Fuel Minister Ranatunga Is A Poor Performer: MP Monitoring Project

Even though Minister of Petroleum Resources Development Arjuna Ranatunga blames the Lanka Indian Oil Company (LIOC) for the ongoing fuel crisis, it is in fact his poor performance as a Minister that had led to this crisis. The Minister’s poor performance which is highlighted in the MP Monitoring project is testimony to this issue.

So far he has misled the people by providing contradictory statements regarding the on-going crisis.

Earlier whilst blaming the privatisation of state institutions for the prevailing fuel shortage, Minister Ranatunga went on to tell the media that the Lanka Indian Oil Company (LIOC) was not honouring the conditions of its agreement with the CPC.

“The LIOC had promised to send a fresh stock of petrol by Oct. 31 or Nov. 1 after its petrol shipment had been found to be substandard,” Ranatunga said, noting that the LIOC had not honoured its obligation.

However contradicting his own statement earlier, Minister Ranatunga then went on to say yesterday that whilst Sri Lanka’s daily consumption is 1800 to 2000 metric tons, a total of 2623 metric tons were supplied island wide on Monday and a further 3000 metric tons were distributed on Tuesday. The Minister confirmed that another 3000 metric tons of fuel was to be supplied to the people today as well.

“The LIOC caters to only 16% of the Sri Lankan market, so what has happened to the balance supply of 84% ? Minister Ranatunga is simply attempting to mislead the public by making such statements. Instead of blaming others he should improve his own performance as he is the one responsible for this crisis. It was his inability to perform in this role. He should resign immediately” an angry citizen who stood for hours in a petrol queue told Colombo Telegraph.

Meanwhile the LIOC has denied any responsibility to the ongoing petroleum crisis.

Issuing a statement the LIOC said: “As a reliable distributor of petroleum products in Sri Lanka over many years, LIOC is making all efforts to assist in the early resolution of this problem. However, attempts by some to blame LIOC for causing the shortage are mischievous and factually incorrect, and we categorically reject such allegations”.

The LIOC said it catered to only 16 per cent of the Sri Lankan market, while the remaining 84 per cent relied on Ceylon Petroleum Corporation (CPC) supplies. “Thus, large shortages across the country can only be caused by disruption in supplies of CPC (the Sri Lankan government petroleum entity),” the statement said.  “It may be noted that LIOC has adequate stocks…and normal daily diesel sales of 775 MT is continuously happening from all our sheds across the country. It is total misrepresentation of facts that diesel is not being sold by LIOC sheds,” the statement said.

There have been winding queues near fuel stations all over the country during the last couple of days due to the petrol crunch.

While promising that the current petrol crisis will be probed as to who caused it, Prime Minister Ranil Wickremesinghe yesterday told Parliament he could not agree with the criticism heaped on the LIOC for the crisis.

Meanwhile according to Sri Lanka’s pioneering MP Monitoring Website (Manthri.lk), run by Colombo based think-tank Verite Research, the Minister of Petroleum Resources Development Arjuna Ranatunga had participated 59 times in parliament and only participated in 7 topics.

On the contrary JVP Leader and Chief Opposition Whip Anura Kumara Dissanayake leads the rankings whilst Minister Arjuna Ranatunga is currently ranked 95.

    The CPC has an 80% market share so Privatization of the CPC might be needed if they allowed this crisis to occur even after holding an 80% market share and blaming the LIOC to cover up for its pathetic shortcomings while maintaining no sufficient fuel stockpiles for emergencies…

    What is the Minister going to do to increase our emergency fuel stockpile to a minimum of 3 months to be able to deal with future emergencies/disasters!?

        I hail Arjuna’s bold decision to NOT TO ACCEPT Indian substandard fuel. He took a heavy risk by doing that as there was every chance for him to become unpopular, if his refusal to give in to mighty Indian Fuel Company’s unscrupulous demand leads to an unnecessary panic of a fuel shortage. But, Arjuna was courageous to take the challenge.

        The country should stand by Minister Arjuna Ranatunge. People have experienced difficulties for few days, but Arjuna saved country’s pride by refusing to accept Indian substandard fuel.

        On the other hand, if Arjuna accepted the Shipment, the government would have been in a major crisis amidst public uproar, than the panic caused by fuel shortage as substandard fuel could damage engines, cause vehicle fire, pollute the air quality by higher emissions causing health impacts on people. Who knows, the motive may be creating the bigger issue.

        Although cowardice PM tried to defend LIOC, Arjuna should explore the possibility of TERMINATING CPC’s Agreement with LIOC, as the Indian Company have clearly breached the conditions therein by not supplying the stock on time and most seriously, for engaging in commercial abuse (was it fuel adulteration, adding cheap octane or doping with metallic additives and on what scale? – I’m not an expert, so I’m not sure which). Commercial abuse is a serious crime which provides ample reason to terminate the Agreement.

            Who says there was a total breakdown for a week? If so, how could there be long lines to buy fuel? The gas stations should have been empty then.

            Where did I say fuel come from India? TOTAL has no history of supplying substandard fuel but India has. Total S.A. has many Subsidiaries in Asia too, in Singapore, Myanmar, Philippines, Malaysia and one another country, in the event CPC decides to buy the rest of the 16% directly from them after terminating the Agreement with IOC.

              A. Failing to take steps to stop customers panic buying !
              B. Not having enough supply for two or three weeks !
              C. Only focusing on the reason for his decision so tat he

              But one thing he did deserves forgiving him and that is
              he apologised for the chaos . Fair enough !

                At least be consistent in what you write. The petrol was NOT supplied from India. It came from the FRENCH company Total and was rejected by the CPC lab.
                The very same CPC lab has passed the new shipment (which actually is from India).
                So which petrol is “low quality”, French or Indian. Don’t stick to sterotypical rants. If you don’t know what you’re talking about, best keep your trap shut.

      While it is correct that the totally incompetent Arjuna Ranatunga must resign immediately, it is NOT right to say that CPC should be privatized or to add fuel to fire and distract the people he is blaming IOC .

      The larger context of the Petrol Crisis is the failure and corruption of Bond scam Ranil and his Jarapalanaya Govt. and ministers who are running CPC into the ground and pilling up the debt on CPC – in order privatize it — later. This is what Eran and the UNP did with another SOE – Sri Lankan Airlines which Mahinda Jarapassa family has already broken. UNP and Eran were planning to sell Sri Lankan off to the dodgy Texas Pacific Group (TPC) – a US company – until the Australian Government TPC it to court last year for fraud and asset stripping and then TPC backed out of the Sri Lanka Airlines Privatization deal.

      CPC needs a development strategy with new storage capacity.
      Sri Lankan needs an COMPREHENSIVE energy strategy, also by
      1. Developing Public Transport to reduce petrol bill.
      2. reduce the number of high petrol consuming SUVs and Luxury cars and by first stopping Duty Free SUVs for politicians and end ending politicians having fleets of cars.

        The problem is the failure to maintain a 3 month stockpile of fuel for emergencies….

        If CPC had done that this would not have happened…
        ( but then the minister could not have pulled this number on the citizens of Sri Lanka while use the LIOC as a distraction from what was really going on)
        Ask the World bank for funds to set up and maintain a 3 month fuel stockpile if you must…

        Stop cheating the citizens of Sri Lanka like this…

        How much is this supposed spot purchase of fuel costing!?
        Can we ask the company selling this fuel to Sri Lanka to disclose the actual cost!!?

Under Bond scam Ranil’s HYPER-neo-liberal economic policies, corruption has grown massively and there is a need to end the Culture of Super lux gas guzzling cars and SUVs for Corrupt politicians.
          Sri Lanka needs a balanced approach to grow the economy – given the debt trap and balance of payments crisis and it needs to reduce its energy bill and Carbon Footprint. Sirisena Talks ad nauseum about Green Lanka and Blue Ocean but promote a culture of petrol guzzling transportation because western car industry – Audi, BMW, MERC, Ranger Rover have paid off politicians to sell their gas guzzling cars.

          The culture of incompetant politicians who live a super lux SUVs and lifestyle while people have to travel like cattle in public transport must end.

        Dead on Kalu!
        Lanka needs a comprehensive and systemic approach to the energy sectors problems. There is a great deal of corruption in the global and local energy sectors, as the scandles with Brazil’s Petrobas, US Exon Mobile and France’s enegy companies show. but a comprehensive solution goes beyond the energy sector.

        1. Of course, CPC needs to get qualified people and develop and implement a strategic plan to upgrade and enlarge its storage facilities and bring in good quality petrol through transparent tender processes.
        2. Sri Lanka has LNG in Gulf of Mannar and exploiting it should be developed with aid from China, India, France or any other country that will give Sri Lanka an equitable deal on LNG exploration and development.
        3. There should be open and transparent advertising to get the best deal develop Lanka’s LNG resources.. In Indonesia and mineral rich Africa foreign energy companies have made massive profits, but local communities and environments have been destroyed. This should not happen in Lanka.

          Giving CPC to Japan is short sighted. Japan has a good game going – selling its Toyota cars, while giving loans to build highways for years, but no Aid loans for good PUBLIC TRANSPORT in Lanka.
          Singapore has developed because it has a great Public Transport system with air conditioned buses and trains and this is what Lanka needs
          Japan would happily take over the CPC and sell more Toyota cars and loans for the Highway robber Keeiwella and Bond scam Ranil to turn Lanka into a super highway for drag races, after destroying all green areas, and then hand over CPC to US Avant Guard Company after asset stripping CPC.
          The only way forward is to get honest and qualified Professional Lankans who care about the country to develop and implement a proper energy security strategy, policy and implement it without interferance of corrupt and incompetent politicians and stoogers

        ENDLESS PERSONAL BENNEFIT . However much they have
        there’s no contentment ! JRJ introduced the pension for MPs
        to encourage and help them a secure life even after a defeat
        shock . They are getting a good pay pack and many perks but
        are they happy to serve the people ? Does the public sector
        do its best for its pay ? Is the private sector quite efficient
        and genuinely customer friendly with modern technology
        in hand ? Please try a couple of reputed companies . One
        giant consumer product company had automated answer to
        say that they are not in service on weekends ! Is that the
        situation in truly business friendly environment ? We will
        take ages to transform ourselves to respectable standards .

    The fall of Arjuna has been an accident waiting to happen. His is a text book example of a boy trying to do a mans’ job. For long many have commented on the fact that many MP’s are given ‘ministerial’ jobs only to keep them onside, and has nothing to do with competence and ability to get the job done. Arjuna would have trouble organising a piss-up in a brewery. Here we have clear evidence of The Peter Principle. Alas, Captain Cool has, with the help of other members of the clan, also walked away with a nice slice of the national cake.

    This country solely needs men of education as its Ministers. It is a shame that people of little experience or education are given such profiled, technocratic posts. Arjuna has done only what he can, and that falls far short of the expectations and the country’s requirement. It is amazing he was handed over Ports and then Petroleum. Two key positions in any cabinet.

    It is highly unlikely AR will resign on his own. He isn’t that type. A quiet word in his ear that he must move on, seems imperative. Ranatunga has spent far too much time minding others’ business than his own, and it is showing. There must be loud guffaws coming out of every pore at the Cricket Board; even though many things aren’t right there either!.

    Simply put, Ranatunga is out of his depth in this or any other managerial portfolio. Those who appointed him should hang their heads in shame for this calamity. At best, he should have been a Junior Minister.

    Through its inexpert choices of men, the government continues to write its own obituary without anyone else doing it for them. On that score I presume, there would be jubilation and loud guffaws emanating from an arm chair at Medamulana.

    This subject of “Petroleum” has been and ever continuing to be a “pain in the ass” (sorry for the expression); yet that is how it could best be understood. This is a “Gold Mine” in every sense and that could be understood and understand if one can trace the history of the “Structure” and the “Deals” that have gone through then and now. The, then “Hedging” deal was one among a lot; but the people have conveniently “forgotten” and the Authorities have “swept” it under the carpet. Now, under the present Government that has failed to handle matters in a meaningful manner had completely “Ignored” the economic and social importance of petroleum supply, is engaged in a very irresponsible manner to give temporary solutions. The need to “stock pile”, when such facilities are abundantly available (Trincomalee Oil Tanks); the “failure” to upgrade the existing “refining facilities”; build modern updated ones etc. have been shelved and is never been in the drawing boards , to say the least. Even recently a Tender Process was completed to secure supplies; but where it has got “pigeon hold” – the Cabinet. Why the “delay”? The answer is SIMPLE and it is nothing but “Dirty Deals”. The contenders of “Digging” this “Gold Mine” are very many and an uphill task for any one person to clean it, at least to an appreciable level. The situation is simply put as the Minister said: “I have so much pressure to accept even the rejected consignment from the “High Powered Minister” in the Cabinet.” So what more? Just this Minister resigning is not going to solve. How many Ministers have resigned and what has happened? One such person has been brought through the back door and appointed a “Minster” and one was the “Best Finance Minister of Asia”. What was the rating of that “Minister” in “manthri.lk”? So don’t cry. Just do the “Right” at the elections. That is the answer.

    How idiotic of Captain Cool to blame LIOC for the crisis when it supplies only 16%. But there are still people who swallow this line. Just have a look at the Daily Mirror website. As Amarasiri would say, it is all due to the low IQ of our citizens.
    Arjuna was move out of the Ports ministry for causing trouble. Probably it was thought that that he couldn’t cause trouble as oil minister.
    The real reason is that our decrepit refinery is running at less than half capacity, because it has not been upgraded as necessary. Sri Lanka is well known for investing in fancy projects but not so well-known at maintaining them.
    Time to privatise CPC and every other state-run business,

    Arjuna knows everything except his ministry work. He messed up in Ports Authority as Minister and now CPC. He is blaming everybody for his failure including Political Authority claiming that he is under pressure to unload substandard petrol. but he never revealed names. At least now he should appoint a suitable qualified person as a chairman and he can continue his criticism about Cricket.

    Arjuna! This is not a 20/20 cricket match to give a ball by ball commentary. You are trying to find a scapegoat for your failure. Your brother who is supposed to be in charge seem to have let you down by his inefficiency coupled with yours. I have been using petrol from the time the oil companies were here. Never did we have such calamity. You have approximately 84% of the supply power and you are trying to.find fault with IOC with 16% power. Even if IOC close down completely the need for a shortage won’t arise unless there is a sabotage somewhere. Please go to the “SPOT” and trace the culprit. .

    Arjuna is too busy pocking his nose into SLC, while failing in his own ministry. Many people knew that it is Arjuna’s failure when he tried the best to point fingers at others and divert the attention.

    If he doesn’t resign (I don’t think he will, looking at his diversion tactics), the president / PM should show some respect to the people and the country that suffered due to his negligence and sack him from the post.

    Let’s count the blessings that come our way and not reject some of them merely because they come in disguise. All the petrol and diesel not issued during the last few days were not burnt thereby making our environment that much safer. Watch NDTV on tele and you will see how cities like Mumbai, Kolkotta and others are enveloped in smog surpassing the safe level by as much as five times. The lungs of Indians cry out for pure air and you could see in some cities of China people buying canisters of pure oxygen to breathe while they walk on the streets. So let’s thank Arjuna Ranatunga for the blessing he bestowed on us even unwittingly.

    Arjuna no sooner he was appointed minister brought in his brother Prasanna( an American citizen) as chairman of the ports. They made a big mess of it and Arjuna was removed from there and given petroleum.
    He again took his brother ( who cannot find a job in America due to integrity issues and lack of qualifications) as chairman of petroleum corporation.

    Today the entire country is suffering without oil.

    What do you think of this stupid family bandyism ? Is this Cricket ?

    i think it would have been better to accept the sub standard fuel and pay the LIOC only 80% of the price.That is what i would have done.Ranatunge must learn to see the big picture instead of being stubborn and bureaucratic.people would have had the fuel albeit substandard and LIOC would not have done it again because of the hefty fine.If you can’t cut the payment on the current bill due to the LC being opened on the current price then do it on their next bill.Ranatunge must learn to be flexible.

      Substandard fuel should never be accepted at any cost. When it is substandard it means it has not met the guaranteed specs and in this case is said to includean impurity, metal filings which causes serious damage to engines. This has happened before and the results were disastrous.

        you have a valid point.however the french company had offered to filter the impurities and has done it before.so it could have been allowed after filtration and a 20% cut on the price made.Rejection of the fuel could have been done if there was sufficient stocks of it in storage.In this case there wasn’t and that should be the main focus of the investigation and those responsible should be kicked out.If they can’t even order something simple like fuel then they should not be in government service.

    Ranatunga must resign. Key responsibility of the Petroleum Minister is to ensure regular supply of fuel. Mere cancellation / rejection of IOC shipment (Indian Oil Company only 16% market share) shows we do not keep sufficient buffer stocks for an emergency. Assume a CPC ship had an accident or brought poor quality fuel accounting for 84% gap of country’s fuel supply, it would have been a catostrophy. Many people suffered economically and wasted time in queues, and country economic output dropped. What if a storage tank cought fire?
    Every country keeps at least 1 month fuel stock.
    Ranatunga must resign. He has put his relations to key positions

    This petrol stink and all the strikes happening is all because elections are around the corner… This is why the JO was pushing for elections so they can cause serious inconveniences to us and thereby, they more votes… This has the JVP and the JOs trademarks… Bottom line – this has to be MaRas work!!!!

    Sri Lanka may be the only country which purchases an international commodity – petroleum – at market prices, sells it to a ‘captive’ market (people of Sri Lanka), at many times the purchase price, and yet, sustains a massive loss.
    The 2014 loss was Rs. 7,030,465 Millions.

      The fuel prices have to be much lower than the current sale price in keeping with international oil prices!!!

      It is supposedly at this price because of CPCs losses…

    This is nothing short of a National Disaster and the blame sits squarely on Fat Boy Ranatunge who has proved himself to be utterly incompetent. His claim to a ministry was based entirely on his ability to hit a ball with a bat. The gloss of that World Cup victory is over and If YAHAPALANAYA has any sense of national responsibility they should send the Fat Boy packing.The corruption behind the debacle is plain for all to see. What a tragedy for the country that millions have to suffer from a corrupt few making billions out of petroleum imports.

    This situation has risen due to sheer inefficiency on the part of CPC led by Minister
    Arujna, which is a reflection of MS Leadership. MS claimed that he is even expected to man the Petrol pump according to the public! Yes, the public is correct as MS is the most lackadaisical Leader SL has had hitherto.

    if the cpc did not have adequate fuel stocks how is it that bowsers are taking petrol daily to petrol stations even before the new ships arrive
    no they had the stocks but spread rumours by sending only 600 mt instead of 1200mt and thereby creating artificial shortages immediately after the indian consignment was rejected
    it looked more like a move to dump sub standard fuel by interested parties that is why the ship went to trinco and not where it came from
    it was a conspiracy that got unstuck so it deserves investigation by the govt

    These unfortunate things are happening only in Sri Lanka. Once Sri Lanka was praised as the Pearl of Indian Ocean, today our standing is nowhere near. Petty politics played by the politicians is the cause.

    Is there any RICH performer in the WHOLE OF SRILANKA , let alone public
    institutions , EVEN PRIVATE BUSINESSES ? Just a couple of weeks ago
    I did an online purchase from a very reputed age old company and asked
    for some more details about a delivery choice and to date no response !
    And another reputed company with all Island delivery service askes for
    the e-mail address of the recipient at the checkout . Quite natural but
    how many of our citizens have come to that standard ? You have Island
    wide delivery but e-mails not yet Island wide ! Mobile phone number is
    required and it was given and I believe that should be enough for a
    sensible company who covers the whole country ! It is pathetic , most of
    the time even money can not buy anything in the country without having
    to face embarrassing or insulting situations . I strongly label it as the
    consequence of SWOLLEN HEAD SYNDROME the fundamental and
    irritating issue in our country.
