Ex-Governor of the Central Bank, Arjuna Mahendran has been found guilty by the Committee on Public Enterprises (COPE) in the Treasury Bond Scam.
The Colombo Telegraph has managed to get a copy of the draft report by the Committee Chairman Sunil Handunneththi, which has been endorsed by majority of the members, except for the UNP members in the committee. The report will be presented in Parliament this week.
COPE in its final report on the investigations into the Treasury Bond scam has ruled that Mahendran is ‘directly responsible’ for the 2015 and 2016 bond scams.
“Arjuna Mahendran is directly responsible in the 2015 – 2016 bond transactions, and therefore, legal action must be taken against him and the other officials who were involved in the transaction and steps must be taken to recover the loss from him,” the report by COPE Chairman Sunil Handunneththi said.
In his report, Handunneththi has also recommended that a mechanism be put in place to ensure the transparency of such transactions in future, and safeguard the confidence of the Central Bank.
The COPE report has also recommended that a law enforcement agency must carry out an investigation into Perpetual Treasuries Limited and how it received undue advantage as a primary dealer from the Central Bank.
“Investigations must also be conducted as to how Perpetual Treasuries Limited recorded a very high profit in a relatively short period of time,” the report by Handunneththi said.
The COPE report, which was drafted after months of investigations and evidence gathering, has not been signed by the UNP members in COPE, who have announced that they will issue a separate report on the Treasury bond scandal, in their effort to safeguard Mahendran despite his direct role in the scam.
Perpetual Treasuries Limited is linked to Mahendran’s son-in-law, Arjun Aloysius. Perpetual Treasuries recorded a profit of Rs. 5.1 billion for the year ending March 2016, an increase of 430% in profits in comparison to the previous year.

For example Rajapskshas digged out all the ancient treasure troves in the historical places in the country. How did they find them? I do not hold any brief for Arjuna Mahendran. If he was a crook and a thief, could he have held the high poisitions he did abroad, particularly in Singapore? Did his son-in-law get involved in bond dealings only after Arjuna Mahendran became the Governir of the Central Bank? Were the bond issues since January’ 2015 , the interest rates agreed and their durations, the largest or longest ever?
My main question is whether the bond issues prior to January’2015, investigated and found above board? Was Ajit Nivaad Cabral above board? Was his tenure investigated in terms of bond issues?
I am against any person’s reputation being sullied by a political/ public Witch hunt. The same has been done to Dilrukshi Dias Wickremasinghe. Maitripala has knocked down two persons holding high office, without proper investigations. Mahinda did the same to former Chief Justice, Shirani Bandaranayake, not too long ago.

We have the only Central Bank in the world which lends massive sums to “dealers” at low interest , and obtains “loans” from the very same “dealers” at much higher interest, for much longer periods.
This fascinating method of obtaining loans to balance Annual Budgets happens only in our wonderful country.
The man who supervised this process is protected by politicians against judicial investigation.
We have wonderful economists who have ignored this until now.

Section 11.1 – 1st paragraph of the above report recommends a “detailed investigation by a recognized institution”, which clearly establishes that a final decision cannot be taken if such further investigation is necessary.
But in the 6th paragraph under the same section, the writer forgets the said recommendation and concludes “Arjun Mahendran is directly responsible for the financial loss and it should be recovered from him”!! (Incidentally, there is no conclusion on the amount of the “financial loss”)
Wonder who wrote this report? Whoever did this, it is obvious that it was hurriedly done to achieve a political purpose. The sole objective seems to throw mud at AM since he was Ranil’s handpicked Central Bank Governor. It is clear that COPE does not have enough facts / evidence to be categorically certain about its allegations and therefore, the need to have a “detailed investigation” as mentioned in the 1st paragraph itself.
JVP’s Handunetti heading the COPE is using the BOND SCAM to gain political mileage for the JVP, while the others who are supporting him, especially the JO MPs are using this to throw mud at the Government. COPE has become a political circus!!
