“Mlechcha Yuddahaya” Or “Shreshta Yuddaya”? Barbaric War Or Great Patriotic War?

Deconstructing Independence Day Discourse 2015

Independence Day 2015 had several key texts and speeches, all of which constitute a single discourse. There was President Sirisena’s written message and that of the PM. The President’s message was fine but the PM’s failed to mention the armed services even once. More important was the multilingual Peace Message, which was a good gesture. There too however, certain terms were conspicuous by their absence, the most crucial of which was separatism or secessionism. Terrorism was denounced, but the war used terrorism in the service of secessionism. Is the message then that terrorism is bad but secessionism is OK or not bad enough to warrant critical mention on Independence Day? Is this not exactly the perspective of the TNA, namely that it criticizes the methods of the LTTE but not its politics and goal?

Missing in the Peace Message—and not only in—was any mention of the term ‘unitary’. That term was not present at any point of the Independence Day discourse including in the well-delivered speech of President Sirisena. The signal—and the deal—are very clear, at least to me. The new administration will, most certainly after the parliamentary election, make a qualitative shift from the unitary state to one that is federal in all but name. Given that we have already experienced the travesty of the unconstitutional installation of an unelected Prime Minister and Government, the shift to de-facto federalism will probably be without recourse to a referendum.

To some this may seem a risk worth taking, but there are sound historical and geo-political reasons why many countries with an internal, or more correctly, an internal-external ethnic or ethno-religious problem refuse to shift to a federal system (Philippines and Indonesia being examples). It is also not purely coincidental that most islands situated next to a larger (or large) mass of historically hostile co-ethnic or co-religionists of one of its component communities, tend to cleave to unitary systems.

While President Sirisena made many good points in his speech about the need for reconciliation, and struck a note that President Rajapaksa should have but failed to strike in the postwar period, he saddened and alarmed me when he used a certain term twice, not just the once, in his speech: “mlechcha yuddhaya”, which means “ barbaric war”. Now it is true that war is at one level barbaric (with the only modern exceptions being those fought by Cuba) but it is wrong to characterize a war as barbaric when it crushed a barbaric enemy and reunified the country. What President Sirisena should have referred to as barbaric was the LTTE, its leader, its terrorism and its terroristic war: “mlechcha koti sanvidhanaya”, “mlechcha thrasthavaadaya”, “thrashavaadeenge mlechcha yuddhaya”, “mlechcha thrasthavaadee yuddhaya”. He did not use any of these terms. Instead he twice referred to the war as barbaric.

So, logically, it would seem that our armed forces fought a war that was barbaric! In President Sirisena’s Independence Day discourse, this war was not a great patriotic one; not a Just War of resistance that was imposed upon us that we should be proud to have won, and that our armed forces won. According to the new discourse, this is not a Just War whose victory and victors must be celebrated!

Of course we have heard this before. The term “mlechcha yuddhaya” (‘barbaric war’) comes from the author of “bahubootha vyavasthava” (‘nonsensical Constitution’), namely President Chandrika Bandaranaike Kumaratunga and it dates back quite precisely to the Sudu Nelum Movement of Chandrika and Mangala Samaraweera.

It is hardly surprising that with such an ambivalent attitude Chandrika failed to win the war. It is also hardly surprising that without such ambivalence, Mahinda Rajapaksa did.

What is surprising is that it was ex-President Chandrika who was seated next to unelected Prime Minister Wickremesinghe, the co-signatory of the appalling document of appeasement, the Ceasefire Agreement. What makes it shocking was that Chandrika and Ranil who failed their nation in its darkest hour in the face of its most dangerous foe—dangerous by any global standard—were present in the front row, while ex-President Mahinda Rajapaksa, who did not fail that most crucial test, was absent.

Let us be honest enough to look the phenomenon in the face. The brave new values, ideology and doctrine, are the old ones of Chandrika and the Sudu Nelum Movement, the union of regions package, the Norwegian mediation and the PTOMS, now allied with Ranil and the attitude of the CFA. This of course should be no surprise as these enterprises were all on a continuum.

The truth at least for the moment is that Chandrika and Ranil won. Che Guevara once said of Rosa Luxemburg that “she was a great revolutionary who made mistakes and died as a consequence of them”. We may say that Mahinda Rajapaksa was a great President, a great leader who made mistakes and fell as a consequence of them. In that precise and strictly limited sense his loss was deserved. That is very much in the tradition of the tragic hero who falls because of his tragic flaw; Hubris meeting Nemesis. This evokes ‘fear and pity’ in the Aristotelian sense. However, there is no real sense of catharsis, or there is an aborted or at best, incomplete one. That is not because the tragic hero fell, which they almost always do, but because the utterly un-heroic characters in the drama won. Chandrika and Ranil have undeservedly won, but won they have. They have won with the help and in the company of those who were fellow travellers of the fascist Prabhakaran, the TNA. Those who heroically resisted the siren song of terrorist separatism, Douglas Devananda and the EPDP, and those who rebelled against it no less heroically, Karuna and Pillayan, have lost.

It is the Chandrika-Ranil project of the dark disgraceful decade 1994-2004, the decade of national retreat and humiliation that is now enthroned, together with the political project of those Tamil nationalists who paved the way for and politically accompanied the Tigers.

Society will be divided for a long time between those for whom it was a “mlechcha yuddhaya”, a barbaric war, and for those of us for whom it was a “saadharana yuddhaya”, a “shreshta yuddhaya”, a Just War; a great patriotic war of liberation and reunification.

It is no accident that Independence Day this year lacked the stirring, slightly spectacular quality of those on Galle Face in previous years. The whole affair was downgraded, devalued, and the crowd was quite small and unenthusiastic. I particularly recall by contrast February 4th 2006, when the Tigers had unilaterally recommenced their war of aggression and annexation, launching what their propaganda called The Final War. Followed by a strong military display, President Rajapaksa warned them not to mistake his forbearance born of Buddhism, for weakness. That marked the beginning of the end of Prabhakaran’s own “Independence Day” celebrations, the Mahaveera Day, which used to be televised nationally by the mainstream media and even uploaded via state media (Rupavahini). Such was the degree of divided sovereignty, the diminution of the Sri Lankan State and the erosion of our collective self-respect as a nation.

These were precisely the years of Chandrika and Ranil. And they have won. Those who won the war have lost to those who sold out. This is not the way things should be. There is something unnatural, ethically wrong, about this state of affairs. This is a state of moral disequilibrium. Natural justice must be restored.

      dont you think that you could make valuable contributions than only stay on writing this kind of rubbish.
      You the like have collected experience in diplomatic service of the island nation – why not you make hearted efforts to train novice diplomats shaping up to face UNHRC or the like challenges.
      As your predictions to make MR the winner of the election match ende up in vain, I really dont think anyone with a bird brain woudl listen to you in terms of your predictions similar to that of MR stupid astologers and their statements made prior to the election.       Mahinda was surely a good leader until the war is won. It was only because his listened to the other senior ministers and veterans to claim the victory. In the aftermath – his pompous behaviour – in simple words, NATHI EKATA ATHI UNAMA ATHIWENA WINSASAYA – how the low lifes would react after gaining it as never thought.

      Besides, I really dont think that Chandrika and Ranil won it… People s power won it nobody else. Of course CBK, Ranil s sacrifices catalysed the process. It was his civilized nature. The uncivilized will create only what we have been facing today.

      My question is even if Mahinda Rajano did not offer DJ an active role after his tenure from France – DJ to behave as if he is no different to MR’s die hard fans is still far from understanding.
      Even my 10 year old GRAND son kept me asking as to why srilanken regime led by MR failed to impose law and order in order to flow the process of reconciliation between all folks. This small boys further questioned why some highly educated so called analysts behave so baised to MR regime ? Why cant they see it beyond etc ?

      All these quetions raised by little ones brought me sleepless nights actually. But I still have the problems in getting the clear. Why DJ to stay in the same mode sitting with wrong ones – why cant he contribute enough and substantially by knowing the lanken issues better. Right at the moment, even sinhala fractions should get together – else what they achieve sofar could end up in pieces.

      It is a contrast to the exercise in negativity, hopelessness and trouble making Dayan Jayatilleke has deloberately engaged in. Dayan picks up random words and builds up a story that spews hoplelessness and fear, whereas Dharisha’s articles reflects the positives and the hope that has sprung across the lenghth an width of this island. He is unable to move out of the war and postwar mindset, like some Tamils who are unable to move out of the ethnic riot mindset and look at a different future.

      Yesterday (February 4th), signified a new beginning and the beginning of a new chapter in our post independence history. How it turns out is to be seen but all of us should work towards making it the best chapter. Recognising this I flew the national flag yesterday in my house, for the very first time.

    The writer is one of those dooms-dayers who predicted that all hell will break loose if Mahinda Rajapakse is not returned to power, as his method of autocratic rule suited the post-war political climate of SL.

    He even advocated maintaining the executive presidential system with full powers, when interviewed in the weeks before the election in January. Now he lectures yet again, hoping that readers will be dumb to believe him. I would suggest he read some of the responses of readers and take a cue where to go.

    You had nothing to say to the gibberish uttered by the previous PM whenever he opened his mouth but you find holes in Ranil’s speech. At least the current incumbent has brains, besides a lot of other virtues which his predecessor hadn’t.

    The armed services need not be mentioned time and time again. In putting out the enemy they were merely doing their job. That is it.

    This government has many good and clever people in the right places. Therefore its dependence on the likes of you and other ‘kept’ scribes to prop it up will indeed be limited.

    Since you have gone well past the tolerable limits exercised by patient men and women, I suggest you heed to advice of dozens of well meaning persons on this website who have reminded you to keep to your word and quit.

    Calm down Dr. You need to be a bit more positive about life. You criticized the leadership of Hon. Ranil Wickramasinghe but you still fail to see his sheer brilliance which led to the defeat of MR!

    For once, appreciate that change is constant. We need to remember the disharmony which started the war in the first place. All wars are horrible. When has it ever been beautiful?

    This Independence Day celebration was simple and elegant. Thank you President, adorable Prime minister and the wonderful lady Chandrika. It was nice to see that a whole gang of extremely smart and compassionate people were gathered together for an important event. I don’t know what kind of people can be discontent and show their displeasure through useless words.

    May be they can learn from the baby elephant who was all happy and joyous and joined in with the crowd. Just a thought, was this one of those baby elephants who was saved from slavery from one of those selfish, materialistic people?

We Sri Lankans have suffered enough under the previous terror regime. Where is MR’s patriotism to his country as a leader, which has been through squandering. MR and his regime are a band of depraved, economic terrorists, creating and bringing in terror, more people becoming poorer and living in hunger, whilst all the taxes on earth added. At the same time hypocrite that he is, he hugs and kisses babies, while inflating the price of milk, at the same time increasing his budget so much that he and his family can live a life of utter vulgar luxury.       Winning the war is the prerequisite for winning the elections then Manmohan Singh (Hindia) should have been elected as president of this island, or VP was the one who won the election for MR, war and then elections in 2010. VP should have been posthumously elected as president.

    All wars are Barbaric but this is gruesome tyrannically barbaric. No doubt. There are plenty of evidence and eye witnesses for the barbarism. Unless and until the just cause of the war by Tamils is consented by the parties a solution is very far. This is global village era. The dogmas and philosophies have to be adjusted or reformed accordingly otherwise you will be left behind. More Srilankans are western educated and out of the Boundaries of of the Island physically and in political thinking. What you have to think is how to move forward for the well being of all the Sri Lankans and the humanity at Large. Remember Tamils fought the European invaders until the last, Cankily II and B vanian died in resisting them. Because of these war against the invaders they became poor and less in number.

    Philippine and Indonesia are Mr.DRs PhD political or constitutional example. This comedy guy can not see Canada or Switzerland, which are examples, during CBK time, many Sri Lankan involved in the negotiations studied and cited.

    Dayan in you we are proud to have a Sri Lankan who can articulate your views without fear or fervour, precisely and to the point. Your courage to persevere with your beliefs by sharing your views has to be appreciated. Unfortunately, there is a biased audience who cannot either understand or are naive to think that everything is hunky dory.

    You must be devoting a lot of your time to put your point across again which is appreciated. Keep on with the good work with your reasonable arguments. Sadly, MR did not use yours and so many others’ intellectual capacity productively. If that had been the case SL would have been marching towards becoming a developed country. It is clear from your writings that you still have hope. Thank you.

      You are the only one seem to have added something supportive to his article WHILE all others have criticised his contents.
      Why is that ? Sure, his substance of each article supplies food for thoughts. However none of these food have helped anyone further. Nor has MR heard him.

    War is a crime that involves killing, destruction, disappearances, rape and looting. The side with greater killing power and destructive power only wins the war! what fault you find in using the words “mlechcha yuddhaya”?

    Dayan! You talk about war. Please go through the para-8.150 of the LLRC Report. It says:

    “The Commission takes the view that the root cause of the ethnic conflict in Sri Lanka lies in the failure of successive Governments to address the genuine grievances of the Tamil people. The country may not have been confronted with a violent separatist agenda, if the political consensus at the time of independence had been sustained and if policies had been implemented to build up and strengthen the confidence of the minorities around the system which had gained a reasonable measure of acceptance.”

      As Ibola could make much less damage :) Madamulana King is being considered to come back as Wasidewa stressed it yesterday. Anyways, on going investigations set against MR, we hope would speed up at least from next week on.

      About DJ and his mental set – he is just a good example of our people – that would not change mind sets accordingly – but these pundits go on advising others.. how come ? Where have their brain cells wandered ?

    To DJs utter shock MS has advocated a moderate foreign policy. Dj expected MS to take a pro western foreign policy so that international experts of diplomacy like DJ can keep criticising him. But MS did the opposite and looks more moderate than MR. So DJ totally ignored it while splitting hair in other aspects of the speech.

    Thank you for a great article. Sadly, when the circus is done and dusted, the damage will certainly be irreversible, irreparable and most definitely permanent !
    For speaking the truth, for standing up for your race and country, for stating facts, for reminding people about our past and the authors of past events and for forewarning of disasters to come, be happy to be called a hate monger, fascist, racist or whatever they wish to call you and I’m with you on that!
    Remember in 2005/2006 it was only a very few who said and thought that war then is certainly winnable while others preached devolution, federalism, power sharings, ISGAs, political packages etc…
    What the TNA and its masters couldn’t do by the bullet, they will most definitely get it done by the ballot thanks to our own unpatriotic, short sighted and ungrateful lot!
