“Medamula Doctrine Is To Buy Them If You Can’t Win Them”: Mangala Reveals Rajapaksa Govt. Payouts To UK MPs Wonders What Kamalesh Sharma Was Gifted

The Rajapaksa regime was looking after British Members of Parliament from the Conservative Party better than it was looking after the interests of its own MPs and ministers in the Government, UNP MP and former SLFP stalwart and the former Foreign Minister Mangala Samaraweera charged in Parliament yesterday.

Exposing details of monies amounting to thousands of pounds paid by the Sri Lankan Government to several British Parliamentarians from UK’s ruling Conservative Party, Samaraweera accused both President Mahinda Rajapaksa and British Prime Minister David Cameron of putting on what he called a ‘pre Christmas Pantomime’ on the sidelines of CHOGM.

Opening the Committee Stage Discussion on the Votes of the Ministry of Defence and Urban Development last week I said  that  for many of us who have seen through the duplicitous nature of this regime and understood its “Running with the hare and hunting with the hounds” policy, it did not come as a great surprise to learn that  the family members of this regime have been making large contributions to the ruling Conservative Party in the United Kingdom since 2011, despite the pre-Christmas  pantomime – that is what I call it – put on by Prime Minister Cameron and President Rajapaksa on behalf of their respective constituencies during the CHOGM one month ago,” Samaraweera charged.

Samaraweera tabled a letter written to Prime Minister Cameron by British MP Tom Blenkinsop, last week, expressing concern of a news that a prominent donor to the Conservative Party has links to the Rajapaksa’s regime through a nephew of the President and requesting Sir Jeremy Heywood, the Cabinet Secretary, to look into the matter urgently.

“Mr. Chairman, since then, I have even more details of how the Rajapaksa regime is resorting to duplicitous and devious methods to win over Members of Parliament and other influential people especially in the House of Commons using government funds which should be allocated to  Ministries  in Sri Lanka,” the UNP MP revealed.

“In days gone by we have heard that some people, in the absence of grieving kith and kin, used to hire women to cry at their funerals. Likewise, the Rajapaksa Regime, in the absence of friends in the international community, has resorted to buying friends to sing their praise in their respective countries,” he charged.

Quoting from a Sunday Times newspaper report on 15th December, 2013 Samaraweera said the report claimed : “Lanka pays British MP £ 3,412 to attend Business Forum”

“A Democratic Unionist Party Member of Parliament in the British House of Commons has declared that he was paid around Sterling Pounds 3,412 to attend the Commonwealth Business Forum in Colombo. The event was held ahead of the Commonwealth Heads of Government Meeting last month.

Parliamentarians in the UK are required by statute to declare foreign funds, gifts or invitations they receive. Ian Paisley Jnr, (North Antrim)- who has come to Sri Lanka and on previous visits hosted by the Government, had been paid  Sterling Pounds 2,812 for flights to Colombo and a further Sterling Pounds 600 for accommodation,” Samaraweera quoted from the report.

He said the report indicated that the MPs visit was from November 11 to 15 and the purpose of the visit has been declared as “to speak at the Commonwealth Business Forum.”

Samaraweera said that although the MP told the British Parliament he is coming here to speak, he did not speak at this Forum held in Colombo. “In fact, the Conservative Party obviously had become worried about the dubious fascination some of their backbench MPs had for the Rajapaksa Regime  and this compelled the Chief Whip of the United Kingdom, Mr. Swayne, I believe,  to stop  five Conservative MPs  coming to Sri Lanka because they  had all been previous recipients of all-expense-paid trips to Sri Lanka,” Samaraweera charged.

Then reading from a report in the UK’s Independent newspaper of Friday, 23rd November, 2012 Samaraweera said:

“Four visits in nine months and statements in the Commons on the controversial Rajapaksa regime: why does the 28-year-old MP for Stockton James Wharton care so much about Sri Lanka?”

The MP said that under this heading the report tells how Wharton was the head of a delegation of nine UK Parliamentarians on a journey to Sri Lanka in July and August of that year and it goes on to say how he came again later that year. It also mentions that he is a very frequent visitor to the High Commission.

“Another MP who was stopped from coming to Colombo for CHOGM is Conservative MP, Hon. Aidan Burley in the UK who along with his girlfriend also enjoyed a lavish, all -expenses-paid trip to Sri Lanka early this year. Not only the MP, his girlfriend also wined and dined by the Rajapaksa Regime in Sri Lanka. They were kept at all the highly expensive resorts and wined and dined by the person whose name I cannot say for obvious reasons. You know, the handler and the provider,” Samaraweera charged.

“What is even more shocking according to Westminster sources, Mr. Chairman, this is of course hearsay and may be even gossip. But in the British Parliament they are saying that Mr. Aidan Burley’s wedding which is to be held at a resort in the Maldives in the early part of the next year is also to be financed by the Sri Lankan Government,” Samaraweera told the House.

Samaraweera charged that the Government of Sri Lanka was busy financing the weddings of British MPs but it could not allocate enough funds for Ministers to spend at their ministries.

Samaraweera continued to tell Parliament of the reports that had appeared in the British press.

“Along with them, the other MPs according to British Parliament who enjoyed this lavish all -expenses-paid trip coordinated by the handler and the provider, other than James Wharton, Ian Paisley and Aidan Burley are, Mark Pritchard, Member of Parliament, Conservative MP, Vice-Chair of the Sri Lanka All-Party Parliamentary Group, the Hon. Brian Binley, MP, Conservative, Joint Secretary of the Sri Lanka All-Party Parliamentary Group, then of course, from the House of Lords, Lord Naseby, Conservative and Joint Chair of the Sri Lanka All-Party Parliamentary Group, Lord Rogan who is an Ulster Unionist. All these people, from the information that we have, have accepted hospitality in Sri Lanka and all their tickets and their stay was paid for by the Sri Lankan Government. According to conservative estimates, the expenses incurred only for these seven MPs have been over Sterling Pounds 100,000. Just for seven people, over Sterling Pounds 100,000,” he quoted.

“As I said last time, the “Nonises” and the “Monises” of the world are busy grandstanding about our sovereignty and our 2500 year history to the fascination of the chattering classes of Colombo while at the same time they are busy  squandering our much needed foreign reserves,” the UNP MP said.

Samaraweera said that the Government was spending the country’s much needed foreign reserves trying to buy up foreign MPs or showering them with hideously expensive gifts as they have done with the Australian Prime Minister Tony Abbot.

“I must say has declared his gifts including the diamond cuff-links in his own country. In fact, Mr. Chairman, I am rather curious to know the type of gifts the Secretary-General of the Commonwealth got for saving the day for this regime going as far as hiding two reports regarding the impeachment of Chief Justice Shirani Bandaranayake from CMAG Members. So, I am sure, he would also have been showered with very expensive gifts of all kinds and I am rather curious to find out what those gifts were,” he quipped.

“Finally, as far as this matter is concerned, Mr. Chairman, with all due respect to you, I think the Madamulana Doctrine on international relations seems to be, “If you cannot win them, buy them.” That seems to be the doctrine of this Government or at least a section of the Government who are working,” the MP charged.

        Mangala Samaraweera encourages and promotes wrong doing like how he stood up to defend the PM DIMU JAYARATNE in parliament yesterday. MS Knows very well that letter , was sent under the seal of the PM’s office to clear the container containing a massive haul of drugs. This shows that DMJ is not competent enough to remain as a PM . It is a question of the left hand does not know what the right hand does . Is he not the person in charge of his Ministry? No point in talking of phantom drug peddlers this was clearly proven with evidence. Another instance Mangala provided enough material, to Macre and co for the next “killing fields” production under the auspices of the UNP at Siri kotha .

        Now he has a charge sheet for the British parliamentarians , who I hope will press MS for libel and defamation in the near future.

          This is all speculation .Is there conclusive evidence for what you are accusing the President . SL are renowned for misinformation ,gossip, hearsay . If you have any proof of what you are saying provide the addresses and the location of these houses allegedly acquired by the President and his family . By the way did you know that a monthly salary of a private Bank Manager is one lakh rupees in SL . Check this out if you are not sure . The Presidents salary in which case should be higher .

      Mangy has exposed what no one else will ever do. The first place to do so is in Parliament. This is not by accident but is intended to go on the record in the Hansard. It is also done to shed light on matters that can then be raised in England in the British press and at Westminster by quoting from our own proceedings. If I were a fly on the wall in one of the many meetings the UNP holds in the country side I am sure all this and more does get mentioned in choice Sinhalese for the modeyas who bother to show up and listen. In a country where the entire press is bought and paid for by the thugs in charge, where any organization that is not bought off is destroyed or blocked there are very few avenues for the UNP or any other party to get the message out. Less criticizing and a bit more help can go along way. But I suppose for a country of back stabbers who never could put on a unified front I am day dreaming.

    Let us also talk of the gifts that were leaden on Valupillai Prabhkaran by Mr. Samaraweera. The challenges is still out for him to deny conveying an inordinate amount of money that perverted democracy and prevented his now bosom friend, Ranil Wickramasinghe from winning. Mangala is does all what is necessary for the master he serves at that time – and at the time he was Svengali to MR and no other. He manipulated and spun everything to make MR win and now he has become a victim of his own conspiracy. Oh, what a tangle web we weave….

What a War it was of thirty months where even VP also helped MR to hype, after boastfully declaring that if the Forces entered Kilinochchi that the A 9 will be a river of Blood. Have you not wondered why VP handed Kilinochchi to the Forces without shedding a drop of blood? So you want us to believe that there was fighting to secure less important places than Kilinochchi?

      Further, although it was advertised VP was holding the Tamil civilians as a Human Shield, he allowed all to escape to the govt side? Why? The Americans and the Indians had VP fooled to serve him on a platter to MR to wipe off VP and his cadre of around forty thousand as by then VP had no way out.

      By the way have you finished counting the Forces killed for the thirty months, from Jan 2007 to May 2009? Has the number even reached twenty five? Make sure you do not add the deaths prior to Jan 2007 to swell the numbers.

        Snow is just back from covering the Commonwealth Conference in Sri Lanka. His film Sri Lanka’s Killing Fields was nominated for a Bafta and Channel 4 News has focused attention on the atrocities allegedly carried out against the Tamil population.
        The programme had been denied entry to the country for more than four years. They were only re-admitted because, Snow says, it’s a condition of hosting a Commonwealth Conference that journalists are given visas.

        “It was eerie. I’ve never been in a place where we have, so specifically, been declared the enemy.

        We were actually described as Tamil Tigers. It wasn’t that I thought we really stood any danger from the state. I worried that once we were declared the enemy, some freelancer might just knock us off. You have car accidents…” The team returned home safely but they were tailed wherever they went. “There were visitations to rooms by thick-set security people.”

        Snow describes Channel 4’s coverage of events in Sri Lanka as a “serious journalistic attempt to put the record straight and to bring about justice. That can be done within the journalistic norms, and has been.” He disputes that it amounted to campaigning, although he accepts “there are truths that you pursue which, in their pursuit, do certainly have the appearance of, and the commitment of, a campaign.”

        Snow’s documentary did not spare the viewer the horrors of war. Even so, he’s seen things most of us never will. “Particularly with Sri Lanka, there’s an awful lot we’ve never been able to put out.” Have these pictures scarred him? “No, it’s not the images. It’s actually seeing it in the raw.”

        He finds it very easy to cry. “I think you do have to – not on camera – but you need to allow your emotions to deal with what you’re looking at. It never revisits me. I never dream about it. This time round I came as near completely convulsing in grief as I’ve ever been because this extraordinary tidal wave of women, weeping and screaming, besieged us in Jaffna. There may have been activists pushing it along, but it happened – and the effect on me was very, very hard.”

      It is true that MS has been a dubious character in the past , but now the man is in opposition for whatever reasons , he is only few of the fearless MPs who are brave enough to challenge the mighty pakses (including gota) , it is difficult to find an instance where MS has accused pakses without any solid evidence/reference , MS knows very well , that pakses are after him , thus he always made sure to have enough ammunition to back up any of allegations .no one can dismiss MS’s statements/accusations as mere hearsays or gossips as they always carry great deal of substances.

    Surely the Reverened and Surendran cant serve Ulundu Vaddai and Sambar to Cameron and Haig entourage when they visit to watch C4 episodes.

    With Caterers in London charging anything upwards from 80 bucks per head for even finger food and the grog at the top end of town , each invoice must be at least four times the piddly 3000 pounds that Maggie is harping about.

    And add the pounds which the Diaspora pumps into both Tory and Labour Coffers ever year it is becoming serious money, which will be hard to match.

    Also another corrupt practice news is that the

    MR regime has bought over the present Indian defence secretary Shive Shangar Menon, His assistant Mathai, NK narayanan who have been provided with SriLanakan women and other gifts during their stay when ever they visit under the pretense of talks with MR regime.These top officials are corrupted to the maximum and MR regime is very good in buying these Indian rascalS knowing their corrupt practices.

    What a shame for Australian PM Tony abbott and his Foreign minister Julie Bishop to have fallen into this trap of corrupt practice.

    It’s evident now that this practice has paid some favorable outcomes but has been caught out at last.

    Every politician has his or her own faults, some greater
    than the others. In my view there is hardly an exception.

    What is great about Mangala Samaraweera is that he has
    the balls or the guts to speak out forcefully. Perhaps
    for people like Sarojini (above) knickers are more
    important and should never be twisted.

    She has evidently not read what MS has said. To make her
    comprehend, let me re-state – he says that British MPs
    (whose worthy standards we follow) have taken money and
    air tickets to come to Sri Lanka many many times. If you
    do not want to call it “buying,” call it by any other
    name. Don’t bring your knickers into this Sarojini.The

    Staying in power and Staying power are two issues that need to be resolved, if one wants to have a stable government with unscrupulous politicians.

    MS appears to have forgotten that UPA of CBK wanted to stay in power but the staying power was with the UNP backed by fund managers led by barons of business including new rich barons of garment trade. Some politicos of CBK government, who had lost staying power, seeing the staying power of the UNP crossed the floor. When they saw the staying power of MR they crossed the floor again. Now everybody in MR’s government has enough staying power to last even in the next birth, they will do anything to stay in power.

    He has also forgotten that he was the person who gave “official concubine status” to a Film Actress in his Foreign Ministry to increase the staying power of someone not of his choice.

    It was Mangala Samaraweera who introduced that doctrine to the Rajapakshe family, when Mangala was the campaign manager during the 2005 presidential elections. That was how Mngala Samarawweera helped Rajapaksha family, with the help of Tiran Alles, buy over LTTE leader Prabhakaran and prevented majority of the tamil community voting at the 2005 presidential elections.
