Gota Determined To Hold Election Endangering Millions Of Lankans Amid Covid-19 Pandemic

Fearing the electoral fallout of a projected devastating economic meltdown within a few months, President Gotabaya Rajapaksa has made the decision to hold a national election amidst the coronavirus pandemic highly placed government sources told Colombo Telegraph.

The election will endanger the lives of millions of Sri Lankans with some 15 million people registered to vote in the parliamentary elections. Worse still Sri Lanka votes by manual ballot which requires voters at every polling booth across the island to touch ballot papers and submit pinky fingers to polling agents for marking with indelible ink, a nightmare scenario during a contagious infectious disease outbreak.

The decision comes amid calls by medical professionals and public health experts to increase testing for COVID-19 in Sri Lanka because the country’s fatality ratio is high and could indicate a far wider spread than is currently being reported by authorities. Most countries report a fatality rate of about 1-2% from the corona virus. However 7 persons have now died of Covid-19 in Sri Lanka with only 258 cases being reported, indicating a 3% fatality to case ratio in the island. Infectious disease experts contend that it is nothing short of madness to contemplate a nation wide election in the middle of a viral outbreak that has killed over 100,000 people worldwide.

Dr. Prasanna Cooray former South Asia Manager for the Global AIDS programme and Sri Lankan infectious disease expert told India’s the Hindu newspaper last week that it was “absurd” to even think of elections in the middle of the pandemic. “How can we even predict when the infections will stop spreading?” The election fever seems to have preceded the government’s COVID response, as poll nominations went on from March 12-19, even as our first few cases were being reported.” Dr Cooray told the Indian newspaper.

On March 31, 2020 the Chairman of the National Elections Commission Mahinda Deshapriya wrote to President Gotabaya Rajapaksa’s secretary, informing him that due to the pandemic situation the Commission could not make necessary arrangements to hold the election. The Commission said in that letter that they would need to start making preparations by April 20th 2020 at least in order to hold elections in time for Parliament to meet by 2nd June 2020.

The very next day, April 1st 2020, the Elections Commission issued a second “most urgent” letter to the Secretary to the President. In that correspondence, the Elections Commission informed the President in no uncertain terms that with infection numbers climbing, the Commission was convinced that it could not hold the election by the end of May 2020 in order to allow the new parliament to meet by June 2, as required by the constitution. Under the circumstances, given the pandemic conditions, the Commission called on the President to seek an opinion from the Supreme Court about the way forward.

The constitution allows only a hiatus of three months from the date of dissolution of Parliament – in this case 2nd March 2020 – for the country to function without a Legislature. Once that time period lapses, President Rajapaksa fears he may have no choice but to re-summon the old Parliament whose term was originally valid till August 2020, government sources said. According to these sources President Gotabaya Rajapaksa is also mulling executive rule without a parliament in the event elections cannot be held. However having weighed the options the President has decided that he cannot take a major political risk by delaying elections beyond May 2020.

As a result the Government is moving swiftly to create a situation of normalcy, even as medical experts continue to make urgent calls for more testing and warn that the number of corona virus cases in Sri Lanka are most likely much higher than currently reported and while other countries worldwide continue to extend the lockdowns and shelter in place orders on their populations. India for instance has extended lockdown till May 3.

Last week, Health Minister Pavithra Wanniarachhi announced that the corona virus crisis would be “over” by April 19, a day before the Election Commission deadline for preparations to be begin for a late May 2020 election. The much respected Director General of Health Services Dr Anil Jaasinghe also seemed to make remarks that the virus had been contained in the island.

Subsequently, claiming it had sought advice from experts, the President decided to open universities across the country by May 11, 2020. The move has angered the university teachers trade union, which believes the move to reopen in premature in light of the current pandemic situation. By April 20th the Government has decided that BOI companies will recommence operations and the public sector will also gradually go back to work by the same date. The president is also expected to order schools to reopen by mid-May.

All this, Rajapaksa confidants say, is aimed at forcing normalcy to give the Elections Commission “no excuse” but to hold the election which is what the President’s Secretary also told the Commission in a reply to its 1st April letter.

Authoritative Government sources said that the President will trade a 45% turnout of the vote in exchange for an early election. Once the election is over, the shutdown will go back into place, as infection rates will likely skyrocket once the country reopens for one month.

This is not the first time amidst this pandemic that Gotabaya Rajapaksa has put his electoral prospects ahead of the well-being of the citizens. He scoffed at the virus less than a week before he declared islandwide curfew saying “can we shut the country down because of a corona?” simply because he wanted to ensure the nominations process for the parliamentary election was complete. Even if the election was delayed beyond April 25 2020 the President sought to ensure that the nomination list would remain the same thereby ensuring that his main opposition UNP would be contesting as separate entities causing a serious dent in the party’s electoral prospects.

But a delay beyond June 2020 could cost the SLPP dearly as incumbency sets in and the economy, which was already struggling before the Covid-19 crisis heads for serious trouble inflating living costs and forcing the Government to impose heavy taxes in order to meet revenue targets. In the face of a looming cash crunch, President Gotabaya Rajapaksa has already been forced to rescind massive tax cuts made soon after his election as president, even reimposing PAYE taxation at old rates in violation of his own polls promises. Furthermore the Government’s spate of exchange controls, coupled with desperate pleas from the Central Bank for overseas Sri Lankans and others to park money in the country as a “goodwill gesture” have made investors jittery. In another remarkable twist to stop the economic freefall, the Government appeared to be offering to turn Sri Lanka’s financial system into a tax haven, offering “investors” special deposits that would not be subject to taxes, exchange controls and a no-questions asked policy on those accounts.

At the beginning of the Corona virus crisis in Sri Lanka president Rajapaksa also slashed the prices of dhal and tin fish in a move he said would reduce the financial burden on the people, but last week, the prices shot back up after the Government withdrew the subsidy on these two items to all but state-owned retailers and cooperative chains.

Colombo Telegraph learns that top businessmen aligned to the Gotabaya Rajapksa Administration are urging the President to lift the curfew and reopen the country because their companies have taken serious financial blows during the shutdown.     If the turnout is low, people should file FR petitions at the Supreme Court to annul the election and force a fresh election. Before the election people should file FR petitions to stop the election.

    Some one said, The general election is spending Rs 7000 million to recycle the existing 224 crooks. Another way, just like the way govt did with LTTE, give some the Rs 7000 million to 224 crooks, appoint them all. Who knows rupee may appreciate because of the savings..

    This shit is following what idiot Trump is planning for the USA. Not one bit interested in the welfare of the people, only concerned with retaining corrupt power at any cost. The Elections Commissioner MUST take a stand and NOT hold elections until the virus is brought under control. The level of testing in SL is extremely low and only a very small % of suspected people are tested. What this fool does not understand is that asymptomatic people i.e those that have the virus but do not have any symptoms can transmit the virus to others. Only about 100 people are tested each day in SL and asymptomatic community is NOT tested. This means that the figures given by the govt are distorted, misleading and we could be having many more persons who are infected. Other countries like SK and Germany are testing hundreds of thousands each day! Time for the citizens to file a fundamental rights petition to prevent the elections being held soon as the lives of the people will be seriously endangered if this moron of a low level president is allowed to have his despotic say.

    There is a Graph published in another web page about how COVID-19 proceeded. According to that, now, in Sri lanka, covid-19 has peaked. Here after it will only go down. Only thing is as there is no vaccination cure yet, Sri lanka should take precautions so that, It won’t explode again. If proper precautions are taken, Sri lanka can certainly have elections and there won’t be any problems. sri lanka should see how the graph progress in South Korea and China like countries too.
    I think, eve NGOs consider President to be a magician. NGOs ask almost every kind of things in the middle of all these. I am pretty sure, NGOs understand that new president to be a very capable Magician.
    There may be some willing to eager to sabotage every thing. consider that too.

    Two days ago, I asked as to how South Korea managed to hold the P/elections amid Covid-19? The voter turn out was also extremely high and the ruling party had a landslide victory!
    I’m sure SL too can do the same if it continues to carefully manage the crisis. Instead of having a constitutional crisis amid this health crisis people don’t want the media to waste their time for nothing of this sort; therefore, holding the P/elections may be the best solution.
    A country can not go on indefinitely without a Parliament but the old Diyawanna lot is a NO, NO. If the President reconvenes the old parliament the tax payer has to bear their pension burden too (which is a total waste of several billion rupees for the coming decades).
    Most countries (including those that were severely affected like Italy, Spain, China, Britain, and the US) are planning to open the economy gradually, step by step since it is impossible to continue with the current lock-down. Since the majority of districts in SL were not affected by the virus, the authorities can devise a comprehensive, but gradual plan to get back to normalcy.
    We all know that people have been yearning for a change of the 225 for the last few years. This will be a good chance to elect a new lot even if people know that the new lot won’t be the best. At this complex and complicated hour, they will definitely have a tough job to perform, as voters! Good luck!

    Expedite the court cases on frauds – MIG deals, Kris deals, Gem bag deals etc. etc. and Bond deals and get all robbers and fraudsters to return the money. If that cannot be done, hold elections early and after that COVID 19 would reduce the population to a manageable number for a family government. Pardon all murderers, kidnappers and kuddas and they also could help in decreasing the population.

    I read USA wants to open the boarders for people. But, Mexico which had a problem of Mexicans crossing to the USA side, this time says NO to americans . One Canadian province also had said, NO WAY WE WON’T ALLOW YOU GUYS through our boarder.
    Sri lanka will have the same problem once the entry ports and seas are opened. If they do not have any kind of assurance that they nor carriers of COVID-19, they have to be quarantined who ever the people are. That has to happen until a vaccine is found and there after.

      It is Thump-piyas with IQ below the average that have a comprehension problem. Their behavior confirmed that beyond any doubt. IQ for Sri Lanka is low because of these imbeciles. When doing the test for IQ, they should include only Native Sinhalayo and Vedda Eththo. Then the IQ will definitely go up.

    Unlike some Western Countries where the poor inhabitants cop fines of 50 Bux Plus Fines for not turning up to the Polling Booth.

    It is in fact a denial of a basic Human Right of an inhabitants whether to front up or not at the Ballot Box.

The TV channels such as HIRU and Derana (Popularly known as Kudu Nalika) with the blessing and patronage of Buddhist and Catholic Clergy are playing a very active role in shaping the mind set of it citizenry favouring the government. However, one cannot curtly dismiss the best cook is hunger. Hunger will throw this government out of power. Government think that 10000 Rs consolation package given to the voters would help to grab power if it can have the election immediately.     COLOMBO, April 16 (Xinhua) — U.S. President Donald Trump’s decision to place on hold all funding to the World Health Organization (WHO) will have a colossal and detrimental impact on the programs in countries like Sri Lanka, Sri Lanka’s former prime minister Ranil Wickremesinghe said Thursday.

    In a letter sent to the U.S. President, Wickremesinghe said that in view of the grim impact that the COVID-19 pandemic has created, the U.S. President should reconsider his decision on humanitarian grounds and restore the U.S. funding to the WHO, pending investigation, and thereafter determine the appropriate course of action.

    “However, you will agree with me that the COVID-19 global pandemic has had a disastrous impact on local economies and crippled civilian life in all countries in ways that are unprecedented and perhaps even ambiguous at present,” Wickremesinghe said.

    “Consequently, it is vital that the WHO continues its program of action at this juncture given the lack of any other multilateral institution to provide global leadership to international health and safety issues in the coming months,” Wickremesinghe added.

    It says, Asymptomatic carriers of COVID-19 is 25%. In some countries, it is 25-50%. So, Sri Lanka may be the same. Need precautions.
    When it is controlled under very strict conditions, it is Second order regression. When not like in developed countries, where they do not like economic activity curtailed because of asymptomatic carriers, the growth of the disease is a third order regression and is uncontrolled (my thinking)

    Could be playing with fire. No one can reliably say how many Covid-19 cases are there in the community, without extensive testing. Is there any official information on how many tests are being done daily? If so, would appreciate a link to this data.

    I observe that the lead article to “End the curfew” is now relegated to the archives. In terms of such opinion it follows that Parliamentary Elections can be held within the foreseeable future which clashes with the opinion that elections should not be held within the foreseeable future, a possible reason for relegating the said article to the archives. The point of view that the country cannot be without a legislature for 3 months and that if an election cannot be held the old parliament must be re-summoned is inaccurate. NO! the new Parliament must meet this side of 3 months after the expiration of the old Parliament caused either by its dissolution or the end of its life time. The ball game of holding no elections would only allow an environment of addressing the big boss as “Heil Gottler!” because he can continue to draw money as a contingency without any limit. I, as democrat, oppose the elevation of the big boss as “Nayakathumani”, synonymous with Hitler being addressed as “Fuhrer” and Prabhakaran being addressed as “Thalaiver”; all these terms be it in Sinhala, Tamil or German meaning the same thing. Whatever said and done our specialist doctors, medical administrators, other health workers such as Public Health Inspectors were at the forefront in containing the disease to this level. I believe that the best professional opinion on this can be given by the Director General of Health Services as opposed to some foreigner who has no experience in fighting the disease. To end this ONE MAN SHOW parliamentary elections must be held, in the same spirit that South Korea did, even if HIS party gets a thumping majority there is an opposition at least to question the big man’s deeds thus ensuring accountability.

Some farmers cant express themselves a word, because their harvest have been either kerosined or thorown away, as if their faces are smashed by the behaviours of the thugs, that have been in today ‘s machineries in settling all these drama work.

    I very much noticed that there is a big threat ON CT comments and articles. That we have been realizing …. I also notice the article of Prof. KD was not on the first page of the HP.

    It was all because the article opened the eyes of whole lot of people that would never see it, if such articles were not available for their views.

    The gullible Sinhala Buddhist voter will swallow this Election Vaccine hook,line and sinker.
