Cost of manipulating Higher Defense Management – National Security Council
It was a sad and horrific day for all humans not only Sri Lankans nor Christians. Tentacles of religious fundamentalism and extremism have consumed many innocent lives on the day they were celebrating the resurrection of Christ. But as the reports indicate there had been a pre warning; not general but specific to violent acts targeting the Christians.
Mr. President: You have been pre occupied in your attempt to seek a second term; in such course you have increasingly taken all aspects of higher management defense & security into your hands. Before coming into this specific incident; there are questions that are related to your conduct as the Minister of Defense relating to higher defense management.
Mr. President: You are aware that the higher defense management of the Nation is tasked with the National Security Council. It comprises, in addition to you, the Prime Minister, Ministers of the subject of Finance, Law & Order and Foreign Affairs, Secretaries to the subject of Defense, Finance, Law & Order & Foreign affairs, Service Chiefs and the IGP. When required, Heads of Intelligence Services are called in for specific briefings to take stock of threats to National Security. This is the way matters relating to higher defense management are conducted and courses of action formulated in any Democratic Nation. However, in contrast on your specific instructions, many a times such meetings have been conducted in the absence of the PM & other UNP Ministers from 2015. In addition, instructions have also been given to the participants who have been cleared by you to attend such meetings, to keep the time and venue secret, to shield it from the PM & other UNP Ministers.
Mr. President: Question 1 – In your pre-occupation of your secret agenda to consolidate power, did you violate the ‘Norm & Form’ of the conduct of the higher defense management by intentionally omitting legitimate members in such high value discussions?
Mr. President: I wish to remind you, that after you intentionally violated the Constitution and appointed Mr. Mahinda Rajapaksa as Prime Minister, you took over the subject of Law & Order under Ministry of Defense. Even after the defeat of the political coup initiated by you, you continued to hold this portfolio under your purview. Hence, the entire security apparatus of the Nation was under your total command and control. It is now a public knowledge that there was a pre-warning by the Intelligent Services that attacks were being planned by a religious fundamentalist group targeting Christians especially during Easter.
In this context, the statement by the Hon. Prime Minister has great relevance – Quote “Prime Minister Ranil Wickremesinghe had noted that although intelligence units had provided information on a possible attack, adequate precautions were not taken to prevent it. He has further added that he and the ministers were not informed of this as well.” This substantiates that such serious matters affecting national security have again been kept away from the Prime Minister who is a legitimate member of the National Security Council and reinforces the earlier assertion of the conduct of illegitimate National Security Council meetings under your stewardship.
Mr. President, the above sounds very serious; you may have no sense and fear to trespass Constitutional boundaries; but now your acts disturbing higher defense management structures has resulted in Loss of lives, bloodshed and mayhem. It only reflects your foolish arrogance, self centered decision making and utter incompetency of governing the Nation.
Mr. President: Question 2 – Aren’t you culpable of the offence of ‘Manslaughter’ due to your intentional actions to marginalize the National Security Council and not acting on the credible intelligence that was in hand to prevent this catastrophe?
Mr. President, you have the right to visit Thirupathi in India. For a person “doing the right” to his fellow countrymen, the God will visit him or her. A person not doing the right to his people, will not and should not be tolerated by anyone leave alone the God. You by your in-actions mis and selfish actions coupled with petty thinking have aided and abetted this “manslaughter”.
Note to Readers
The main issue Mr President discusses at these illegitimate National Security Council meetings sans UNP members; was to check what UNP government is up to. For him it was National Security.

2) A transitory council should be appointed of well respected. capable intellectuals with a high sense of integrity comprising from all ethnic groups, until Presidential /General elections are held simultaneously.

4) A new constitution to be introduced with proper checks and balances

Colossal failure. Sirisena was informed as early as April 4th that an attack on churches was likely. Not a simple rumor, but names and addresses of the attackers were provided. I am not sure why the intelligence services did not proactively act on this info. Now the intelligence will do some kind of investigation but it is imperative that they don’t let their guard down in the future, or there will be other attacks.

No one can question presidents visit to India because he went to get blessings to run the country well and safely. In face he has been doing this quite often. Even our other great leaders like MR, Ranil too do this. They go there for the sake of the country. The management and poosaris at Thirupathy for example are so eager to receive them with their donations from Presidents fund or PM’s fund. All for the sake of the country. Even military people used to go there that include even the God Man Sai Baba to name a few. I am not sure any top Buddhist clergy too go to Thirupathy to get his blessings? Why cant the Buddhist followers who even punish a woman wearing a saree with a possible figure like buddha printed on it and lock them up. The Sinhala Buddhist leaders dont have any faith in Buddhism or do they think Hinthu Deios are more powerful than Buddha? Poor Buddha tried so hard to wean off from Hinduism by creating Buddhism but the leaders of protectors of this chosen land by Buddha are running to Thirupathy, Aiyappan, etc. etc. Very confusing indeed. Or Modi may bring in Hinduthwa to Dhamma Deepa in the near future. Reinvasion of hinduism into Buddhist land? I don’t know whether a dictator is the right answer; in fact, I am inclined to think it is not. But of one thing I am wholly convinced. Arising out of the present debacle and his clear failure to take effective action to prevent the attacks, Sirisena should resign as President or be removed. And he should take, among others, the IGP with him. We have read that because of Sirisena’s feud with Ranil, he has been excluding Ranil from the Security Council meetings. The man does not realise he should not properly exclude the PM from these meetings, never mind how he feels about him. But in today’s Island we read that at yesterday’s NSC meeting, the President had brought with him Opposition MPs Dayasiri Jayasekera, Thilanga Sumathipala, Lasantha Alagiyawanna and Faiszer Musthapha who clearly had no right to be there. Sirisena is totally out of his depth and it seems his advisers (on whom he must rely for advice) are just as inept. For how long more can the country afford to put up with such ineptitude at the top?

While we are on the subject of Presidential ineptitude it would be pertinent to also consider what his Defence Secretary had to say after the Easter Sunday disaster. According to press reports today, he had said “the Defence Ministry never expected an attack of this magnitude except for some isolated incidents in certain places”. So, they decided to take no action? Presumably, they deemed that the deaths that might have resulted from such “isolated incidents” were of no consequence! .He had gone on to say that “the information received was unclear.” What any reasonable man will have then done is to have sought clarification. Why was that not done? After all, this was nothing trivial, it was a matter affecting national security.
The man was not done with his asinine comments for he was to add, “It’s not the first time a bomb went off in this country. During the height of the war, when emergency regulations were in force and road blocks installed at every two kilometers, bombs went off. Why are you trying to isolate this unfortunate incident?” Yes, Mr Secretary bombs did go off even at the height of the war but can’t you see the difference between unexpected attacks and attacks of which you were warned? And how insensitive is it to describe the carnage resulting from Sunday’s attacks as “this unfortunate incident”? More than 300 dead! Is that merely an unfortunate incident? Is that all it means to you? It beggars belief that a man who occupies the position of Defence Secretary could speak in these terms. The man is clearly an unmitigated nincompoop.

The comment was about the sheer incompetence of the Defence Secretary in not acting properly on the warnings that the government had received and of his obviously cavalier attitude to the whole matter in trying to minimise the gravity of what has happened. The man is ready to dismiss it as ‘this unfortunate incident’, this after more than 300 have died. Will his comment have been different if his own family was among the victims? Finally Singaporeans openly and proudly display their ‘race on their NIC and no one will dare discriminate them based on it.
And every Single Singaporean is a volunteer Vigilant officer and a policeman that is the difference .
While here people are busy wssting their valuable time with social media engaging in gossips and shamelessly going after the private lives of others .
