Gotabaya Needs A Political Master Plan, Rather Than A Game Plan

Gotabaya Rajapaksa’s presidency probably reached the point of no return, after 41 members of the ruling Sri Lanka Podujana Peramuna (SLPP) coalition partners withdrew their support to the government on 5 April. Two days earlier, the President had disbanded his cabinet, in a bid to form an all-party government to tide over the financial crisis. His call had no takers because the Opposition parties see Gotabaya as a loser and want him out of office. The main opposition, Samagi Jana Balawegaya (SJB), the 10-party alliance as well as the JVP-led National Peoples Power (NPP) are in no mood to help him out at least for the time being. So, a temporary government led by his brother, Prime Minister Mahinda Rajapaksa, assisted by four essential ministers, is in place now.

The 31 March night public protest near the President’s residence in Colombo suburb has now snowballed into a nationwide protest movement against the Rajapaksas. It reflected the people’s total loss of faith in their handling of continuing shortages of food, fuel and essential goods including medicines.

For the first time, Gotabaya must be feeling lonely at the top. Having been accustomed to fawning public hailing him as a national hero for over a decade, it must be a rude shock to see ‘Go back Gota’ as the unifying cry of the people protesting all over the island. He now appears to be groping in the dark to find answers to the economic crisis, he does not seem to understand.

President Rajapaksa’s control over the situation probably reached the inflection point in the aftermath of the Mihirina protests. It is falling as rapidly as the chaotic situation that continues in the country. The incident showed the limitations of tear gas and water cannons used to quell public anger by force. It also showed the limitations of the government ban on social media sites like Facebook, Twitter, YouTube, WhatsApp and TikTok in the era of VPN. The gory visuals of the Mihirana protest beamed on social media and the TV helped the spread of spontaneous protests turning into a people’s movement.

Of course, it was aided by the government’s hapless handling of the aftermath of the protest. In Rajapaksas’ signature style, the government blamed “unknown extremist elements” from the Opposition and social media bloggers as the culprits. The arrest of protestors, in particular the arrest of popular social media activist Anuruddha Bandara, whose #GoHomeGota2022 was espoused by the student community, added energy to the protests. It evoked the solidarity of white-collar workers, even government staff, trade unions, religious leaders, civil society and legal community to march in support of the protestors. Even the Rajapaksa scion and former minister Namal Rajapaksa voiced his opposition to the banning of social media.

In short, the protests have unified the nation that was divided due to ethnic and religious animosities during Gotabaya’s rule. People are now voicing a single demand — Rajapaksas should quit. The Opposition parties dare not offend the protest movement; even the Rajapaksas have adopted a conciliatory tone. The Opposition has quickly adopted ‘Go Gota Go’ slogan as their own. In a studied response, the Rajapaksa government seemed to have “sacrificed” Basil Rajapaksa and Rajapaksa loyalist and Central Bank governor Ajith Nivard Cabraal, seen by the public as “arch-villains” for their woes.

What is Gotabaya’s game plan?

First, Rajapaksas’ political game planning should not be underestimated. They have strong survival instincts. Led by Gotabaya, they bounced back to the centre stage of power after spending time in political wilderness when Mahinda failed to get elected for a third term as President in 2015.

Second, Gotabaya is a fighter, though of the military kind. He will be hard put to be persuaded to resign. Chief Government Whip and Highways Minister Johnston Fernando made this clear in his strident speech in parliament. “President Gotabaya Rajapaksa will not resign just because Anura Kumara Dissanayake [JVP leader] and his men shout slogans. The president is elected by the people and he will not step down. Even Madam Sirimavo Bandaranaike faced a similar crisis in 1971. Thousands of youth were killed because of the JVP uprising. Then another 60,000 youth perished in the 1988-89 period. Do not push the country back to that situation again,” he added. Was Fernando flexing the muscle to discourage JVP from indulging in any direct action? But the reality: 2022 is not 1971 and Gotabaya is no Sirimavo. Nor the JVP anymore the wide-eyed revolutionary movement it was.

During the course of veteran Gotabaya’s tenure as president, he pampered the armed forces and veterans by closing the cases of misuse of power against them and brought them within the ruling power structure. They are now playing a key role as trustworthy foot soldiers of the President in the government. They are ensuring his will is writ in the country’s foreign policy, development, defence and even in the fight against the Covid pandemic. After Gotabaya restored the presidential executive powers, he has set a precedent for military to have a role in the government.

This has given rise to apprehension, not only among the public, but even among the international community that the military might be used to bail out Gotabaya. To remove any such apprehension, Chief of Defence Staff General Shavendra Silva addressed a gathering of foreign defence advisers and attaches in Colombo on 4 April. He said, “The armed forces of Sri Lanka would always comply with the Constitution and the Army is no exception.” As a professional outfit, the army is always prepared “to provide security and protection to the State as necessary”, he added. The assurance was very much needed when Sri Lanka is seeking the help of the international community to get out of its financial logjam.

Hopefully, Sri Lanka with its strong democratic credentials will discourage any such misadventure. On the flip side, the message can also be seen by Rajapaksas’ detractors as an ominous hint that the army is closely watching those who are shouting “Go Gota Go”.

Gotabaya’s game plan seems to be a work in progress. For the time being, it is to make do with a temporary cabinet government under Prime Minister Mahinda Rajapaksa to facilitate the forthcoming talks with the IMF. Out of the four ministers sworn in, finance minister Ali Sabry resigned his office within 24 hours; however, he has been ‘persuaded’ to remain in office. Evidently, he will be handling the forthcoming talks with the IMF. The Opposition has welcomed the appointment of Dr Nandalal Weerasinghe as the new governor of the country’s central bank and KMM Siriwardhana as the treasury secretary. Both have the knowledge and experience to manage the present crisis and deal with the international bodies.

The President has formed an advisory group with former governor of the central bank and former director of economic affairs department Indrajit Coomaraswamy, former chief economist of World Bank Shanta Devarajan, and former deputy director of African Department of the IMF Sharmini Coorey as members. Hopefully, the members will strategise the way out of the economic morass in Sri Lanka.

But for any strategy to succeed the country needs stability. Ali Sabry, the reluctant finance minister, pointing out this, said: “We must discuss with the World Bank and we must have bride-financing plan with ADB. If we don’t have stability, who will conduct the talks?” Political stability is the need of the hour to survive the demands of $1 billion bond maturing on 25 July, while $ 7 billion odd debt needs to be serviced during the year.

With China not very keen to extend further financial help, Sri Lanka has been increasingly depending upon India to meet its immediate needs of fuel and food. Since January, India has helped Sri Lanka with $2.4 billion, including $ 400 million currency swap and a $500 million deferment. In March, India extended a credit line of $1 billion for the procurement of food, medicines and other essential items. People have welcomed India’s timely help in sending urgently needed fuel and rice supplies on real-time basis. The credit line for supply of petroleum will be exhausted in April. But how long and how much India can help Sri Lanka is the moot point.

Moreover, external help comes with conditions: Corruption-free administration, good governance with rule of law, accountability for aberrations in governance, war crimes and human rights, and meeting the just aspirations of minorities.

Does Gotabaya’s game plan cater for these demands? That would probably require a political master plan, rather than a game plan.

It is doubtful whether the Opposition baying at his heels has the patience to allow even the temporary government to survive, at least till the government evolves a workable economic plan to be implemented.

That may require the support of the Opposition, which can only be facilitated if Rajapaksas adopt a different style of politics. Are they ready to bite the bullet? Only time will tell.

Today news Lanka is bankrupt thanks to Rajapaksas and Uganda to be black listed soon for money laundering. Previous news SriLankan airlines uplifted 102 tones of printed material from Colombo to Uganda in Feb 2021.

    Col. Hariharan like many other people who live on the island and overseas seems to have a mythalogical adoration of this greedy goon squad trying to rule Sri Lanka after running it into bankruptcy. What is Gothabaya Rajapkshes really known for? He has a short temper and is racist. He is nasty and manacing to his enemies and is capable of issuing orders to murder. His choice of advisers shows he is absolutely incompetent at running a country. His military foot soldiers are not loyal to him. They are loyal to the country and to their families who are also suffering due to his bumbling incompetence. A cadre of highly unqualified former officers Gota appointed to civilian positions are basically racist like minded morons. These are his loyal military. The same can be said of the Police. Gotabaya Rajapkshe does not need a game plan other than one to flee the country. His loyal Muslim bum licker and now finance minister has not an ounce of credibility having engaged in all manner of illegal deceptions such as providing false effidevits to bring Gotabaya into power unconstitutionally. No international lending should even entertain the thought of lending money to this racist murderous incompetent dictator whose family are documented money launders and corrupt swindlers primarily and solely responsible to driving Sri Lanka’s economy bankrupt. The whole family belongs in prison.

      Isn’t this what 6,217,162 retards expected when they elected ‘Appaya’ and ‘Mr. Clean’ to form ‘Yahapalana’ Government? They did not do that because they could not find evidences to do that. Rajitha and Chatura Senaratne told Rajapakshes are hiding their money in Dubai and Seychelles. Ask them why they did not bring that money and charge Rajapakshes instead of making hue and cry about corruption of Rajapakshes now and asking Gotabhaya to go home.

    As at April 2022, Sri Lanka’s external debt is US$ 51billion.
    According to the Department of External Affairs, by the end of April 2021, Sri Lanka’s total outstanding external debt was US$ 35.1 billion. That means, the Sri Lankan government has borrowed US$15.9billion within a year!
    Chinese loans only accounted for approximately 11% of the total debt. Over 47% of Sri Lanka’s debt is owed to international capital markets. ADB loans also accounted for almost 14.3% and Japanese loans, approx. 11%.

      Those 10% Chinese loans encouraged the 40% other loans. For example, after the highways were built with the Chinese loans, loans from other places brought in cars upon cars on credit to fill the highways + the petrol needed to drive those cars. Now it is loan upon loan upon loan ×10. The loans within the year was the Crypto plan. Ridiculous state of affairs.

        You’ve only echoed Gotas thoughts to appease his conscience.
        The reality is that the people won’t give up so easily until he’s gone. They know the loans have to be paid back with much catches and conditions. They fear for the country soverignity. They are not stupid that they can be appeased with fuel, gas, food, and electricity for a short while before they have to work hard again to pay back those loans + interest. They are enraged at what the Rakapaksas have done to them and their children after their decades of hard toil and labour.

    Another way of getting the wheel off the mud is to Promise a Federal solution to the Tamil Speaking people. This would give an impetus to the Tamil diaspora to invest Dollars and St. Pounds in various industries, perhaps, with the concurrence of other foreign investors, without any fear of paying 30% ‘santhosams’ to Rajapakses. I am sure within a couple of years Srilanka would be able to rise up and help the neighboring countries.

    The situation is so dire and yet the government is intransigent and carrying on “business as usual”
    They has already defaulted on the debt repayment . Making it a fail state of sorts
    China’s recent promise of more loans may keep the government going for another couple of weeks. What next?
    As long as the collective opposition is weak and unable to oust the incumbentants sadly nothing tangible will take shape.
    What happened to the NCM being organised by Sajith?
    The political classes are playing a game at the suffering of the masses.This should stop sooner than later

      But Mr H tells another story about Chinese reluctance and India entering the scene at the right time to help out, although he will not tell us much about the ‘strings attached to every rupee we receive.
      Do we not want any kind of support to help the people tide over their immediate problems?
      Or is the worry that the loan will help keep G going and not gone, regardless of what happens to the public?

Yes according to your right time , China left with the money they made and India is not just lending money, but rice, medicines, fuel …. to keep people like you alive. You mean Chinese were lending with no strings attached. Did you celebrate Avuduru with donated Indian rice or the organic made in China rice ???

      Sri Lanka has not defaulted debt repayment. Up to now Sri Lanka has a very good track record of repaying foreign debt on time. At the moment country is facing a foreign currency problem arose mainly due to COVID pandemic and therefore the Government has decided to stop repayment of loans temporally until they work out a restructuring plan to repay debts.

    To resolve the economic crisis of Sri Lanka, people need to know the truth about the history of wealth of Political leadership including Rajapaksa family of this country. There is nothing wrong with the loans for productive investment but people should know what happened to that loans and how they invested and where there were any personal benefits to the politicians or officials. As the protestors demand now Rajapaksas should come out of the power and face a proper judicial process with independent judiciary.
    Sri Lankan politicians are not genuine to their country or people. They are greedy of power and money. China or India or USA are not genuine friends to Sri lanka or its people. They are opportunists like our politicians. For example China or India or west never invested in productively in Sri Lanka because they knew that our politicians are corrupt and they politically and personally motivated to improve their wealth.

        I know You may say that it is entirely the mistake of UNP and not a mistake of SLFP/SLPP because of your personal relationship with SLFP/SLPP. For me both UNP and SLFP and particularly Rajapaksa Family lead SLPP. There may be one or two productive investments but majority are not productive. If you can tell what are those productive investments with evidence and facts who is going to oppose it?

    Hariharan there will be no master plan, almost everyone on the island irrespective of ethnicity or religion wants him and his government gone and tried for all the crimes and swindling committed by them. The Sinhalese do not want him as he deceived them will all sorts of promises, came to power, then never kept them, and ruined and bankrupted the island. The Tamils and Muslims never wanted him from the very beginning and 99% of them did not vote for him, as they knew what was in store for them when his government came to power and also because of all the killings and war crimes that were committed on the Tamil civilians in May 2009 and still the marginalization continues. They want him to be ousted and he and many members of the government tried for war crimes and all other crimes committed and jailed.

      He tried to divide the island on the basis of ethnicity and continue the family rule but ironically only succeeded in uniting the entire island by ousting him and his government and tried for various crimes committed and jailed for a long time. He and his government just like his brother divided the island on the basis of ethnicity and religion to win elections and rule but now ironically the entire island has come together to oust him and his government and chase them out, irrespective of ethnicity or religion, as we all have now realized ethnic divisions, race and religion have no place in the future of the island and we do not any politicians advocating institutionalizing race and religion to marginalize others to win the election. We also do not want any master plan for him to come back or save him or his government. On this, the entire island is united. Please listen to the voice and wishes of all people of Sri Lanka.

        This is a blatant lie used by Tamils and Muslims to discredit Rajapakshes. Separatist Tamil politicians in Yapanaya divided people on the basis of ethnicity for their political survival and to achieve their objective of creating a separate State grabbing land belong to indigenous Sinhalayo in NE.
        Muslim fundamentalist extremist politicians divided people on the basis of religion for their political survival and to spread Wahhabi Muslim extremism.

    We do not want any political master plan for him to come back, maybe a master plan to oust him and his government and be tried for all the crimes committed, especially the war crimes that were committed against the island’s Tamil civilian population in May 2009, and many other incidents thereafter. We also want India now to use its influence and good offices, to see that Sec 13A which was India’s solution to the island’s ethnic problem is fully implemented, fully including land and police power. India is now in a position to do so and Sri Lanka and Sri Lanka now more open to India’s good offices and advice with regards to this matter, as we largely appreciate what India has now done for us and our people.     Wrong, they weren’t led by Gota, but wound up by the likes of Weerawansa, Gammanpila, Dayan J, various rabid monks, and Mahinda himself. Gota was pushed to thefore after the 19th Amendment shut out both MR and Namal.
    It is sickening to see some of those who were active now trying to wriggle out of responsibility.

    It was not Gotabaya’s wit or charm that brought back the family anywhere.
    Mahinda was not in any wilderness for very long. He bounced back with the Bond Scam for whatever it was worth. Other Yahapalanaya follies followed to help him win local elections with impressive majorities.
    20A stopped not just him from contesting but also his chosen successor. That was where G was brought in. M probably realised his mistake much before those who voted for G did see theirs.
    Gotabaya surrounded himself with sycophants who promoted the idea that the writer is seeking to flog here. His tragedy seems that he believed that it was his magic that did the trick.
    He had a tremendous knack to keep away from anyone who tried to knock some sense into him in the affairs of the state..

    Col (Retd) Hari Haran is not Hari (in Sinhala Hari means correct) when he says that the opposition is not in a mood to help the President out. NO! It is an invitation to form a national government to stabilize the country and there are no funds even to hold a proper election. They know as it stands this problem of shortage of resources, angering the public, cannot be solved overnight and may last for more than one year. From the opposition political point of view if they become a part of the government they too would be tainted in public eye and is a sure prescription for being wiped out of politics. The parliament can be dissolved if a resolution is passed seeking its dissolution. The opposition does not want that either because they do not want to be in the government while the country is in difficulty. In my perception they prefer let the existing fellows face the music for the estimated time of difficulty knowing very well that those in power would be right royally booted out in the next election, even if normalcy is restored in say 18 months’ time.

    The world record has shown that help comes not necessarily out of corruption-free administration, rule of law etc. but from other considerations as well. One such could be OK! We will give you so many billions of dollars provided you give these “areas” on a 99-year lease. Clearly, India does not fit into the bill and any other country taking it up will result in a big scream “our security is threatened” in the board room of Ajit Doval, Samant Goel & Co Limited. Such land leases would cause any existing air or maritime agreements pale into insignificance. Such a solution, though there would be cosmetic opposition saying that “our land is sold”, it would be attractive to both the existing government and the opposition. As far as the government is concerned it is a breather to get out of this mess. Opposition too knows that in any case in a general election held in a future point of time, the existing government would be completely wiped out as the memory of deprivation would not be erased and it is a question of taking-over the power from an administration free of difficulties and public wrath.

    The political instability arises from the demand that “Gota go home” or in some cases “Gota come home”. True! He becomes culpable because at his request the 20th amendment was passed (or bought over?) and having that much of authority he should have supervised the activities of all underlings. On being asked who must succeed him in terms of the current constitution which requires an MP be elected by the Parliament to serve as the President for the remainder of the GR’s term, then the jaw drops. On being enlightened as to how votes can be bought the response is “Definitely NOT that S.O.B.”. Clearly the name “Rajapakse” has become an obscene word and any credibility may be restored only if there is none of them serving as Ministers. The danger in this model, although it is psychologically appeasing, is that there would be proxies. It is already rumored that the controversial former Finance Minister (a Rajapakse sibling) is supposed to have already told “I don’t want a Cabinet position, but I would like to have these 4 in the Cabinet.”. It is prudent for the PM Rajapakse to request the nomination of a successor.

    Sorry, no master plan to come back. We all want a master plan for him to go away, never come back, and for him and all others responsible for all this mess severely punished. The Chingkallams want him, the rest of his family, and the government to go away for swindling the country and bankrupting it. We Thamizh never wanted him and his government that is full of racists and war criminals in the first place and want him to go away and he and his brother, as well as others responsible to be severely punished for the horrific war crimes committed on Thamizh civilians, in May 2009 and all the acts of violence and marginalization his government as committed against us. We also want him and his government punished for swindling and bankrupting the country. Especially many members of his immediate family. The Thamizh Muslims or Muslims/Moors also do not want him , because of what he did to them. The Christians do not want him as they know who was responsible and the real mastermind behind the Easter Attack. In fact, no one wants him, or other members of his family and his government. We all want a new era and politicians who in the future will not be self-serving, use race, and religion as a tool to come to power and swindle and bankrupt the island.

Now, Gotabhaya Rajapakshe should bring charges against Tamils who carried out genocide of Sinhala Buddhists, committed war crimes and crimes against humanity over a period of three decades and all those who are accomplices to those crimes. The Government has plenty of evidences to support those charges.

    Guys who are protesting at Galle Face are barking at the wrong tree. In 2015, voters elected Sirisena and Ranil because they promised to punish Rajapakshes for their corruption, end corruption and form a ‘Yahapalana’ Government. But they did not charge Rajapakshes for corruption and put them behind bars. Instead of eradicating corruption, guys in ‘Yahapalana’ Government robbed public money and took bribes. So, instead of asking Gotabhaya to go home, these protestors should ask Gotabhaya to keep his promise and punish the guys in ‘Yahapalana’ Government for stealing public money.

      Yes, the Eagle should be blind. Whatever said about the Yahapalanaya Govt., they brought in two consecutive balanced budgets in 2018 & 2019. Yes, RW had secret deals with MR. As a result ‘The Bond Scammers’ were freed by Gota. And so are convicted murderers.
      Finally, the youth of the country are banding together with no race and religious boundaries to chase these goons away. That is the silver lining I see.     Why does nobody assess the impact of the Russia-NATO conflict on the world economy?
    Russia has launched fresh attacks on Kiev. Russia’s military strategy may confuse its opponents. Russian forces withdrew from Kiev and other areas in the North & North-East. Then, Russia increased its forces in the Eastern and Southern regions. Ukraine moved its military towards the same direction in large numbers. Russians never said they lost interest in Kiev. We assumed it. According to George W. Bush Intelligence Centre, Russians will not give up until their mission is accomplished.
    I don’t think Russia will send ground troops to Kiev again. At least not yet. They will attack Kiev from afar. Because, Ukrainian forces, plus, plus may be ready to make a surprise attack on them this time. The Ukraine side may also bid time by engaging in peace talks until the more sophisticated new weapons arrive.
    The fate of the Moskva warship is a mystery to me. I didn’t see any pictures. Russia’s Defence Spokesman said there was a fire on board. The Ukraine side said that they sank the ship with two missiles. Well, if it was a missile attack, I highly doubt it was done by Ukrainians.

      The US, the EU & NATO have no concern about the imminent food shortage in other countries due to their conflict with Russia. We are watching daily updates on the battlefront worrying about its impact on world food supply.
      On a separate matter, I can say with certainty that Russia will not use chemical or nuclear weapons in Ukraine. However, I don’t think it will be the same with other countries. And, unlike the US’s track record of genocide against Native Americans, South-East Asians, Middle Easterners and Africans, Russia did not/will not commit genocide against Ukrainians. President Putin has repeatedly said that the Russians and Ukrainians are one people. I am sure, deep inside his heart, he is sad about the inevitable circumstances that led him to take a decision to launch a military operation in Ukraine. His writings prove that he is passionately attached to Kiev, the meaning of which is the ‘inland part’ or ‘the land away from the sea’ (of the Ancient Russian Empire, which is today’s Ukraine+Belarus [inland] and Russia [coastal land], all together). “Rus” is the name given by ancient Greeks to Russia. Therefore, it should be read as “Kievan Russia” not “Kievan Rus”.

        I wish someone would write a new article on the Russia-NATO conflict.
        Russia has offered a second chance of surrender to Ukraine forces hiding inside the steel factory in Mariupol (most probably inside tunnels which are said to be 20km long). I admire Russia for their humanity. Such humanity is extremely rare on the battlefield.
        There are unconfirmed reports that the Azov nazis hiding inside the steel factory have killed foreign fighters who wanted to surrender. Then, there is a human shield too.
        Ukraine’s President and the Foreign Minister, who bragged about killing a large number of Russian military men, tell Russia to spare their army in Mariupol (in different words) while ordering them not to surrender (but to let Russia destroy them). If there’s any humanity in them, they should have ordered Azovs to release the human shield.
