The controversial Rakna Arakshaka Lanka Limited (RALL) had purchased weapons without following due legal process, the former Additional Secretary to the Defence Ministry Damayanthi Jayaratne has admitted.

She has noted the above while making a statement before the Presidential Commission of Inquiry (CoI) appointed to investigate serious acts of fraud, corruption and abuse of power, state resources, and privileges.
A commission member said that Jayaratne had been questioned yesterday.
It has been revealed that although the Ministry of Defense had issued 3,473 firearms to the firm only 89 out of these had been issued following due protocol.
Meanwhile former Defence Secretary Gotabaya Rajapaksa was yet again summoned by the commission today for questioning.
He had been questioned regarding the alleged use of personnel attached to the Civil Security Department for political campaigning activities during the last Presidential Election.
Rajapaksa is also to be questioned by the commission about using around 500 employees of Rakna Arakshaka Lanka Limited (RALL), a state-owned institution, for political campaigning, a commission member said.

The Jarapaksas thought that they will be there for life. Had he won the last Presidential election that is exactly what would have happened. Gota established this Rakna Lanka security to do all the dirty work for the Jarapaksas. They believed all those whom they looked after, will in return support them.
From where did Avant Guard obtain such a massive haul of arms? container loads? They did not import, but acquired from the Forces. Did the payment for the arms go to the Forces or the pockets of Gota and crowd? Not a bad business where they received the arms free and sold to a Private Security firm and pocketed the money. Only the IRS of USA is going to do that due to the fact that he is unlikely to have properly reported his foreign income. Only problem is that his foreign income might have been too small to be reported. Off the hook even in the USA?
I believe that he is no longer US citizen when somebody uploads a document. Documentation is availabe based on the Freedom of Information Act but I have no time to request it.

Are these the weapons that were held in the “Floating Armory” illegally berthed in Galle Habour? It was reveled that a certain quantity (equal to this number) was stored there and the stocks did not reflect the actual held according to books. Hope this inquiry will also reveal why a large sum of money due to Rakna Lanka from Avan Garad (according to F/M Sarath Fonseka it is Rs. 1600 million) was not recovered. Perhaps, this Addl. Secretary will be able shed light on that matter too. Now with this admission, both the cases (Avan Gard & Rakna Lanka) must be taken together. Then our AG will be able to make up his mind and do justice by the people.

How did Gota manage to escape indictments under the Rakna Lanka fiasco, which it appears, has been completely ignored by the Attorney General.
Gota appears to a ‘sacred cow’ who can never be arrested and remanded, though he has incarcerated hundreds under the PTA – and who

…..but if you listened to Gota’s interview on daily mirror on-line yesterday any common person will believe his version of the story. He trivialises the issue to the point that he is short of discrediting the investigation as politically motivated. We know this government has struck deals with the MR regime in a trade-off to vacate government peacefully in Jan 2015 and wrest control of the SLFP leadership from MR etc.
The present regime is trying to hoodwink the public by having these commissions with tax payer’s monies when we already know the verdict that MR and family are gong to get away scot free. I would earnestly request to publish a “Video Clip” of an interview given to the Press by the ex Defense Secretary, Mr. Gotabaya Rajapksa re. the inquiry conducted by the Presidential Commission set up to investigate the “Mega Frauds, Corruptions & Mismanagement”. I saw this “Video Clip” and it is very interesting to hear him and how he “RATES” this particular investigation. During the course of that interview he, very many times “Stresses” and “Emphasis” one single word – MAHA DOOSHANA & VANCHA” (Mega Corruptions & Fraud) and condemns the whole process. Also in one instance he says: “I regret now for finishing this war so quickly. If I did not do that, we would not have, had to come to these inquiries in the midst of “Bomb Blasts”. He also says the witnesses are the one selected by the Commissions and no questions are asked from him”.
Having seen that and listened, I would very politely request you not to TREAT or CONSIDER some of us to be belonging to that “rice eating 98.5% literate” class who voted those criminals and thugs to Parliament. The way you laughed at the previous Governments by making reference to “never have deployed the Public Servants” but only Rakna Lanka did that and this Investigations are all about such matters; is “disgraceful” to tell the least. Mr GR it is NOT about deployment of Public Servants in Election work; BUT you “Illegally” DEPLOYING those employees in the Presidential Election work of your own brother Mr.MR.
