new Government declared it would not remove army camps from Jaffna, a good 5 years after the war. Reconciliation and rehabilitation cannot be done at gun point. It was also quite shameful that addressing the pressing issues of the North was deliberately avoided and omitted from the 100 day program. Nonetheless the majority of Sri Lankan Tamils placed their faith in change, and this toppled the Rajapakshe rule. MS and the PM must understand that if they do not remove unnecessary military presence from Jaffna, expedite the return of Jaffna lands to their owners, release prisoners and devolve powers under the 13th amendment, no amount of man power nor weaponry will prevent the coming of the 2nd VP. It is time that the Sinhala Buddhist Governments of the South realize that VP was an inevitable creation of their policies. Wigneswaran’s Genocide, is sadly no less than the reality. Consider if the Army hand remained in control of areas formerly under JVP control, held on to land taken for ‘Security purposes’ for as many years, would those residents not make similar demands?

    Until Mithiri and Runil send all the Gotha Intelligence service men and Gotha Army who are very loyal to Gotha, Mithri will never achieve any progress for Tamils or even Singhalese. They are Brain washed and they are all fixed with horse eye guards and they can only look one direction and think only one way. Why those intelligent men are still creating trouble in the north because they are still taking orders from their master Gotha, I wonder they have the brain capacity to understand that the government is now changed and their master Gotha is not in power any more and he himself is defenceless. The first wise action for Mithiri is to replace Gotha’s people gradually with educated good people- we all know, it cannot be done overnight. Once Tamils political needs are fulfilled the diaspora will go quiet and concentrate in ingesting money in srilanka. First Sinhalese have to try to understand Tamil’s problems without repeating again and again like a parrot – there is no problem and blame diaspora.

    Muthubanda:- Thank you for a Very touching comment from a Singhalese person. The main problem in srilanka is majority of good Singhalese never provide their comments and most above are bad comments gives an impression that majority of Singhalese are bad. We provide comments because we are the affected party. In the west if any accident happen on the road many people give their contact detail as witness, may be because they are not afraid of police. In 3rd world people are afraid of police than to a murderer. When that situation will change – may be Mithiri will change the situation in Srilanka.
