How To Generate The Expected Outcome Of Ratama Ekata – National Operation

When I published “The Meaning of Rata Anurata — Is It a Reality on the Ground?” on August 29, 2025, I did not expect that I would soon be writing about Ratama Ekata — the bold and unwavering national operation led by President Anura Kumara Dissanayake (AKD). Yet, in less than two months, Sri Lanka’s reality has changed significantly.

What was once a conceptual discussion about national unity and renewal has now transformed into an unprecedented nationwide movement — a mission not of rhetoric, but of results. Ratama Ekata has emerged as a defining test of leadership, discipline, and collective resolve. It represents the transition from vision to execution — from ideals of reform to tangible enforcement.

Sri Lanka’s path to recovery has long been hindered not only by economic instability and political turbulence but also by the devastating spread of drugs and organized crime. These issues have quietly eroded the country’s social fabric, reduced productivity, and fostered fear and lawlessness in communities across the island. Increasing evidence now indicates that the scale of drug trafficking, illegal alcohol production, and organized criminal networks has reached crisis levels—posing one of the most serious threats to Sri Lanka’s national security and development.

Recognizing this, President Anura Kumara Dissanayake has committed to launching a comprehensive initiative called “Ratama Ekata – National Operation,” led by a National Operations Council. This urgent national program aims to eliminate the drug problem, break down organized crime, and rehabilitate those addicted to drugs through widespread citizen involvement and coordination among multiple agencies.

The following outlines the key pillars of this operation and the strategies required to ensure that it achieves its expected outcomes effectively and sustainably.

Political Leadership and Commitment

No national operation of this scale can succeed without unwavering political leadership. President Dissanayake’s commitment to combating drugs and organized crime must translate into consistent political will across all levels of governance. Every ministry, provincial authority, and local administrative body must be aligned under one coordinated strategy with clear accountability.

Political leadership should also involve setting measurable targets — reducing drug inflows, lowering organized crime rates, and achieving successful rehabilitation outcomes within fixed timeframes. A strong monitoring framework, led directly by the President’s Office, will ensure progress is reviewed, issues are identified early, and corrective actions are taken promptly.

An Effective Operational Mechanism: Integration of the Three Forces

The success of Ratama Ekata depends heavily on operational strength and coordination among the tri-forces (Army, Navy, Air Force), Police, Customs, and Coast Guard. A centralized National Intelligence Fusion Center should be established to integrate data from these agencies and act swiftly against criminal networks.

Border surveillance, coastal patrols, and rapid-response teams should operate under unified command, with intelligence-led raids replacing traditional reactive policing. Joint training programs between military and police units can further enhance efficiency and professionalism in operations targeting drug trafficking and organized crime.

Awareness, Public Participation, and Community Empowerment

The “people’s factor” remains one of the most powerful tools in sustaining national operations. Citizens must not be mere observers — they must become active partners in eradicating the drug menace. A national awareness campaign through schools, media, and community organizations should educate the public about the economic, social, and health costs of narcotics and illegal alcohol.

Moreover, a community surveillance network — involving religious leaders, teachers, and youth organizations — can serve as a first line of detection against drug peddling and local-level corruption. By instilling civic pride and responsibility, the Ratama Ekata movement can transform fear into collective action.

Rehabilitation and Reintegration of Addicts

A compassionate yet disciplined approach to rehabilitation is essential. Those trapped in addiction are not enemies of the state but victims of a larger system that profits from their dependency. The National Operations Council should establish modern rehabilitation centers (i) combining medical treatment, (ii) psychological counseling, (iii) vocational training, and post-(iv) recovery job placement.

Partnerships with NGOs, religious institutions, and the private sector can expand the reach of these programs, ensuring every recovering addict is reintegrated into society with dignity and purpose. Preventing relapse through community support and continuous monitoring will be vital to the sustainability of these efforts.

Fear Factor: Legal and Institutional Reform – Modern Laws for Modern Crime

To create real deterrence, Sri Lanka must place the Fear Factor at the heart of its new legal and institutional reforms. For too long, outdated and fragmented laws have allowed criminals to exploit loopholes and continue operating with impunity. It is time to instill lawful fear — not through brutality, but through certainty and severity of justice.

Key measures include:

* Enacting modern anti-narcotic and organized crime legislation with strict sentencing guidelines.

* Establishing fast-track courts for major narcotic, money laundering, and illegal production cases.

* Empowering the judiciary to confiscate all vehicles, boats, ships, and assets or properties used in trafficking—on the spot—ensuring that crime never pays. The above all must apply to illegal alcohol production, distribution, and sales.

* Introducing mandatory life imprisonment for key offenders proven guilty under suitable legal provisions.

* Strengthening witness protection programs, digital evidence systems, and inter-agency data sharing to ensure prosecutions are swift and secure.

Voluntary Disclosure Window & Public Warning Campaign

To amplify the fear factor while offering a path for reform, a nationwide Public Warning and Voluntary Disclosure Programme must be launched:

* Nationwide Awareness: Use all media — TV, radio, newspapers, social media, and community channels — to deliver the clear message: voluntary surrender is the last chance; failure to comply will result in life imprisonment.

* Limited Disclosure Period: A strictly time-bound window (e.g., 30 days) allows individuals to surrender narcotics, illegal alcohol, and equipment. Those who disclose voluntarily will be routed to verified rehabilitation programs.

* Secure Surrender Process: Designated centers under official supervision will handle all surrenders transparently, ensuring safety and credibility.

* Zero Tolerance After Deadline: Once the period ends, any offender found in possession or trafficking will face immediate asset confiscation, fast-track prosecution, and life imprisonment, with no exceptions.

This strategy balances compassion for voluntary reform with uncompromising deterrence for hardened criminals, multiplying the effectiveness of the Fear Factor.

International Cooperation and Strategic Partnerships

Drug trafficking and organized crime are transnational threats; therefore, Sri Lanka cannot fight this battle alone. The Ratama Ekata operation must actively seek regional and global collaboration with INTERPOL, UNODC, and neighboring states’ law enforcement agencies.

Key actions include:

* Strengthening intelligence sharing and coordination on maritime routes, financial flows, and trafficking networks.

* Establishing bilateral maritime security agreements and deploying liaison officers abroad to track global supply chains.

* Creating a National Intelligence Fusion Centre to integrate domestic agencies with international databases, ensuring real-time monitoring and swift enforcement.

* Securing technical assistance, training, and technology from experienced countries to modernize surveillance, forensic investigation, and rehabilitation programs.

International collaboration amplifies the Fear Factor globally — signaling that there is no safe haven for traffickers, whether at sea, on land, or in offshore accounts.

Conclusion

The Ratama Ekata – National Operation is much more than just a law enforcement campaign; it is a nation-wide awakening. It represents Sri Lanka’s commitment to (i) reclaim its moral foundation, (ii) restore discipline, and (iii) rebuild justice and public trust.

Under President Anura Kumara Dissanayake’s leadership, this initiative combines political will, legal reform, operational coordination, and broad public participation. New strategies—including the Voluntary Disclosure campaign, strict Fear Factor enforcement, and international cooperation—balance compassion for those willing to reform with firm deterrence for hardened criminals.

If executed with integrity, coordination, and transparency, Ratama Ekata will not only dismantle drug trafficking and organized crime networks but also:

* Restore public trust in governance and justice;

* Empower citizens to protect their communities;

* Reassert state authority over illegal economic activity; and

* Strengthen Sri Lanka’s regional and international role in combating transnational crime.

Ultimately, the success of Ratama Ekata will be measured not just by arrests or seizures, but by the transformation of Sri Lanka itself — from a nation paralyzed by fear into one united by law, purpose, and collective responsibility. Through compassion, decisive deterrence, and global collaboration, Sri Lanka can emerge as a model of disciplined governance, national resilience, and moral renewal.

    It would have been relevant had the author ELABORATED on the ‘political turbulences’ the country had faced since the Independence. At the Independence, had the British established two federal states consisting of ONE N&E and the other rest of the country, CEYLON would have thrived as peaceful & prosperous country. This could have avoided all the racial & religious related violences.

                  Duterte is not the only one to impose a death sentence on drug users/dealers. Indonesia (“Bali 15”) and China have similar policies. Duterte was just more aggressive.

                  There is too much money in this business. It’s impossible to get rid of illegal narcotics completely, except perhaps through substantial levels of legalization. Which Portugal and the Dutch tried with a fair degree of success. But that is just the economic aspect: if there is a surplus, prices fall and demand comes down. The moral and ethical issues are still there. Now you are legalizing addiction. The law is designed with the well-being of citizens in mind. Without laws, people begin to justify their bad behavior on nonsensical grounds.               Mehdi was totally destroyed in this interview. His character attacks on Dershowitz were pathetic. He tried to ask why Netanyahu is entitled to legal representation. Piers reminded him that everyone is entitled to representation. Mehdi also claimed Dershowitz is not an “authority” in international law. Dershowitz pointed out that he has written many written books (which is better than Mehdi’s yapping).
              If you watch Mehdi long enough, his “strategy” is very clear: talk very quickly, give the usual list of “talking points” consisting mostly of useless statistics, and if the opponent disagrees, then use the appeal to authority fallacy of “he said, she said.” In this case, “ICJ said!                 “No evidence to implicate Dershowitz as pedophile”. Yes there is, if you look at the Testimonies from Epstein’s Victims. Many of them including “Another Epstein accuser, Maria Farmer, provided an affidavit to support Giuffre’s claims against Dershowitz”.
                “In a 2019 court document, Farmer claimed she witnessed Dershowitz going upstairs in Epstein’s New York mansion at the same time there were young girls present.”
                You are right that Dershowitz has not been found Guilty in a Criminal Court, however much Evidence has come out in Civil Cases. You will be saying next that Prince Andrew was Not Guilty.

                  Not quite, Scott. Anyone can make an accusation. But being guilty in the Court of Public Opinion is different from being found guilty in the Court of Law. In the Court of Law, the evidence is carefully examined. There is a process of cross-examination.

Even if he was a pedophile (only circumstantial evidence exists), he is still a distinguished scholar. If you want to know who is really a pedophile (by your standards), I’ll give you a hint: he married a 6 year old girl. One billion people think he’s a prophet.                       As I said before, unless Islam goes through some Martin Luther type reformation, much of its doctrine will continue to be incompatible with Judeo-Christian values, and even Buddhist/Hindu/Confucian values leading to social friction.     Drugs [narcotics alcohol etc] that the drug peddler tries to promote in school children should be targeted by the authorities. Kids need to be taught about the dangers of drugs taking in the schools. Kids need places for recreations in their societies. Politicians who had been benefitting from these drug pushers too need to be punished. The connections between the underworld and politicians need to be SEVERED.     It is time for the GoSL to enable overseas SL citizens to take part in the elections in order for them to take active roles in developing the country. They have gained not only wealth but also expertises in various fields that will be useful to the country.
    Ethics in the country is LACKING in various walks of lives[professionals/clergies/ businessmen etc].

Saving from sin was provided through sinless Jesus who resurrected from the dead as the same Jesus, or He would not be recognizable by his disciples and all others as the same Jesus. At death cannot disappear in nirvana with sins done in natural world, which need to be judged by the Creator according to his laws and not by the different human priests, who too are judged.       Tony, Normally, I don’t and can’t agree with your racial views, but this time I have to agree with you to some degree. How can a nation filled with more idiots come together and think together for a common goal, namely economic development.
      First and foremost, society and cultural affairs experts should work much harder to design and shape the average citizen in this country so that they can distinguish between good and bad, truths and lies, rational and irrational, and so on. Even implementing law and order in equal measure would be impractical until the average person in this country is economically self-sufficient.

    Presently, there is a huge struggle to fight against the ‘Underworld Drug Mafia’ operatives, including the ‘Political Gurus’ and their ‘Cohorts’.     continued II – One good example of not receiving ‘Ratma Ekata’ emerged yesterday (21-10-25) at ‘10.30 am’ at Weligama. An ‘Assassin’ walked into the office of the ‘Pradeshiya Saba’ Chairman and released seven bullets on him and killed him. This Chairman was a member of the ‘SJB’ (Samigi Jana Balavegaya) led by Sajith Premadasa, the Leader of the Opposition in Parliament. Before being nominated to contest the election and ultimately being chosen as the ‘Head’ of the ‘Pradeshiya Saba’ of Weligama, he was a ‘Well-known ‘Underworld kingpin, convicted Criminal who had been assigned a ‘Criminal Record Number (IRC) 1305/2025’. He was due to appear in the High Court, accused of another murder, in three days.
    Yesterday (22-10-25), Sajith Premadasa, the Leader of the Opposition, put up a ferocious outburst and directly accused the Government of not being able to ‘Protect” this Chairman’s life in ‘Public Service’. Many opposition members followed him, despite a strong promise of a police investigation into the crime, which had already begun.

    Followed were many ‘Social Media’ to ‘Condemn’ the attack and talk of ‘Human Rights’, echoing to forget the ‘Criminal’ record and do ‘Justice’ to the ‘Dead’.
    I will come back with ‘Lessons To Learn’ from this ‘Murder’ later.

    In one of my earlier comments, I referred to the ‘Murder’ of the Chairman of Weligama PS. This is no doubt a ‘Dark Cloud’. But having reviewed most of the opinions expressed in Parliament and on Social Media, I see a ‘WHITE LINING’ that will appear sooner in the body politic ( political, social) of the country. I see the ‘Memorable and Hard to Learn’ lessons that might get embedded in the following sectors of this country.

    1. The Political Parties and their Leadership – Hereafter, all of them would have to learn a lesson not to enroll in their membership and ‘Nomination’ lists, ‘Criminals’ (both in the eyes of the public opinion and legally declared) to contest at any election or to appoint them to State Institutions.
    2. The Legislature – Parliament. To frame Legislation that will disqualify any criminal (convicted and still accused and brought before justice) from being nominated for any election and appointed to any State Institutions. If, after the election, any convicted person must be immediately removed.
    3. The ‘VOTERS’ – If any seeking (nominated) candidate is a ‘Convict’ and or ‘Social Discard’, he/ she must be ‘Rejected’ together with the Political Party that nominated the candidate. Don’t vote for any candidate of that guilty party.

    Sajith Premadasa castigated the government for not providing security to his SJB nominee “the democratically elected Chairman of the Weligama PS”. The deceased was a known criminal with a record a mile long.

    His father, HE Ranasinghe Premadasa appointed his right-hand man Soththi Upali to the Working Committee of the UNP. The fruit certainly does not fall far from the tree.

      Robert Southey once wrote a poem titled “The Curse of Kehama” with this line included “….Curses are like young chickens, they always come home to roost”. It has become a famous line nowadays to a perfect meaning, which I don’t have to elaborate. Sajith knows a lil bit of history I believe, so he gets it.
      That apart, he and a few sad opp souls danced fully naked at the parliament yesterday with the message ‘We represent the mafia and stand for all the thugs in this country’! Aren’t they an ideal bunch for the ‘joint opposition force’ with Naaamole and Ranil?

    But in the letter this person wrote to the Ministry asking for security, he specifically mentioned the name of the person who had issued this death threat. What was the reason for asking security? This was in relation to a ‘Weapon Confiscation’ (2 T56 & ammunition) from one of his ‘Rival Gang’ members, operating in his own turf, Midigama. If he can ‘Name’ the person who issued a ‘Death’ threat, why did he not immediately complain to either his closest Police Station – Midigama or Weligama?

    What has that got to do with the ‘Security that goes with the office”? Has that request originated as a result of performing duties as a “State Official” on “Official” functions?

    SJ: I forgot to mention one more noteworthy fact about this Chairman’s security.

    Ever since that ‘confiscation of the 2 T56 + ammunition, he had employed a contingent of 15 security personnel. Among them were ‘Army Deserters’ and other ‘Drug Pedlers’. It was a common sight to see how he drove around his luxury SUV surrounded by these ‘Thugs’ in Weligama. Why all that ‘High Handed’ luxury living, if he was such a ‘People’s Representative’ loved by the people?

    Now, information has surfaced that ‘NONE’ of that ‘Security Contingent’ was in the office at the PS. Isn’t that strange? Shouldn’t that aspect of ‘ABSENCE” of his own ‘Security investigated?

    Sajith Premadasa and his political party ‘SJB’ must be ashamed of nominating this ‘CRIMINAL’ to be the Chairman of Weligama PS. None of them could cover up that shame, wearing ‘Black’ ribbons and clothes in Parliament. That adds fuel to the fire.
