Transparency International Sri Lanka (TISL) believes the controversy surrounding the proposed USD 3.85 billion oil refinery in Mirijjawila, Hambantota, could have a negative impact on Sri Lanka’s efforts to remove itself from the Financial Action Task Force’s (FATF) ‘Grey List’ of countries vulnerable to money laundering and terrorism financing.

The main investor in the project, the Singapore based ‘investment vehicle’ Silver Park International PTE Ltd, is a company controlled by the family of Tamil Nadu politician and former Indian Union Minister Dr. S. Jagathrakshakan, whose business interests have previously been implicated by Indian authorities and the media in several alleged corruption scandals. Of the 40 FATF recommendations which set the international standards on combating money laundering, recommendation 12 requires that reasonable measures are taken to ascertain the source of wealth and source of funds in transactions involving politically exposed persons.
TISL Executive Director Asoka Obeyesekere said, “In light of the efforts being made by the Central Bank of Sri Lanka to get off the FATF Grey List, it is essential that the Board of Investment conducts enhanced due diligence on the Silver Park International investment, given that its directors fall squarely within the FATF definition of politically exposed persons”.
Given the confusion relating to the parties engaged in the project, TISL also calls on all state agencies to ensure adherence to proactive disclosure provisions outlined in the Right to Information Act. Section 9 of the RTI Act requires the line Minister of a given project to publicly communicate all available information relating to the project, three months prior to commencement.
Obeyesekere concluded, “the importance of such information being in the public domain cannot be understated, especially in the case of major foreign direct investment which will have a direct impact on the local economy. Ensuring transparency and accountability in these processes will also enhance the country’s efforts to attract bona fide foreign investment”.(TISL)

My understanding is the proposed location is within with in the harbor deal area. China won the $2.2 Billion Sapugaskanda deal in 2014. Old King dismissed the $1.1B American firm’s quotation and $1.5B German Firm Firm’s quotation which was recommended by the committee to review the quotations. Chinese original proposal in the industrial zone included a cement factory and an Oil Refinery.
This project is expected to reach $4B. First $2B are from these shadow investors. Other $2B from unknown loan proceeds. West is at odd with Lankawe for duping to selling its properties to China claiming it is getting investments & loans from China.
Ranil’s gang is hoping Sonia – DMK will return soon. During Old Royal time, with Menon’s overseeing, Lankawe Sonia gang earned in billions. Sonia even allowed a controversial Chinese Telephone company to do Indian Government projects. It was that king of benefits. They (China, India, Old Royals) defeated Susan Rice for State Secretary. Again, it was that kind of powerful lobbing.
My best guess is, if Sonia wins, Indian guy will pass it over to China. Otherwise 50:50 chance it die as a Volkswagen Factory. Until International Media gives any solid picture of what is going on, we won’t have a clue. International Media is not sure, if this guy, as well as Oman would invest in that. Evidently the Financial Action Task Force (FATF) has this ‘Grey List’ of countries vulnerable to money laundering and terrorism financing.
Who is this FATF and where is it?
Money laundering for ‘terrorism financing’? Not for drug trafficking?

Transparency International SL (TISL) Executive Director Asoka Obeyesekere said, “In light of the efforts being made by the Central Bank of Sri Lanka to get off the FATF Grey List, it is essential that the Board of Investment conducts enhanced due diligence on the Silver Park International investment, given that its directors fall squarely within the FATF definition of politically exposed persons”.
“…….politically exposed…..”? How about politicians in the thick of it?

this chap Ranil is a joker. When ever he says some thing its wrong or he hasnot got the real thing. Now he has said the public needs military disciplin why doesnt he try it for him self and his cronys.

Indian politicians including the Tamil Nadu politicians are generally corrupt like their Sri Lankan counterparts . Obviously Dr Jagathratshakan seems to have used his political position and political connection to multiply his money. It is recommended that he withdraws from these projects to avoid harming Sri Lanka and to avoid burning his fingers.
