In a statement issued today, Jayasuriya said, “at no point has either President Maithripala Sirisena or Prime Minister Ranil Wickremesinghe expressed any differences of opinion with regard to the functions and independence of the independent commission.”
“Therefore, even in the future, the independence of these commissions will remain intact and this is the stand that both the President and the Prime Minister has echoed, and I guarantee this,” Jayasuriya assured in the statement.
The statement added that as per the democratic rights of the people, and their requests the commissions were established to carry out a national duty. “At no point will we stop to appreciate the role of these independent commissions, and the Constitutional Assembly will give its blessings to these independent commissions to carry on their duty, and also support it in its important role,” Jayasuriya, who is also the Chairman of the Constitutional Assembly said.

Obviously the Speaker KJ has not listened to My3’s hysterical speech at the ‘Sathviru Sanhinda’ programme held at the Sri Lanka Foundation on Wednesday the 12th October 2016. The President expressed his displeasure with CIABOC for doing what they were employed to do in no uncertain terms. So much so the Director General of CIABOC had no choice but to resign.

Did you not know, at the very outset of instituting the FCID, a directive was issued that all complains to be investigated must be channeled through a “Committee” of which the Prime Minister is sitting on the head seat. Was this not so? For your information, though you want to wilfully hoodwink the people, Mr. Gotabaya Rajapakse filed a “Fundamental Rights” application stating that “procedure” of directing complains through such a “Committee” constituted with politicians inclusive of the Prime Minister, tantamount to “Political Interference”. That was the initial blunder made in instituting the FCID.

I think the civil society welcomes Speaker Jayasuriya coming forward to reassure the people perturbed over the future of the independent commissions. In fact, it is his right and bounden duty to give this assurance as the chairperson of the Constitutional Council (CC) responsible for the appointment of the independent commissions and ensuring their smooth functioning. By the way, certain politicians- the latest being a spokesman for the JHU – have begun casting aspersions on the credibility, impartiality and the efficiency of the CIABOC’s DG who has now tendered her resignation. I think that these detractors are more bent on justifying the President’s sensational statement than being concerned about the functioning of the Commission. True, in a democratic society none is above criticism. However,holders of highly sensitive high office like the CIABOC DG deserve some protection from unfair, baseless and malicious allegations by politicians in particular who at most times are working on a hidden personal agenda. Although, the DG in this case is not an appointee of the CC, I think it is the duty of the latter to protect her from unfair assaults on her integrity. Let us look forward to a positive response from the Honorable Speaker as the chairperson of the CC.

Mr. Speaker’s statement on the issue is welcome but he is not the final authority and the President, architect of the 19th amendment
of the constitution, has to give a written statement to the public
that he,PM and the cabinet will not interfere with the functioning
of Independent commissions like FCID,CID, Bribery commission, police
judiciary & Constitutional council.(CC), as in the 19th amendment but
he may reserve the right to discuss matters with the organizations,
confidentially in public interest and not make public statements,
slandering these ind. organizations, to protect any individuals or corrupt people.The President faulted in lashing out at the DG,CIABOC, making a mockery of the 19th amendment,resulting in DG handing the resignation letter and the action of the President shattered the confidence the members of other independent organizations had, and there will be doubts in the minds of the people whether these organi-
