Is There A Cocoon Spun Around President AKD Already?

The “cocoon” around heads of state refers to the insulating layer of advisors, staff, and bureaucrats who control access to the leader, sometimes filtering or distorting the flow of information. This phenomenon can prevent heads of state from receiving accurate, unfiltered information and limit their exposure to diverse perspectives. This is especially true when it comes to economic governance, the most crucial part of governance.

As far back as 2020, an economist who saw the impending balance of payment crisis was requested by none other than the brother-in-law of President Gotabaya Rajapaksa, Dr. Lalith Chandradasa to write a brief letter to the president assuring that the President would receive the letter personally. It happened as Lalith promised. As usual the president put a minute on the latter and submitted to the president’s secretary Dr. PB Jayasundera. The minute says, “study and report.” Dr. PB being himself an economist and a former treasury secretary, killed the proposal without giving any hearing to the proponent by the president. In addition, many concerned individuals tried to enlighten President on this matter, but all were ignored. P.B’s thinking was that the government could manage the balance of payment problems by “fast tracking” (expediting) the already approved projects by the World Bank, ADB and JICA etc. According to him all other perspectives were nonsense. It was a one-man cocoon spun around President Gotabaya and the president failed big time.

Anura Kumara Dissanayake – too early to comment but it seems over relying on University Academics and University of Kelaniya clan.

It is necessary to break this cocoon by appointing a council of economic advisers. The council must listen to the alternative perspectives specially based on research, empirical analysis and data. Then council members are required to submit an individual report in writing to the President based on which the President would have an enlighten discourse on the subject. The same principle of Continuous Improvement Process can be applied here by stopping the prevention of the flow of information to the top.

Here are some ways this “cocoon” can inhibit the free flow of information:

1. Gatekeeping by Advisors:

Advisors or close aides often control what information reaches the head of state. They may prioritize certain information or present it in a biased way, filtering out dissenting voices, negative feedback, or inconvenient facts. This gatekeeping can create a skewed view of reality for the leader.

Usually, in environments where power is centralized and criticism or alternative perspectives are not well-received, subordinates may fear delivering bad news or voicing dissenting opinions. This can result in self-censorship, where only favorable information is presented, insulating the head of state from important challenges or emerging problems. Isn’t this what happened to Gotabaya?

2. Bureaucratic Layers:

In government structures, multiple layers of bureaucracy can distort or delay the transmission of information. By the time it reaches the head of state, key details may have been altered, downplayed, or lost altogether.

3. Over-reliance on a Small Circle:

When leaders rely too heavily on a small inner circle of advisors, they may receive a limited range of viewpoints. These close confidants may have personal or political interests in controlling the narrative or protecting their influence, further limiting the diversity of information. This is why advisors are required to submit individual reports in writing on alternatives.

4. Information Overload:

Heads of state are often bombarded with vast amounts of information. To manage this, their staff filter and summarize the data. While necessary, this process can lead to oversimplification or omission of critical details, causing leaders to miss important nuances.

5. Echo Chambers:

An echo chamber is an environment where a person only encounters information or opinions that reflect and reinforce his own. This is like the sound is repeated in echoing. Leaders surrounded by like-minded individuals can fall into echo chambers, where the same ideas and beliefs are reinforced while very rational alternative perspectives are ignored. This can create a false sense of consensus and prevent the leader from considering other, potentially better, solutions. For example, NPP supporters strongly believe that preventing corruption and waste can save enough money to run the government. This is not true even though corruption and waste must be stopped. But dissenting voices of concerned economists and analysts are suppressed or are made ignored  by echoing voices of prior belief. This is the case with price controls. Many politicians prefer administrative prices.

6. Manipulation for Political Gain:

In some cases, advisors or officials may deliberately manipulate information to advance their own political agendas or personal interests. By shaping the narrative, they can influence the decisions of the head of state in their favor. Usually, advisors like to behave and work in their comfort zones as they do not want the head of state to know that some other people know the particular subject better than themselves. As a result, an environmental economist would act as  macroeconomist, or an accountant can perform as a central banker. In recent history, one stock market broker became the central bank governor in Sri Lanka. Then the Prime Minister wanted to remove the private placement in issuing bonds under the premise of issuing bonds only by public auctions. The governor meekly agreed. It was a bad decision and within a few months that decision was revoked. The infamous bond scandal took place under this governorship.    

Consequences of the “Cocoon” Effect:

* Poor Decision-Making: Without access to accurate, diverse, and timely information, leaders may make poorly informed decisions that don’t reflect the realities on the ground.

* Delayed Responses: Critical issues, such as economic crises, public unrest, or security threats, may not reach the leader quickly enough, delaying appropriate responses.

* Detachment from Public Sentiment: Leaders insulated by a cocoon may lose touch with the needs and concerns of the general population, leading to policies that are disconnected from public sentiment.

* Groupthink: When diverse perspectives are filtered out, groupthink can occur, where the decision-making process lacks critical debate and scrutiny.

To combat this, heads of state can encourage open communication, seek multiple sources of information, and ensure their advisors foster an environment where transparency and accountability are prioritized. Get them to prepare notes in writing on actionable advice.

      NPP supporters are as clueless in economics as supporters of any other party. Which political party, on coming to power, has not trotted out the story of hundreds of “luxury vehicles ” being used by the previous regime? It works every time. This time there was even a public exhibition on Galle Face. But such optics do not change the fact that these things don’t amount to even 1% of our debt. The people themselves are the ones who wallowed in free handouts, subsidised food, subsidised fuel, subsidised electricity, and state jobs including 300,000 in the forces. Will AKD have the guts to reduce the armed forces by 50% at least. Given the fact that the cocoon around him already has many ex-officers, this seems highly unlikely.

        You don’t need to be aware the economic theories and principles to be a supporter of any party. Almost 95% of the population not only in Sri Lanka but also in many other countries are no knowledge of economics. The problems are more than economics. The advisors of Ranil or rajapaksas are also economists.

            That is right but you cannot expect to completely reduced by NPP within a month of rule. This was done by those who had ruling the country for 75 years. Not only reducing the number and capital but also need the military culture of Buddhist Sinhala Fundamentalism.

                Second, right now, the NPP is the government, and there are more NPP supporters here.
                BTW, good luck waiting for AKD to reduce the size of the forces. Have you forgotten that the JVP supported the war fully?
                The armed forces take more money than any other item in the budget. Do you believe that “corruption ” is more important than that?

Also, the NPP manifesto says : ” Any changes to the size of the Armed Forces will be made with careful consideration to ensure that national security remains uncompromised. ” which means the Army will sit on your doorstep whether you like it or not.

        When it comes to the ‘cocoon’, it reminds of what Obama tried to do when he was first elected. He was adamant not to let go of his personal Blackberry phone against the advice of the White House security lest he should be trapped in a bubble of his close advisers and lose touch with the normal people’s opinions.

        Hello OC,
        On my first trip to Anuradhapura, around 2013, I saw soldiers in Tractors with Agricultural Implements. Now in 2024 it looks like they have turned into an Army of Entrepreneurs (well at least the Officers) with a resemblance to the Egyptian Army.
        It will be very difficult for AKD to wrestle with the Herculean Task of cleaning out these Stables.

      Anura’s father was a labourer in the survey department (so a government servant), and his mother would now be getting a small pension; around Rs 25K per month. However, these labourer’s were given some fancy title; remember that Grama Sevakas became Grama Niladharis.

            Frankly, AKD led small cabinet seem to be struggling to govern the country today. Good luck if angry voters give them a strong mandate in the next parliament, but as I read somewhere people’s hopes are dwindling today.

            Above all, the former president and his cabinet actually worked to increase the salaries of civil servants effective from January. AKD government’s immaturity is further confirmed by the media minister, AKD and the prime minister denying it and publicly attacking him.
            A week passed, but MEDIA minister has to promise that pay hikes will be assured. Why are this contraditory statements to the public ?
            AKD’s presidency ?

Mahinda Rajapkse started as radical youthful left leaning member of the parliament but ended up as worst looter we had after the independence from British and finally only cared about only his family.

    A week ago, the current government (the president, prime minister and media spoksperson) first asserted that the former president had lied about the civil servant salary increase effective from January. Then the former president and some of his ministers challenged the lie. Now, they opened the eyes and tell the truth. Had former PRESIDENT not raised it, what would have been the consequence ?

    Why on earth don’t they politely and publicly apologize? Haven’t learned?

    Experts now reiterate that the current government’s popularity is rapidly declining. True, it’s been 5 weeks, but the way the newly elected president is proceeding is akin to an “almost leaderless” country.

    If Sri Lanka feels the danger of financial crisis has caught up, AKD will have to learn lessons from the former government on how to quickly engage with the IMF authorities. In the end, it is the innocent people who have to face it. Severe consequences

        Now the people are gradually realizing that these murderers can only destroy our nation. I have no hope for Sri Lanka. And I do not support any party.

        Today we have fond memories of Professor Kumar David. I don’t think any of us would ever praise Sinhala man if he died tomorrow. This man is despicable in all his ways.

    That’s a very good idea. I would propose Dr Indrajit Coomaraswamy to be one of the members in that council.
    His contribution will be very valuable in the economic recovery.
    The crooked rulers always dislike independent media ( TV or Newspapers). We saw it during the Rajapaksas rule. They made sure that their own cronies became the media magnates. We had “Self censorship “ being observed by the ‘SCARED’ Editors of the SL newspapers.
    The LAKE HOUSE publications should be made independent and not be used solely for government propaganda.

    “Is There A Cocoon Spun Around President AKD Already”? It is too early to see. It is normal to raise a question like this because that is our “Inheritance” and experience. The writer has given details of the composition of the “Cocoon” spun around all of our past Presidents and how they fell prey. What remains afresh in our minds is how the “8th” President (RW) maintained a courtier of “92” advisors in his “Court”. Among them was a woman who could not read “Million and Billion” which were written in figures in a Municipal Budget and very fairly or unfairly allotted a “Moth” eaten Luxury vehicle. Another was a “Foreign National” (UK) facing numerous court cases for violation of our county’s Immigration Laws who was again allotted a “Brake Oil” leaking vehicle.       Douglas, It is good to give President some more time to overcome obstacles and do what he always intended to do. “Divine forces” mentioned above will certainly take us in the right direction in leading the nation. Sinful behavior finally brings judgement on the robbers.

The author then cooks up the cocoon, weaves a super wool out of the thread, going ahead and pulling the wool over readers’ eyes a second time. With one stone, he was downing two birds. One is labeling Anura as a baby, being manipulated by every Tom, Dick and Harry, and then crowning the readers as UOJ PhDs wouldn’t understand anything a bit. The Guess is, Even the blinds who saw the elephant would not be as fool as these reader PhDs after the wool pulled over their eyes. A contentless talk, hero and villain less epic! He secretly wants to label Tamils as the destroyer of the country. So, he started his tall tale with Paskaralingam destroying the Langkang Economy on behalf of Valaiththodam. Nowhere he has mentioned what kind of Paskarking was rolling, what kind of cocoons out of the 6 he defined or even all of them. This is a different kind of Viyathmaga game, which is making Paskaralingam as the reason for Don Stphen extraditing Tamils from Malayakam and setting foot to close the Estates Industry. But the very sleekly bypassed Weeping Widow and her communist cocoon weavers, they both at the end of the game, killed each other.

        That line has forced to shift out by pricking only the Rapist Air force interpreters. It was an effective centrifuge. It was a very good acid test to encourage self-label this type of true paramilitary patriots. As usual, it is jumping up and shouting in the meeting considering candidates for VC job, demanding “I did all the washing donkey job; how is the other one getting the job?”. But the one had become rampant, unlike in Sri Ma O, Rowdy Royals’, Evils Administration’ because apparently something is pricking it from inside, after election. But whatever goes, the dream of VC is permanently gone with the wind! Even that could be the thorn on the heart for the recent behavior. Appears to be very, very “Armed and Dangerous” pulling the passersby like the thorn on the fence.

        True, there are people with moral concerns. They cocoon themselves on many aspects of life in this mixed world. They don’t readily-bravely volunteer to some trades like the Patriotic Pharmacy traders. That job was a black and white trade until recently, under the protection of Rowdy Royal Aanduwas’ Kuyukthi police protection for Paramilitary patriots. Some of them demanded 150-200 polices per one person and when questioned why that much, pointed it is not for me but for the War-Genocide criminals’ services. Isn’t theses’ this nature, Appe Aanduwa, historically has been using them for mailing campaigns with the university letterheads?

        Where all the Munthanai Holders, wielding knife teethed crocodiles are gone, not yet to be seen to erect the barbed wire fence and protect the cactus?

    6.9 million Sinhala Buddhists willingly elected a Hitler to hit Tamils and Muslims. Out of the 18M Sinhala Buddhists, author’s skewed eyes found Mahendran to weave the cocoon for Evil Emperor and White Flag Murderer. The author seems to be a person that in the past, the wool was pulled on only one of his eyes, that is why he has such skewed perceptions against Tamils. But author is really, really, really, really…… correct on skipping Junius Richard’s time for his cocoon sheds, because, Junius Richard was, when he killed Tamils, or supervised burning library, or destroying Langkang’s relationship with India, China, West or bringing an end to Soulbury constitution by erecting strong Janathipathi Mahatha, or opening the sluice of Forex and letting the rupee flying in the hurricane wind and establishing the start for bankruptcy, in all those instances he done it all a style of his own signature. Anyhow can this author touch on JR’s time because his time was celebrated with Panchalingams, not Sinhala Intellectual Viyathmaga, he consulted for economic developments.

    Educating the readers with a piece of writing of this nature is quite a good
    thought at this moment . And , as for AKD , Sajith and Ranil , these three
    are in my view , know their subject very well . They know how a state and
    government functions and the difference among them is , how best they
    want to use their authority for the country’s benefit in every step . Rajapakshas
    are the worst performers in our history is , the truth the world knows .
    AKD could be the most long prepared leader to be feared by the leeches I believe .
