Ministry Of Public Administration To Stop Female Public Servants Wearing Abaya?

In a circular issued by the Public Administration and Disaster Management Ministry appears the government is attempting to impose a prohibition on female public servants from wearing the Abaya – the black, loosely fitting robe-like over garment worn by some Muslim women.

In a circular issued on May 29 by Secretary of Public Administration and Disaster Management Ministry, titled ‘Ensuring security in the office premises of the government’, it has been noted that public officers arriving in office premises during office hours, should be dressed as follows: males in trouser and shirt or national dress / females in sari or osari – indicating that Abaya may no longer be a permitted outfit choice for Muslim female public servants.

The circular further goes on to state that if an officer requires wearing attire ‘according to certain religious customs’, he/ she should still comply with the above outfit choices, but may also wear an additional clothing item to maintain their religious identity, which leaves space for a headscarf for a female who wishes to cover their head.

    Time has come to tell Muslims wear to get off. Any Muslim man or woman who refuses to abide by this order is an extremist and has to be dealt with. Government must stop employing Muslims if they are not willing to comply with what majority of the citizens want done.         Can you clarify who are these Portuguese descendents? As far as I know most of the descendents to Srilanka are from India. This includes most of the Sinhalese, Tamils and Sonakar (Muslims). Portuguese descendents are now converted Sinhalese. Do you want to send them out to where? Portuguese? The problem since 1848 is Buddhism in Srilanka. Buddhism came from India. Why don’t you think about that option as well.

      What does the constitution say? Does the constitution say anything about the dress code? Are the Govt. offices secular institutions or religions intuitions? Certainly, there needs to be separation of State and Religion. Religion is a private belief, affair, not a state affair.

      1. It violates their right for freedom, equality & enjoy feminineness such as desire to be fashionable, appear to the world beautifully & attractively etc.

        You probably didn’t get the meaning of the circular. In France and other Western countries, based on their road experiences and court cases, some kind of dresses are excluded for wearing. It is not about Muslims. Many Christian women activists from Australia went to beach with Burkini and got arrested. Because that beach dress is not allowed in France. In France it is not legislated of what can be worn in a government office, as this circular trying to do. Think and try to understand for few minutes the difference between “Must be wearing” and “Cannot wear”. Circular says women must wear Sari/Osari. Remember if Chamindra Weerawardhana see this he/she will write his/her own essay condemning this circular because of its divisive gender nature. The circular is illegal in many different dimensions. As somebody already suggested the drafter is an illiterate minion.

    The Circular has clearly indicated that female officers can wear additional attire, meaning a head scarf, to keep their religious identity. It further says that in doing so, they have to make sure that it does not have any obstruct in identifying them.
    There is nothing wrong with the Circular.

    I fully support this move. Religious symbols have no place in civil service or public space. Secular Turkey guided by founding principles of the great modernizer Mustafa Kemal Ataturk strictly implemented this practice for 80 years. There was a total ban on headscarves in Turkish schools, universities and public administration. Until recently political Islamist, hypocrite and dictator Erdogan became the President. He has gradually started destroying the secular, modern Turkish Republic with Islamic backwardness. God save beautiful Turkey from Muslim fanatics!

So what is point of Abaya? It is not even a flimsy cover to naked hair, but enhancer of feminine look.
    My recommendation for Public service to bring sanity inside office rooms from the flirty-vampy boys and girls:
    1). Dress has to be made with jute thread,(Sack thread)
    2).Hair has to be shaven like a Bikini, no covering to manipulated cheating
    3).Perfume should be made out of Skunk spray.
    Then the offices will be super-efficient.

      If comfort is rhe criteria then I must say the abaya is better suited than rhe saree because it’s a light garment and loosely fits. But here we are focusing on displaying nationalism by removing any religious identity.

    This is very short sighted. Now, Muslim ladies would just drop out of school by the time they done O/L and get married. This is only to please the Monks and bigots. What about Tamils who wears Salwar?

    The country should be encouraging Muslim female to get educated and get ahead.

    I have noticed that most Muslim women who hold good jobs, dont normally wear Abaya anyways. Maybe peer pressure or maybe they are free to choose what they want and not dependent on their husband or parents.

    Muslims in SL, most of them don’t value higher studies. They are mostly interested in opening their won business.

    In any case, I like the idea.

    In SL hot and humid weather best is shorts and loose T-shirt for both males and females. It is up to females to decide they wear bra or not. This will also ensure that females maintain their figure and keep heir limbs clean and shiny. This saree covers all the short comings and can mislead the males. We are progressing and thank you Wahhabism.

    Don’t be fooled. The above circular gives freedom of expression to men and women. At paragraph IV it is said in addition to what is said, as to the dress code, at paragraph I, men and women can wear an additional clothing to keep their religious identity.
    So Muslim men can wear caps and Muslim women can wear head scarf. Problem is solved.

    In a day and age where we have progressed so much i find this circular to be offensive to women everywhere. Even in courts in SL women are now allowed to wear dresses or trouser and top provided it is modest. Why are we being forced to wear saree? Why cannot the circular simply insist on a modest dress instead of imposing saree upon women? The person who wrote this obviously has no idea how hot it is to wear saree all the time, especially given global warming. Further the younger generation is not a saree wearing generation.

      I agree that for far too long our cultural mad mullahs have forced women to wear totally unsuitable clothing for our climate. I wish we had the courage to trust the majority of women who will dress sensible, and when needed, advise those who cannot understand the unwritten rules.

      By the way, could we also work to the change the practice in our courts where normally eminent judges go through the nonsense of wearing wigs to show their status. A throwback to old colonial times, and completely unnecessary in this day and age.

        Yes Saree is from India but 99% of the Sri Lankan population are from India and from South India. Including these Abaya /Nikab/Hijab/ Burkha wearing fake Arab South Indian origin Tamil Muslims of Sri Lanka. This makes us a people of Indian origin , just like the native people of Britain whether they like it or not European. The saree and its variations is our national dress and was the dress of the Sri Lankan Muslim women, they had no problem with this and were not less Islamic , until in the mid 1980s they decided to Arabise and radicalise themselves , with lots of encouragement from all the ruling Sri Lankan governments and the selfish power hungry Muslim politicians and elite, as they wanted to create a new identity for these Tamil Sri Lankan Muslims and deliberately Arabise them and distance them away from their native Tamil Sufi Islamic culture, to use them as a tool to marginalise the island’s Tamils . Now it has seriously backfired. Just like the US sponsored Mujahedeen , who became the extremist Taliban in Afghanistan. Arabic, Arab culture, food, dress habits and Arabic Wahhabi Islam are all alien to this land. The native form of Islam is the Tamil Sufi Islam that came with these Muslims from South India and is a very beautiful and tolerant form of Islam . The culture is Tamil Islamic culture and dress is the Tamil Islamic dress. The saree with the end modestly used to cover the head. For young girls it was the Pavadai and the half saree or Salwar Kameez. This is what was worn for centuries and blended with the local Sinhalese and Tamil Buddhist/Hindu cultures and no one objected to this, until this aggressive Arabisation , Wahhabism imported from the alien Arab Gulf started to take over. We are an Indian people and our culture is from India and this includes the Sri Lankan Muslims.

    More than once, I have expressed concern over the lack of a proper definition of various garbs, namely, Hijab, Niqab, Abaya, Purdah etc. Having read the circular, it is clear that the traditional dress worn by ladies of Bangladesh or Malaya are qualified and our lady officers and the public seeking public services could emulate the same whereas the dress worn by Saudi women in Saudi Arabia are not allowed. What is wrong in mandating that the identity of the party be clearly shown? Nobody has gone so low as to demand the examination of waste size or bust size of a woman for proper identification. Enough exposure of the face for facial recognition is quite fair and just and cannot be a cause for complaint.

    If Security, viz. Identification of the person, is the Main Concern. how does other dresses for females like Salwar Kameez, Frocks, Jeans and even Abhaya without covering the Face, become an Identification Problem?

    I see an anti-Muslim witch-hunt build-up by bigots inside and outside the government who are actually wanting to ferment race riots.

    So monks and priests should be prohibited from wearing the yellow robe and the cassock in public places; then the law would be balanced. Long beards and shaven heads should also be banned (natural baldness may be an exception if supported by a doctor’s certificate).

      I am not sure how are you coming to that conclusion. Witch-Hunt is a phrase normally used when the powerful ruling faction go after opposition on minor flaws. Rishard is Ranil’s partner and Azath Salley and Hezbollah are direct appointments of New King for helping in the coup. They all are in very good & strong position. Other than that all minor people are normally prone to arbitrary judgements in Lankawe.
      The doctor’s case is unique. He still is getting full support of Health Minister, Finance Minister and Prime Minister, GMOA, Hospital staff……… This man has practiced in hospital, so hospital records are witness. He has all ways to get out of malpractice and financial fraud cases. Muslims exclusively seeks only female Gynecologists. In that case if a Muslim man studies Gynecology and practices only on Sinhala women, you know even if there is no fire some smoke will come out. You may not call that is which hunt when, mainly, clients suspects of a doctor’s practice. In government hospital surgeon are not selected by patients, but get assigned by the government’s process. In that case, if a Sinhala woman (already 350 of them) suspects a Muslim male doctor of having hurt her, do you think there is no need for any arbitration, because it is witch hunt? Do you know what happened to CB Governor Mahendran when he carried out PM’s instructions? The Doc’s case has now turned somewhere else. If he has Inland Revenue Service papers, he produces it to FCID and get out. What biggie there? That cannot be witch hunt either. If you think other political thieves’ robberies are not investigated, then that is political impunity that is not witch hunt on minor criminal. That is impunity.

      While a Buddhist monk is fasting against Rishard, Rishard said managed to have got Ranil to withdraw the above mentioned circular. Then why do you fear that a baseless witch hunt is going to work against Rishard? Remember, Rishard did not take a HR case against the circular, but just told Ranil that it it were not withdrawn, he would quit Yahapalanaya and it will collapse. Is that Rishard was blackmailing the government or somebody else witch-hunting him? (Don’t take as I support that circular). Rishard a person sent his gang in the daytime to raid Mannar court and he directed the operation from Rapist Navy’s Heli. The case covered up and he never did clear his name.

      In Last government, Hezbollah was minister and did all possible for him selecting Muslim community, exclusively. He has given interviews how he confiscated Hindu Temples’ properties and gave it to Muslim businesses and Mosques. Muslim community still rejected him because of his nastiness and he lost election. He is a nominated MP in SLFP. Ranil wanted to him a minister post in UNP. But New King prevented and gave him Governor Post. Nobody knows how and why Hezbollah built a Sharia university that can turn out 1000 graduate an years, in country where Sharia is not an accepted law. Where do you see the witch hunt in all these?

      Azath Salley has done his juggleries on the Muslim teachers transfers. They were contract teachers. He over ruled the contracts and sent them to their village school to teach a lesson to the upcountry Tamil school, which protested on their dresses. There are many Tamil graduates are unemployed. Muslim & Sinhala Governors only employ Muslim teachers to Tamil schools. Government gave a chance that they have to finish five years before asking transfer. Now he played this game. Azath Salley is SLFP guy but arrested and put in prison by SLFP guys for his rousing interviews.

    There should be a system to rehabilitate/punish men, whose women (mom, wife, daughter, grand ma etc.) wear abaya, niqab etc. to cover the whole body.

    If they tell everyone to come nude the problem is over.I have been to nudist colonies and after the initial nervousness you are fine and wonder why you should be wearing cumbersome garments at all.I sleep nude ,walk around my property nude and i wish i can walk to the grocers and buy my things nude,but i think in srilanka they might call the police.

    As for the abaya or whatever,i wish the muslims just go nude instead like me.having said that it is a fundamental right to wear what you like(and if you want to go nude too i suppose).Once you allow basic rights to be violated by the state,where will it end?One day the state might say you have to come in polished shoes too to office.Someone at the entrance will check whther they are nice and shiny.Today it will be the muslims at the receiving end.Tomorrow it could be the wider population.

    In the meantime we address the Islam fundamentalism we need to look into Christian fundamentalism much more vigorously. They are no different from Islam fundamentalism. Various kinds Born again churches are popping up everywhere . Cardinal Malcolm Ranjith is well aware of this. He knows the threat posed by born again organizations on traditional Catholics. Unfortunately today our political parties, media and courts too are infested with born again followers most of whom are appearing as Buddhists. Also they hold top positions unlike their islamist counterparts which make things much more worse. Globally Christian fundamentalists use Islam fundamentalists as a tool to attack and weaken other religions and cultures

    We all are Sri Lankans. It is not fair to treat people on their race, caste or creed which is irrelevant. we all are human being. In buddhism, no such thing. The Lord Buddha treated all equally. Sunnetha, Sopaka were very poor and low caste. Buddha had never seen them before. But, having understood they have wisdom than king Kosala he went to them but not to his most loyal supporter king Kosala. So, as a Buddhist I believe we should not treat anybody in a bad way. We should think all of us are in a same family. . This country equally belongs to all of us. We must try to thrive the country all together.

    If this is how the common Sri Lankan thinks, please don’t put our brave service and police personnel in danger, they are also people with families.
    Next time, when a suicide bomber appears in a government office covering the bombs with a black cloth similar to the dress in question, please don’t complain against the government, the security services and all the others, take the responsibility for what you have uttered here, please note down what you have written here never to blame anybody again instead we all can go to heaven with those suicide bombers and live happily ever after. At least they will get the company of those 72 virgins, but we are not since we have not done any loyal service to the GOD.
