Impeach Ranil Wickremesinghe; He Thinks That The Country Is One Big ‘Batalanda’

Ranil Wickremesinghe thinks that the whole country is his playground, another ‘Batalanda’. As Anura Kumara Dissanayake, the leader of the National People’s Power (NPP), tells his audiences at almost all his public rallies, that Ranil is armed with one big sword and brandishing it to slaughter and slay all his opponents with one single flash of a swing. He has placed democracy, the most critical and distinct foundation of our collective life, in danger. It’s democracy that sets us apart from those cruel and wicked dictatorships that rule some of the most crudely governed and ruled nations.

Our President, was not elected by the people (in fact, totally rejected by the people); he failed in the last general elections to secure one single seat either for his party or himself in Parliament; but by a convoluted means of gaining entry through the ‘National List’ he happened to enter Parliament. When asked why Ranil WickremEsinghe’s preferences in the last General Elections held in 2020 were not released, Election Commission Chairman Mahinda Deshapriya said thus: ‘there was no need to count preferential votes of candidates of political parties which had had not secured any seats in Parliament. Why count them when no representatives had been elected’? That is the ignominious end of Ranil’s parliamentary life. That’s what we all surmised. But we were wrong.

Ranil WickremEsinghe was an embarrassing decoration of the United National Party. Instead of being an embellishing ornament to his Party, which was founded by DS Senanayake, Ranil Wickremasinghe proved that he and he alone destroyed the UNP; the UNP suffered a crushing defeat, and it was the first time that the oldest party in Sri Lanka’s political scene failed to secure a single seat in a parliamentary election. The embattled party led by Wickremesinghe was able to secure only 249,435 votes (2.15%) as against the SLPP’s bulky 6,853,690 (59.09%) and the Samagi Jana Balavegaya’s (SJB’s) 2,771,980 (23.90%) at the polls. This is recent history which may have eluded even the keenest minds of political punditry.

Here are some of the headlines that dominated the aftermath of the 2020 General Elections: 

As the UNP failed to secure any parliamentary seats at the August 5 election, the preferential votes of its candidates were not counted, a senior Election Commission (EC) official said.

The UNP suffered a crushing defeat, and it was the first time that the oldest party in Sri Lanka’s political landscape failed to secure a single seat in a parliamentary election.

“The UNP was reduced to rubble”, a political observer commented.

The embattled party led by Wickremesinghe was able to secure only 249,435 votes (2.15%) as against the SLPP’s hefty 6,853,690 (59.09%) and the SJB’s 2,771,980 (23.90%) at the polls.

The UNP, which was routed even in its one time stronghold of Colombo, was entitled only to a single National List seat. There was no word on who would be nominated by the party but speculation was rife that either veteran UNP stalwart John Amaratunga or Prof. Ashu Marasinghe may be asked to step in.

The ignominious defeat suffered by the UNP also saw the exit of the party’s leader Ranil Wickremesinghe, a seasoned politician, who was first elected as a Member of Parliament for Biyagama in 1977.

After taking over the party leadership in November 1994, he served as the Prime Minister three times. The last time he served as premier was when Maithripala Sirisena was elected President in 2015.

“The UNP has been decimated”, political analysts said, referring to the dismal performance of the party, which had to grapple with a leadership crisis leading to the formation of the Samagi Jana Balavegaya (SJB), an offshoot headed by the UNP’s one-time deputy, Sajith Premadasa’. That was then. Now, having being catapulted to the seat of supreme power, Presidency of the land, Ranil Wickremesinghe began his Presidential honeymoon with his closest entourage comprising of Sagala Ratnayake, Akila Viraj Kariyawasam and Ashu Marasinghe and the likes; the taste of this windfall is too alluring not to taste it fully by wielding the sword of imaginary constitutional provisions and arguing that a remedy for the economic ills that the country is infested with would any day override the most fundamental elements of a civilized nation such as democratic way of life, timely and periodic elections, conversation with the people either at town-hall levels or mass public meeting or even a basic of press briefings; Ranil Wickremesinghe employed the most elementary and crude provisions of teargas, water cannons and baton-charge of his security forces. What his predecessor, Gotabaya Rajapaksa, could not do, he has been attempting to accomplish by sheer force and a blind faith in illusory self-righteousness.

This maddeningly insane conduct of our incumbent President leaves no alternative. He must be ousted by all means available within the country’s Constitution. Impeachment is one way out for our country and her people. 

That is why, as some of our pundits suggest, an interim ‘memorandum of understanding’ (MOU) must be adopted by all the opposition parties in Parliament and submit to the Speaker a ‘Motion of Impeachment’ with the constitutionally required number of signatures of parliamentarians. Especially at this crucial juncture in our country’s political life, both the Samagi Jana Balavegaya (SJB) and National People’s Power (NPP) must come together and form even a loose coalition of forces; they must call for a moratorium on their antagonistic debates. The nation’s need and our people’s future are at stake. It is not an exaggeration to state that when our democratic way of life is lost, all will be lost; losses would be so enormous, it would be impossible to calculate.

Every now and then in history, a few great minds come to think things out, they embrace fresh ideas  from others, their own personal experiences and learn from them, sometimes argue for and against their own friends and families, yet come to incredibly enlightening states of peace and calm and deliver sheer truths whose validity stands the test of time. Such great thinkers have happened to shape and define the most inexpressible concepts and thoughts and developed them to lasting philosophical and religious thought. In the writer’s mind, the only religious leader who stands alone in this clarified space of thought is Siddhartha Gautama the Buddha. But there were and are many secular thinkers who have contributed their mite to the enrichment of human thought right throughout our storied history. To name them would be an insult to those whose names I fail to mention; therefore I refrain from mentioning those names. Yet we, as a small nation in Asia with a illustrious ancient past, owe it to our children and many an unborn generation to do the right thing at the right time. If we fail in that grave venture, we have failed, never to be absolved by history.

Ranil Wickremesinghe as one single man, as the film title goes, is a ‘clear and present danger’ to the continuation of our way of life which the departing British Raj left behind for us. Legal minds in the NPP and SJB should be able to find grounds upon which Ranil could be impeached, not merely as a tool to remove him from office, but more so to force him to dissolve parliament and call for fresh parliamentary elections. 

In the exercise of impeachment, the most critical player is the Speaker of the House. During the failed impeachment attempt of Premadasa in September 1991, the crucial and consequential role played by the then Speaker, M H Mohamed cannot be understated. However, in that sad saga, competing interests between Gamini Dissanayake and Lalith Athulathmudali contributed to the failure of that attempt as much as MH Mohamed’s vacillation at the end. Ranil Wickremasinghe is quite familiar with all the comings and goings of the story. He, in fact, was the main defender of the embattled Premadasa. He even knew that he would have no political future if the Gamini/Lalith combination succeeded. It would be a cruel irony of recent history, if Premadasa’s son becomes part of the conspiracy to impeach Ranil Wickremaeinghe now, in 2023.

The grounds on which a President may be impeached are:

i. If he is permanently incapable of discharging the functions of his office by reason of mental or physical infirmity;

ii. If the President has been guilty of – intentional violation of the Constitution, treason, bribery, misconduct or corruption involving the abuse of the powers of his office, or any offence under any law, involving moral turpitude.

 Any Member of Parliament may, by a writing addressed to the Speaker give notice of a resolution alleging one or more of the above grounds, and setting out full particulars of the allegation, and seeking an inquiry and report thereon by the Supreme Court.

The Speaker will entertain the resolution only (a) if it is signed by at least two-thirds of the whole number of Members of Parliament; or (b) if it is signed by at least one-half of the whole number and the Speaker is satisfied that the ground or grounds alleged merit inquiry and report by the Supreme Court.

If the resolution is passed by not less than two thirds of the whole number of Members voting in its favor, the Speaker will refer it to the Supreme Court for inquiry and report.

The Supreme Court, after due inquiry, at which the President shall have the right to be heard, in person or by a lawyer, shall forward to Parliament its determination together with the reasons therefor.

If the Supreme Court has determined that the allegations contained in the resolution have been proved, Parliament may, by a resolution passed by not less than two-thirds of the whole number of members voting in its favor, remove the President from office.

One of the foremost legal minds in Sri Lanka noted thus: Article 38(2) of the Constitution which contains these provisions appears to have been devised to guarantee to a President almost absolute “security of tenure”!!

There is no dearth of legal brain behind the NPP and SJB; there is no lack of craftiness among the political bigwigs among them to cut a secure path towards the Speaker of Parliament. Timing and the processes adopted are the elements of such a plan or strategy one has to think carefully about. One never knows, unless one tries. Writing more than this about the process would betray the plan itself!

        At this juncture people have no option to choose a party who are worthy of repute. All 225 + 1 should be written off. Only PE paves way for the people to choose a leader who could change the system as required. Selecting the right person is the next option. It is not a question as to who anyone is to decide, but to question whether one has acquired the correct political maturity.

    The actions of this monster show the utter contempt he has, for the people that he claims to represent. It is also highly likely that in fact he hates the people for not choosing him, and is out for vengeance. If the democratic system is overridden by fascist dictatorial decrees, then the people have no choice but to overrun their oppressors and take back their country from these criminals, even outside of elections as it is perfectly legal to rebel if a state oppresses its own people. .

    Then what? I am no fan of RW but given where credit is due, he managed to slow down the deterioration but it will probably take eternity to come out of the woods. A proper general election is necessary but if RW can continue as President until his term is completed, his experience would come in handy to facilitate the new govt., hopefully, not the current bunch of yobs & thugs. RW should learn from experience to cooperate with the new elected PM & govt (perhaps, the NPP) & crack the whip on errant MPs. I will be more concerned about the resulting power struggle after RW’s departure in case of an impeachment.

      Agree with you more. Ever since the legitimate President Gota chased away the agitators, from the day he assumed the office of President, the entire people of this country accused Ranil that he came to the President’s office to protect Malecha Rajapaksa. Despite all the allegations, he fought hard for the IMF bailout with the help of a handful of ministers, which was not an easy task in the context left by Gota.

      He did almost everything he could to get the IMF bailout passed, despite many attacks from everyone that he was harboring thieves. It was more or less similar to working with tsunami debris. If we look back at the state of the country after the expulsion of Gota, TODAY, interim govt has achieved their targets more or less so that their performance should be commendable.

      But the power-hungry dogs will not do that, because they only want to overthrow the current government and take power for themselves, as Gota-Mara did it in Nov 2019.

      Remember how GOTA-MARA manipulated guilliable mindset of the people prevaricating that “we will overcome the economy and all other issues as brothers, give us a mandate”..

        Unfortunately the result was “like a bull in a china shop”. Our people suddenly forget everything. If this country really became Somalia, it would be worth it to them. Majority of people in this country are really stupid people.

        I also heard that the tourism industry has achieved significant tourist arrivals today. These are real good wins after falling to inconsistent levels. The Sri Lankan media seems to be NOT adding up positive gains for some reason, however, truths should be heard by the sensitive people.

        The writer is said to be young and immature. He must be naive to bring a letter of impeachment against the President in a parliament where a majority of the 134 MPs voted for his appointment.

        It’s really sad that some pundits today make fun of the cases of heartless mothers leaving their babies in trains – as if it was the President’s own doing. How primitive these people are ?
        That is the thinking of the so-called retired professionals who talk so highly about making real change in this country.

      Raj-UK, The need to impeach is to stop the dictatorial suppression.. The apparent slowing of deterioration is due to the robbing family not having access to all the dollars as previously. The credit card robber exposed the hidden dollar accounts of family robbed from the national wealth. With the next leader, it will take time for this power intoxication. Then impeach him also, until this whole corrupt bunch gets less power and is eliminated through elections, which they are manipulating so much at present to prevent by not releasing the finances.

          The need of the hour is to win the hearts and minds of the international community and find funds for our revival. Without anything to eat, It is a wasteful act for the people to go to any kind of election.
          If an election is to be held, first of all essential things should be provided to the people. How many of us normally see it right? They are born healthy but act like blind and deaf. The reasoning behind it is that their heads are so full of dirt and grime that the proper cells don’t allow them to get the facts right.

          We all have seen that dogs start barking if they hear a faint unusual sound. They don’t stop it, exposure to noise damages the entire environment. That is about the actions of dogs with 4 legs.

          Likewise, the actions of most of our people are not different from the actions of stray dogs as I observe. You can add your comments. As a good observer of our people, sadly, I see this time and time again. Not a trace of progress can be seen in that line. People are also not ready to change their attitudes. So what a society and then the country as one unit to the world?

          I don’t share your confidence in RW holding everyone accountable. So far, he has protected all politicians, from CBK to the Rajapakses, & has been loyal to his friends, Mahendran, Ravi K., et al more than the country he has pledged to serve but if he, at least, can initiate the process of going after corruption, he will change his public perception.
          Currently, his former critics are now his ardent supporters in Parliament, & with no other friends, his hands are tied when it comes to cracking the whip. I am not an expert on the constitution but in my thinking (I may be wrong), the President has the power to dissolve Parliament & call for new elections, & the constitution also provides some safeguards against the President being removed from office. Most certainly, an election will send the current yobs packing & hopefully, a new generation of politicians will emerge (although I have doubts about Premadasa & SBJ, same wine, different bottle) who would, most likely, impeach RW & the PM of the new govt. will nominate their own to consolidate power.

            I am hopeful that any new govt. would see sense & make an effort to keep RW as President & use his experience & international standing to improve the economy collectively. However, RW is unlikely to take that gamble, although, I am sure he is aware that the PPP yobs will discard him unceremoniously as soon as their leaders, the Rajapakses, are ready to seize power again.
            RW can at least go down trying instead of being labeled as just another shameless, self serving politician if he can crack the whip on errant politicians & go easy on protestors, rather than reminding us of his ‘Batalanda’ tough image.

            RW is considered educated & its not rocket science to understand that he needs to win the hearts & minds of the citizens & change his image accordingly.

              Raj-UK: You are so impressed with RW’s “Experience” and “International Standing”. Let me give simple facts (Documented) of his handling the economy during his time as PM (from 1915 to 1919)

              1. Our “Sovereign Bond” (SB) debt end of 1914 (MR’s time) was US$ 5 Billion. At the end of 1919 (from 1915 to 1919) stood at US $ 15 Billion. An increase of US$ 10 B was borrowed by Ranil W.
              2. Our total debt at end of 1914 (MRs) was US$ 23.4 Billion. At the end of 1919 (from 1914 to 1919) stood at US $ 38.7 Billion and. an increase of Us $ 15 Billion. That increase was brought by Ranil W.
              3. Our Debt Repayment at the end of 2014 was US $ 2 Billion per year. At the end of 2019, it stood at US $ 6 Billion, an increase of US $ 4 Billion per year.

              Now the Auditor General has reported that no value-added additional “Assets” have been added. Look at Ranil W’s “Experience”, and “Economic Management” that you so highly speak of. Does he have any “International Standing” with this record? All data are from CB Reports.

        All of us who have some sense would be happy if all the culprits and big criminals were jailed and punished to the best of our penal code. But in order to achieve that, the people as voters must grasp the mischief done by the rogue politicians in recent times. Then only their ballots will be processed for the correct candidates.

        Rev.Prof. Pathegama Ghanissara clearly says that there are many people in this country who do not know anything. The numbers are significantly higher than they appear.

        They don’t even know that they know very little about everything.
        One good example:
        that middle aged female teacher who was dipped in Baira lake by the mobs, and asked her to appologize for her misdeeds, however, the very same teacher shamelessly after 3 months, appeared to welcome on the arrival of most abusive Basil Rajapakshe at BIA.
        Can you believe ? How many of these kind of people are in this society ? These matured men and women are like ANIMALs. That is the mirror image of our society, like or not we should see the truths.

They were all elected by not so educated or literate Lankans. I agree, if not for Ranil anyone could have made the situation, what was worse to very ugly. But, no one including Ranil (current bunch of yobs and thugs) can help with real recovery.

      Raj-UK: “Impeach Ranil Wickramasinghe” and you asked “Then What”

      Nothing of the above. He must be tried in a Court of Law, as recommended by the “Batalanda Commission” (three Judges). In that, it was recommended that Ranil W must be brought before the SC and charged for “CRIMES” committed and award punishments including “Removal of Civic Rights”.

      Please read that “Commission Report”. It is available on the Internet. I am certain, you will be “HORRIFIED” to read it. This “Recommendation” must be carried out by a new Government. It is a MUST. He is not “Lily White” as you know.

    That proposal to “IMPEACH” President Ranil W will be another “WINDFALL” for the sitting MPs.

    We know well how and when these “MPs” get “SOLD” and how the “PRICE” is determined.

    So NO to that proposal to “IMPEACH” the President.
