Devanagala: Latest In The Racist Agenda To Provoke Muslims

By Latheef Farook

Devanagala is a beautiful peaceful village in the central hills about six kilometers from Mawanella on the way to Hemmathagama. The village has been known for the rock called Devanagala Rock. There is a Buddhist temple and an inscription on the rock.

According to those in the village Devanagala area was believed to have been the place from where Sinhalese kings dispatched garrisons to different places. Muslims in the village claim that they were settled there by Sinhalese kings to defend the Kandyan kingdom from invaders.

People in the area, both Sinhalese and Muslims alike, have been farmers and small time traders .They were living for generations like one family caring and sharing for each other. Even during the 2001 anti Muslim riots in Mawanella, Devanagala area was unaffected as both Muslims and Sinhalese there lived in traditional harmony.

During the past few decades Muslims concentrated on education and produced numerous professionals, intellectuals, religious scholars and others. Thus their living standard improved.

Today’s racist rabble rousers, following their personal agendas to the detriment of all, were unheard of even five or six years ago.

MuslimIt appears that racism has its origin during the State Council days when in 1940 under the archaeological act this rock was brought under archaeological department and a distance of fifty yards from the rock  declared as a buffer zone.

Those who issued the gazette notification were aware that both Sinhalese and Muslims lived in the area and the interest and welfare of the two communities need to be taken into consideration. However there was no such human consideration, when it comes to Muslims’ rights, in bringing the rock under the archaeological department. This act was revised by a 4 June 2004 gazette notification which increased the buffer zone from fifty yards to 200 yards. In yet another gazette notification a year later in 2005 the buffer zone was increased to cover 400 yards bringing a sizable population of Sinhalese and Muslims within this buffer zone.

In the buffer zone around the rock today there are around 500 Muslim families with little more than 3000 people. Muslims have documentary evidence dating back to around 200 years to prove their presence in the area and some claim that they were living there for more than 400 years. Their rights were simply dismissed when the rock and buffer zones were gazetted.

People in the area were not aware of these gazette notifications and its implications in their lives and properties .They went on with their routine life unaffected by these gazette notifications and the ever expanding buffer zones.

However ever since the 2004 gazette notification handful of Sinhalese from outside Devanagala area  began to  claim that  the rock and the area surrounding the rock  belongs to  Sinhalese and began rising racist slogans against Muslims. The aim was to put the Sinhalese against the Muslims.

Encouraged by the overall support the racist elements received from the authorities to impose their views on the Kuragala rock issue, here in Devanagala too they began a campaign to evict Muslims living around the Devanagala rock within 400 yards.

However even today most Sinhalese in the area have nothing to do with this anti Muslim campaign. They point out that not only Sinhalese but Muslims in the village too protected the rock which the Muslims visit every time visitors come.

According to the people in the area, in the aftermath of the Kuragala issue, two controversial pradeshiya members, not from the Devanagala area, formed an organization called “Maithree Sahana Patahanama”-MSP. This has nothing to do with the Sinhalese in the area or the mainstream Sinhalese community.

The newly formed   MSP began poisoning the minds of Sinhalese aimed at inciting them against Muslims as has been done in other areas in the island. As part of this program they distributed hand bills.

DevanagalaThough the Devanagala rock is of archaeological and not religious importance the MSP repeatedly demanded the archaeological department to evict the Muslims from the area from the   buffer zone as it was a sacred area where only Buddhist should live. Under pressure from these racist elements and, perhaps from other invisible forces, the archeological department officials visited the area and tried to demarcate the rock and the buffer zone.

People in the area pointed out that there is no approved survey plan and no research was done to clearly identify the historic rock. As a result people in the area, both Sinhalese and Muslims, remain confused as to how the archaeological department is going to decide which is the rock and where the buffer zone is.

Muslims asked officials how they would demarcate the rock and the buffer zone without a proper approved plan. Muslims also pointed out that they posed no threat to the rock and asked why they should leave the place where they lived for centuries.

They asked why the archaeological department should implement MSO racist elements’ agenda against them and accuse the archaeological department officials of making contradictory statements.

Meanwhile the archaeological department has banned Muslim owned buildings in the buffer zone from carrying out any repair work to their buildings without their prior approval.

The most shameful aspect of the MSPs demand is that only Muslims in the buffer zone   should be evicted and not the Sinhalese. When the Muslims questioned the unjust nature of this request, the archaeological department officials have no answer.

People in the area want to go ahead with their day to day life in peace as in the past before MSP came into the scene. However racist elements are hell bent on making this a flashpoint without realizing the seriousness.

A meeting was held at the Kegalla Kachcheri on 4 December 2013. It was attended by Ministers Athauda Seneveratne and Jagath Balsuriya, Director Archaeological department and his team, AGAs, GA and DS, Muslims from the village involved and the MPS representatives.

Following the meeting it was decided that the officials of archaeological department visit the area before demarcating the rock and buffer zone on December 23 .This date was postponed.

With the government taking no measure to protect, helpless Muslims in the village live in fear not knowing what is going to happen to them .

Now the question is whether driving out Devanagala Muslims from their ancestral lands and homes is the priority at a time when the country is passing through its most difficult period in history in view of the lawlessness, crime and corruption.

This move strikes the very basic human rights of Devanagala Muslims. The tragedy is that this happens at a time when the country is facing   charges of human rights violation from many powerful quarters.

The government talks about reconciliation and communal harmony while turning a Nelsonian eye to the lawlessness and the flouting of the basic human rights of the Muslim by a handful of racists. Indications are that no lesson was learnt from the racist slogans of the past which turned the country into Asia’s worst killing field for decades.

Muslim politicians turned out to be sell outs and clinging on to the government despite repeated harassment of Muslims.

Under the circumstance Muslims remain a frustrated lot. Is it the eruption of this bottled up frustration that these mischief makers are looking for?  Perhaps these provocations are to force Muslims to react so that racist elements could attack Muslims island wide to commemorate the 1915 Sinhala Muslim riots?

    .
Why don’t these people understand? Srilanka cannot afford another riots. We’re already 30 years behind, and we’re are in debt to Chinese for another 30 years. These Sinhalese extremists are bringing down not only the minorities but Sinhalese as well.

Sharmini Serasinghe in hear recent article has said so clearly it is the Mahavamsa, which is an Insult To The Buddha, has brain-washed Sinhala Buddhist from childhood to consider non-Sinhala-Buddhists as others and do not belong to Sri Lanka. With such mind set what else can one expect?

In Robert Knox’s book he has very clearly said how the Sinhalese gave land to Muslims freely for MERIT. there has never been such a land offering in anyother country. That is exactly why minority is flourishing in the south of the country while the Tamils in north try to make North a Tamil only region despising anything non tamil.

          Such,

Your knowledge is very shallow and pathetic! Muslims and Tamils and the Sinhala to the lesser extent had no problems in the North until the Sinhala Only and LTTE. The Sinhala want to make Sri Lanka as a Sinhala Buddhist country and marginalise all the minorities. The moment when the Tamils started to demand their rights you have problem with it! The LTTE made a mammoth blander by ejecting the Muslims whom had cordial relationship with the Tamils for centuries.

I know there are sinhala racists who want to make SL a sinhala buddhist country. I dispise them, at the same time there are ones in North who want to make it an excusive Tamil area. That must be equally condemned.

Scientific Understanding of Genetics and genetic inheritance improved a lot in the last 50 years. If you understand basics of genetics and look around your island nation, you should clearly see mixture of Dutch, English, Portuguese, Tamil, Kerala, Javanese, Persian, …. features in different proportions in this so called Aryan Sinhalese. This knowledge would help them to realize that we are not unique but still all are same with common mixture of ancestry. These Physical features and associated genetic inheritance are much more real than Mahawanse stories and common foolish Buddhist Sinhala perceptions…
I like to suggest that journalists like Sharmini should read more about gene pools, genetic inheritance and write about it in simpler way to people so that they get glimpse of these new sciences.

Several things Mr.Latheef has missed or ignored.
    1. Devangala is an archeological site. Then arent the attempts of some muslims to destroy the archeological remains a crime?
    2. Mr. latheef is saying Devanagala is an archelogical site and not a religious site, how is it? what is in Devanagala is an old buddhist temple with a stupa in it.
    3. There have been attempts to destroy the temple and archelogical value of the place by throwing acids on the stone inscription, which is one of the oldest in the country. Doesnt Lathef know that? or deliberately ignore it?
    4. What about the numerous disfiguring and writing on the walls and the cave? The muslim hand in it is obvious when you look at the pictures.
    5. What about the Muslim, provincial councilor who was a minister in PC who is building a luxury house in the archeological site? why is Latheef missing this?

    • 10
      7

MR. Before it was gazzeted as an archilogical site muslims have been living there…and if u start gazeeting buffer zones for all the temples there wont be place to live for minorities…
if there is any illegal building then it should have stopped at first place rather cry after it s built.
and finlaly where was this sucidal sinhalese when LTTE was there…and also dig under ur house and see wther ull find any archiological stuff.

      • 10
        6

Read the article first, the gazzete has been published before 1950s. It was not MR’s work.

Devanagala is not just a temple,it is an important hisorical place having one of the oldest stone inscriptions in SL. Even if the gov declared it a national heritage it has the right to remove non historical settlements there.

Just because minorities breed faster and the land is not enough for them we cant convert our historical temples for them to live.
the muslim politician is building a new house in a protected zone. he must have stopped before (agree with u on that), but by bribing and by contacts he has continued it.

And what about throwing acid on stone inscriptions? and threatening temple monks?

If a certain place is declared as an archeologically protected site, others cant come and settle in it let alone destroy it. Same thing is relevant to Kuragala.

Gov declared beruwala mosque (first mosque in SL) a national heritage and now no one can do any maintenance or change to it. The same logic applies here.

between why do Muslims always start settlements and encroachments in other people’s religious sites? Dont you think it is wrong and a way to invite counter attack?

          Such,

If the situation is as you describe, the correct and civilised protocol is to have a process of consultations with the parties in question and arrive at an agreement.

          • 1
            0

Yes of course, the total lack of law enactment by the authorities, corruption and bribe taking officials, has not resolved this matter which is a simple matter. So this satys on and the racist elements will take this into their hands. the emotional ones will follow them. That is what is happening. Actually that was what happened in many of SL cases.

Burning issue, the issues like these are of national
importance.National heritage is not the property of
one religious or political group. These issues at
present, are being selected by elements with vested
interest,to spread hatred against one selected target
to seek political gain. Some of these issues had been
taken up in the seventies as well.Who were sitting in
office in seventies? And who is in office from 1994?
All political parties must get involved in sorting out
issues of national importance where communal tensions
can raise its head.At a time the whole world witnessing
rising religious intolerance in the country, any
responsible govt would behave with caution. But the racist
elements, without much difficulty, succeed in getting govt
attention to their demands. And the demands are mixed
with national and racist ingredients. So,all parties must
            sit and discuss.

            • 0
              0

My understanding is that the recent religious intolerances are not accident; it well planned and orchestrated.
Peoples of Sri Lanka will not see justice on religious harmony because Buddhism is constitutionally institutionalised emboldening the racist Buddhists. On this platform, one cannot have a healthy discussion on any issue of national importance.

We Muslims do not like idols because we follow our Prophet Muhammad, pbhu. And our God has forbidden us to take contraceptives therefore we have more children. Anyway, what’s wrong our burgeoning population live next to your temples? We want to practice our religion next to your temple peacefully.

        • 4
          2

Sach, this site should be protected and Muslims should
not be harassed to protect it.This issue has got its
attention because of the politics and racism attached
to it.Racism went after all Muslims everywhere in the
recent past and not only archaeological sites or
religious sites. When a media man in the president’s
entourage to Africa was caught stealing the camera at
Dubai duty free,he could have been arrested and punished.
That could have put the whole country on the spot light.
They didn’t do that. Why?There’s a way to do things
without causing cheap tension. You should understand that
the matter here is about 3000 people,200-400 yrs history
and emerging destructive anti-Muslim hatred. You just
can’t talk religion and archaeology, putting the people
behind whoever they are. What about disappearing artifacts
from the Museum?Chase away all the neighbors? What about
digging archaeological sites for treasures? What are you
trying to justify here, protection of archaeology, religion
          or supporting racism?

          • 1
            0

Sach, this site should be protected and Muslims should not be harassed to protect it.
            —————————————————————–
Of course that is exactly how we should do it. My point is there is a larger issue that Mr. Latheef deliberately ignores. These sites needed to be protected. But just look at the callousness many Muslim commentators here speak in relation to historical sites. These are not the Sinhala Buddhist people’s temples they are more than that. They are part of our national heritage, a wealth of all Sri Lankans irrespective of race and religion. If anyone does the same to Beruwala mosque or Dewatagaha mosque, I will stand to protect it. It is because I look at it as part of a national heritage of this country. As Lankans we need to look at these things as a part of our entire national heritage not as a historical site of others.
            //
This issue has got its attention because of the politics and racism attached to it.
            —————————————————————————————
Even without politics and racism, this is an issue that deserves attention. These are heritage of the country that belongs to future generations.
            //
Racism went after all Muslims everywhere in the recent past and not only archaeological sites or religious sites.
            ————————————————————————————————
Yes racist Sinhala organizations are mushrooming. And gove does nothing concrete to stop them. All the anti halal and anti niqab things I am against them. But it doesn’t make vandalizing of historical artifacts are temples fair. If we let such acts to continue the racist elements would strengthen themselves. And I understand these incidents would be looked at with the backdrop of anti-Muslim propaganda.
            //
When a media man in the president’s entourage to Africa was caught stealing the camera at Dubai duty free,he could have been arrested and punished. That could have put the whole country on the spot light. They didn’t do that. Why?There’s a way to do things without causing cheap tension.
            ————————————————————————————————
Yes that is the correct way. Issues should be resolved by sane people without creating tensions. That is why this should not be termed even as a Sinhala Muslim issue, because it is not. Majority of Muslims in that area are not responsible for encroaching. The historical sites should be protected without accusing them. That is why sane people should handle such matters before racist organizations like BBS take these things into their hands.
            //
You should understand that the matter here is about 3000 people,200-400 yrs history and emerging destructive anti-Muslim hatred.

You just can’t talk religion and archaeology, putting the people behind whoever they are.
            ———————————————————————————————-
And where have I said putting the people behind is right? My point is the biased viewpoints spread by Latheef is wrong. And mostly because he is not giving the true picture.
            //
What about disappearing artifacts from the Museum?Chase away all the neighbors? What about digging archaeological sites for treasures? What are you trying to justify here, protection of archaeology, religion or supporting racism?

I have said above it should be condemned in the same manner. But condemning MR actions while keeping silence at Devanagala, Muhudu maha viharaya is not right too.

Also, in Deegavapiya traditional poor Muslim farmers were evicted of their farmlands by the Temple authorities claiming that over thousand acres of land belong to the Temple and that the Muslims cannot live or cultivate there.

My point is people where living there before 1950.. for more than 1 years before 1950 s ,
minority breading fast is another issue for the majority which they are incapable of ,so dont envy other who can
My point was about MR is when he and his stoogs go and demolish ancient artifacts majority who is patriotic are silent.
If some group ahs thrown acid then they should be delt with the law of the country. and what u have to realize is there was np issue 1 years back, why are these things happening now.

That’s very true Sach. These Latheef and few other muslim writers here in CT trying to give wrong message to the world. The Sinhalese harassing minorities etc.. This provincial councilor is a henchman of Minister Athauda Senevirathna. With the back up of Minister Muslims systematically grab the arch. site. That’s what happen in Kuragala in Balangoda and in Muhudu Maha Viharaya in Pothuvil.

    • 0

You are also ignoring the fact that there are a large number of Sinhalese living at this site. So why pick only on the Muslims Sach?

The real truth is old ancient Buddhist places of worship are being destroyed in Devanagala, Kuragala, Muhudu maha viharaya in Pothuvil. And always the culprits come from a particular religious group. the gov does nothing to stop it. because of the inherent corruption and nepotism they dont do their job. So these vandalisers go on with their tasks.
When sane people do not solve such issues, the more emotional ones take the task into their hands. That is what you see here.

      Muslim,
However controversial, I bet you have studied Darwin’s theory of evolution at school. So, take a cruise to Galapagos Islands if you can afford it. I did it. Free yourself from the fear of God and think rationally. If you have capacity to ponder I am sure you’ll agree that Darwin is right in his thinking of natural selection. We have been evolved from primates.

I don’t hear about Sinhalas killing Sinhalas, but I certainly watch in the TV that Yankees and Jews have made Muslims kill Muslims all over the world. It seems Allah enjoy watching the carnage.

“I see that many a Don Juan are slinging mud at true Sinhala Buddhists here and everywhere.”

Rightly so, more mud slinging would be welcome, as Sinhala Buddhists deserve it.

            “true Sinhala Buddhists”

You have Sinhala/Buddhists only in this island and not everywhere.

” lets stay united and protect this government at all cost as that is the only way to defeat the bastards. “

If you want to fight the real bastards you should start with your own bastards who run the state.

The Stupa and Vihara both situated at the top of Rock.sorrounding areas are belong to private indiuiduals of both Sinhalese and Muslims.I am also living nearby and no one make an atom weight harm to the rock,22% percent of surrounding areas are inhabited by Muslims and remaing are by Sinhalese.the way these racists are beahving is utter nonsense.moreover there is around 10000 thousand Vihara’s in Sri Lanka.it’s not meaning that every inch of Sri Lanka is under archiological department.(the archiological sites are defined as more than 100 years old anything and everything-as per the law of Sri Lanka).

Please check acid throwing on inscriptions and harming the temple by these muslim encroachments. I dont say every muslim does that. But wrong is a wrong.

      • 4
        2

Can you stop acid throwing by removing the settlements of the Muslims? How do you know a Sinhala Buddhist will not through acid on inscriptions?

          0

Good question, anyone can throw acid. But when you understand the context and what has happened anyone can realize what has really happened.

Go and google infor on this. With knowledge of what has happened to Kuragala, Muhudu Mahaviharaya, Deegavapiya, what has happened in Devanagala can be understood.

If there is 10,000 or 100,000 Vihara’s in SL, who the hell you are to question about it. If nobody did any harm to the rock, how come somebody pour acid on ancient inscriptions on the rock?

These are all related incidents springing from the Buddha Sasana Commission report of 2002. This was commissioned by the ACBC under the patronage of President Chandrika Kumaratunge.

If you study the report you will see the link between what is proposed and what is happening today. Although the report was never adopted legally it is being ‘unofficially’ implemented by the Govt through the Ministry of Buddha Sasana and other proxies like BBS and Ravana Balaya.

Lands belonging to Buddhist Religious Places (Siddhasthana) and Temples (Viharas) (Chapter 5)

12.28 A Land Settlement Commission for settling lands belonging to Buddhist Religious Places should be set up to settle lands belonging to temples and devales and vest them accordingly. (5.31)

12.29 Article 24 of the Services Tenure Ordinance (Rajakari Seva Ordinance) No. 4 of 1870 should be amended to free service lands (praveni idam) from prescriptive ownership under the Prescriptive Rights Ordinance. (5.32)

12.30 The Rajakari Seva Ordinance No. 4 of 1870 should be so amended to enable payments to be made in lieu of rajakari in accordance with prevailing rates. (5.32)

12.31 Steps should be taken to survey the bandara land and rajakari pangu land and the boundaries should be demarcated. (5.33)

12.32 Because persons performing rajakari to Buddhist religious places are not entitled for the benefits under the Employees Provident Fund, membership of the Sri Lanka Social Security Board should be awarded in such a manner that they get some form of security when they become old. Any contributions should be made by the respective Siddhasthanaya. (5.35)

12.33 State land that are situated within the boundaries of the temple land (viharagam) used by persons performing rajakari to the Sacred Bo Tree should be reserved for the future benefit of their next of kin. (5.39)

12.34 The State should intervene in returning the temple and devale lands taken over under the Land Reforms Act. (5.40)

12.35 Suitable amendments should be brought to the Buddhist Temporalities Ordinance No. 19 of 1931 to enable a simple method, similar to provisions in the Waqf Ordinance No. 51 of 1956, to certify the right of ownership of land belonging to Buddhist religious places and devales. (5.43)

12.36 A separate division under a Commissioner should be created in the Department of Buddhist Affairs to look after matters pertaining to ecclesiastical property. (12.47)

12.37 An Advisory Board for development of ecclesiastical property should be named to advice the special division mentioned above. (12.47)

12.38 The leasing of land belonging to Buddhist religious places to non-Buddhist persons and organisations should be prohibited.

Buddhist Sacred Objects and Archaeological Monuments (Chapter 6)

12.39 It was revealed in evidence that the lands belonging to the Muhudu Mahaviharaya in Panamapattuva and the historic Buddhist sacred site in Kuragala, Balangoda had been encroached by the Muslim community. The lands belonging to these two religious places should be recovered and the two sites should be conserved in a manner that their sanctity is preserved. (6.16)

12.40 Existing archaeological, immigration and emigration, and import -export laws pertaining to the protection of Buddhist monuments should be systematised and enforced rigorously. Maximum punishment should be imposed without delay to those who vandalise archaeological objects. (6.19)

12.41 The government should give maximum attention to implement existing laws relating to export to foreign countries of archaeological and sacred objects such as ancient Buddha statues, leaves of ola manuscripts. (6.20)

12.42 Steps should be taken with the use of new technology to improve the security of those places where Buddhist archaeological objects of value are kept. (6.21)

12.43 The Treasury must ensure that adequate monetary provisions are made available to provide the needed security to Buddhist Sacred Objects and Archaeological Monuments. (6.22)

12.44 Government institutions should provide safety devices such as iron safes to safely keep the highly venerated and valuable sacred archaeological objects. (6.23)

12.45 The Commission recommends that the security of places where highly venerated objects of archaeological value are preserved should be made the joint responsibility of the Viharadhipati, a responsible officer of the Department of Archaeology and another responsible state official such as the District Secretary / Divisional Secretary. (6.24)

12.46 Arrangements should be made with the assistance of organisations like the UNESCO to bring back to the country the sacred and the archaeological objects that have been removed during colonial rule. (6.25)

12.47 Awareness programmes such as workshops should be organised for school-going children, elders, and community based organisations in order to provide a clear understanding and awareness of Buddhist archaeological monuments. (6.26)

12.48 For the protection of sacred and archaeological objects voluntary committees comprising of persons selected from the dayaka sabhas of the respective temples should be appointed. (6.27)

12.49 Sites that have been abandoned and where sacred and archaeological objects have been located should be identified and developed. In this respect measures should be taken to install bhikkhus after providing the basic amenities and settling people nearby for support of the bhikkhus. (6.28)

12.50 We recommend that the Antiquities Ordinance be so amended to require the registration of Sales outlets of artefacts. (6.29)

12.51 Important historical Buddhist sites that have been identified so far should be declared as sacred sites. (6.30)

12.52 Necessary steps should be taken by the State to maintain, develop and conserve important Buddhist sacred sites in Sri Lanka. (6.30)

12.53 A Master Plan to protect and conserve sacred sites should be formulated. A Sacred Sites Development Authority should be established for its implementation. (6.31)

12.54 The work on the Anuradhapura Sacred City that has got delayed should be completed expeditiously and Anuradhapura should be transformed soon to a sacred area that reflects the cultural attributes of the period. (6.32)

Conversion of Buddhists to other Religions (Chapter 9)

12.80 As a result of the systematic and subtle design for converting Buddhists to other religions Buddhists as a percentage of the total population has declined, whilst the percentages in respect of other religions have increased. (9.43 to 9.49)

12.81 Violence has erupted already in certain parts of the country due to conversions of Buddhists to other religions by unethical means. Hence, immediate measures should be taken for preventing any religious conflicts in the future. (9.50)

12.82 With 70% of the population Buddhists, all the qualifications are there to make Buddhism the State religion of Sri Lanka. (9.51)

12.83 A Law should be enacted to prohibit religious conversions using unethical and provocative methods, which also should be made an offence under the Penal code. (9.52)

12.84 An Inter-Religious Consultative Body with representations from all major religions should be constituted to resolve through discussion any issues that arise. (9.53)

12.85 Before a new missionary or fundamentalist organisation is registered prior approval of the Inter-Religious Consultative Body should be obtained. (9.54)

12.86 The members of the Inter-Religious Consultative Body should be appointed according to the population percentage of the respective religions. The approval of the Supreme Sangha Council should be obtained for the members appointed to represent Buddhists. (9.55)

12.87 All information in respect of religious places of worship, prayer centres, pre-schools, non-government organisations, and other special projects should be available with the Divisional Secretary of the area. The Divisional Secretary should have the authority to inquire into any matter regarding the institutions mentioned above. It should be made obligatory to provide any information required by the Sasanarakshaka Mandalaya. (9.54)

12.88 The Sasanarakshaka Mandalas should be given the power to inquire into complaints received regarding conversion of Buddhists to other religions. (9.55)

12.89 Before extending, constructing, or establishing new churches or prayer centres, their need has to be ascertained by the Divisional Secretary of the area at a public inquiry and the approval of the Inter-Religious Consultative Body obtained. (9.56)

12.90 Buildings that have been put up for purposes, which are not religious, should be estopped from been used as churches later. Since the conducting of mass prayer sessions in ordinary homes and public buildings has become a threat to peace, holding of such prayer sessions in ordinary homes and public buildings should be stopped. (9.56)

12.91 Laws pertaining to the issuance of visas to foreigners coming to Sri Lanka should be made stringent. Rules and regulations should be framed to make it compulsory for the Competent Authority to obtain the approval of the Ministry of Buddha Sasana before issuing visas to foreigners coming for missionary activities. (9.57-1)

12.92 The visas of those who engage in missionary work of converting people, after having come to Sri Lanka on the pretence of social service, should be withdrawn. (9.57-2)

12.93 At the time of issuing visas the purpose of visit should be mentioned clearly. An endorsement should be made in the passport to the effect “Prohibited to engage in missionary work” in all cases except those referred to in paragraph 12.91. (9.57-3)

12.94 In the agreement that is signed between the BOI and foreign investors there should be specific clauses to prohibit their engaging in religious conversion activities in the pretence of social service and to have complete transparency in the investments and the activities undertaken as part of corporate social responsibility. (9.58)

12.95 The licenses of those organisations that had come to Sri Lanka in the pretence of doing social work and are engaging in converting Buddhists to their religions should be cancelled. (9.59)

12.96 At the time of registering foreigners and Non-Governmental Organisations arriving in Sri Lanka to do social service, an investigation should be conducted to ascertain whether the intended social services and their objectives are beneficial to the country or not. (9.60-1)

12.97 Foreign funds brought by these organisations to Sri Lanka should be remitted either through the Central Bank of Sri Lanka or an approved Bank and the utilisation of such funds should be under Government supervision. The annual reports and the financial reports of these organisations should be public documents. (9.60-2)

12.98 Along with the registration of religious or missionary organisations, a declaration should be obtained that besides caring for the religious life of their own adherents they will refrain from evangelical work of converting other religionists to their own religion. (9.61)

12.99 Buddhist organisations and affluent Buddhists should come forward to alleviate the living conditions of Buddhists, because the main reason for Buddhists in Sri Lanka getting converted to other religions is poverty. (9.63-1)

12.100 Arresting of Buddhists becoming non-Buddhists should be added to the aims and objectives of all Buddhist organisations, and the attempts at converting Buddhists to other religions at the village level should be thwarted. (9.63-2)

12.101 As soon as information is received of conversions of Buddhists to other religions, the Ministry of Buddha Sasana and the Sasanarakshaka Mandalaya of the area should be informed. (9.63-3)

12.102 Buddhist organisations that are now defunct should be made active, and all the Buddhist organisations should take the lead in a Buddhist revival. (9.63-4)

12.103 The weakening of the temple-village nexus is an additional reason for the current spate of conversions and hence the temple-village nexus should be strengthened. (9.62)

12.104 Every temple should become the focal point of a village. It should take the lead in organising pre-schools, dhamma schools, youth services centres, counselling services, information units, public libraries etc. The bhikkhus should minister to all needs of their devotees. (9.62- 1,2)

12.105 When devotees living within the village limits for supply of alms to a temple fall sick, the resident bhikkhus of that temple should visit them in hospital or homes, to the extent possible and bless for their speedy recovery by chanting pirith. (9.62 -3)

12.106 Very resourceful social service projects that could enliven the youth of either sex should be started under the leadership of the temple. The bhikkhus should look after the religious and devotional needs of their devotees. They should do the alms round as frequently as possible. They should win the confidence of the devotees. (9.62 – 4 & 5)

12.107 The Buddhist community should be alert. No sooner they get to know of any conversions of Buddhists they should immediately inform the chief monk of the temple, the Sanarakshaka Mandalaya and those Buddhist organisations that work against such activities. (9.64 -1)

12.108 The Buddhist public should be prompt in lodging a complaint with the Police regarding the following.

Holding prayer meetings at Prayer Centres in a manner that disturbs the neighbourhood such as creating loud noises or other disturbances.

Conducting healing campaigns that are a threat to public health.

Visiting homes and attempting to teach Christianity by coercive means against one’s wish.

Without your approval, teaching Christianity to your children, engaging them in prayer meetings and divine services, and coercing them to indulge in immoral behavioural practices among youth groups.(9.64 -3)

12.109 The Buddhist public should be alert to inform promptly the District Sasanrakshaka Mandalaya when they get to know of instances such as constructing prayer centres without the approval of the local government authority, use of school buildings or community centres as prayer centres, and constructing churches and mosques without the consent of the majority of the population. (9.64 -4)

12.110 It should be understood that it is the bounden duty of the government, the entire Buddhist population and the Buddhist organisations to protect the Buddha Sasana by curbing the power forces that are against Buddhism. (9.65)

All the balu bala sena’s has woken up from deep slumber. Their deep slumber was not because they were sleepy, it was a pretenses.

Suddenly people are getting ready for suicide missions ! why because the muslims have not resorted to violence. So all the goo chandi can show their colors.

The extremist among the majority community has been the route cause of this countries many communal riots. Now the next generation is again making their mark felt they want to create a riot.

It show how cowardly they are during the 30 year old terrorist problem Sinhalese never had any issue with muslims. What the majority does not understand is that they are being continuously fooled by politicians for political gains.

Thank Mr. L Farook for highlighting the plight of muslims. Our muslim politicians must be chased away 1st.

If SOME petty minded muslims didnt encroach these historical places and destroy artifacts, the balu sena’s wont have support among people ne. The only reason they attract followers is when such incidents occur. Otherwise people would mind their own businesses and would consider balu senas as simply trouble makers, whom they really are.

True construction of new buddhist temples all over without a control is wrong. I am personally against it. We have enough buddhist temples in the country. Construction of religious places should be done according to laws and no one should be allowed to build in every spot. But it doesnt mean historical places should be allowed to be destoyed.

Buddhist culture, Buddhist values and whatever that is needed to preserve Buddhism are all being destroyed for the political benefit of the Govt. by encouraging all forms of vices and mal-practices which no religion accepts. To point the accusing finger on Muslims, Christians and Hindus is a strategy to mis-lead the Buddhists and save the Govt.’s popularity among the Buddhists. Now that there are signs of important elections in the offing such mis-leading propaganda and actions will keep increasing.

To point the accusing finger on Muslims, Christians and Hindus is a strategy to mis-lead the Buddhists and save the Govt.’s popularity among the Buddhists.
      ————————————-
First gov is not taking up issues like Devanagala, actually they are consealing those issues. No one points their accusing finger at Christians and hindus here and even the muslim community at large should not be targetted.
But the destruction and several encorachments of historical temples by people happened to be Muslim, gives the opportunity to many racist sinhala elements. As these issues are not resolved by gov and sane people there is opportunity for the racist elements.

Also ignoring real issues and giving a totally biased view as mr.latheef does here is not going to help but aggravate the situation.

Welimantota in kegalle district is where a mausoleum for
Kusumasanadevi alias Dona Katrina is built and declared
cultural heritage site.It was a seven acre land reduced to
just 20 or 15 perches by intruders. It is said that an
influential politician in Kegalle district blocked out
this land and built houses. Were the intruders and the

Let me quote from the Holy Quran what action Muslims should take now.

Quran (3:151) – “Soon shall We cast terror into the hearts of the Unbelievers, for that they joined companions with Allah, for which He had sent no authority”.

Quran (5:33) – “The punishment of those who wage war against Allah and His messenger and strive to make mischief in the land is only this, that they should be murdered or crucified or their hands and their feet should be cut off on opposite sides or they should be imprisoned; this shall be as a disgrace for them in this world, and in the hereafter they shall have a grievous chastisement”

Quran (8:12) – “I will cast terror into the hearts of those who disbelieve. Therefore strike off their heads and strike off every fingertip of them”

Quran (9:5) – “So when the sacred months have passed away, then slay the idolaters wherever you find them, and take them captive and besiege them and lie in wait for them in every ambush, then if they repent and keep up prayer and pay the poor-rate, leave their way free to them.”

GENESIS CHAPTER 19 VERSE 30 ONWARDS.read and comment.

30 And Lot went up out of Zoar, and dwelt in the mountain, and his two daughters with him; for he feared to dwell in Zoar: and he dwelt in a cave, he and his two daughters.
31 And the firstborn said unto the younger, Our father is old, and there is not a man in the earth to come in unto us after the manner of all the earth:
32 Come, let us make our father drink wine, and we will lie with him, that we may preserve seed of our father.
33 And they made their father drink wine that night: and the firstborn went in, and lay with her father; and he perceived not when she lay down, nor when she arose.
34 And it came to pass on the morrow, that the firstborn said unto the younger, Behold, I lay yesternight with my father: let us make him drink wine this night also; and go thou in, and lie with him, that we may preserve seed of our father.
35 And they made their father drink wine that night also: and the younger arose, and lay with him; and he perceived not when she lay down, nor when she arose.
36 Thus were both the daughters of Lot with child by their father.
37 And the first born bare a son, and called his name Moab: the same is the father of the Moabites unto this day.
38 And the younger, she also bare a son, and called his name Benammi: the same is the father of the children of Ammon unto this day.

I noticed there is wide spread use of POLIO vaccination in SL even to Muslims!!

    This is a sin.

Polio vaccination was invented by a Jew and the companies manufacturing under royalty from Jews. SL must ban polio vaccine like Pakistan, Saudi, Libya, Afghanistan, etc. to Muslims.

The vaccine also uses extracts from pigs which is haram.

deal with him. Here is a good chance for them to practise their stone-throwing, neck-cutting and enjoy the blood spurting and other well known cultural traits.

The only possible way to deal with half baked Batticaloa graduate anti Tamil unemployed Muslim man Fathima Fukushima with sexual identity problem is to expel all Muslims from Batticaloa district.

Ethnic cleansing of Muslims may address your concerns.

          Seek advice from Minister Karuna.

Enough, What government or the Buddha Sasana Ministry needs to do is ban all new religious constructions and protect and preserve religious sites ALREADY EXIST. There are ENOUGH religious places in SL. But unfortunately there is no proper person with a backbone to lead the above Ministry.

Muslims should be allowed to build mosques every where there are buddhist ruins are.

    Otherwise, it is not democratic.

Muslims should have been allowed to bulldoze DEEGHAVAPI and build muslim mosques, houses and meat stalls there. Not allowing is not democratic.

Muslims convert the whole world to muslim under western democratic system and ONLY AFTER the conversion they show how powerful the ISLAMIC practices and beliefs are.

See how Saudi arabia and majority muslim societies do to other religions.

Forget DEVANAGALA, Forget DEEGHAVAPI, forget every religion.

It is the ISLAM – the only ultimate religion. So, Let ISalm be the only religion on this earth. In the name of western Democracy, let ISALM dominate the world.

No one should talk or act against ISLAM. Any one who talk against ISlam or try to stop Islamic expansion or try to preserve what belongs to them will be Extremists.

“Bomb attacks on Christians in Baghdad kill 37
    Published December 25, 2013FoxNews.com
At least 37 were killed in Iraq after militants targeted Christians in two separate bomb attacks on Wednesday, according to officials.

In one attack, a car bomb went off near a church during Christmas Mass in the capital’s southern Dora neighborhood, killing at least 26 people and wounding 38, a police officer said.

A little bit earlier, a bomb ripped through an outdoor market in the nearby Christian section of Athorien, killing 11 people and wounding 21, the officer added.

There was no immediate claim of responsibility for the attacks, but Iraq’s dwindling Christian community, which is estimated to number about 400,000 to 600,000 people, has often been targeted by al-Qaida and other insurgents who see the Christians as unbelievers. “

Lanka has one final chance to fight off advancing extremist elements of Wahabbism and radical Islam. The radicals will first populate areas like Devenagala, seize control of these ancient Buddhist places, transform them into Moslem habitations by sheer strength of numbers, leveraging uncontrolled population growth, and then eventually overrun native Buddhists and make them a docile minority. The time to act is now. But not with violence, but by using all the power of law and Acts that protect sacred land, and finally by not allowing uncontrolled growth of Islam in Lanka.

Alhamdulillah (All Prise be to Allah), the terror campaign of the Sinhala Ravaya has taken a beating as the terrorising Monks could not mobilise more than a handful to join their mission of threatening and ousting the Muslims from Sevananagala. Added to this the Sinhalese, who have been living with amity with Muslims for years, condemned the attempts of the Monks to create unnecessary disputes and disturb the harmony and peace that exist between the Sinhalese and Muslims living in the site. Follow the link http://www.youtube.com/watch?v=w8mhmJwZlhQ to listen to the threatening speech of a Monk and the courageously Sinhala people who did not submit to the anti-Muslim campaign.

    Hi Latheef,

Do not worry, Booru bala sena is hated by most sinhalese. The Muslims have always stood by the sinhalese and the sinhala people have voted many Muslims MP’s to Parliment. This is a just a temporary set back.

Hope some one will break the legs of the booru bala sena monks.

“The Muslims have always stood by the sinhalese”

      So did Tamils.

From Sir Pon Ramanathan to VP, including his support for MR’s presidential elections.

Ponna was helpful arguing Sinhala case in the UK.

When citizen act was passed GG Ponna stood shoulder to shoulder with DS.

VP stood shoulder to shoulder with Premadasa and his armed forces when IPKF invaded my ancestral island.

Karuna was helping Armed forces since 2006.

There are millions of other incidents.

What more do you want from your Tamil brethren?

Every communtiy stood by the other community and the island of Ceylon was really a paradise until Sinhala was made the official language and the name Sri Lanka was introduced. All the problems for the good country started from then with race, community and relgion being used for political advantage and the some Buddhist Monks started to make hay to benefit themselves by joining corrupt politicians. Now the situation has become worse. Only a miracle could change this.
