Our Pledge To The People – Full Text Of Fake PM Mahinda Rajapaksa’s Resignation Speech

English translation of the text of a speech made by Fake Prime Minister Mahinda Rajapaksa at his Wijerama Mawatha residence on 15 December 2018.

Most venerable members of the Maha Sangha, Clergymen of all religions, Members of Parliament, Ministers, and dear friends,

The Supreme Court has delivered a judgement against the holding of the general election that had already been declared. Since that judgement is a long and complicated document, I will study it carefully and in due course express my views on the constitutional impact it will have on the functioning of the parliamentary system of government in this country. Today however, I wish to speak on the political implications of not being able to hold the general election that had already been declared. We are now in direct confrontation with a group of political parties that have continuously engaged in various subterfuges to avoid facing elections. When this group of political parties tried to get the local government elections postponed indefinitely by petitioning courts over the delimitation of wards, we were able to hold the local government election only because the Chairman of the Elections Commission intervened and declared that he would hold elections at least in respect of the local government institutions that had no delimitation issues pending before courts. If not for that intervention, the people would not have got even the local government election.

Elections to provincial councils have been delayed by more than one year and three months, but no one has any inkling of when those long overdue elections will be held. The law has been manipulated in such a way that those elections will be put off indefinitely. In September 2017, when the Attorney General said that a two thirds majority will be necessary to pass the law designed to postpone the provincial council elections, the then government kept Parliament going till night time and with great effort, mustered the necessary number of MPs to get the law passed. So desperate were they, that when some smaller political parties said they would not vote for the law unless the proportional representation quota was increased from 40% to 50%, the government agreed to that demand in the corridors of Parliament so as to get the required number of votes. They had to perform demeaning contortions to get the provincial council elections postponed.

The people have now been deprived of the general election that had already been declared. After the President dissolved Parliament on 9 November, the political parties opposed to the election petitioned courts and obtained a stay order on the dissolution and with the cooperation of the UNP Speaker, they engaged in various activities to demonstrate that they had a majority in Parliament. But it was only on 12 December when a resolution was passed expressing confidence in Mr Ranil Wickremasinghe and requesting that he be appointed Prime Minister that the people of the country were able to see the real state of things.

A total of 117 MPs voted calling for Mr Ranil Wickremasinghe to be appointed as Prime Minister. Fourteen of those votes belong to the TNA. Even though the TNA also requested that Mr Ranil Wickremasinghe be appointed Prime Minister, on the same day, TNA Parliamentarian Mavei Senathirajah made a special statement in parliament on behalf of the TNA saying that though they voted for Mr Wickrermasinghe to become Prime Minister,  they would not join the government and would remain in the opposition. So what has actually happened here is that the UNP which has a minority of 103 seats, has been taken hostage by the TNA. If they do not adhere to the diktat of the TNA, the UNP minority can lose their parliamentary majority at any moment. The TNA now holds the remote control in Parliament.

On 12 December, even before the Supreme Court judgement was delivered, Mr Ranil Wickremasinghe spoke in Parliament about bringing in a new constitution. This new constitution has already been drafted and published in the newspapers as well. Under the provisions of that draft constitution, this country will be divided into nine semi-independent federal units. The new constitution will also abolish the executive presidency which means that the presidential election that is due before the 9th December 2019, will not have to be held. The new constitution will also change the system of electing MPs to Parliament which means that the parliamentary election due in 2020 can also be postponed citing delimitation issues the same way that the provincial council elections have been put off indefinitely. That is what they are now preparing for. 

The UNP-UPFA coalition that had been formed under Articles 46(4) and 46(5) of the Constitution relating to ‘national governments’, fell apart when the UPFA left the coalition on October 26. Thereafter, a number of UNP parliamentarians joined us and we became the largest group in Parliament. After the general elections of 1994, 2000, 2001, 2004 and 2015, it was always the largest group in Parliament that was invited  to form the government as no party obtained a clear majority. In all those instances, the government was formed first, and the working majorities were obtained later.

After we formed a government on 26 October, the President declared a general election. When I was sworn in as Prime Minister on 26 October, that was to form an interim government that would last only for about two months until the conclusion of the general election which was sheduled for the 5th  January 2019. A President cannot stand by and do nothing when the whole country was facing destruction at the hands of the people running the government. When the main opposition force which is in effect the alternative government is invited to form an interim government that will last until the conclusion of a general election, such a request cannot be turned down either. Furthermore, a minority government would more than suffice to run things till the conclusion of a general election. We appreciate the difficult and bold decision that the President made on October 26.

What we are confronted with now, is an attempt to rule the country without holding any kind of election. Since a general election can no longer be held, we cannot implement any of the measures we had planned to take to prevent this country from becoming another Greece. The UNP government borrowed 20.7 billion US Dollars in foreign currency loans alone within a period of three and a half years, and we have no idea as to how much more they will borrow in the coming months. The UNP brought our economy to the brink of collapse through such foreign currency borrowings. All that money was borrowed for consumption. We borrowed money to develop the country and that development is visible. But the UNP borrowed money only for consumption. Even though some have expressed the view that it will be possible to minimise the damage done by the UNP because the President is no longer with them, we must realise that there is much that the UNP-TNA coalition can do without informing the President.

We should bear in mind that back in 2002, the then UNP government signed a cease-fire agreement with the LTTE without informing President Chandrika Kumaratunga. After the 26th October, we were able to reduce the pressure on the people by bringing down the price of fuel and some essential food items and restoring the distribution of school uniform material. We restored the fertilizer subsidy and reduced income taxes on agricultural incomes to encourage agricultural production. We were also able to take certain measures to address the concerns of  young professionals in this country over the Sri Lanka – Singapore Free Trade Agreement entered into by the previous government. We suspended the excessive taxes imposed by the previous government. We also managed to prevent several local industries from closing down. Even though a general election will not be held, it must be said that the events that took place after the 26th of October have benefitted the public in other ways.

The most important thing that happened during this period was that the two thirds majority in Parliament that was available to the UNP to be used at will, is now no longer available to them. Therefore it is now possible to prevent the passage of the new constitution that has been drafted by the same individuals who turned this country into an ungovernable mess through the 19th Amendment. Furthermore it has now become possible to end the totalitarian system that prevailed in Parliament over the past four years, with partners of the government taking over the position of opposition leader and chief opposition whip and masquerading as the opposition while supporting the government. As a result of that dangerous perversion, the Constitutional Council which recommends candidates for appointment to high office, was made up of representatives of one political persuasion. Consequently all appointees to high office over the past four years belonged to the same group. The whole country is now suffering the consequences of that situation.

After the February 10 local government election, our aim was to have a general election held. Since I have no intention of remaining as Prime Minister without a general election being held, and in order to not hamper the President in any way, I will resign from the position of Prime Minister and make way for the President to form a new government. When I was sworn in as Prime Minister, on 26 October, a feeling of optimism swept through the country. The All Share Price Index which had declined after 2015, suddenly picked up on expectations of a change of government. The LMD-Nielsen Business Confidence Index recorded the sharpest increase after 2015 in November 2018. Despite the political turmoil in the country after 26 October, tourist arrivals had increased by 16% in November 2018 when compared with the same period in 2017. Those trends which took place despite the political instability in the country after 26 October are a clear indication of what the people’s hopes and aspirations are.

The change of government that the people expected has now had to be put off. But the people will definitely get the change they desire. No one can prevent that. The coming together of the Joint Opposition and the SLFP group that was in the government has now created a power block that commands around 54% of the vote base. To this will have to be added the votes of our allied political parties in the North and East and the hill country. What is now gathering against the enemies of the country is a country wide political force that no one can stop. Our main aim in the immediate future will be to hold the provincial council elections which have already been delayed by more than one year and three months. The main challenge facing us in the interval between now and the formation of a people’s government will be to minimise the damage that can be done by the destructive forces that are now seeking restoration to their former positions. There is no doubt at all that the people who stood by us since 2015, will continue to support us in the future as well. We will bring the forces opposed to the country down to their knees by organising the people.

        Greatest curse of the country right now is the stupid myth of Mahinda …….. that every crook and his dog wants to latch onto for their own political survival. …… For the country to prosper this stupid cockamamie illusion should be destroyed and people’s gullibility brought back down to earth.

        It’s time for Mahinda, Ranil, Sirisena, Vasu, Dinesh, GL and the rest of the geriatrics to retire gracefully (fat hope!) and fade away ……… Haven’t they done enough damage for a one life time?

        Let the next generation take over. Let someone else destroy the country …………. In fine customary/traditional fashion.

        We the people, too need a change of clowns and jokers ……… if not how can we go on?

      I am not a Catholic but respect the faith that each one chooses to profess. To each his own.
      There are gods venerated by several religions, including Sinhala Buddhists in the devales.
      Being a practicing Buddhist, he could have been speaking in that context.

        I agree however why should we tolerate Buddhism being given foremost place in the constitution? Would you campaign those crooks to change the constitutional preference given to Buddhism and draft a secular constitution?

        I am lost. Who is the “practicing Buddhist”?

          Earlier (before 77) we used to have a cultural department to consider matters related to any religion; all the religions enjoyed the same treatment.

          But that fanatic JR made a ministry to Buddhism & gave it foremost place in the constitution that compelled to make a ministry for every religion @ people’s expense.

          It’s not easy to withdraw things that were once given to blow the minds.

            The constitutional provision was provided by the weeping widow for the first time in her racist, religious 1972 constitution. JR refused to remove it from 1978 constitution.

        Buddhist: One who follows the teachings of Buddha

        Buddha taught the Four Noble Truths – Stress, its Origination, its Cessation and the path leading to the Cessation of Stress.

        This is the essence of all his teaching expounded in so many ways in Suttas, Jatakas, the Abhidamma, etc.

        The Buddha did not set down rules but made clear, that in order to even remotely be able to follow his teaching, one must uphold the following rules (the Five Precepts)

        – One must not take life nor incite another to take life.
        – One must not take what is not given nor incite another to take what is not given.
        – One must not be promiscuous nor incite another to be promiscuous.
        – One must not speak untruths nor incite another to speak untruths.
        – One must not be given to intoxicating drinks nor incite another to become intoxicated.

        Beyond that it is completely up to the individual to carve their path to freedom.

        Veneration of those who are worthy may it be the Buddha, Damma and the Sangha, one’s parents, gods (or anyone with higher virtue, wisdom and mental development than your own) is encouraged among ‘practicing Buddhists’ for the purpose of humility and learning. It is done with a pure heart and certainly not expecting anything in return.

        True Buddhism doesn’t believe in the existence of god’s. Devala are a Hindu religious establishment. People who don’t know true Buddhism have spoilt it by mixing up Hindu religious concepts with Buddhism.

      It was not an easy task for him if those 10 judges during the last two days made the world clear that ballige putha RAJAKASHE *s thearial performances were no means in compliance with prevailing constitutional guidelines.

        Not just 10 judges of the courts but those who studied it and believed that all the saga of FAKE APPOINTMENT offered to power greedy but rabbelrouser Mahinda Jarapakshe, knew that these vicious men will have to face the truths.

        We are lucky, so lucky to have an unbiased SPEAKER as well as an independently functioning courts. Latter is the BIGGERST gain of 3.5 years GOVT. That is worth to us the rational thinkers millions times, than those attack lying the nation that last 3.5 years were just wasted.

        Now we learnt the lession, that educated , right respecting ones, regardless of the party, race or anything else, succeeded and they have been able to kneel down so called big men before the law but the supreme power of the law. Not MS and MR only, but MUGABE was also defeated in the end, and had to relinquish. I hope our people would realize it sooner than later, then only we can think of a better future.

          If so, why not you bellige putha tell bellige putha Ranil to pay back what he robbed from Central Bank and for misusing public property by squatting in Temple Trees after he was ousted from PM post. The law should apply equally to both parties.

      Your resignation speech is convoluted sleazy and further downgrades you. Therefore,
      Amarasiri edited and revised your resignation speech.

      I was appointed as the PM by Sirisena, assuring everything is within the powers vested in him from the constitution and the amendments. However, the Supreme Court has unanimously declared that my appointment as the PM, was Fake and illegal. In addition, the Supreme Court unanimously ruled that the dissolution of the parliament was unconstitutional and Illegal.

      I have taken oaths be PM, an illegal PM, and I resign, as I cannot get the support of 113 MPs in parliament, as we fell short of MOs to switch sides, as the price was too high, as high as Rs. 500 million.

      I apologize to the Citizens of the Democratic Socialist Republic of Sri Lanka, for the mayhem I caused as the Fake and Illegal PM, by believing the Idiot and Dork Sirisena.

      I plan to get back to Medamulana, in retirement, provided I am not caught for all the illegal and criminal activities.

      Please consider impeaching Sirisena, who stabbed me a second time. Let the constitution and the rule of law prevail.

      He was defeated twice by 2 No-Confidence Motions in Parliament. If he has such love for the country and for the people, he should have realized that the elected representatives of the people rejected him without trying to cling on to power. He was removed from the post of PM. Under the circumstances, there is no post for him to resign!

      People can’t “sack” PMs. Former President has decided to resign as he didn’t want to steer the country into an abyss due to Maithri’s and Ranil’s unconcealed animosity to each other.
      Positions are nothing to him, though they are big for some crooks.
      What do you think? If he didn’t resign, Ranil can never swear in as the PM unless he files a case against the President for sacking him.
      The former President could have easily drag the matter for few more months. But he has declined to hold on to power for the sake of the country.
      Ranil and Maithri will end up being thrown to political trash bins while the former President will stay in politics as long as he so desires with the blessings of the majority population.

      It was probably Sirisena, the Dork, who requested the Fake PM to resign, after he appointed the Fake PM and administered the oath. It is very good that he reigned from the Fake PM post, as it closes this unconstitutional and Illegal chapter in Sri Lanka after independence.

    He tried hard to be in power , parliament thuggery , boycotting parliament sessions, giving media circuses by him and his cohorts. Ultimately he failed miserably without any other string to hold. I read his speech and also the anusasanawa of Buddhists clergy. Painted a wrong picture that there is a threat to unity. All are fabrication and nothing is real.

    I have a strong belief that he has stuck a deal with RW to sweep all court cases of him and family under the carpet so they operate freely.

    If RW fails to bring his own culprits and MRs crooks before the legal system i am sure this his last chance. These political blokes never learn lessons.

    Can one not fathom his mental capacity, and his disrespect for the country’s Constitution, Judiciary and the democratic rights of the people, by this utterance at the very beginning of his diatribe?
    Sri Lanka is indeed blessed in having eminent persons of the calibre of Speaker Hon. Karu Jayasooriya and the entire Bench of the Supreme Court.
    Although it is hardly mentioned, I specially wish to honour Justice Malalgoda for his dissenting judgement yesterday, where he ruled that, whilst upholding the order of the Court of Appeal, he didn’t wish to even allow the written submissions to be made.

    I did not bother to read this harangue. But I did view a video clip of him signing the letter of resignation with his supporters around him. He has made that also an opportunity for Publicity! He makes use of anything and everything (even visits to temples) for a photo and publicity opportunity. Such is the man. I have heard of those who have narcissistic tendencies and I have a suspicion MR might be narcissistic. Perhaps a qualified Psychologist might be better placed to make a more authoritative analysis and pronouncement as to what ails this man. In the meantime, hope this septuagenarian will leave us in peace for sometime. Hope the circus is well and truly over.

    I respect your honourable decision to resign from the post offered to you by the President.

    I’ve no intention to voice my opposition to some of the points raised in your statement. However, let me repeat some obvious facts.
    1. About TNA joining the government:
    As per 19A, with the absence of any party holding majority, the only option is the 1st + 2nd political parties which secured the highest number of seats, forming a government. TNA is the distant third. Therefore, TNA joining the government is unconstitutional.
    TNA holding the remote control in the Parliament is actually not their doing. Your President who openly sabotaged your victory in August-2015, should take the full responsibility of giving that power to TNA. If not for his enmity, you would’ve been the PM and RW would’ve been the Opposition Leader.
    2. About new Constitution:
    UNP doesn’t have 2/3 majority. Even with TNA and JVP, UNP can muster only 125 votes. Therefore, introducing a new Constitution on their own is unfeasible. Without your support and President’s and UPFA, the possibility of passing a new Constitution in full or even in installments is a remote dream.

    On the contrary to what you say, as the LEADER of the UPFA group in Parliament (right?), it is YOU who hold the remote control in Parliament, NOT TNA! Nothing will be possible WITHOUT your support. Therefore, know your power, Mr. former President.

    I don’t support PCs which are haven for corrupt politicians. Therefore, I am happy about the delay.

    Finally, yes, those who supported you in 2015 will stay with you provided that your group excludes Maithri.
    I don’t know about PC elections which are for opportunists, but in Presidential and General Elections, you won’t get the necessary support if you plug with Maithri.

All allegations agaist new constitution dividing the country are baseless. Any way it cannot be passed without 2/3 majority. But what he did when in power was to borrow for loss makig projects and getting a big chunk as commission, to maitain the ultra luxury living of the royal family. Wish and Hope he Weera, Bandula, Gamma and Rev Abhethissa, will not try such destructive, illegal ractics in future.

    SL needs a young Leader who isn’t corrupt, has the right attitude and an intellectual. He or she should be a Statesman who wants to run the country by merit based administers and politicians. We need to bring in basic requirements to become an MP. Money for the election campaign can be from the GoSL officially. The existing Politicians stole Huge somes of Money from the Government Coffers.
    We need to ban the huge banners made and displayed every where.
    People who attend the Political meetings should come voluntarily and paid to have picnic day.
    National Audit Department should be strengthened to monitor the Government institutions & projects and to keep a close eye on the election campaigns. CID etc needs to be apolitical and stand up for the victims.

    The court decision was against the dissolution of the parliament.

    The elections are a different matter for the future.

    Court decision is correct in a futuristic legal point of view.

    MS and MR have no option other than appointing RW before the court overrule the appointing of PM is unconstitutional.

    Otherwise on the 07th of January RW will be PM after the supreme court’s decision.

    Once this happens the government will shed some light to the fake news campaign before going for another election.

    The positive outcome is now people are fighting to end corruption and empower the systems with more independence.
