From Promises To Results

The local government elections, long delayed and much anticipated, are shaping up to be a landmark political event. These elections were originally due in 2023, but were postponed by the previous government of President Ranil Wickremesinghe. The government of the day even defied a Supreme Court ruling mandating that elections be held without delay. They may have feared a defeat would erode that government’s already weak legitimacy, with the president having assumed office through a parliamentary vote rather than a direct electoral mandate following the mass protests that forced the previous president and his government to resign. The outcome of the local government elections that are taking place at present will be especially important to the NPP government as it is being accused by its critics of non-delivery of election promises.

Examples cited are failure to bring opposition leaders accused of large scale corruption and impunity to book, failure to bring a halt to corruption in government departments where corruption is known to be deep rooted, failure to find the culprits behind the Easter bombing and failure to repeal draconian laws such as the Prevention of Terrorism Act. In the former war zones of the north and east, there is also a feeling that the government is dragging its feet on resolving the problem of missing persons, those imprisoned without trial for long periods and return of land taken over by the military. But more recently, a new issue has entered the scene, with the government stating that a total of nearly 6000 acres of land in the northern province will be declared as state land if no claims regarding private ownership are received within three months.

The declaration on land to be taken over in three months is seen as an unsympathetic action by the government with an unrealistic time frame when the land in question has been held for over 30 years under military occupation and to which people had no access. Further the unclaimed land to be designated as “state land” raises questions about the motive of the circular. It has undermined the government’s election campaign in the North and East. High-level visits by the President, Prime Minister, and cabinet ministers to these regions during a local government campaign were unprecedented. This outreach has signalled both political intent and strategic calculation as a win here would confirm the government’s cross-ethnic appeal by offering a credible vision of inclusive development and reconciliation. It also aims to show the international community that Sri Lanka’s unity is not merely imposed from above but affirmed democratically from below.

Economic Incentives

In the North and East, the government faces resistance from Tamil nationalist parties. Many of these parties have taken a hardline position, urging voters not to support the ruling coalition under any circumstances. In some cases, they have gone so far as to encourage tactical voting for rival Tamil parties to block any ruling party gains. These parties argue that the government has failed to deliver on key issues, such as justice for missing persons, return of military-occupied land, release of long-term Tamil prisoners, and protection against Buddhist encroachment on historically Tamil and Muslim lands. They make the point that, while economic development is important, it cannot substitute for genuine political autonomy and self-determination. The failure of the government to resolve a land issue in the north, where a Buddhist temple has been put up on private land has been highlighted as reflecting the government’s deference to majority ethnic sentiment.

The problem for the Tamil political parties is that these same parties are themselves fractured, divided by personal rivalries and an inability to form a united front. They continue to base their appeal on Tamil nationalism, without offering concrete proposals for governance or development. This lack of unity and positive agenda may open the door for the ruling party to present itself as a credible alternative, particularly to younger and economically disenfranchised voters. Generational shifts are also at play. A younger electorate, less interested in the narratives of the past, may be more open to evaluating candidates based on performance, transparency, and opportunity—criteria that favour the ruling party’s approach. Its mayoral candidate for Jaffna is a highly regarded and young university academic with a planning background who has presented a five year plan for the development of Jaffna.

There is also a pragmatic calculation that voters may make, that electing ruling party candidates to local councils could result in greater access to state funds and faster infrastructure development. President Dissanayake has already stated that government support for local bodies will depend on their transparency and efficiency, an implicit suggestion that opposition-led councils may face greater scrutiny and funding delays. The president’s remarks that the government will find it more difficult to pass funds to local government authorities that are under opposition control has been heavily criticized by opposition parties as an unfair election ploy. But it would also cause voters to think twice before voting for the opposition.

Broader Vision

The government’s Marxist-oriented political ideology would tend to see reconciliation in terms of structural equity and economic justice. It will also not be focused on ethno-religious identity which is to be seen in its advocacy for a unified state where all citizens are treated equally. If the government wins in the North and East, it will strengthen its case that its approach to reconciliation grounded in equity rather than ethnicity has received a democratic endorsement. But this will not negate the need to address issues like land restitution and transitional justice issues of dealing with the past violations of human rights and truth-seeking, accountability, and reparations in regard to them. A victory would allow the government to act with greater confidence on these fronts, including possibly holding the long-postponed provincial council elections.

As the government is facing international pressure especially from India but also from the Western countries to hold the long postponed provincial council elections, a government victory at the local government elections may speed up the provincial council elections. The provincial councils were once seen as the pathway to greater autonomy; their restoration could help assuage Tamil concerns, especially if paired with initiating a broader dialogue on power-sharing mechanisms that do not rely solely on the 13th Amendment framework. The government will wish to capitalize on the winning momentum of the present. Past governments have either lacked the will, the legitimacy, or the coordination across government tiers to push through meaningful change.

Obtaining the good will of the international community, especially those countries with which Sri Lanka does a lot of economic trade and obtains aid, India and the EU being prominent amongst these, could make holding the provincial council elections without further delay a political imperative. If the government is successful at those elections as well, it will have control of all three tiers of government which would give it an unprecedented opportunity to use its 2/3 majority in parliament to change the laws and constitution to remake the country and deliver the system change that the people elected it to bring about. A strong performance will reaffirm the government’s mandate and enable it to move from promises to results, which it will need to do soon as mandates need to be worked at to be long lasting.

    The people whether it is Sinhalese or Tamils or Muslims did not vote to JVP or NPP until 2022 Aragalaya or Bankruptcy. The Aragalaya and Bankruptcy hurt these people and turned against the traditional political culture. At this point, people looked for a change and they had no choice other than voting for AKD/NPP. AKD/NPP used this opportunity very well with many attractive promises including the change of political culture and system and people gave them extraordinary support expecting extraordinary changes in all elections including local government elections. Unfortunately, AKD/NPP cannot move forward or backward towards system change or political culture change or institutional changes because it is hard and in some cases it is impossible. One of them is Buddhism and unitary system. Other one is dependence on external power politics.

        I am not a campaigner or supporter of Sinhalese leadership. I am always a campaigner for the rights of the Tamil People of this country. In the presidential election my opinion was about the change from the past 77 year Buddhist Sinhalese majorities oppressive rule and special status to Buddhism which contributed towards corruption, racism and misuse of power of politics that brought bankruptcy. I expected system change from the NPP but it did not happen.

I have not changed my stand on the fact both UNP and SLFP(SLPP) destroyed this country for the past 77 years through racism and buddhist extremism.       Why NPP govt went on make a presentation on 5 year development plan by Mr.Kapilan where as Srilankan development agencies like UDA and National physical planning made a master plan and its due for approval which was prepared by well qualified planners and discussed and debated with stakeholders, NPP acted alone due to election cycles because the master plan stands apolitical, what it shows there is lack of integrity between govt institutions which can led to wastage of resources, In Jaffna specially in the Academia and some top officials are skeptical on NPP approach to problem solving, Mr.Kabilan is highly regarded and no doubt about his understanding on development, he may be a suitable person for mayoral candidate that doesn’t mean he has to act alone such fractured approach will do no good in development and cast doubt over it’s intentions

          Aragalaya was a natural reaction by the citizens to get rid of leaders who were hurting the nation. Aragalaya not only succeeded in its efforts by driving the dirty Rajapaksa clan out of power, it also united the different ethnicities and divisions. This was a byproduct of the Aragalaya.

          Then it led the way for a recovery from the shambles we were in at that time.

          To/in India, AKD has made Sri Lanka the 29th state, and Trump is attempting to make Canada the 51st.
          However, our Thambuthegama Do-Siman and Mark Carny’s education and character are completely different.
          India and Sri Lanka signed hdden agreements, but they are still hidden from the public and parliament.
          All of the things that JVP-BPs opposed before their elections have been done. In my opinion, the AKD or the BPs from the countryside have betrayed Sri Lanka.       There is another threat which nobody seems to be aware of. Our prots in Colombo and Hambantota survive on trans-shipment of Indian cargo, because India didn’t have deep-water ports. Now they have built one , Vizhinjam Seaport: India’s 1st and we will lose 75% of our port income.

        In retrospect, India has benefited more from the changes brought about by the election of AKD.India needed to win over the Americans. Indians are now one of the ten nations that do not currently require a visa to enter the United States.
        After choosing AKD as the head of state, a man whose political pragmatism is limited to his scathing, meaningless public rhetoric, Sri Lanka suffered huge setbacks.         India does have deep-water ports, but limited capacity for very large ships and container transshipment has led to continued dependence on Colombo. Vizhinjam is a game-changer, but it will take time before it meaningfully replaces Colombo’s role.

                LM, my point is, while in monetary terms the value Colombo port adds is an important one to our economy, but the economic significance to our GDP is a far cry from what the media glorifies it. As per the available data, in 2023 Colombo port earned 83.7 billion in LKR terms. With the average rate for USD/LKR of 320 in 2023, it turns to 259.1 million USD. That year SL GDP was 84.3 billion USD. Which means Colombo port’s contribution to the national economy was a scanty 0.30% – less than even 1%! So why the panic even if we lose Colombo port business altogether? Don’t get me wrong, I stress, we need the port to serve every nook and corner of our economy and that is very important. But the big ‘calamity’ about Colombo port losing ‘transshipment’ business is just rubbish! Rather, invest more on tourism which brings in around USD 5 billion a year – almost 20 times what the port brings in!

            There was once a proposal to deepen the Palk Strait which failed for technical reasons.
            Hambantota can compete well with Vizhinjam and Colombo if handled well.
            It was stupid to sell 80+% of it back to the Chinese.

      I’ve read through some of the analysis regarding the results of the recent LG election. Today, nearly all of the third-party voters who steadfastly backed the transfer of Thambuththegama as the leader and his parliament with a two-thirds mandate were rejected. That is how the results turned out.

      Councils that received less than 50% of the vote for the NPP will have to deal with the consequences, in case you were unaware. The NPP has been strongly opposed to all other opposition parties. How would the NPP then lead Malimawi in those councils? That’s why, if you know anything, the election results are a slap in the face. Out of 339 councils, only 94 (28%) can lead using the NPP.

            Two of my Indian Friends (a Married Couple) in Doha were in Kashmir 2019 when the Indian Troops arrived and started killing people. They witnessed many Atrocities committed by the Indian Forces. Before this they had objected to my use of the term Murderous Modi. After they came back they outlined what they had seen, however due to Modi’s Blackout of Communications and the Internet very little got out to the Western Media.
            I am no fan of Pakistan, however I would take what both sides say with a bucket of salt.

Tamil people gave a clear victory to NPP during the Presidential and Parliament elections assuming that AKD/NPP understands that Tamil people suffered over the decades by Buddhist Sinhala majority racism by Sinhalese leadership which resulted the failure of the country and they expected that under AKD/NPP leadership will change the system of governance through proper devolution of power and reduce the suffering and justice to the past oppressive actions. The NPP largely consists of JVP a virulently anti-Tamil party or organization, which despite calling itself socialist and leftist is, racist and practices Sinhalese Buddhist Fascism as its core principle. Strange as most of its members are drawn from so called Sinhalese communities and castes, who are largely descended from post 15Th Century South Indian Tamil immigrants.

          My suggestion for Tamil National Parties : SJV worked with Dudley. The point is working with Dudley is different, Because of time-lapse, working with AKD is another subject. Yet, they should evaluate working with AKD. They don’t have enough mandates in parliamentary elections. But they do that in the local election. So, they should call and offer to forge partnerships for North East Local councils. They should insist NPP recognize the 13A Justice and land clauses, and it must be handed to the Governors to be implemented by local councils, until the Evil created Provincial Councils’ election problem is sorted out and election conducted. This will be a fresh opportunity for NNP to reorganize the Southern, root deep to corrupted police team. NPP will be able to fix its quickly tarnished image, temporarily, and will get time to engage a long-term solution, eventually. And in the long term, PC’s based police can be used to revive the lost British system-based police force.

          The police are a problem even in developed countries and in the US, from time to time, calls come out to disband the police system and replace it with effective new systems. At the same time, in the North East, the unlimited crime and brutality practiced by imported Sinhala Buddhist Southern police can be cured, step by Step. This is how the NPP can ensure a hold for it in the North East by taking either ruling or opposition PC Council seats, even after high caliper devolution.

    For weeks, talkative and guilty-minded President of the country would have to process the LG poll results.
    Poll results have demonstrated that their performance over the past seven months has been unsatisfactory.
    The results indicate that eveny third is opposed to the current government. That make up 33% out of 6.8 millions of voters.
    The time frame is only seven months. I believe that they should stop being arrogant and come down to earth. And they should learn to respect the former president and his policies, which are now the cornerstone of the current government, and stop lying any more. We cannot advance even a single inch if we disregard facts and truths. Even children in school can see that, but NPP cannot.

    Why NPP govt went on make a presentation on 5 year development plan by Mr.Kapilan where as Srilankan development agencies like UDA and National physical planning made a master plan and its due for approval which was prepared by well qualified planners and discussed and debated with stakeholders, NPP acted alone due to election cycles because the master plan stands apolitical, what it shows there is lack of integrity between govt institutions which can led to wastage of resources, In Jaffna specially in the Academia and some top officials are skeptical on NPP approach to problem solving, Mr.Kabilan is highly regarded and no doubt about his understanding on development, he may be a suitable person for mayoral candidate that doesn’t mean he has to act alone such fractured approach will do no good in development and cast doubt over it’s intentions

    In SL culture, it is believed that when your ‘stars’ line up, everything goes your way, Indeed, when considering the miraculous & meteoric rise of some to power & wealth, there is no other plausible explanation. Seems AKD’s stars have finally lined up because in the absence of a credible opposition, AKD became the winner, after failing miserably just a couple of years back. It was a one horse race this time but had there been a better leadership in other parties, AKD would have been the under dog at best. AKD is charismatic, a good public speaker & his conduct is above par in comparison to the average politician but that alone is not enough to run a country. Right or wrong, JR had the vision & a strategy- a liberal economy (Mahaweli project, Port expansion, etc) & had everything cut & ready to take off from day 1 but the NPP, despite its ‘intellectual’ membership, did not seem to have such strategy, yet, the people didn’t mind. What required was an end to corruption & the expectation that the stolen loot will be recovered & our financial woes sorted. Simple?

        After reading through every section numerous times, I’ve concluded that they have a lanken, average mindset and are accustomed to exaggerating their profiles. AKD followed suit, and like his colleagues Bimal, Wasantha, Saman, and Vijtiha, his exaggerations were merely based on rumors. But in the interim, Harini is spreading bad habits, such as urging supporters to keep campaigning even after they halted two days before the election. Is that what we can ever anticipate from a PhD from Europe? I never thought Harini would descend to such low levels and start acting like his naughty coworkers.
        I’ve heard that Bimal Rathanayaka (SABANAYAKA) is still boasting about their election win, even though a significant portion of the councils did not cast 50% or more votes for the NPP.
        I believe that JVPrs have a habit of making foolish public statements because they lack experience.
        Tilvin De Silva, whose understanding of even trivial facts is comparable to that of an utterly ignorant person, did the same. Media are not intelligent enough to educate the people properly.
        On the other hand, Sri Lankan media scammers, also known as DAYAKA SABAWA, boast about Tilvin’s claims. Can you imagine? The entire media network in that nation, in my opinion, is a farce, so nobody can trust them anymore. The entire disordered mentality of the populace is the fault of the media.

    RW completed the task in 26 months. His political style is not appropriate for South Asia. The people would never be able to benefit from what he accomplished if the AKD were to take power in July 2022. AKD’s only skill, in my opinion, is making exaggerated and false claims to the easy targets in an effort to win over more votes. Both Mahinda Rajapakshe and Wimal Weerawanse did the same. The nation’s ignorant masses became divided against them as a result of their public lies and conspiracy theories. All of those are vote-gain schemes that harm voters and innocent people. They should all quit misleading naive citizens, in my opinion.
