Exposé: Worst Of MR-Sajin Cronies Still Run Foreign Ministry

In a tragicomic turn of events the worst cronies of the former regime and in particular the cabal that surrounded the corrupt and inept Monitoring Minister of the Foreign Ministry, Sajin Vass Gunawardena are still ruling the roost at the Ministry. In a supremely ironic twist Deputy Minister Ajith Perera, who championed good governance and accountability while in opposition has been compelled to defend the appointment of Kshenuka Seniwiratne, former Foreign Secretary and close confidant of MP Sajin Vass and President Mahinda Rajapaksa, as Sri Lanka’s new Ambassador to Thailand. The JVP and other political parties have raised concerns over this appointment.

Kshenuka Senewiratne

Senewiratne who has several family connections to the UNP went out of her way to prove her loyalties to the Rajapaksas’ during the previous regime. However she maintains a close personal friendship with President Chandrika Kumaratunga under whose tenure Ms. Senewiratne served as Sri Lanka’s Ambassador to the UK. However in the Rajapaksa years Kshenuka Senewiratne shunned President Kumaratunga in an attempt to cater to the small minded egos of the Rajapaksa regime. Together with President Rajapaksa and MP Gunewardena, Kshenuka Senewiratne conspired to bring the professional foreign service to its knees, informed sources told Colombo Telegraph. Playing watchdog to the new Government in Sri Lanka the JVP has focused its criticism on Senewiratne’s alleged role in ‘Geneva Gate‘. As Colombo Telegraph exposed in April 7, 2012, during her stint as Permanent Representative of Sri Lanka to the UN in Geneva, Seniwiratne is accused of giving a contract to repair the official residence of the Ambassador in Geneva to a company linked to the LTTE. But meanwhile, her misdeeds and reign at the Ministry of Foreign Affairs have been ignored. Colombo Telegraph has reliable information about how Senewiratne was actively involved in an attempt to eradicate the professional Foreign Service and recruit political appointees to the Ministry. Under-signing Mahinda Rajapaksa’s inferiority complex and his old animosity with the Foreign Service having once had to fight for the premiership with Lakshman Kadirgamar, Kshenuka Senewiratne ensured that competent Foreign Service officers were side-lined and harassed. Senewiratne and her able lieutenant Majindha Jayasinghe were proponents of the abolishment of the Foreign Service in favour of cabinet appointments as diplomats. The move was strongly championed by Sajin Vass Gunawardena who sought to amalgamate the Foreign Service with the Administrative Service. Senewiratne strongly backed the plans. She also backed the recruitment of a group of Sajin Vass lackeys who were later tabbed “CHOGM babies” who new Minister of Foreign Minister Mangala Samaraweera said were the unemployable offspring of political and business cronies. As exclusively revealed by Colombo Telegraph among these ‘CHOGM Babies’ recruited by MP Sajin Vass at Rs. 70,000 per month – were the daughters of then Opposition MP Rosy Senanayake and JKH Chairman Susantha Ratnayake. These children, relatives and mistresses of politicians were paid more than any Foreign Service officer, given vehicles for their personal use and even allowed to misuse their official positions to make money out of CHOGM contracts without any hindrance. Kshenuka Senewiratne even tasked them vital issues of national interest, sending some of these unqualified individuals to Geneva to defend Sri Lanka at the Human Rights council.It was due to Senevirathne’s empowerment that Sajin Vass Gunawardena, an uneducated wharf clerk, managed to run the foreign ministry as his own fiefdom. In such an example, as late as in November 2014 Senevirathne demanded a letter of explanation from the Executive Director of the Lakshman Kadirgamar Institute for what she claimed to be an anti-government article written by the officer. Asanga Abeyagoonasekera the former head of the Kadirgamar centre laments how he had been kicked out and how Kshenuka Senewiratne has been given an Ambassadorial post. The article in question had raised the 18th Amendment and term limits of the president. These of course are in addition to one of the most pathetic incidents in the Ministry’s history when Sajin Vass Gunawardena publicly assaulted the sitting High Commissioner of Sri Lanka to London, Chris Nonis in order to defend Kshenuka Senewiratne. Later Senewiratne made officers attached to the London Mission to write petitions against Nonis and all those who were present at the dinner in New York at which Nonis was assaulted attested that they had not seen any one getting assaulted. The depths to which Senewiratne brought the Foreign Ministry, during her short one year tenure, as Secretary is unparalleled in history. During the presidential election season between November 2014-January 2015 Senewiratne created history by being spotted at a Mahinda Rajapaksa election rally in gross violation of the Establishment Code which governs the conduct of Public Servants.

Majintha Jayasinghe

The other Sajin lackey to have secured a plumb posting recently is Majintha Jayasinghe. Despite being the right-hand man of Sajin Vass Gunawardena and responsible for some of the worst financial and ethical violations at the Foreign Ministry in recent times, Jayasinghe has already been sent to Malaysia by the current administration. This individual had failed his Efficiency Bar examination, mandatory for public service officials, eight consecutive times. He therefore was even demoted in the hierarchy of serving officers. Yet during the last regime he was promoted as an Additional Secretary, a rank that is traditionally reserved for the two or three most senior officers in the Foreign Service after the Secretary. In reality, Jayasinghe should be below the 70th rank in the foreign service officers list. As the individual in charge of all the expenses of the CHOGM he had authorised most of the extravagance, waste and corruption associated with that event. Yet it is learnt that he had forced a junior officer at the Ministry to sign the documents in their entirety for all unorthodox CHOGM expenses. Considered Sajin’s main confidant at the Ministry, Jayasinghe went beyond his official capacity to be involved in politics attending rallies and even being present at Temple Trees during the time there was an attempt to carry out a coup on the morning of 9th January 2015. Once again using political connections he has sought a posting and this has been granted setting a fine example that however corrupt or inept you may be no one will be held accountable for any action of omission or commission at the Ministry of Foreign Affairs. While it is the policy of the current Government that public servants will not be politically victimised, it remains a damning indictment on the present Government that it is permitting those public officers, whose conduct should be exemplary, who were hand in glove with ex-regime corruption, nepotism and witch-hunts are being permitted to go scott-free without being held accountable for any of their actions. In fact, it is an unjust twist that the same officers that conspired to bring down the professional diplomatic service with Sri Lanka’s former rulers are the officers to first receive postings overseas where they can lick their wounds.

Rodney Perera

One of the worst crooks of the Foreign Service to have thrived during the Rajapaksa regime is Rodney Perera, Sri Lanka’s current Ambassador to Brussels. There are accusations of financial misappropriation by this officer since his first posting in 1988. Charges against him range from corruption, misappropriation, sexual harassment to even more inhumane actions such as leaving his personal dog to starve at his residence after leaving Rome since he did not want to pay for the transportation. Appointed as Additional Secretary after he engineered several insidious campaigns against more senior officers, Rodney Perera went out to prove himself as one of the most loyal Sajin followers. Son of Paul Perera, a one-time UNP MP and a thug and brother of Ronald Perera, current Chairman of the Bank of Ceylon and the member of the UNP Working Committee, Rodney was the dirty-job man of Sajin in order to hide his blatant UNP connections. In one of Perera’s more recent transgressions, he resorted to repugnant actions against a fellow foreign service officer. Distorting private emails and hacking into a private email account, Rodney Perera engineered the disciplinary action against several officers including his predecessor in Brussels, Ambassador Amza. Having opened Amza’s email that he had left unchecked when leaving Brussels, Rodney Perera took copies of all his personal correspondence and sent them by diplomatic bag to Sajin Vass Gunawardena. In some of these emails Amza is said to have been critical of Sajin which resulted in the immediate action being taken against Amza and several others featuring in the emails. This recent incident is one Minister Samaraweera and many in the UNP know well, since it made major news in the mainstream newspapers at the time. A CID investigation was launched against these highly competent officers for the crime of insulting Sajin in a personal correspondence. Later transpired that Rodney Perera had in fact doctored some of these emails before taking printouts. Yet even after the Rajapaksa regime was defeated and all his skulduggery coming to light, Rodney Perera remains as Sri Lanka’s Ambassador to the crucial capital of Brussels where GSP plus and other important matters will be taken up. Colombo Telegraph learns he is now strongly promoting his UNP connections and using his brother’s links to the Prime Minister and other members of the party to remain a key figure at the Ministry.

Maheshini Kolonne

One of the most curious cases at the Foreign Ministry is the hold and influence a relatively junior officer named Maheshini Kolenne has started to wield over the Foreign Minister and other sections of the government. Despite being a competent officer she is best remembered at the Foreign Ministry for her various dubious dealings with the previous regime, especially Sajin Vaas Gunawardena with whom she was believed to have been on intimate terms. During Gunewardana’s stint as Monitoring MP for the Ministry of Foreign Affairs, during which he played the role of de facto Minister, Kolonne openly flaunted her connections to Gunewardana and drafted political speeches and messages for Sajin Vass Gunewardana and was actively involved during the last Presidential election. Certain sources also report that Kolonne was responsible for drafting the foreign policy component of the manifesto of defeated President Rajapaksa at MP Sajin Vass Gunewardans’s behest, although this remains unsubstantiated. In a further twist, Kolonne’s brother was an officially appointed “Advisor” to none other than former Defence Secretary Gotabaya Rajapaksa.For someone who strongly toed the hardline foreign policy line of the Rajapaksa regime and having handled the UN division at the Ministry for the past year, Maheshini Kolonne has done a remarkable U-turn in her thinking and affiliations, sources close to the officer said. Given her strong links to the previous regime it remains a mystery how she managed to win the good offices of the new Minister and other senior officials. Kolonne appears now to have exploited her links to the UNP and senior members of the current administration to have got away scot-free for her dealings with the previous regime and her actions to discredit the professional diplomatic service with blatantly political conduct.

While the Foreign Minister must and should use the system’s most competent officials, observers point out that it is best Minister Samaraweera keeps his eyes open to those most closely linked with his office now.

U.L.M. Jawher

One of the most servile individuals who was used by the previous regime was U.L.M Jawher, the Director General of the Overseas Administration Division, the section that is responsible for the posting of all diplomatic officers. This individual was hand-picked by Kshenuka Senewiratne for his blind loyalty and eagerness to do any illegal activity for the sake of a posting. The astonishing reality today is that he remains in this all powerful position as DG/OAD and serves his old masters. Jawher was in fact the officer who was mostly responsible for the Geneva-gate saga where he had given a contract to repair the Ambassador’s residence to a personally known individual with links to the LTTE. It was through him that the likes of Sajin Vass Gunawardena got all the political appointments done to Sri Lankan diplomatic missions around the world. Jawher in his crucial capacity at the Ministry is a major stumbling block to the changes demanded by the people at the last election and the reform the new Foreign Minister has promised especially with regard to the recall of political appointees. He has delayed the recall of many of these individuals and is known to promise some of them extensions and reinstatements even while Minister Mangala Samaraweera has explicitly promised the recall all political appointees who were sent out as diplomats simply because of their connections to the Rajapaksa regime.

    Well what is keeping Mangala from firing this pro to go down in the same sink hole as SVG, the wharf clerk. She and her husband were dealing with LTTE connected businessmen when she was in London, and it is said in the background whispers that she was part or the architect of selling a SLK sate owned prime real estate at Hampstead in London at a knock down price to CBK. Don’t know how much she and her husband collected as backhands in the process.

      Maheshini is wheeler dealing herself to become Ambassador well before her due time.In this she is been helped by Prasad Kariyawasam her boss in both in hNew Delhi and New York.Both are turn courts having been lackeys of the former regime.Both worked in New Delhi and their doings have been captured in photo evidence.Prasad K was so close to Rajapaksa that he was appointed to USA even after he wrecked relations with India . Now.both are doing their best to undermine the Ambassador in Geneva.

    Mangala had better wake up to realities before these MR cronies ruin the credibility of our foreign service.
    I hope that the newly appointed commission which should oversee top appointments to public and foreign service will review the present diplomats’ past service records and weed out the chaff among them.

Facts must be substantive but revelations built around a bottle of Arrack (or Scotch) on the time-tasted ‘Must be true, Machan’ theory are hardly worthy of this site. If we are to be a fair-minded and balanced society, guilt must be proved and swiftly so – and once proven, let there be substantive punishment sans the ‘Sin aney’ back-peddling.

    Kshenuka Seneviratne is a disgrace to all career women who come up in society due to hard work. Kshenuka has adopted the easy way, what Geetha Kumarasinghe professed to lie down, relax and enjoy for a meteoric rise in position in the social ladder. Kshenuka was a kana bona type like her mentor CBK who admired the Naluwa type, gave her the first opportunity in the Foreign Service. Then she shifted her alliance to MR gyrating with Namal baby as was seen on CT. Now she is probably hob knobing with Mangala who was known to her then.

    Kshenuka’s husband is a disgrace to all men, living on the sweat and juice of Kshenuka.

        You have to understand RW is human and has no magic wand. Besides he is a guy who will not take matters personally himself like others as MR or CBK, but wants the system to handle. That is the difference. However Ranil has categorically said that all will be brought to book according to the Law of the country and not in an irregular manner as has been the case with the MR regime. So please bear with him for now after having put up with Lawlessness for 10 years under MR.

Wait and see how Ranil Wickremasinghe will cleanse this corrupt system of Politics and enable the best and honest in society to do Politics in the future. Although you may not agree with me now, see what happens after the next General Election.     What did GLP did then and what is Managala doing now?.

    Sajin Vas seems to be the ever green star in the foreign ministry, what he seemed missed this far is a trip to UN and the baby elephant. But nothing like missing KShenuka. She will wait there in Thailand until Sujin comes to power.

    This is our Country, SL. Patriotism or showing blind loyalty to rulers seems outweigh sum of all other crimes or misdeeds or misappropriation of state fund.

    I shudder to think how difficult it must be to govern with such a baggage. The whip must be used heavily on the public servants and the politicians who catalized the process of weaselization of the public services.

    To add to my comments, are we going to keep on hearing excuses from Ministers? They have all the power to remove or isolate such persons yet all we here is whining. Same story from Maithripala re Health Ministry – five years there and nobody fired, punishes, exposed or taken to court. At least let him name the names of the forty drug companies that doled out 10 mil each to prevent the infamous drug bill.

        I don’t get you point – if you are saying that they are both the same then Maitripala is the definitely the looser as he has ONLY the Yahapanaya on his side.

        Mahinda has been portrayed as a villain sufficiency for MS to win – now delivery by being bold. If he is sure, then there is nothing to worry about being sued or found fault with.

    Foreign Ministry seems to be in some turmoil again now to the extent of naming in public some of the key persons in SVG (monitoring MP) era. But are those characters running the ministry or is it that their existence irk others who were at the butt end of SVG?

    Apart from ethics, which is very important, the conduct of these characters reveal that they are smart, cunning and definitely they can outmanouver others and that is why they can move on.

    What is the net result:

    “Men may come and men may go but We the crooks go on forever.”

    It is high time that Mangala cuts down his globe-trotting and attend to matters in the foreign office and withhout putting that right what foreign relations?

    Another man all have forgotten is Present DHC London Chanaka Talpahewa. He was sent to London by the two prong SAJIN-KShenuka club to attack Chris Nonis however Sajin slapped Nonis at the dinner, and Kshenuka pushed Chanaka to go to London under her strict guidance. It was evident that he is still very much with MR and the clang during the visit of the President (MS). Must destroy those links ASAP,and please recall all these rascals and clean up your. Ministry.

    Rodney Perera is a big time fraudster.He is known as watura hora for submitting forged bills and getting refunds for water that was supplied free to embassies in Nairobi, by the Kenya government, while he was Acting High Commissioner there..The fraud amounting to approximately 2 million rupees over a period of nearly 2 years.Rodneys father the notorious ballot box stuffer and thug at Attanagalla had the inquiry regarding his son stopped by having the then secretary threatened in 2001

    this is the govt style. they fire previous govt’s people and hire their people.

    They don’t teach bureaucrats to work as learned people and not as people who don’t have a back bone. They want bureaucrats to kneel in front of them and if women to sleep with them, so when the next govt it is the same old game all over.

    Dear Friends

    Dear friends pl face the reallity.

    The officers that you all are demanding to be removed are permanent officers of Sri Lanka Overseas Service.Do not you all realise ,for Example, Mrs Seneviratne who is one of the most senior officers in the Ministry has been demoted by Tranferring out as Ambassador of Thailand. For you and I ,it may be a promotion. But for her it is certainly a demotion.
    Do you want Ranil to dismiss and send them home. pl understand , in public service ,specially senior public officer cannot be sent home on arbitrary basis as you guys demand.

    That is certainly not Yahapalanaya. Do not shout as mad men,be more sensible.

    They are not servant like servants at your home but Public servants,they may not be saints,everybody has shortcomings.

    In the way you all demand taking action against senior public servants on unsubstantiated allegation or trivial charges ,and if the Govt were to take action then hardly anybody will left in the public service except useless fellows.

    Be more sensible ,Ranil and Mangala are sensible guys and know that they have to manage with available guys,and especially efficient guys are smart to do the job are smart enough for everything else also.we should face the reality.
    To give simple Example during tenure of JRJ ,he want to place the best man to do the most challenging task that is Mahaweli Project which was originally planned and thought to require 30 years, to be completed in 5 years or so.
    He then selected the best man for the job whose name I believe everybody Knows and performed the task which was beyond expectations of everybody.Experts challenged that project cannot be completed as envisaged.There was a talk that he became the one of the richest in Asia,I do not know ,truth or otherwise of it.But what I certainly know is he performed task which no other Sri Lankan at that time could have achieved benifits of which all of us are enjoying today.

    The point I am trying to make is efficient people are efficient for everything,they will do the job better than anybody, but also know to look after him/her in every respect;Pl blame them as they should first survive even to serve ,you the public.I do not think none of us will be any different them given an opportunity,might be worst.

    You all must be knowing the story about the allegation against the New CB Head who was “imported” from Singapore.

    Mangala Samaraweera is the best Foreign Minister Sri Lanka had after Lakshman Kadirgamar. His efforts to clear the name of the country by traveling to various capitals and convincing world powers are appreciable.
    However, if he does not clean his own house which is the Foreign Ministry and get rid of undesired MR-Sajin cronies, he won;t be able to go very long. If these officers are the stumbling blocs in bringing yahapalanaya to the Foreign Ministry, he should take stern action against them.
    Sending officers with allegations to Sri Lanka embassies abroad is not a punishment for them but a reward since they are entitled to more perks while serving abroad. What should be done is o send them on compulsory leave until charges against them are investigated.

    Dear friends pl face the reallity.

    The officers that you all are demanding to be removed are permanent officers of Sri Lanka Overseas Service.Do not you all realise ,for Example, Mrs Seneviratne who is one of the most senior officers in the Ministry has been demoted by Tranferring out as Ambassador of Thailand. For you and I ,it may be a promotion. But for her it is certainly a demotion.
    Do you want Ranil to dismiss and send them home. pl understand , in public service ,specially senior public officer cannot be sent home on arbitrary basis as you guys demand.

    That is certainly not Yahapalanaya. Do not shout as mad men,be more sensible.

    They are not servant like servants at your home but Public servants,they may not be saints,everybody has shortcomings.

    In the way you all demand taking action against senior public servants on unsubstantiated allegation or trivial charges ,and if the Govt were to take action then hardly anybody will left in the public service except useless fellows.

    Be more sensible ,Ranil and Mangala are sensible guys and know that they have to manage with available guys,and especially efficient guys are smart to do the job are smart enough for everything else also.we should face the reality.
    To give simple Example during tenure of JRJ ,he want to place the best man to do the most challenging task that is Mahaweli Project which was originally planned and thought to require 30 years, to be completed in 5 years or so.
    He then selected the best man for the job whose name I believe everybody Knows and performed the task which was beyond expectations of everybody.Experts challenged that project cannot be completed as envisaged.There was a talk that he became the one of the richest in Asia,I do not know ,truth or otherwise of it.But what I certainly know is he performed task which no other Sri Lankan at that time could have achieved benifits of which all of us are enjoying today.

    The point I am trying to make is efficient people are efficient for everything,they will do the job better than anybody, but also know to look after him/her in every respect;Pl not blame them as they should first survive even to serve you, the public.I do not think none of us will be any different to them given an opportunity, perhaps,might be worst.

    You all must be knowing the story about the allegation against the New CB Head who was “imported” from Singapore.

    There is no basis at all to say that Kshenuka and her husband were moving around with the LTTE while she was in London.
    There is also no truth in saying that the London HC residence has been sold to CBK. But there were moves to sell the residence for sure.

    Kshenuka is very senior career diplomat who is very efficient and matured in her official work. Her only problem is she is mixing official work with politics. Politicians are to be blamed partly for that. Officials were supposed to dance according to their tunes. Naturally Kshenuka is a talented dancer! It is nor fair to blame her for everything just because you don’t like her. She did tremendous work against LTTE while she was in London.

    All of you are taking a load of rubbish. We didn’t get rid of one set that have been made out to look like bad choices for a set of angels. What you will note is that we will get another set of “Gombattas” who will be rewarded for doing things for “Yahapalanaya” and the same old goes on.

    One person commented on Kshenuka. Allegations of giving a contract to a LTTE contractor has not been proven to be during her time. Most of you are attacking using unproven allegations. Well, if it was so and the contractor had LTTE connections, why is it such a big deal? The Central Bank was entrusted to a man who is not a citizen, with contacts to the LTTE investor Raj Rajaratnam who is jailed in the USA for insider trading and even in the US courts the CB chairman’s childhood friend with whom he made investments of LTTE dirty money with the help of the current Finance minister was found to be okay to hold such a responsible position. So what if the bricks and mortar repairs went to and LTTEr because Yahapalanaya is embracing them now. All of you just get your heads straight. How many of the allegations have been proven? Sri Lankans have to learn to be grateful for even small mercies. But the biggest mercy is our peace that is already shattered the way they are going about doing all the things that the TNA and pro LTTE diaspora want and the important work is not even touched. Bull shit Yahapalanaya. All are alike. Before at least we had our peace. Now even that is not sure. RW needs to have his head examined. You all call a man defeated 29 times and rejected as a leader deserving of coming through the back door. Sirisena was used. RW has a bit of the crafty fox JRJ who caused all the trouble for our country. All the gay guys are having a ball!

    If we closely look at speeches being made by Mangala Samaraweera on foreign policy these days it appears that they contain far reaching repercussions. I am not sure whether President Sirisena is aware of what is really happening at the Foreign Ministry. The Foreign Policy statements are drafted by officials of the Ministry and it is the responsibility of the Minister to closely look at what is given t him whether it really reflects his government’s policy or detrimental to national interests. Some of these officers may cunningly using the opportunity for personal gains.

    The JHU was at the forefront during the last presidential election saying that they would rectify all mistakes and malpractices of MR regime done at the Foreign Ministry. The JHU seems to have gone into a deep slumber.

    What is best for Samaraweera to get down Mr. H M G S Palihakkara from Jaffna to Colombo and place him as his advisor. Palihakkara was one of the few career officers who never gave in to political pressure exerted by MR regime especially Sajin VG and Gota. When he realised that his resistance reached its limits he gracefully retired (prematurely) and went home.

    there is nothing new in this scenario, the “pandamas” (torch bearers – Sinhala slang for people suckering up)always survives. old boss may be disposed but “pandamas” will know how to get around the new boss. its an age old tale folks. systems need to strengthened so that officials/policitans cannot subvert them.
