On Arrival Visa Fiasco – What A Shame On Our Nation

Reports indicate that Tiran Alles submitted a cabinet paper which was readily approved to outsource the On-Arrival visa process to VSF Global. On arrival visas bring a large amount of foreign exchange to our country and I for one am shocked why this very profitable process was outsourced. Could it be that SL customs was in-efficient? Or were they taking bribes? Or the system was messy? Or is it that VSF Global has a vast database of criminals, drug lords, money launderers across the world that SL customs lack?

Whatever the case may be this is a shameful and unacceptable situation. I would even argue that this is a slap in the face on our intellectual capacity as a nation. Granted that while the government broadly labels this as a cabinet decision, it is no secret that the handful of heavy wights like unelected RW, Tiran Alles call the shots.

Now many countries use the services of VSF Global for one main reason. Saving money. For example having a group of highly paid Europeans or North American bureaucrats is a lot more expensive than hiring a few Asians from India or Vietnam to process visas. Processing visas to travel to a rich country is far more complex than stamping a visa on arrival to SL for a limited period.

If SL customs do not possess a huge database of criminals across the world, that should never be a reason to use a 3rd party. Why because at a monthly charge, SL customs should be able access this database from a 3rd party. Next, if the thinking of the SL government is that criminals and drug lords can get on arrival visas with bribery, there are proven methods across the world to catch the culprits. It is called “sting” operations where CID officers infiltrate as visitors and try to bribe an immigration officer.

If a “Sting” operation throws one single immigration officer in jail for 5 to 10 years, this menace will come to a halt very quickly. This method is widely used in the USA that has resulted in imprisonment of even high-powered US senators being tossed in jail. No question.

That is how Rule of Law works that has helped these countries to be rich among other things. Break the law, and you end up in jail no matter who you are!

While talking about sting operations, if the CID is allowed to do their job free of political interference and the CID end up throwing one or two corrupt ministers in jail for the long haul, corruption might at least slow down. This is why I have constantly argued in favor of separation of powers.

While talking about the Colombo airport, I want I want to add a few more thoughts and hopes our opportunistic tourism minister Fernando might somehow get better sense on tourism.

Did anybody see the thick, crowded line of tourists at the on-arrival visa counter? Does anybody think that these tourists, some of whom have travelled more than 12- 20 hours to get to their much sought after vacation in a tropical paradise with their hard saved money, really appreciate these endless disorderly, chaotic lines? Or do they prefer to just get over these procedures as fast as possible and get to their hotels?

Also the arrival immigration lounge at the airport has undergone some basic improvement. They have added long railings/stanchions  leading to each immigration counter and numbered them too.  This is progress compared to before. But…..

They did not think right again!!! Why did they not make one  long stanchioned line leading to all the immigration counters and had each passenger direct to a counter that falls vacant. This should surely speed up the process.

The world has heard of the largest shop in the world; Amazon.com. Why is Amazon.com the most popular online shop? It is the sheer convenience and speed. Nothing else.

So the minister can take a que and figure out a way to make our airport efficient and less chaotic. Specially westerners are used to speed and efficiency. Ministers are busy people so Fernando needs to hire a proven, dynamic person to run the airport. Here lies the problem in general. The minister is likely to put a family member, buddy or a lackey to run the airport.

Isn’t this our curse anyway which eventually ran the country to the ditch?

I remember how Gota appointed ageing eldest brother, former police constable as the minister of public administration. Imagine that? Such a vast and complex establishment that serves the people of SL given to a man void of any modern thinking, technology and forward thinking!  The man can barely walk, let alone run a gigantic organization efficiently!

The list goes on…

The ultimate hope for us all is that JVP will take the helm this year. This is mostly because the other two parties have ruined the nation, more than anything JVP is offering fresh.

Speaking right from my heart, I am totally at a loss to understand why JVP so far has not put forward their political agenda in detail! This must happen.

Let us face it. Talk is cheap. The country needs to know! Anura Kumara Dissanayake should come out with a detailed manifesto spelling out his policies and programs, now!

      Under normal circumstances, yes. If the economy is performing normally, if debts are being paid, if imports are not restricted, yes. There will be some leeway for the inexperienced JVP to try its new tricks.
      But we have just emerged from a dire period when we escaped absolute chaos only because India didn’t want a can of worms on its doorstep. That is the truth. This is not the time for experiment.

      How many Sri Lankan Criminals are there in the UAE. It will now be very easy for them to Travel freely.

          VFS is not an illegal company. Even in Sri Lanka, it processes Schengen visas in addition to AUS/NZ, UK, Canada, visas. . But it charges exorbitant amounts as service fees.Even an Indian visa costs about 8000 LKR.
          But Sri Lanka may be the only country where they operate at the Immigration counter. They have driven up the cost of visas with their service charges, but all the “services” in the airport, like seating and AC are provided by the airport and already charged for as airport tax.

              That’s a good explanation by Tiran Alles, but it doesn’t excuse the fact that visa costs for tourists have gone up by a lot. And this is after the government offered free visas to many countries. The money made by VFS is not an income for the country.

              That’s an interesting piece. It is true that VFS makes a lot of money. I am surprised that the UK Foreign Office too makes money by outsourcing to VFS.
              The story about “VIP facilities” is true. Even I was invited to access it while getting a Schengen visa. Another trick they employ is to force applicants into waiting till 3 a.m to catch an interview slot, unless they want “premium” service, which amounts mostly to very expensive coffee and someone filling your forms.
              VFS is just a slicker version of the guys who set up shop outside Embassies or the Passport Office, filling forms and making photocopies for a few hundred rupees a go.

              The best thing is that if our people developed a new software and take over the entire handling, it will be cheaper. I don’t know why Sri Lankan software companies couldn’t do that.

              What are your thoughts on this? I am not a software engineer even if we work some HELP desks for our issues in Pharmaindustry.

              My friends used to visit the ETA website whenever they visit Sri Lanka for the past few years. But many of them were not happy about it. Some of them pay remotely and come back to BIA.
              .
              It is believed that the former site and its irregularities remained unresolved for the past 4 years until the incumbent government decided to work with VFS Global alone.

                Even in SL, software engineers can make millions per month. But they can make three times that outside. People always want more money.

    Nice to know that I am not alone in asking the same questions from the NPP. Seems its mostly those domiciled outside SL who are able to see the bigger picture.

    Alles is bum sucking crony who shot is own foot by publicly stating that he facilitated a clandestine payment to the LTTE on the request of Basil (which I would say amounts to treason in times of war).
    He is now responsible for law & order, overseeing the Police but seems to have forgotten about his earlier disclosure to do anything about it. Let’s face it, SL politicians are known for demanding commissions & would even sell their own mother for a price, therefore, outsourcing visa process is not surprising.

    This Tiran Alles guy has a very shady past.

    His father was a principal of a government school who ended up as a very rich owner of a huge international school.

    Alles was an agent of Malaysian company Dialog selling phones in the North. He became rich by selling phones for Dialog. With Mangala Samarweera he became a main supporter of the MR victory in 2005. Later both of them were chased away by MR ,he was accused of stealing RADA money by Rajapaksa.( money gone but no houses for poor fishermen in the North !)
    later MR and Tiran made up and he even became close to MR again

    Tiran had a brother called Malik who died in an accident in 1970s when JR was President. This warped man Malik accused Ranil who was deputy minister of education of being responsible and vowed revenge.

    Where is he now ?
    This is the low quality of our ministers.

      But I don’t see his fault at the moment. This current problem with VISA issue for foreigners is a big scam that needs to be checked. No one with any sense would ever work to betray own people.

      The young man who shouted upon arrival has no right to behave like that, in Germany he would be arrested upon arrival. He should be decent enough to protect the sinking motherland, which today exists entirely on tourist arrivals.

        I agree with you that the behaviour of the young man is ugly. But do you not think that he like millions of Lankan are just at a tipping point or fed up of the way country has been ruined and sold. Valuable assets of the country are sold without a proper and transparent tender process. Remember RW has no popular mandate by people so he is semi-legit.

        Talking about German standards of law and order, may I ask you a question respectably? What would the law enforcement do in Germany if the German government is as corrupt and crooked like SL ?

        Compared to the crimes committed by our so so called leaders over the decades, the crime committed by this young man is miniscule!

        To me personally, I applaud him for crying out load because that brought national attention to this questionable VISA process and the company.

        He opened a can of worms! Our nation is better of for that !

                To tell you the truth, immigration checks in the UK (Heathrow) sometimes took more than 45 minutes and was pretty horrible even during the COVID crisis period. . No one shouted at anyone.

                I think this beach boy (he’s not married yet, but his girl is Russian/Tatjana or Svetlana – this guy looks like a beach boy to me) should be arrested and warned not to damage the tourist arrivals this way.

It is similar to join hand with JVPrs with their numerous allegations at their opponents. Even Sajith Premadasa is attacked by them in public. That is all easy.     I have no doubt that Ranil and his ministerial criminals are not interested in the country or people. They are nothing different from Rajapaksa family criminals. It is nothing new that they sell Sri Lanka to make their pockets heavy.
    However, the airport issue or giving on arrival visa to a international country must be going for many months. The selling of Hambantota, Colombo Harbour East Terminal, Colombo Port city, Colombo West Terminals, Trincomalee Oil, Distribution of Petrol and Disel, Wind mills in the North etc. etc. were given to China, India and many other country governments or companies. The government has also advertised to sell the Sri Lankan airlines. All this is happening in this country for many years. So, there is nothing new happened now. However, the drama played two days before looks like an election drama similar to Easter Bombing. The person who shouted at the airport did not put the blame on Sri Lanka government but he directly attacked India and Indians. Why? Where did this man go when India and China gave 4 Billion dollars each? Where did he go when Tamil Nadu government sent food and other items to suffering people. Racism and Fundamentalism is a simple excuse to rob this country few Sinhalese political leaders. Sri Lanka is now a bankrupt country not by any other country but only by our Political leaders.

          David – I can answer that. In fact I have been writing about this too.

          WE need a smart constitution with proper separation of powers, transparency and accountability. . The most important being the separation of power between the executive and the criminal justice system.

          No matter east or west, politicians can be extremely corrupt. They are all human .

          That is why s smartly done constitution with good structural checks and balances is the first order of business for any party including the JVP.

          I am saddened that JVP or Sajith don’t talk about this.

          No Democracy can survive when the executive branch can dictate to the criminal justice system. In SL case RW appointed Minister of Police call the shots at the police force. Police minister can create evidence or destroy evidence.

          This is why the OATH is also so crucial.

          Only General Fonseka is talking about these structural changes in the parliament. But most want to maintain the same old as it benefits them!

            Fonseka was a good general. But he has the same level of education as a toad. His family minted a fortunate through manipulation of weapons tenders. Much better to have someone like Champika Ranawaka – no corruption, highly educated – as the top man in charge. He was able to make the CEB profitable, so the business acumen is there as well.

                Dear Human Dung,

                I understand the military well. A particular relative was a Brigadier General. I have been to camps, met soldiers, etc while you were picking up tourists or whatever other activity you are inclined to do. Success in the military requires physical strength and emotional intelligence. Achieving the rank of General requires significant experience and outstanding performance, particularly in the area of leadership. Book knowledge and exams are useless.

              I am afraid to have to disagree.

              General Eisenhower of USA ( twice elected) and General Degoulle of France were top ranking general. They both lead their countries to win the WW2.

              I also believe even those who have only passed O levels can make himself educated enough to be a countries leader.

              I invite you to listen to Gen Fonseka’s parliamentary comments time to time. He is aspiring to wholesale change this family run, corrupt ststeny( not just the government..

              I fortunately millions of Lankans don’t have the wisdom to understand what he is driving at.

              Pre 1948, Brits worried if Ceylon as a people understood democracy enough to manage it. They were so right.

              Our so called leaders through corruption and mismanagement gradually brought SL to a halt while democratizing robbery and nepotism.

                Hello Asoka,

                What works for the military does not necessarily work for the civilian world. For example, there is a rigid hierarchy in the military that establishes a clear chain of command. This may promote efficiency on the battlefield, but you cannot run a country that way. The way to run a country is through democratic institutions, whose members are largely elected by the people. Nationalism is frowned upon in the civilian world, yet it is a major component of the military. You cannot ask a soldier to die for his country in one instant while in the next warning him about a UNHRC investigation. Soldiers are trained for what? War. Optimize the force multiplier. As civilians, we value diplomacy. Fonseka is a career general. He does not have the training or mindset to be the leader of a democracy. Whatever nice things he says in support of the latter, probably came from reading the “Sunday Leader.”

          It is very hard to work out s system to deal with these political robbers within the existing system because the robbers are protected by Super powers and Internal Fundamentalists. We should create an environment where majority Sinhalese come out of the fear of Tamils and Muslims. For example Tamils are thinking of not voting for Sinhalese leadership. If Muslims and Upcountry Tamils also decide to not vote of Sinhalese leadership Singhalese have an opportunity to realise who was responsible for the economic crisis and who protect those robbers rather than leaders talk about the fear of Tamils or Muslims. Once the robbers lost in this election and people have realised that their leadership is responsible the crisis, it is easy to strengthen the country’s unity among people for the benefit of the country.

          Dear Readers,
          Spirituality is unique to everyone, but if you blindly keep it at the top of your life, it can act like an opiate.Some indians bathe in “highly polluted rivers filled with provable loads of ASUCHI excrements, but believe it is sacred”:
          Biblical and Quranic guidance and subjective interpretations undoubtedly mislead some people more than the others. No matter where you are, religion-Human-nature is entangled. Individual abilities and acceptances and absorptions make it good or bad in some.

          For example, yesterday, in front of a supermarket in my small town, in a parking lot, 2 x Turks or Arabs (probably in their early 30s) were licking the floor as part of their religious ritual. Scenes like that are forced all the time, I feel allergic inside, but I don’t behave like the LAD ass who ran into amok in the BIA a few days ago.

          Anyway, it makes me think more. I have no doubt, our GOOD Lankascot will do the same because he has lived in many places on this earth before coming to our country. An old German woman walking to her car 10 yards away moaned “Oh my God these people are so blind”: this is unique not only to Germany but also to my home country.

            Even when I go to my motherland and go to Kelaniya temple, there are foolish worshipers that do the same. How they lick the bodhi (Bo-Tree) and the immediate precinct around the bodhi. They are used to giving chants thinking that if they do louder, their account will get more merit (Yana thanata pin ekathu koranawa). After all, most of what they parrot is beyond their understanding. It is an imitation of anything. The whiter you are the higher the flow of merit in your account according to their stupid thinking.

            In Germany in my early 20’s, I had several black priests who were from Ramstein ameican millitary base (mid 90’s) who tried their best to blind me with their religious beliefs, and to some extent this was too much for me as someone who only knew school Buddhism. What was learned then was not ordinary Buddhism, but “Sinhala Buddhism full of Jain and Hindu rituals”.

            Back when I was a teenager, my parents and relatives gave alms to the “head shaved bastards” and buddhist adherents (100 or more) whenever they thought it was time.. That was 4-5 TIMES A year except that monthly alms were given to the local temple monks. As you know, we as teenagers, tongue tied, but to agree with parents whatever they did.

              Even if we were asked to eat ” Ratathanakola- raw grass” unlike today’s youth, we were forced to eat. That is sinhala primitive culture I experienced in that country in 70ties and 80ties.

              It was a lifestyle full of myths and false beliefs. Some of those Buddhist monks sexually touched me and my peers from an early age and found me attractive as an adorable teenager. My sandcastle friends explained similar incidents to me. Some of them were sexually abused by their temple Buddhist priests (to me, most of hypocrites are child sex offenders and real cirminals in disguise).
              That’s how Sri Lankan Sinhala-Buddhism was led by “head shaved bastards”.
              Going back to my experienceces with those black priest, he repeatedly asked me whether I want god to enter my heart. He stood infront of me with closing his eyes……to my comparisions to that time, It was like a Lankan type DEVIL DANCE.. Anyway for me. , …. It was overwelming. … I was passing my days with homesick and sort of other problems, me being new to Germany, but these religous harrasments were too much. I did not have more options either since my student hostel belonged to anglican church. So I had to show up in their prayers back and forth.

                My Catholic school friends back in Aberdeen and other Scottish towns faced similar abuse back in the 50s and 60s. https://www.bbc.com/news/uk-scotland-48458480
                The abuse was horrendous, and the perpetrators have in some cases been dealt with. However those in positions of Authority (such as Teachers and Social Workers) have not owned up to their complicity in ignoring or covering up the Crimes committed. One friend of my sister’s used to arrive at School with Baby Vomit on her School Blazer from feeding the illegitimate babies at Nazareth House (Catholic Orphanage) from 3 am to 7am when she left for School. Her Classmates did their best to clean her up. All of her Teachers knew about this and much more. Middle Class, Group Think in Practice.
