Friday Forum Wants President To Support Wigneswaran

“Encouraged as we have been by the holding of elections for the Northern Provincial Council (NPC), Friday Forum is, however, perturbed by the hindrances that impede the proper functioning of the NPC”, says the Friday Forum after visiting to Jaffna and Kilinochchi.

Wigneswaran MRIssuing a statement last night the Friday Forum said; “The integrity and commitment of Chief Minister Wigneswaran to work for the good of the people of the Northern Province, and indeed all of us in Sri Lanka, as well as his commitment to work towards post-war reconstruction and reconciliation in a united Sri Lanka that respects diversity and the rights of citizens of all communities, are, we feel, commendable. The delegation was struck by the re-iteration of the assurance given by the Chief Minister to direct his energies to a people-centred sustainable development of the Province, while safeguarding and ensuring the rule of law, justice and human security. It is the sincere hope of Friday Forum that the Governor and the President will extend their vital support and cooperation to the Chief Minister and the duly elected NPC by the provision of the requisite financial and administrative resources to enable the NPC to discharge its duties and responsibilities to the citizenry.”

We publish below the statement in full;

Friday Forum, since its inception in 2009, has been profoundly disquieted about the post war scene in the Northern Province. A delegation of the Friday Forum visited Jaffna and Kilinochchi recently and met some members of the clergy of all religions, political leaders, academics and professionals, representatives of women’s groups and fisher folk, and the office bearers of the Jaffna- Kilinochchi Muslim Federation. The delegation consisted of Bishop Duleep de Chickera, Daneshan Casie-Chetty, Savitri Goonesekere, Chandra Jayaratne, Tissa Jayatilaka, Ahilan Kadirgamar, Ranjini Obeysekera and Selvy Tiruchandran. Jayantha Dhanapala was unable to join at the last minute due to illness.

Despite efforts made by the Friday Forum, much to our regret the scheduled meeting with the Northern Province Governor, twice postponed at the request of the latter, did not take place. We thus missed the opportunity we sought to place before the Governor the concerns of Friday Forum related to the current scene in the North.

Encouraged as we have been by the holding of elections for the Northern Provincial Council (NPC), Friday Forum is, however, perturbed by the hindrances that impede the proper functioning of the NPC. The integrity and commitment of Chief Minister Wigneswaran to work for the good of the people of the Northern Province, and indeed all of us in Sri Lanka, as well as his commitment to work towards post-war reconstruction and reconciliation in a united Sri Lanka that respects diversity and the rights of citizens of all communities, are, we feel, commendable. The delegation was struck by the re-iteration of the assurance given by the Chief Minister to direct his energies to a people-centred sustainable development of the Province, while safeguarding and ensuring the rule of law, justice and human security. It is the sincere hope of Friday Forum  that the Governor and the President will extend their vital support and cooperation to the Chief Minister and the duly elected NPC by the provision of the requisite financial and administrative resources to enable the NPC to discharge its duties and responsibilities to the citizenry.

Our recent visit confirmed Friday Forum’s conviction that the under-mentioned issues are of critical importance. We hope that officials and civil society members of the north as well as outside will recognize these as such. The issues are the need for  

* vocational training and development, especially in the rural areas, for generation of sustainable livelihoods. Women and youth in these areas should be given priority while at the same time rural cooperatives are strengthened;

* a sustainable solution to the problems of the fisher folk and Fisheries Cooperatives given the devastation of livelihoods of the people of the area by systematic incursions of Indian trawlers;

* coming to grips with the consequences arising from the crisis of food security and malnutrition in the Northern Province, especially so within its more vulnerable and marginalized segment;

* a resolution of land, housing and resettlement issues in a manner that recognises the legal rights of owners of private land, integrating a clear norm of equality and non-discrimination in formulation and implementation of laws and policies on State lands. The difficulties of those who have lost relevant deeds and related documents need special redress. Allegations of land acquisition on the basis of a mere letter from military authorities should be investigated forthwith; 

* support for the proposals put forward by the Northern Province Task Force on Education. Academic specialists from other parts of the country and, if necessary, from abroad should evaluate these proposals and seek to arrive at a consensus. Such a carefully considered and distilled set of proposals could be a possible model for education reform in the island;

* implementation of the rule of law and the addressing of complex problems relating to missing persons, detainees, women-headed households and children. In this regard, a significant increase in the number of police officers including women officers proficient in Tamil is crucial and urgent;

* psycho-social counseling and, in certain contexts trauma counseling, for war-affected citizens of the Northern Province;

*encouraging leaders of all religions in the Province to contribute more to the promotion of ethnic and inter-faith harmony;

* addressing the impact of the all–pervasive militarization on the normalization of relations between citizen and state. Civil administration needs to be strengthened and the military withdrawn from non-military sectors such as agriculture and pre-school education confining it to such security matters as the police are unable to handle.

We hope in a future publication to offer more insights on the prevailing realities and the way forward towards national reconciliation and integration.

It is the belief of the Friday Forum that a sincere and sustained commitment of all Sri Lankans to the addressing of the above issues will make a substantial contribution to the protection of the self-respect, dignity and wellbeing of our citizenry in the north, creating an environment of trust and confidence in post-war reconstruction and reconciliation.

      MR administration has basically failed getting them to discussion table. RW is right here, but those men too being part of GOVT – have been unable to convince – uneducated president (as already cited by western world) that the need close discussions with nothern tamils.
      This is seen as cancer patients have been just ignored by giving them some mild kind of medicine to relieve them for the moment. Mild medicine are the physical concstructions that the govt boast to hve been doing in the nother part. As it is the case for metastasied patients would not have any chance to save their life, the problem of tamils become worst with the time. This is again seen by IC or tamil nadu that srilanken majority sinhalese are racial by all means; WHICH IS NOT THE TRUTH. As we know only a small bunch of the tamil population was led by Prabakaran, not many sinhalese initially supported MR politics, but his siblings and the consolidated power machines permitted them to fool rural masses for their selfish gains. Latter has further being exercised by them.
      Having listened to a TV program – Balaya in which they disccused about on university student crisis, I felt that govt and srilanken uni students have not changed a lot. MLT representatives argue just vocational levels senior candidates be the lecturers of the universities ? This is in today´s srilanka – normally at least PhD should be the basic qualification any candidates to get elected to uni academic staffs; but permiting this kind of low level discussions (far from international standards) to be telecasted in lanken media could lead people beocming more stupid.

      Senior Minister of Human Resources, D.E.W. Gunasekera said yesterday while he had no problem with the government deciding to give Police powers to the Northern Province, he felt giving the same powers to the other Provinces was not advisable due to the ill repute of politicians. Gunasekera added that the 13th Amendment should be implemented with Police powers given to a Central Police Commission and land given to the Land Commission through a land policy.

      He opined there were unnecessary, imaginary fears on the part of the people, especially Tamils and Muslims, in that the ethnic balance in areas like Kilinochchi will become completely Sinhalese.

      Gunasekera said “I have no problem with the Chief Ministers of the North and East being given Police powers. If it is done through a Central Police Commission, minority Tamil political parties including the Tamil National Alliance too could be persuaded to come around. But if given elsewhere there is the question of whether other Chief Ministers will abuse these powers through their behaviour as seen in examples from the past.”
      The 13th Amendment has not been implemented fully since 1987.

      “Distribution of lands has been done in the South including in Hambantota. The main policy should be to give land to landless people, then to the people in the said District, afterwards to those in the adjoining District and then to anyone else. Police powers can be given to Chief Ministers in other areas only when a new political culture emerges. The absence of policy is the problem,” he added.

      I also agree with that. Germany´s govt have appointed turks as police. UK govt has long ago started with that … Ihave even seen guys wearing turbans came as principle police spokesmen representing some areas in the UK. Oour people wihtout having a smidgeon of knowledge about other societies, continuing their living in a frog mentality further (Buruwansa and the like majorities) – stand on the way not allowing devolution of power is the main hurdle to the stps in today´s context.

      Only way out would be the awarness programmes to all communities.

      Then they the anda golu bihiri – the majority will clear their eyes. Healthy knowledge can lead the over 90% literate folks to the goals. But all the hurdles like Buruwansa, JHU buggers and others that stand on the way should be removed by hook or crook. Their potential to manipulate the masses is the cancer to this nation. They interpret things wihtout going through any kind of facts.

    What do you think people like KP and Doughie were and are still doing for the poor and the displaced captives since Nanthikadal?.

    How did the Economy in the North keep growing at 20 % plus every year since Mullivaikal….

    What did the FF do in that time besides writing petitions to Pillai and her Western Alliance?.

    What did those Academics do besides trying to lead the undergrads up the garden path and join Gopi and the Clan?.

    It is a surprise that the Forum didn’t ask for Dual Passports as well…

    The root cause behind the total inability of the North-East Provincial Council to function is the monumental insincerity of President Mahinda Rajapaksa who keeps on lying glibly and breaking his promises repeatedly.

    He and his henchmen are simply and vehemently opposed to the granting of any devolution of powers at all to the Tamils. Other than that, there are no insurmountable procedural difficulties in implementing devolution.

    If there is a will, there is a way. Just recall the zeal and the swiftness with which the 17th Amendment was jettisoned and the 18th Amendment was brought in and the manner in which the ‘de facto’ Chief Justice was hounded out of office and replaced by a bootlicking puppet!

    So no Dhanapala and no Governor. Birds of a feather flock together so I guess they fly and fell together as well. It is an increasingly rare sight in Sri Lanka for better or for worse I know not as yet. Will the fridays become the forum that will point out to the opposition and government that it is time to accept the failure of the project of building a sinhala buddhist state, apologize to the minorities for the marginalization, mayham and murder it has rained upon them, HUMBLY ask for their forgiveness and join them in an attempt to build the COSMOPOLITAN state that they have always wanted?

    This is a question and I would like to have an answer to it.

    The hegemonic Rajapakses with the help of Racist Buddhist monks along with some Racist Politicians plan to supress minorities and others who oppose to their selfish and distructive ideology, to keep under their bondage for the rest of their lives.

    This has been happening since independence and climaxed under Rajapakses.

    Sri Lanka will never see real progress, independence, economic and social development under corrupt dictator Rajapakse who now use racist Sinhala Buddhist and fake Patriotic card to sustain their power. They include fear, animosity, guilt and hatred among mases and this is their newest strategy.

    It is time for all true patriots in our country to unite and to stop Rajapakses further destroying and destablizing our country, and Friday Forum should take more initiative and active role to liberate and safeguard our country from governing thugs, crooks, looters and racists.

    Friday Forum should also work with the International community to uproot this cancer and to bring lasting peace to our country.

    What the TNA leaders said in the recent election platforms in front of Mr.Wigneswaran was “vali thanthavarkalukku vali aetpaduththuvom”.That means, WE WILL GIVE PAIN TO THOSE WHO GAVE US PAIN.If the Tamil leaders adopt the policy of “ pain giving” ,will there be reconciliation in SL?Has Mr.W ever condemned the “pain giving” attitude?Have you all forgotten how Mr.W praised Prapakaran as a great hero? Praising P as a great hero could bring votes to the TNA,but WILL NEVER BRING RECONCILIATION.There is nothing wrong in urging the president to support Mr.W.At the same time will the FF ask the TNA also to stop propagating racial hatred and come up with a feasible solution? .
    It is because of the stupidity of the governments in power,Tamil youth resorted to arm struggle and thousands were killed due to that. We had enough and we don’t want any more bloodshed on our soil. North and East remained merged for more than twenty years subsequent to the Indo-Srilankan accord.Did Sammanthans have the foresight or courage to accept the accord?What has happened now?Havnt they accepted the provincial councils in the North and east after thousands of innocent lives being lost?What happened to madam Chandrika’s pr9oposal in August 2000?Did Sammanthan support it?Sammanthan enjoyed Chandrika’s bullet proof car,security,residence etc. etc,but didn’t support her package.If,FF wants permanent peace in SL,FF should condemn those who torpedoed the golden opportunities for peace in the past.
    Some of the members of FF were part and partial of the UTHR(j).
    According to UTHR special report 34,
    “. He(K.Thayapararaja) was arrested in September 2009 in Colombo and tortured at a security camp in Avissawella, was shot and injured on September 13 while being taken to court under escort and died at Kalubowila Hospital two days later.”
    The whole world knows where Thayapararaja,who was “killed” by UTHR is now.Do you accept that the so called HR organizations are working with ulterior motives?Dont you think the duplicity of the organizations like UTHR have now been exposed?

    I wonder if the FF has translated this article in to Sinhala and English and sent to the local vernacular media. All these exhortations and analyses etc. in English is NOT going to make any impact on Sri Lankans and their politicians, unless it involves THEM, and they can be involved only if this work in formulating policies, statement etc. is done in the native languages, Sinhala and Tamil, for the overwhleming majority of our citizens and politicians DO NOT read, write or understand English at a functional level.

    Working for reconciliation is good. before asking MR to do as TNA says, one should ponder what TNA really is. One time i pointed out what Sampanthan said in Batt’lo.

    ‘If we can make sure we cant get a solution within a united SL, IC will help us to get a seperate country’. TNA is driven by this ideology. They do NOT want a solution as much as the LTTE did not want a solution….

    Burning Issue who said if TNA goes for seperation he will protest against them came to defend TNA actions and any criticism regarding Wiggie.

    Western oriented and educated media and intellectual persons have some regard for Wiggie as he was a former judge in SL. They say he had a good track record. Now this so called record gives Wiggie cover to indulge in seperatism.

    TNA has repeatedly said they are for a UNITED SL and against seperatism although their actions dont suggest that. Now TNA has a chance.

    The diaspora influenced TN CM Jayalalitha has said there should be a referundum on seperate country. If TNA is for a united SL as they say, they can show the rest of SL and win the trust. It will make their claim for power devolution more substantiated.

    The reality is TNA as past LTTE is just doing a time buying task get their so called seperate country. FF and other so called liberals in this country should take this into heart.
